【事業の目的】

2015 年 6 月に開催された G7 エルマウ・サミットにおける「低炭素成長の機会への投資

にインセンティブを与えるため、我々は、世界経済全体に炭素市場ベースの手法や規制手

法などを含む効果的な政策と行動を適用するとの長期的な目標にコミットし、他国に対し

て、我々に加わるよう要請する。我々は、世界銀行を含む関連するパートナーとの緊密な

協力の下、自主的参加に基づく、これらに関する戦略的な対話の場を設立することにコミ

ットする。」との首脳共同宣言のもと、「炭素市場プラットフォーム」の設立及び同プラッ

トフォームの下での具体的な取組を進めるための検討が進められている。我が国は 2016 年

の G7 議長国であることから、2016 年の炭素市場プラットフォーム共同議長を担うことと

なっており、本プラットフォームに関する活動（「戦略的ダイアログ」の開催等）を積極的

にリードしていくことが求められている。

また、我が国は、途上国への温室効果ガス削減技術等の普及や対策実施を通じ、実現し

た温室効果ガス排出削減・吸収への我が国の貢献を定量的に評価するとともに、我が国の

削減目標の達成に活用するため、二国間クレジット制度（Joint Crediting

Mechanism(JCM)（以下、「JCM」という。）を構築・実施しており、平成 27 年 11 月から

12 月にかけて実施された国連気候変動枠組条約第 21 回締約国会議で採択された「パリ協定」

においては、JCM を含む国際的な市場メカニズムの活用が位置づけられている。

こうしたことから、我が国としては、炭素市場プラットフォームの場等も活用しながら、

JCM の具体的な取組手法のアウトリーチを行いつつ、パリ協定に基づいて今後検討される

ダブルカウントの防止等を含むアカウンティングのためのガイダンスの作成など、引き続

き、市場メカニズムの活用に係る国際的な交渉にも貢献していくこととしている。

本業務では、2016 年 6 月に実施予定の炭素市場プラットフォームに係る「戦略的ダイア

ログ」の会議開催及び運営支援を通じて、活発かつ円滑な議論の進行に資することを目的

とする。

【事業の内容】

１． 炭素市場プラットフォームに係る「戦略的ダイアログ」の

会議開催の準備・運営等

① 事務局運営

炭素市場プラットフォームに係る「戦略的ダイアログ」開催のための事務局を設置

する（ダイアログは全て英語で実施）。主催者（環境省及び経済産業省）との窓口

になり、本委託業務を実施する責任者として全体責任者 1 名、全体責任者の業務を

補助する副責任者 2 名以上及び必要に応じてスタッフを配置し、環境省及び経済産

業省担当官からの指示に基づき、下記の業務を行いました。

・参加者、講演者等との連絡・調整

・政府関係機関、会議関係機関、大使館等との連絡・調整

・講演者への講演資料・CV 等の依頼とりまとめ

・参加者・講演者等へ送付する招待状を作成し、郵送又はメール送信の上、参加者

の取りまとめ、名簿の作成

・会議当日会場内に設置する事務局へのスタッフの常駐及び当日の会議運営

・その他会議事務局運営に必要な付随業務

② 会場確保

炭素市場プラットフォームに係る「戦略的ダイアログ」開催のための諸外国政府

の要人（局長級）が会議を行うのにふさわしい会議場を確保し、会議場確保に

係る必要諸経費の支払いを行う（霞ヶ関周辺 6 月中旬（平成 28 年 6 月 16 日～17

日）、2 日間（終日）、ロの字型で 60 名程度（メインテーブル 40 名程度、バック

シート 20 名程度）が着席可能な会議場を確保した。

③ 会場配置

会場中央部を囲むロの字型で出席者席を配置する。更に、各出席者の後ろに随行

員・関係者席を配置。また、メイン会場からスムーズな動線を確保できる場所に事

務局用作業室を用意（固定テーブル、20 名程度着席可能な部屋を確保）。なお、会

場は事前に下見をし、最終的なレイアウトは下見を踏まえて環境省及び経済産業省

担当官と協議の上決定した。

④ 会場設営等

（イ） 吊下げ看板又は垂幕

会議の名称を英語で表記した吊下げ式の看板を作成し、会議場内正面に

掲示した。

（ロ） 案内・誘導表示

会場入り口等に案内・誘導表示（A3 サイズ 2 枚）を掲示した。

（ハ） 卓上の国旗

G7 各国の及びその他の出席国それぞれの国旗（卓上に設置するもの）

各 1 個を準備し、卓上中央に設置した。

（ニ） 卓上ネームプレート

ネームプレートは、自立するプラスチックに印字した紙を

プラスチックケースに挿入して使用した。

（ホ） ネームタグ

出席者等に対してネームタグ（氏名、所属を明記、写真なし）を作成・配

布した。また、台紙を入れて首に掛けるひも付きのエコケースを同数用意

した。

（へ）会議関連機器等

会議に使用できるように、下記の機器を手配し、設置を行った。いずれも

会議前に機器のテストを行なった。また、機器操作の専属スタッフを配置

した。

・プロジェクター及びスクリーン

各 1 台ずつ手配し、設置。

・マイク、ノートパソコン、ケーブル及び周辺機器

マイク（6 本）、ノートパソコン（2 台）、レーザーポインター（1 本）、ケ

ーブル、延長コード 3 本程度を用意し、会議場に設置。

パソコンについては、英語版の OS,CD-RW ドライブ又は DVD-RW ドライ

ブ、Windows７、MS Office 2010 以上、及びウイルス対策ソフトを備え、

USB メモリが可能なものを手配。

・マイクはリクエストマイクを使用。

・プロジェクター/スクリーンは第一ホテル東京の仮設プロジェクター、

仮設スクリーンを使用。

・ノートパソコン 2 台用意 Skype をインストールして使用。

（ト）ミネラルウォーター

ホテルのスタッフにより各テーブルにて随時ピッチャーでサービスを実施

した。

（チ）筆記用具

レポート用紙（A4 サイズ）、黒色と赤色の 2 色ボールペン各 1 個を各 1 個

40 名分ずつ、会議席上に 1 名分毎に配置した。

⑤ 写真撮影及び録音

会議、昼食及びレセプションの様子や集合写真等について、デジタルカメラを使用し

撮影した。また、会議中（挨拶を含む）は IC レコーダーで録音を行なった。

⑥ 会議資料の複写、セット、配布

会議 5 日前までに、参加者配布用の資料を、80 セット程度準備した。資料は、会議当

日に、会議場において参加者の席上にあらかじめ設置することにより配布をした。

⑦ コーヒーブレイク

会議の休憩時（午前、午後 1 回）にコーヒーブレイクを行った。

⑧ 昼食

会議の開催時間が午前から午後に跨って行われたため、必要以上に高価又は華美では

なく、必要最小限の範囲で、昼食等を実施した。

⑨ 会議後の対応

IC レコーダーのよる録音データをもとに議事録（テープ起こし）を行った。

2016年 6月 16-17日、オーストラリア、カナダ、チリ、EU、フランス、ドイ

ツ、インドネシア、イタリア、日本、韓国、ニュージーランド、セネガル、ス

イス、英国、米国、ベトナム、ICAP、OECD、UNFCCC事務局及び世界銀行から参

加者を得て、東京（日本）で炭素市場プラットフォーム第 1回戦略対話が開催

された。本プラットフォームは、2015年 6月のドイツのエルマウで開催された

G7サミットの首脳宣言に基づき設立されている。

首脳宣言は、今世紀中の世界経済の脱炭素化のため、世界全体の温室効果ガ

ス排出の大幅な削減が必要であることを強調している。また、世界規模の低炭

素発展の道を進むため、世界経済全体に炭素市場ベースの手法や規制的手法な

どを含む効果的な政策と行動を適用するとの長期的な目標にコミットするとと

もに、これらに関する戦略的な対話を行うための政治的プラットフォームを設

立することを決定した。

本プラットフォームの目的は、各国間で気候変動政策についてのオープンな

戦略対話を実施することであり、国内及び国際的なレベルで政治的及び制度的

なギャップを特定するとともに、各国が新たに協力して協調的に取り組んでい

く場を提供するものである。

本戦略対話は、日本国環境省の梶原成元地球環境審議官とドイツ連邦共和国

環境・自然保護・建設・原子炉安全省のカルステン・ザッハ気候変動欧州国際

政策局長が共同議長を務めた。

戦略対話において、参加者は、各国が決定する貢献（NDC）の中での炭素市場

やカーボン・プライシング、規制的手法に関するそれぞれの経験を紹介すると

ともに、様々な国内対策への理解促進、これらの対策の原動力と課題の明確化、

最良な事例の特定、及び環境十全性の向上や効率の向上、国際競争力への懸念

の低下に向けた新たな政策的協調の可能性の探求のため、議論を行った。

また参加者は、国際的に移転される緩和の成果（ITMOs）や国連が主導するク

レジットを各国の目標達成に活用できることを規定したパリ協定第 6条につい

ても議論を行い、炭素市場を活用する際に、環境に配慮した費用対効果の高

い緩和成果を得るために必要なガイドライン・規則・手順・最良な事例の UNFCCC

における策定プロセスに対して、本プラットフォームがどのように支援又は補

完できるかについて議論を行った。

これらの議論を通じて、炭素市場プラットフォームが政治的推進力となり、

究極的には、各国の方針や状況を考慮しつつ、確固とした持続可能な炭素市場

の開発を世界的に支援できることが強調された。また、政治的推進力を発揮し

続けるためには局長級の政策立案者による継続的な対話が不可欠であり、この

ような対話は専門家レベルでの準備作業により支えられるべきであることが強

調された。

これらを踏まえ、第 2回戦略対話は、イタリアとドイツが共同議長となり、

2017年にイタリアで開催され、各参加国の気候変動戦略における多様なアプロ

ーチを包含しつつ、均衡のとれた参加を確保する予定である。

第 1回戦略対話の概要は、マラケシュ（モロッコ）で開催される COP22のサ

イドイベントで紹介する予定である。

CO-CHAIR’S PRESS RELEASE

From 16 to 17 June 2016, representatives from Australia, Canada, Chile, European

Union, France, Germany, Indonesia, Italy, Japan, Korea, New Zealand, Senegal,

Switzerland, United Kingdom, United States and Vietnam as well as from the

international organizations International Carbon Action Partnership (ICAP), OECD, the

UNFCCC secretariat and the World Bank met in Tokyo, Japan for the first Strategic

Dialogue of the Carbon Market Platform, which was established based on Leadersʼ

Declaration of the G7 Summit at Schloss Elmau in Germany in June 2015.

In the Declaration, the heads of states emphasised that deep cuts in global greenhouse

gas emissions are required with a decarbonisation of the global economy over the

course of this century. In order to facilitate a worldwide low-carbon development path,

they committed to the long-term objective of applying effective policies and actions

throughout the global economy, including carbon market-based and regulatory

instruments, and decided to establish a political platform for a strategic dialogue on

these issues.

The aim of the Platform is to facilitate an informed and open strategic dialogue between

countries on climate change policies, and the Platform will provide a forum to identify

political and institutional gaps at the national and international levels and allow for new

cooperative and coordinated approaches to be developed.

The Dialogue was co-chaired by Mr. Shigemoto Kajihara, Vice-Minister for Global

Environmental Affairs, Ministry of the Environment of Japan, and Mr. Karsten Sach,

Director General, Climate Policy, European and International Policy, Federal Ministry

for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) of

Germany.

In the Dialogue, participants have presented their experiences with carbon markets,

carbon pricing and regulatory instruments in the context of nationally determined

contributions (NDCs) and discussed with the aim to foster understanding of the various

domestic approaches, uncover their drivers and barriers, identify best practices, and

discover new options for policy coordination that can enhance environmental integrity,

leverage gains in efficiency, and reduce competitiveness concerns.

Participants also discussed Article 6 of the Paris Agreement which provides countries

with opportunities to use internationally transferred mitigation outcomes (ITMOs) and

UN-backed credits to achieve their NDCs, and how the Platform should support and

complement activities to the UNFCCC process in the development of guidelines, rules,

modalities, procedures and best practices, which are necessary to support

environmentally sound and cost-effective mitigation outcomes while using carbon

markets.

During the course of discussions, it was highlighted that the Platform can provide

political impetus and ultimately support fostering a robust and sustainable development

of carbon markets globally, while taking into account national preferences and

circumstances. It was also highlighted that continuous dialogue that will engage

policymakers at the DirectorGeneral level are essential in order to keep providing

political impetus and that such dialogue should be supported by preparatory work at the

expert level.

In this regard, the second Strategic Dialogue will be held in Italy in 2017, co-chaired by

Italy and Germany, with a view to accommodate the diversity of approaches in its

members’ climate policy strategies and to ensure a balanced participation.

The outline of this Dialogue will be presented at a side event during COP22 in

Marrakech, Morocco.
