왜 문제 제기인가 ? 생각 좀 해봅시다

우리 돈을 주고 사오는 것이라면 세계 여러 나라의 다양한 기준을 검토해서 국민들에게 가장 안전한 기준으로 수입해 오는 것은 당연 .

미국 수입 쇠고기는 OIE 의 기준으로 무조건 안전하다는 정부의 공무원과 일부 학자들 모든 안전성 의혹에 대한 답변으로 등장하는 OIE 국제

기준은 그렇게 과학적으로 안전하고 불변일까 ? 혹시 그것이 아니라면…

▪ 혹시 수입을 미국의 무상 원조로 착각 ? ▪ 아니면 이들은 미국익을 위한 미국인들 ?

광우병 , 정확히 접근한다면 그렇게 안전하지도 그렇게 위험하지도 않다 .

다만 그렇게 되기 위해서는 결자해지 , 정부의 솔직한 태도와 열린 자세가 요구된다 .

안전성이 검증된 국제 기준이라서 수용할 수 밖에 없다는 대답으로 일관 (OIE 기준에 대한 구체적인 과학적 근거 제시는 없이 단지 OIE 의 권위에 의지 ).

합리화를 위한 관변 학자들의 동원 - 정부 괴담 창출과 안전하지 못한 협상 기준 주장으로 국민 혼란 유도 .

The quantity of PrPSc taken up by brain was around 0.2 %ID, indicating that the protein can penetrate across the blood-brain barrier with a medium efficiency . The higher levels of [131I]PrPSc were found in liver, spleen, kidney, lung, heart, and skeletal muscle com-pared to the levels in the brain. 발병율이 높다는 것은 질병 발생이 쉽도록 오염되거나 전염될 환경 조건이 형성되어 있음을 의미 .

발병한 개체 내에서 질병 진행에 따른 동일한 병원체의 증식유형이나 감염 조직의 양상은 국가를 불문하고 유사한 것이다 .

따라서 미국 소와 미국의 프리온이 EU 와 발병 양상에 있어서 서로 다르다는 과학적 자료가 있지 않는한 , BSE 전염에 있어서 매우 중요한 SRM 기준은 광우병을 잘 아는 보다 엄격한 EU 의 기준을 따르는 것이 타당하다 .

미국이 전수검사를 하지 않고 도축 환경이 미비한 상황에서 , 현재 타결 조건으로는 30 개월 미만 소에서 EU 기준으로 매우 위험한 SRM 에 해당되는 창자 , 장간막 및 뇌 , 안구 , 척수를 포함한 두개골이 수입됨

현재 거론되는 이야기들

방역에 의한 감소 추세의 BSE- 무증상 소에서의 BSE 검출 비율 .1. BS 에 감염되 소의 숫자는 감소 추세에 있다 .2. 전수 검사와 같은 능동 감시체계 (active surveillance) 로 인해 과거 추정치에

근접한 수의 발생이 나타나고 있다 .3. 프리온 노출의 감소에 따라 EU 국에서의 BSE 감소가 나타나고 있지만 그 발병

연령에 있어서는 불확실성 (uncertainty) 이 있다 . 지금까지 2000 년 이후 태어난

소에서 22 BSE 가 있지만 또 다른 경우 25 개월령의 소가 보고되어 있다 .

소의 발병량으로 사람 발병량을 추정할 때에는 사전 예방의 관점 (the precautionary assumption) 에서 소와 사람간의 종간장벽 인자는 1 로 볼 것 (EFSA, 2005).

위 실험에서의 수치는 소에서의 단 일회 경구투여임을 고려할 것 (식품에 의한 경우 대부분 복수 노출임 ).

일반 조건에서의 병원성 소실In urban sewage, i.e., t99 was estimated as about 50 and 22 days for scrapie and BSE re-spectively.

-any material still attached to SRM after dissection of the carcase and any animal matter which comes into contact with that material or with SRM after it has been removed from the carcase will itself be regarded as SRM.

정부는 협상에 임해서 국민의 안전을 위해서라면 광우병을 잘 알고 있는 EU 의 기준을 적용해야 했다 .

EU 의 SRM 대한 권고 사항 There is good reason to consider each Member State separately or consider asgroups with similar characteristics because of differences at the start of the variouscontrol measures and surveillance between EU member states, as well asdifferences in the country specific level of exposure.각국 형편에 맞게 !

이상과 같이 SRM 에 대한 기준은 각국 입장을 반영하게 되어 있음에도 불구하고 현재 미국과의 협상 조건은 안전한 EU 의 기준으로 보면 SRM 인 뇌 , 척수 등이 그대로 수입되어 저가의 햄버거나 소시지 등에 사용될 것이 분명함에도 정부는 안전하지 못한 미국의 기준을 전면 수용하였다 .

SRM 의 연령 및 구별법 개발 시도The removal and disposal of SRM is the most important task for the protection of the con-sumer. The main part of the SRM consists of tissues of the central nervous system (CNS) of ruminants (cattle, sheep and goat) older than 12 months of age.

We demonstrate the potential differentiation of species and age of the processed CNS by means of specially selected fatty acid ratios.

BSE 감염소에서의 말초 신경 프리온 발현 PrPSc was detected in all PNS tissues examined from

natural BSE cases.

Quite clearly, our data indicate that a consumer-pro-tection policy that is based solely on SRM removal will not eliminate potential exposure to BSE infectivity completely in the carcass of an animal that is CNS-pos-itive, i.e. clinically affected animals or those close to the onset of clinical disease.

It remains to be determined whether the additional protection is actually significant, taking into account the quantity of infectivity present in amounts of PNS likely to be consumed.

The prolonged incubation period of vCJD and possibility of asympto-matic carrier states pose major public health concerns. This case highlights the significant risk encountered by recipients of contami-nated blood products and the necessity for their specialist monitor-ing.

BSE 에 대한 정책 결정과정에서의 과학의 역할 ( 캐나다 )The discovery of the first native case of BSE in 2003 caused massive social and economic disruptions in Canada. In response, provincial and federal governments moved quickly to formulate policy and regain access to foreign markets. After negotiations, trade has somewhat normalized, although total exports are still significantly short of pre-2003 levels and many markets remain closed to Canadian beef. Throughout this crisis, science has played an important role in informing public policy.Yet, some have questioned whether policy responses have truly been science-driven, pointing to differences between Canadian, American, and European responses as evidence that science is not the major driver in the case of BSE.It was determined that, despite the existence of international guidelines, there are still significant differences between these countries’ policies. Furthermore, factors such as consumer con-fidence and industry structure appear to significantly influence how and to what extent science can inform policy.

“any relaxation of BSE measures following the scientific as-sessment should be initiated by an open discussion with all stakeholders and supported by a strong communication strategy”Knowledge about the risk perception of the public was gath-ered by interviewing stakeholders representing the public (such as: farmers, consumers) and juxtaposed by the risk perceptions of food industry and involved governments.

Good practices of risk communication, taking into account public risk perceptions, should be formulated for policy makers in the EC and within the Member States.

모든 국제적 연구 결과와 과학자들은 이 질병이 매우 주의를 요하는 전염병임을 말하고 있음 .

나라간의 교역 조건은 이제 정부도 인정했듯이 각 나라의 특성을 고려하여 과학적 검토 하에 설정하는 것이야말로 국제 기준이다 .

정부가 스스로 인정했듯이 광우병에 대하여 잘 아는 것이 EU 라면 이번 협상이 국민안전을 위협하는 협상이었음을 인정하여 무조건 안전하다는 주장으로 더 이상 국민을 속이려 하지말고 현실적 대책을 강구해야 한다 .

정부의 OIE 의 SRM 근거는 ? 미국과의 혐상 근거 조항 ; Article 2.3.13.14. From cattle of any age originating from a country, zone or compartment defined in Articles 2.3.13.4.

From cattle that were at the time of slaughter over 12 months of age originating from a country, zone or compartment defined in Article 2.3.13.5., the following commodities, and any commodity contami-nated by them, should not be traded for the preparation of food, feed, fertilisers, cosmetics, pharma-ceuticals including biologicals, or medical devices: brains, eyes, spinal cord, skull and vertebral col-umn. Protein products, food, feed, fertilisers, cosmetics, pharmaceuticals or medical devices prepared using these commodities (unless covered by other Articles in this Chapter) should also not be traded.

Other tissues that might be infected (such as tonsils and the entire intestine from duodenum to rectum) or that could be contaminated by SRMs (such as might occur during the slaughter process under certain circumstances) should also be considered for removal and destruction.

4.3. The European Commission adopted a proposal to increase the age at which bovine vertebral column (VC) is classified as SRM from 24 months to 30 months on 22 April. The legislation amending the Community TSE Regulation was published on 23 April and comes into force in all Member States on 26 April. The amending Regulations will apply to animals slaughtered on or after 26 April.
