Богатая ресурсная база, наличие развитой транспортной инфраструктуры и правительственный патернализм на региональном уровне привлекают на Ставрополье круп- ных инвесторов и бизнесменов, в том числе иностранных. Регион сохранил достаточно высокую инвестиционную привлекательность даже в период мирового финансово- экономического кризиса, о чем свидетельствуют показа- тели роста прямых инвестиций зарубежных компаний.     The state-owned Russian Nanotechnology Corpora-tion (Rosnano) and Stav-ropol Krai have reached agreement on partnership in building and developing Russias innovation econo-my. A protocol on the de-velopment of nanotechnol-ogy and the nano industry was signed during a visit to Stavropol by a Rosnano delegation headed by its General Director, Anatoliy Chubais.

    Less than a year has passed since Stavropol Krais Ministry of Economic Development, recognising in Ros-nano a promising partner for the joint realisation of inno-vative nanotechnology projects, opened active negotiations with the state corporation. As a result, having carried out its complete cycle of due diligence, Rosnano has already consented to cofinancing the construction of a factory to manufacture new-generation solar energy installations in

    Stavropol. Experts from the state corporation are carefully examining the dozens more nanotech-nology projects which are lining up for funding from Rosnano.Commenting on the aim of his visit to Stavropol, during which he saw lo-cal production facilities and took part in meet-ings on the develop-ment of nanotechnology and the nano industry, Chubais explained that it was both to evaluate

    the regions innovation potential and to look into sugges-tions that Stavropol would be able to host a technological leap forward. The creation of a nanotechnology centre in the state was among the proposals. Rosnanos plans include creating a nationwide backbone of nanotechnology centres in the countrys more developed regions, as an important element in giving a boost to the further development of the small businesses which are introducing innovative technol-ogy. I believe that Stavropol has a definite claim to leader-ship not just in the Caucasus region, but in the country as a whole when it comes to this type of structure... We can and must start work on the creation of an innovation econ-omy in Stavropol and the region as a whole, declared Chu-bais, assuring the regions leaders that the state corporation would support not only their initiatives regarding the cre-

    ation and development of an innovation infrastructure, but also other innovation projects.Rosnanos next joint projects in Stavropol Krai may be with ZAO Monocrystal (part of the OAO Energomera Group), one of whose proposals involves the technological develop-ment and production of powders and combination pastes in order to broaden production of pastes for new silicon so-lar panel manufacturing; and another of which involves the

    technological development and incresed produc-tion of sapphire and sapphire wafers for light-emit-ting diodes. The head of the state corporation com-mented on the timeliness of these developments, given world market trends and the importance to Russia of expeditiously occupying its niche.Stavropol also has all the resources needed to take a leading role in the pharmaceuticals market. Fore-seeing the beginnings of a colossal market in the sphere of medical nanobiotechnology the state corporation is ready to participate in putting the regions innovations into production. Thats right on target. Exactly what interests us most, said Chubais, commenting on pharmaceutical projects from OAO NPK Escom and ZAO Biocom. He also gave the green light to the founding of a regional pharma cluster in Stavropol, noting that it could displace those (clusters) already extant, with their global brands and sales volumes in the tens of bil-lions of dollars.Coming from Moscow, we have not tried to glory in this this is the regions story, said Rosnanos general director, noting that success in building an innovation economy largely hinged on the attitude of the regional authorities.     It has been several months since the birth of the idea to create a teenage camp

    for representatives of every Cauca-sian region in the North-Caucasus Federal District (NCFD) with the fur-ther announcement of this idea by the plenipotentiary representative of the President in our region Alexander

    Khloponin and after by the President Dmitriy Medvedev. On the 9th of August

    Mashuk-2010 opened its doors for more than 2000 best teenage representatives of the NCFD, Ab-khaziya and South Osetiya. The preparations were taken seriously because the first Caucasian teen-age camp was opened on the Kom-

    somolskaya Valley near the resorts of Pyatigorsk.

    The opening ceremony of Mashuk-2010 co-incided with the events related to the Stavropol region Day, organized by the hosting party. The participants of this event were: The Governor Veleriy Gaevskiy, plenipotentiary depu-ty of the President in the NCFD Yuriy Oleynikov, archbishop

    of Stavropol and Vladikavkaz Feofan, mufti of Stavropol Mukhammad-Khaji Rakhimov.While greeting guests the Governor Valeriy Gaevskiy ad-dressed his speech to delegations of Causasian regions, Cau-casus is the pearl of Russia, fertile land, where the price of friendship is known.Yuriy Oleynikov in his message highlighted that the built

    empha-size the role of young generation, who are to build

    the future, and not only the elder one. In the framework of the Stavropol Day at Mashuk-2010 highly respected guests and camp participants got the chance to get acquainted with the history, traditions and the regional culture, achievements of craftsmen young inventors and lo-cal entrepreneurs. The delegation, consisting of 600 people, was sent to the re-sort as the members of the camp.The initial idea of organizers was to create the conditions at Mashuk-2010, where every member could find the pro-gram according to his interests. The camp work included 8 directions (programs): Young leader of the social opinion, Young entrepreneurs, Social leaders, activists and volun-teers, Representatives of culture and art, Journalists and bloggers, Athletes, Technical art teams, Young teachers and ethnographers.The educational program in the camp allows young people to work on different projects in an intelligent manner, to develop

    methods of effective communication, develop the intercultural interaction in business games and communicate with experienced people in these fields. The main requirement in getting a camp membership is to have some achieve-ments in the chosen sphere. It could be wins in regional or state competitions, scientific researches, publications and prospective projects.Based on the words of the Stavropol delegation, it has something, to develop the interest for investors and authori-ties.I present the project which is called Building of housing blocks Teenage block in the NCFD, says one of the camp members Sergey Chernishev, the member of the teenage chamber of the Duma. While researching this idea we

    took the previous expe-rience into account and added some new ideas. The project consid-ers the construction of countryside housing.As Sergey said the mod-el of a new settlement would be presented at the camp, which was planned to be built in the Stavropol region. There will be about 60 one-two floor houses with the area of 40 to 120 square meters. The cost per square meter of such housing will be

    about 10000 rubles. The project is self-sufficient and is based on principles of business construction. The help of the au-thorities will be in a form of providing free land and hous-ing communications. If this decision takes place, then it will lower the cost by 30-40%.We are not trying to get a grant, says Sergey Chernishev. Our aim at Mashuk-2010 is to make our project notice-able in order to get regional, district and federal support.The author of another project is a postgraduate from Stavropol State Agrarian University Elena Gorokhova and the project intends to make united informational space for teenagers in thr NCFD

    and strengthening the interethnic connection. The imple-mentation of this plan Elena pictures as creating a North-Caucasus informational agency, with a headquarter in Stavropol, and several branches in the republics of North Caucasus. The members the agency will educate and use propaganda among teenagers in the sphere of intercultural development.A similar project has been prepared by the students of the South Federal University from Pyatigorsk. According to the tasks given by the plenipotentiary representa-

    tive of the President in our region Alexander Khloponin, they would like to create a TV channel. As one of the authors of this proj-ect Aleksey Bykov says, a unique idea consists of broadcasting programs about experienced athletes, social and cultural personalities of the district as well as inviting famous Cauca-sian people in order to form positive image of the region. The authors of the project are counting on the help of the authorities same as the help of the TV channels.Organizers of the educational camp Mashuk-2010 are sure that taking part in it will help teenagers to represent themselves and find like-minded people, make friends with people of other nations and become the elite of the region and the country. This event is planned to be hold annually.

    The construction of a multi-node transport and

    logistics interchange is planned for Mineralnye Vody

    Airport in the North Caucasus Federal Okrug (NCFO).

    The complex will provide for the coordination and

    interaction of different types of transport, cargo

    handling, customs clearance and a full range of

    commercial and support services.

    The gauntlet of creating a multi-node interchange

    in the Okrug was laid down by the Presidential

    Plenipotentiary Envoy, Alexander Khloponin.

    Mineralnye Vody turned out to be the most suitable

    city for the project, given that it has the regions

    largest international airport and railway junction

    and sits astride the federal Kavkaz highway. At the

    present moment meeting the Envoys challenge is in

    its opening stages. Source data and aims are being

    defined, after which a development stategy for the

    interchange will be put forward.

    It is planned to build the NCFOs transport and

    logistics interchange in the European style, meaning

    that the railway station will be underground, with

    shopping facilities, hotels and recreation zones

    above. The work will be done in several tranches.

    Building should be complete by 2014.

    The number of partner banks in the state-backed

    Guaranteed Fund for The Support of Small and

    Medium-Sized Business in Stavropol Krai is set to

    grow to eleven.

    Until recently the Fund had worked with seven

    credit-issuing organisations. The outcome of a

    process of competitive bidding means that now

    another four banks will join the list. Guaranteed

    funds will be placed in their deposit accounts once

    the cooperation agreements have been signed.

    In the foreseeable future the Funds nominal capital,

    currently around 260 million roubles, will increase

    to 304.25 million roubles. 36 million roubles of the

    extra funding will come from the federal budget on

    condition of 9 million roubles worth of cofinance

    from the Krais own treasury.

    Since its inception the Fund has supported 61 small

    and medium-sized businesses to the tune of a total

    of 140.6 million roubles, which in turn has enabled

    these borrowers to obtain credit facilities worth

    around 234.5 million roubles.

    On 6 August Stavropol Krai saw the official opening

    of the renovated Stavropol-Mikhailovsk section of

    the main road from the state capital to Rostov-

    on-Don. The work had been a test-bed for the

    introduction of innovations in road maintainance.

    The modified substance Unirem, the result of the

    latest nanoresearch in roadbuilding, was added

    to the asphalt mix for the first time. Unirem is

    longer-lasting and more resistant to shifting, water

    and cracking. Specialists at the roads ministry in

    Stavropol Krai believe that its economic benefits

    will soon make themselves felt, leading to a

    reduction in long-term maintenance costs.

    Another innovation was the installation of traffic

    signals fitted with light-emitting diodes and

    reflective signage, which should be visible to drivers

    even in the most demanding conditions, and yet

    another was the two-sided crash barrier capable

    of absorbing the impact of a vehicle and thus

    increasing safety for drivers and their passengers.

    The meeting of Aleta Kovensky, the vice-consul of the U.S. Embassy in Russia, with the representatives of business circles and the core group of the Chamber of Commerce and Industry of Stavropol Krai, took place in Stavropol in July, 2010. The main subject of discussion conversation was the business relationship between the USA and the region, and the possibilities of the development of the international cooperation.

    Good commercial relations have been developed between the USA and Stavropol Krai, said Andrey Murga, the president of CIC SK. Today America is a leader among partners of Stavropol Krai. In 2011 we are interested to in-crease the foreign trade turnover up to 250 million dollars per year, by the cooperation with the USA.According to Stavropol businessmen, a number of foreign companies, such as Heinz, Coca-Cola, Shwarzkopf&Henkel, and Saint-Gobain, have already been successfully operating

    in Stavropol Krai as partners of the local manufacturers.Viktor Gavrilov, the chairman of Severo-Kavkazsky Head Office of Sberbank of the Russian Federation, said that the system of bank services was well developed in the region, and that it was a sign of its stability and reliability. 1,500 various investment projects are being financed by the bank today.Lately, big prospects in the field of the international trading co-operation have been opened to Stavropol Krai. Thus, large indus-trial zones are being formed in this territory, and they suppose purchases of the up-to-date foreign equipment. The increase in the output of products of agriculture, light and chemical indus-tries creates a possibility to expand channels of distribution.The successful experience of business relations with the Euro-pean countries once again proves the possibility of a reliable and favorable international cooperation with Stavropol Krai.Throughout many years, we have been working with com-panies from Germany, France, and Italy, providing the Euro-pean experts with the most comfortable conditions for their residence and work, including their safety. We are also ready to provide the same guarantees for the American partners, said Andrey Murga.Many businesses of Stavropol Krai, including one of its larg-est companies JSC Concern Energomera, show their in-terest in the delivery of modern equipment from the USA. According to the vice-consul of the embassy, the activity of business contacts of America and Stavropol Krai, and the po-tential of their development, will serve as a serious argument in favor of the expansion of trade and economic relations be-tween the USA and Stavropol Krai.The meeting of the American embassy representatives with the Stavropol Krai businessmen became the first important step to the establishment of close business contacts. The tasks for the further cooperation will be to raise the rating of Stav-ropol Krai and its investment attraction, develop new proj-ects, and create additional workplaces.

    Stavropol authorities are interested in further develop-ment of the touristic industry in a form of creating the club Water area and hosting the water sport festival near Nevinnomyssk. The windsurfing, kitesurfing, wake-boarding festival was held in the beginning of August near Kaskadiy village in Androposkiy area on the shore of Krasnoe water reservoir. It has the best wind condi-tions for surfing and sailing.

    For the three days of the festival 1500 spectators witnessed this event. The number of the festival participants was about several dozens including the ones from Krasnodar and Rostov regions, North Osetiya and Caucasian Mineral Waters. The heavy weightlifter Andrei Chimerkin, who is originally from the Stav-ropol region, World and European champion in weightlifting was surfing too. Nowadays the club Water area has several dozens of members. The members of this club are planning on building a hotel in order to ac-

    A Sailing Water Area has been opened in Stavropol

    commodate people and athletes. We are going to build the hotel on the shore of Krasnoe water reservoir us-ing our own fund-ing. Right now we have the recycling factory. We are also planning to get the heating and elec-trical energy us-ing the renewable sources of energy. Ideally we will use the solar and wind energy, says the head of the club Water Area Ser-gey Sedakov. The further de-mand on getting the membership in the club will be high among peo-ple who prefer ac-

The President of the CCI of Russia, Evgeniy Primakov, is confident that the only true path to the recovery of the our countrys economy is development by forced innovation.

    The Chamber of Commerce and Industry (CCI) of Russia is the authentic leader of the countrys business community. The growth of its authority here and abroad is in no small way down to the work of its head, Ev-geniy Primakov. In less than nine years this distinguished Russian diplomat and brilliant government figure, one of the authors of the doctine of a multipolar world (this doc-trine today underpins the foreign policies of a whole raft of countries) has raised the whole system of CCIs in Rus-sia to a completely new level. Analysts believe that it is Ev-geniy Maximovich himself who has revived the CCI. The outcome is that a bridge has been built between business and the government. The CCI uses the bridge to defend businesspeoples interests in keeping with the interests of Russian society as a whole.Evgeniy Primakov talked with Discover Stavropol Krai about the the necessity of innovation for the development of Russias economy.Evgeniy Maximovich, Russia has clearly still not left the cri-sis behind. The problem of elementary survival has not been

    fully resolved. Why, then, has the necessity of innovative de-velopment been pushed to the forefront today?I would like to pause at two reasons why innovation is so necessary to us at the moment. Firstly, the time has come to change our economy. Forty percent of our GDP is still dependent on exports of raw materials. This is an unac-ceptable state of affairs, since we are wholly dependent on world oil and gas prices. We need to move away from this. In the foreseeable future Russia should enact policies aimed at modernising industry and the high-tech sector. This will raise competitiveness in the secondary sectors, which are in direct competition with imports, and mean-ingfully increase the share of high-tech products in our total exports. The transition of the economy to the path of innovation, the transformation of its structure and the move away from the raw materials route are seen as mea-sures to find a way out of the crisis. It s impossible not to see that the globalcrisis has not ended; moreover, a new wave of recession is not out of the question. In Russia we have evidently gone through the harshest stage, but the economy has still not fully recovered.That is one side of it, and the other is that the end of the crisis will go along with a universal move to new technol-ogy. It is worth recalling the work of the brilliant Russian academic and economist Nikolai Kondratyev. According to his long waves theory, a fifty-year development cycle (give or take ten years) of the market economy includes an integral rising and falling wave. On the rising wave, which develps after a crisis, new technology is adopted. If we do not adopt a policy of innovation now, of we do not develop an innovative economy, in a decade we will end up on the margins of history. What is more, at the moment only around 10% of companies take advantage of innovative technology in their business.So few? What is stopping the rest?Why do developed capitalist countries innovate? Because there you find tough competition, which pushes the en-trepeneur to find somekind of innovative solution for his business. He needs to push out ahead in order to make a solid profit before his competitors catch up. That is devel-opment in modern capitalism. We, as a rule, do not have competition.We have monopo-lies in practically all sectors of industry, and the monopo-lies have no vital need to innovate. Therefore in the main the state needs to stimulate innovation. State regulation is not the antithesis of the market economy, but rather an irreplaceable part of it. You just need to be apply it in rea-sonable measure and bear the specifics of the country in mind.Evgeniy Maximovich, one of the CCIs priority tasks is to spread the principles of civilised business and social respon-sibility. How is that faring?Well, if I said that it was going tremendously well I would be kidding myself. According to a recent publication a sgnificant proportion of billionaires in the USA had goven half their income to charity healthcare, education, social isses and so on. That is a huge sum.

    There has been no similar breakthrough here. However, we do have businessmen who are playing an ac-tive part in reshaping our society. Companies have given municipalities their entire social infrastructure: polyclin-ics, kindergardens etc. which had been on their books. As a result they became markedly worse. Now the CCI system encourages companies to recreate these facilities in house. Many, although of course far from all, take a responsible attitude to creating good working and living conditions for their employees.With charity it is more difficult. Unfortunately, in Rus-sia there have been numerous examples of funds mak-ing profits under the pretence of accumulating money for charitable work and then spending it on something else entirely. For this reason we at the CCI have struc-tured our fund for homeless children as a non-commer-cial organisation. And it is working successfully. What makes it different is the fact that every donor receives a full breakdown of how his money has been spent. The money buys clothes, shoes, medical equipment and sports equipment for specific orphanages. We bought tractors for several rural orphanages they are used to work their land. That in itself is not inconsiderable help in providing extra food for the children. The fund is widening the scope of its activities, which means that it is trusted. Of course, however, far from all business-ment take part in this.Perhaps it would be right to legally oblige them?There are no such laws and in a market economy could never be. Businessmen do take part in the countrys social development, by paying taxes. But charity also needs to be applauded. For example, we need to make the part of their income they donate tax-free. The CCI has raised that particular question more than once. And the legislature has refused?It has not refused as such, but adequate steps have not been taken so far.And finally. Evgeniy Maximovich, your wife, Irina Boriso-vna, is our countrywoman, a Stavropolian. Have you ever been to Stavropol outside your offical capacity? What do you think of Stavropol as a guest?Yes, I have been to Stavropol.I have mixed business with pleasure. It is an iconoclastic Krai: multicultural Stavropol lives back-to-back with the multicultural North Caucasus. Not for no reason is the capital of the new federal okrug there. The residents have spent long years uniting, learn-ing to understand each other. It is only logical to think that Stavropol Krai will play a key role in the social and economic development of the North Caucasus region.Of course, a few days each trip are not enough to form an opinion about the entire Krai. That is hard to do; you need to live there. However, a few things do come to mind. Firstly, as is the case throughout the South of Rus-sia, the natural environment is exceptionally propitious and the people are wonderful. And I can also say that there are good wives from Stavropol!     In 1916 William Stern wrote, We know the sources of minerals, we know their appearance, quantity and distribution. Yet we know shamefully little about the size and quality of our intellectual resources our talents although they are equally important. This remains true a century later.

    Poisks specialist psychologists have patented an automated monitoring system, which helps them understand the specifics of every child and his likely success in any field, and to simply follow his mental condition during his period of study. Under Anatoliy Zhigaylov, a Candidate of Pedagogical Sciences, Poisk shares its experience with other organisations. In April 2008 the Planning of Education programme was recommended to state schools by the Krais Ministry of Education, and 45 schools have joined since May 2010.     The positive investment climate and attitude of the leadership of Stavropol Krai to

    Agricos large-scale projects made it our choice as a region for development. Plus, the

    developed infrastructure, the pleasant climate and the professionalism and hard work of

    Stavropol Krai has enormous hydroelectric potential which we have an interest in

    harnessing. At the moment generation in Stavropol Krai is carried out by RusHydros

    subsidiary Cascade Kuban HES (Hydro-Electric Stations). The foundations for developing

    the Krais hydroelectric capacity are promising: high-quality specialists, appropriate

    equipment and experience of similar work. RusHydro is interested in establishing

    contact with the government of Stavropol Krai, which in turn has an interest in solid

    economic growth. The Stavropol Krai authorities are preparing for the introduction of new

    production capacity, and that is a key moment in the investment process. We plan to open

    the Egorlykskaya HES-2 station next year. We also intend to develop lightweight energy

    generation in Stavropol Krai. The technical and economic basis required to build the lightweight Barsuchkovskaya HES

    has has been agreed, and now the question of integrating it into RusHydros investment programme is being addressed.

    STAVROPOL HOPES TO RECEIVE THE LIONS SHARE OF THE FUNDING FROM THE RUSSIAN FEDERATIONS INVESTMENT FUND FOR THE NCFOS PRIORITY PROJECTSA conference to address the issue of implementing the North Caucasus Federal Okrugs (NCFOs) priority investment projects, which have applied for

    federal funding from the Investment Fund of the Russian Federation, was held in the Russian Ministry of Regional Development in July.

    The conference evaluated proposals from the Republics of Karachaevo-Cherkessia and Kabardino-Balkaria, and from Stavropol Krai. The three from

    Stavropol were an investment project from Lukoil, which intends to build a plant to process North Caspian ethylene and its associated gases in the town of

    Budyonnovsk, and plans to create regional industrial parks in Nevinnomyssk and Budyonnovsk.

    The limit to the finance granted to the NCFOs priority projects from the federal budget was set at 6 billion roubles. The lions share 2.639 billion would

    be allocated by the Investment Fund to the Lukoil project, the total cost of which is over 100 billion roubles. Creating the infrastructure for the industrial

    park in Nevinnomyssk would receive 492 million roubles, and 98 million from the Investment Fund would be bound for similar work in Budyonnovsk.

    Hence, among the regions in the NCFO which have applied for support from the Investment Fund of the Russian Federation to implement the Okrugs

    priority projects, the largest share over 3 billion may go to Stavropol Krai.It is planned to start funding in 2011.

    Essential partner and strategic in-vestor for many years that has been the role of Sberbank, the coun-trys leading lender, in Stavropols economy. Almost 20 billion of that figure consisted of investments in the modernisation and development of businesses and the implementation of innovation projects, such as the modernisation of produc-tion at OAO Arnest, the purchase of equipment to increase artificial sapphire production at ZAO Monocrystal, the cre-ation of a modern prig-rearing complex at OOO Gvardia in Krasnogvardeyskiy County, the construction of ZAO Stavropolskiy Broilers Blagodarnenskiy poultry facility, the building of OOO Chapaevskoes dairy complex and more. In total the Banks portfolio comprises around 500 major investment projects in Stavropol Krai.North Caucaus Bank is also funding 246 construction proj-ects, worth a total of 8 billion roubles. Credit facilities for another essential sector, small business, have also grown significantly to 15 .1 billion roubles.

    We know the real economy, says Viktor Gavrilov, the Chairman of North Caucasus Bank. We assess client demand precisely and offer what we see as effective systematic measures to stimulate business, the effects of which can be exponential. In this vein the Bank actively supported the creation of the Stavropol Krai Guaranteed Fund in 2009, which at the time of writing had already lent more than 110 million roubles to small and medium-sized businesses. Today the Bank is amongst the supporters of the creation of an investment fund to finance innovation projects. The North Caucasus Federal Okrug Small Business Credit Deveopment Pro-gramme was launched a few months ago and has now moved into its active phase.The Bank is systematically increasing access to credit. This year interest rates have already dropped by 3%, practically back down to their pre-crisis level. High-tech, flexible and

    intelligent solutions are making the Banks services attrac-tive and convenient. A microcredit programme, which should leave the starting block in the next few months, will give entrepeneurs the opportunity to take out deposit-free loans of up to 1 million roubles in only 2-3 days without having to open an account or show the purpose of the loan. In terms of accessibility this type of credit is comparable with ordinary retail loans, except that it is for business.The North Caucasus Federal Okrugs Development Strat-egy defines the main components of an economic break-through, including for Stavropol, as the resurrection of the tourism industry, the development of a health spa cluster, the modernisation of the transport infrastructure and the development of the agricultural industry.     As domestic tourism to the Kavkazkie Mineralnye Vody (KMV) spa, with its picturesque landscapes, gentle climate and unique natural healing, has expanded, so demand for high-level sanatorium treatment has risen. At the same time, the region is experiencing a lack of

    appropriate housing for holidaymakers demand exceeds supply be approximately 15-20%, and even the simultaneous appearance of several new complexes will not change that.

    The overall growth in demand for recuperative treatment has led to several major investment projects. However, despite the increase in investment inflows, sites are generally renovated as hotels with spa elements in the German and Hungarian style, while the greatest demand is actually for healing and rejuvenating services. One project, put forward by the Rus sanatorium and worth one billion roubles, envisages the renovation of accommodation blocks with 800 beds and the dining hall and the construction of a new medical and spa building and swimming pool. When the work is complete Rus, in the up-and-coming balneological resort of Essentuki, will have a capacity of 14,000 clients. The large number of beds will permit the resort to reach its target margins by offering flexible pricing, which should increase occupancy rates and reduce the weight of the overheads.At this time we have fully conceived the redevelopment and the future use of the complex, including the medical, spa, hotel, dietological and restaurant aspects. The load-bearing structures and external walls have been surveyed. The preparation stage is nearing completion.All the base tenders for the forthcoming building work have been completed, clarified Ruslan Galeev, the General Director of OOO Sanatoria Rus.The pride of the region is its 130 mineral springs, which provide 12 million litres a day. The largest water gallery in the KMV is located 800m from Rus, and permission has

    been granted to run this water directly to the sanatorium.Another well-known treatment in the KMV is mud healing, for which the sulphide silt of Great Tambukan Lake is used. It contains high amounts of fine iron sulphide particles and has a good absorption capacity. It has proven its worth in treating the musculoskeletal system, gastrointestinal tract, nervous system, urological illnesses and lung afflictions. The new medical complex will include mud facilities.Rus is oriented as a top-flight sanatorium for, above all, people with conditions of the gastrointestinal tract and metabolism. It offers functional diagnostics, a clinical biochemistry lab, gastroenterology and proctology, physiotherapy and balneology, dermatology and aesthetic medicine, traditional medicine, modern exercise, diet-based nutrition, dentistry and much more. Our obvious advantages are our thought-through concept, innovation and rounded healing techniques. Specially-trained doctors will coordinate the effective and safe rejuvenation of the patient, for which he will provide individual recommendations on treatment and nutrition and monitor continously. We are also introducing the KMVs first express system, which will allow patients to start treatment on their second day here rather than after five days of diagnostics, as at other resorts, commented Galeev.The menu is also new to the KMV: the offerings for those on controlled diets and the restriction-free buffet will be identical.     A pharmaceutical companys innovative project has received finan-cial support from one of the countrys largest finance and credit in-stitutions.

    The Russian pharmaceuticals market is one of the most dy-namic and fastest-growing in the world. Starting in 2003, it has increased in volume by 10-12% every year. The share of the market held by foreign manufacturers is equally large. For this reason developing the industry and supporting do-mestic producers is currently the focus of particular atten-tion at the highest levels.In Stavropol Krai Gazprombank, for 20 years one of the cor-nerstones of the financial system, has invested in pharma-ceuticals. Its other clients include among others the strategi-cally-important oil and gas, chemical, metallurgical, energy, building, agricultural, transport industries. Having assessed the outlook for the development of the pharmaceuticals sec-tor, Gazprombank has now decided to open cooperation with manufacturers of medicines and medical equipment.In Stavropol Gazprombank is in partnership with the scientific and manufacturing concern Escom, and in May set its credit limit at 497 million roubles. This sum is needed for current op-erations and to refinance short-term loans. In particular, it is intended to significantly expand the production of infusion so-lutions in glass vials, innovative plastic packaging and ampules.

    Applying main principles, based on the strategy of socially-economic development till 2020, the first regional industrial

    park was built. Among competitive advantages there are: lowering investment expenses, tax subsidies, availability of

    land sites with infrastructural development and lowering renting costs.

    Park venture receive subsidies in a form of lowering income tax by 4,5%, eliminating the equity tax, the level of rent

    The first production of melamine in Russia.The main construction in the factory is the first in Russia equipment for melamine production in a volume of 50000 tones a year and the reconstruction of guild #2a which produces carbamide, which is technologically connected with the melamine production, and its further increase to 1500 tones a day. The budget is over 8 billion rubles. After the launch of this equipment the dependence of

    Russia on imported melamine in the furniture, paint and varnish industries will be eliminated. The chosen technology of Lurgy firm allows to make the production process enclosed. Due to it, it is the first time when its possible to reduce the emission into the atmosphere by 40 tones a year. In September 2009 the project concerning melamine production by Eurokhim is among the most attractive investment projects in the Stavropol region.     The equipment keeps coming to the under construction venture. For the first time the load of 126,5 tones is being transported by land transport from 600 kilometers distance!

    The equipment keeps coming to the under construction venture of melamine to Nevinnomissk Azot. The melamine cyclone is one of the biggest

    parts of the equipment. Its purpose is to separate crystallized melamine form the gas phase. The cyclone is transported by the train with the

    length of 36 meters, width of 7,95 meters and height of 9,43 meters which is almost the height of the three-storey house! The weight is 126.5

    tones. The cyclone was made in Italy, from where it was transported by the sea to the port of Mariupol. Afterwards the vessel continued its

    way along the Volga River up to Volgodonsk, then moved to the train and directed to Nevinnomyssk using specially developed route. The load

    is being transported for the first time in Russia along such a difficult way of 600 kilometers with complications of 17 bridges, more than 100

    electric power transmissions, and railroad crossings.

    empty space on the open field. By far the spending of the funding is in amount of 6 billion rubles. The zero cycle works have been almost finished as well as the end of the railroad communications to the melamine warehouse. The construction of the warehouse is completed partially (35%). The building of the electric power station and modernization of the administrative buildings, where the supervision of the production process will take place, is at the final stage. The mounting of the pipe line has been already started. The main part of equipment and materials has been

    unloaded by the international and domestic suppliers. The volume of contracted equipment and materials for melamine and carbamide production received is 80%.

    I N V E S T M E N T P L A N S

    In the nearest future three more projects will be imple-mented at the factory concerning modernization and reconstruction of the current equipment in the guild of nitric acid and carbamide production. The company with spent about 2.6 billion rubles on that. Nitric acid is the raw material component for produc-ing ammonic saltpeter, and complex mineral fertilizers. Carbamide is a highly granulated fertilizer containing nutritional element (nitrogen 46%) for the plant growth. This is the most concentrated fertilizer from all nitric ones.

    Russian pioneer in new technologiesIn the guild #5 which specializes in producing of non-concentrated nitric acid a new innovation is being implemented, and it is fundamental for the production it is gas-turbine equipment GTE-8, it lowers cost for the production of nitric acid, increases equipment reliability. One aggregate is already using

    the GTE-8. The substitution of GTE-3 with GTE-8 is planned for the rest of seven aggregates till 2015. One piece of such equipment costs 118 million rubles that is why the substitution will take place gradually. Nevinnommysk Azot is the first factory, which implemented this kind of equipment. The overall cost of this project is estimated to be 0,83 billion rubles.

    5=2Dont think that there is some kind of a math mistake. In the guild #6, which specializes in producing of non-concentrated nitric acid, 8 aggregates are being used producing nitric acid of a 1/3,5 type, since 1962. They are outdated not only in terms of time but also in terms of annual volume of output of 270000 tones. The installation of two new aggregates UKL-7 with the overall volume of 235000 tones will help to decommission 5 old ones. The work will be finished in 2011. Total project cost will be 1,32 billion rubles.

    The second birth of carbamideThe reconstruction is also planned in the so-called old carbamide guild #2. The guild started its work in 1966, which means that it has been use for 45 years. Due to some reconstruction the daily production volume will reach 1250 tones as opposed to the initial capacity of 960 tones. The total number of operating aggregates is 3 and a contract has been signed to substitute one of them. Stage by stage reconstruction of all aggregates will increase the production to the level of 1500 tones daily, qualitative indicators will improve in addition to lower maintaining costs. Besides this fact it will allow to gain additional profit due to the increase in production volume and decrease in energy consumption. The reconstruction of the carbamide guild is the main policy which will bring life to our production and to the product. It is one of the main sources of income for the factory, says the director of the technical development in PLC Nevinnomysskiy Azot Viktor Yakovlevich Kaylya.

    Environmentally friendly effectInvesting into the reconstruction and modernization of the production the executives of EuroKhim are not only con-cerned about the profit, but also about the environmental issue, due to the priority of this approach and as a neces-sary term for further progress. Besides the increase in the production volume due to the investment, there is also a

    decrease in en-ergy consump-tion and less poisoning of the environment. For the pass several years 400 million ru-bles were spent on ecological programs by Nevinnomys-skiy Azot. The emissions into the atmosphere are three times less, than they used to be, highlights Vik-tor Kayl. In the nearest future this number will decrease by 20%.Marina Shihova

    The story of the Verallia Kavminsteklo factory is an example of a com-pany being revived by investment, innovative technology and intelli-gent leadership.

    In 2005, when the corporation Saint-Gobain obtained a controlling stake in ZAO Kavminsteklo (*) a modernisa-tion plan was implemented and a new chapter of the glass manufacture beagan.Stable employment has been achieved, even during the peak of the economic crisis.     With over 100 years of experience, the factory is able to produce green, olive, brown and clear glass in sizes ranging from 200 ml to 1.5 litres. Annual output currently exceeds 400 million bottles in more than 200 different styles for wine, champagne, cognac, beer, mineral water and vodka.

    Mr Brady, in these difficult times many companies have frozen their projects or completely dropped them at the initial stages. Can it really be the case that Agrico has not been touched by the global economic crisis?The global crisis is so named because it leaves nobody un-touched. We launched the project to build the meat pro-cessing complex in 2007, and we, like everybody else, at one stage ran into serious difficulites with financing the build. Many projects in Europe and America were halted for precisely this reason. However, the management of OOO Agrofirma Zolotaya Niva, in the shape of Amiram Zakin, the General Director, took the decision to push this project forward. The first batch from the plant was produced on 2 August this year.

    What exactly is the business?It is a modern meat processing complex fitted with the best European equipment. Production capacity is 180 head per hour. Two production halls. One has the abbatoir, and the other holds the processing line. The system has been built to European standards, which enables us to produce with-out waste.
