Obama “Does NotForesee” SendingGround Troops To Syria

US President Barack Obama said hedoes not yet picture sending ground troopsinto Syria, while still maintaining that nooptions will be disregarded if claims of al-leged chemical weapons use by the regimeare backed up.

Obama’s announcement came Friday ata news conference in the Costa Rica capitalof San Jose, where he said “I do not foresee”such a situation, although the presidentcontinued to push for a full inquiry into therecent claims of supposed chemicalweapons use by Syria’s Bashar Assad.

Regional leaders whom Obama hadconsulted on the matter are in agreementwith him, he said.

One of the options being penciled is tosend arms to the rebels, as was suggestedby Defense Secretary Chuck Hagel onThursday. This is something the US hasshied away from for the past two years,since the start of the uprising in Syria, butalso a notion that appears to be growing inpopularity amongst the US establishment.

Although the US president has comeunder criticism from Washington criticsover his supposedly jumbled approach toSyria, he insisted that the country will notbe on the sidelines even as the chemicalweapons claims are being verified. Thepresident has consistently noted that anyattempts to use such tactics by the regimewill be viewed as crossing a “red line” andwarrant further action from outside.

“We’re not waiting…we are working toapply every pressure point that we can onSyria”, he said.

"If in fact there is the kind of systematicuse of chemical weapons inside of Syria, weexpect we are going to get additional fur-ther evidence and at that point we will ab-solutely present that to the internationalcommunity," he added.

John Kerry said the US and Russiashared "common interests" in Syria.

Russia and the US have agreed to worktowards holding an international confer-ence to find a political solution to the con-flict in Syria.

ForeignMinister Sergei Lavrov and Sec-retary of State John Kerry announced itwould follow on from anAction Group forSyria meeting in Geneva last June.

Mr Kerry said they would try to "bringboth sides to the table".

Relations between Moscow and Wash-ington have been strained in the last twoyears by differences over Syria.

Mr Kerry held lengthy talks with Pres-ident Vladimir Putin on Tuesday during hisfirst visit to Moscow since becoming secre-tary of state.

He told Mr Putin that their two coun-tries shared "some very significant commoninterests with respect to Syria", including

"stability in the region" and "not letting ex-tremists create problems".

"It is my hope that todaywewill be ableto dig into that a little bit, and see if we canfind common ground," he added.

He then held further discussions withMr Lavrov, after which they jointly an-nounced that they would try to organise aninternational conference on ending the con-flict in Syria, if possible before the end ofMay.

Syrian Rockets HitIsraeli-occupiedGolan Heights

Israel captured the Golan Heights fromSyria during the Six-DayWar of 1967, whenit also took control of theWest Bank and theGaza Strip.

Two rockets fired from Syria have ex-ploded inside the Israeli-occupied GolanHeights, but there have been no immediatereports of damage or casualties.

The rockets went off in a field near theceasefire line in the southern GolanHeights, AFP quoted an Israeli armyspokeswoman as saying on Monday.

The rocket fire was "apparently con-nected to the situation inside Syria," sheadded, suggesting that foreign-backedmil-itants might have fired the rockets.

"The Israeli army combed the sector therockets fell in and informed the UN forcesdeployed in the Golan," the Israeli armyspokeswoman said.

Erdogan: IsraeliAttacks On Syria"Unacceptable"

Turkish Prime Minister Recep TayyipErdogan has condemned the recent Israeliairstrikes on a research center near the Syr-ian capital as "unacceptable."

Erdogan told a parliamentary meetingof his ruling party on Tuesday that "no ex-cuse can justify" the Israeli act of aggressionagainst Syria.

"The airstrike Israel carried out onDamascus is completely unacceptable.There is no rationale, no pretext that can ex-cuse this operation," Erdogan said.

Turkish premier, whose country sup-ports militants fighting against the Syriangovernment, also said that the Israeli at-tacks provided what he called a "goldenopportunity" for President Bashar al-Assadto cover up massacres of opponents.

Israeli warplanes hit the Jamraya Re-search Center in the outskirts of Damascuson Sunday two days after striking anothertarget in the country.

Russia And US Agree To Hold Syria Conference

The decision to nominate Vardanyan,who currently is an advisor to PresidentSerzh Sargsyan, was made on Tuesday atthe meeting of the executive body of theruling Republican Party of Armenia.

Also, at the meeting the PrimeMinisterTigran Sargsyan proposed to grant minis-terial portfolio to the Government chief ofstaff. The proposal has been unanimouslyadopted by the Council and the executivebody of the Republican Party, and the act-ing Minister of Finance Vache Gabrielyanwas appointed for that position. At thesame time, acting chief of staff of the Gov-

ernment, David Sarkisyan, was offered bythe Republican Party to head of the Min-istry of Finance.

Well-known international expertVahram Avanesyan was offered the posi-

tion of Minister of Economy, while actingMinister of Economy Tigran Davtyan, as arepresentative of the ruling party will workin another field.

All other government members will re-main in office. In particular, Armen Gevor-gyan was reappointed as the Vice-PrimeMinister and Minister of Territorial Ad-ministration.

May 8 Marks 21stAnniversary of ShushiLiberation

YEREVAN, News.am - May 8 marksthe 21st anniversary of a unique operationon liberation of strategic town of ShushifromAzerbaijani armed forces.

During the war unleashed by Azerbai-jan, Shushi was turned into Azerbaijanimilitary stronghold. The opponent startedshelling the capital of Nagorno-Karabakh -Stepanakert in late 1991 using Shushi’s suit-able location.

The situation deteriorated sharply inFebruary 1992 when the Azerbaijani mili-tary began to use multiple rocket launcher(BM-21 Grad).

The opponent fired systematically atresidential areas of Stepanakert to destroymaximum number of civilians. Hundredsof peaceful citizens became victims of in-human shelling. Stepanakert’s existencewas threatened inApril. In lateMay theAr-menian commanders made the only possi-ble decision – to liberate Shushi fromAzerbaijani armed forces by means of astorm.

The operation was launched on thenight of May 8, 1992 at 2: 24 a.m. Shushiwas protected by 2,500Azerbaijani soldiersarmed to the teeth.

A total of 3,800 volunteers were fight-ing from theArmenian side under the com-mand of Arkady Ter-Tadevosyan,commander of the Artsakh self-defense.Front line stretched for 45 kilometers. Theattack was carried out in several directions.

The operation was completed shortlydue to high morale of Armenian soldiers,combined with skillful command. The op-eration lasted about 26 hours. At 4:00 a.m.onMay 9 Ter-Tadevosyan stated: all enemyunits left Shushi.

Earlier, vast majority of Azerbaijanicivilian population left the city as well. TheArmenian side lost 58 soldiers, whileAzer-baijan - about 200.

A Tribute to Dr. Armine G. Hacopian(Glendale)28th Congressional District Woman ofthe Year-2013

I rise today in honor of Women's His-tory Month. Each year, we pay special trib-ute to the contributions and sacrifices madeby our nation’s women. It is an honor topay homage to outstanding women whoare making a difference in my Congres-sional District.

Today, I rise to commend Dr.Armine G.Hacopian of Glendale, California, whosetireless efforts have benefited her commu-nity and beyond. Dr. Hacopian moved tothe United States at the age of sixteen. Itwas evident that she was committed to re-ceiving a higher education, and keeping the

promise she made to her ailing father, anArmenian Genocide survivor, who did nothave the opportunity to receive a formaleducation. Her father continuously re-minded his children, including Armine,about the importance of learning, andArmine attended Alhambra High School,went on to receive a B.A. in Art Education,two M.A.s in Art Education and Supervi-sion and Administrative Services from CalState University, LosAngeles, and an Ed.D.in Educational Leadership.

Armine's unparalleled commitment toeducation has benefited many. In 2001,Armine was elected to the Glendale Com-munity College Board of Trustees, whereshe is currently serving as the Board Presi-dent. Through her hard work, dedication,and support of her co-trustees, the Glen-dale Community College-Garfield Campusconstruction plan received an additionaltwomillion dollars in funding. In addition,she was instrumental in helping pass a $98million dollar bondmeasure for capital im-provements at Glendale Community Col-lege.

For the past two decades, Armine hasassisted many girls and women who havebeen victims of rape and domestic abusewith finding safe homes. Many of thesewomen eventually landed on the path of asuccessful career, and to this very day, keepin touch withArmine to inform her of theirnew accomplishments.

Armine has also served as departmentchair, counselor, teacher and as coordinatorof the Even Start Family Literacy program,throughwhich she was able to work closelywith Head Start and provide parentingclasses. She was also an ESL (English as aSecond Language) specialist, where shehelped teachers improve their skills as theyworked with students whose primary lan-guage was not English. Armine is also aconsultant in the areas of sexual harass-ment prevention, career transitions andcommunication and conflict management.

Before a capacity audience in the FishInterfaith Center, the scholars touchedupon their unique individual experiencesand that of their communities while deal-ing with concepts of truth and justice in theaftermath of the Armenian Genocide andthe Holocaust.

Hovannisian posed the question ofwhether there can ever be real justice forHolocaust victims, even with the countlessmonuments and reparations they have re-ceived, to which Wiesel simply said “No”.Hovannisian added that theArmenians, onthe other hand, have not even been giventhe satisfaction of a modicum of formalrecognition by the Republic of Turkey. Hewondered about Dr. Wiesel’s view of theHolocaust being beyond the bounds of his-tory and therefore incomparable and ar-gued instead that the Holocaust, like theArmenian Genocide, could be contextual-ized and historicized without making ei-ther of them seem rational.

Dr. Elie Wiesel spoke of theArmenians’“passion for memory” and for preservingevery detail of a calamity that marked andtraumatized all subsequent generations ofArmenians both in homeland and Dias-pora. Wiesel then described how the Ar-menian cause “eventually became mycause,” and discussed the importance of re-membrance and what might happen oncethe last witness eventually passes away.

Dr. Hovannisian emphasized that se-

lectivity of memory poses a challenge forthose not connected to an event, as theHolocaust has been universalized, whileArmenians still struggle with denial. “Thehistory is not just our history, butmankind’s history,” said Hovannisian, andstated that memory must not just be linkedto a single victim group.

There currently exists two institutionsin LosAngeles that preserve, digitize, indexand utilize survivor testimonials from theArmenian Genocide and the Holocaust—UCLA’sArmenian Oral History project ledby Hovannisian, and the Shoah Founda-tion’s muchmore extensive collection at theUniversity of Southern California.

Hovannisian began the UCLAprogramin the 1970s by having students interviewsurvivors of the Armenian Genocide. Theinterviewswere later transcribed and trans-lated by a subsequent generation of stu-dents.

“Elie Wiesel and Richard Hovannisianin Conversation” was moderated by Chap-man University History Department ChairJennifer Keene and was part of the Univer-sity’s week-long events featuring ElieWiesel and organized by the Rodgers Cen-ter of Holocaust Education headed by Dr.Marilyn Harran.

In the days prior to the Chapman pro-gram, Professor Hovannisian lectured inYerevan, Armenia; Buenos Aires, Ar-gentina; Montevideo, Uruguay; Berlin, Ger-many; and Scottsdale, Arizona.

On April 21, he was the keynotespeaker of the annual commemoration oftheArmenian Genocide at St. Mary Churchin Costa Mesa, California, and on May 1-2returned to Chapman University for guestlectures in two Holocaust classes.

He will make a presentation on the de-struction of Smyrna/Izmir in a communi-tywide program at St. Leon Church in NewJersey on May 17, and will be the featuredspeaker in Montreal on May 25 on the oc-casion of the 95th anniversary of the found-ing of the Armenian republic.

The Triangle Coalition for Science andTechnology Education has selected ZovigMinassian, a teacher at Herbert HooverHigh School in Glendale, Calif., and an ac-tive member of the Armenian community,

as one of 27 science, technology, engineer-ing, andmathematics (STEM) educators forthe 2013-2014Albert Einstein DistinguishedEducator Fellowship Program. She willserve inWashington, D.C. for 11months be-ginning September 1, 2013 at the Depart-ment of Energy’s Office of Science. As anEinstein Fellow, she will provide practicalclassroom insight in guiding education pro-grams and policies, especially those relatedto STEM education. Every year passing, they are more innumber. When Turks began commemorat-ing April 24, 1915 — the day symbolizingthe mass deportations and annihilation ofOttomanArmenians— four years ago in Is-tanbul, those who attended the gatheringwere around 700. Yesterday, in six cities,more than 3,000 were present.

This time the organizers — "Dur De,"the anti hate-speech campaign and varioushuman rights groups — were joined by alarge foreign delegation comprising 20 anti-racist and Armenian representatives from15 countries, including the Armenian Gen-eral Benevolent Union (AGBU), Young Pro-fessionals from Bulgaria, the "Roma Center"in Romania, and the European GrassrootsAntiracist Movement (EGAM).

There were some clashes in !zmir andsmall disturbances in Istanbul, but the po-lice were determined that the events takeplace safely, protecting the mourners.

The April 24 gatherings this year over-lapped with the large mobilization nation-wide to end the 30-year Kurdish conflict,adding an extra dimension. In many ways,Turkey’s glasnost since 2002 unleashed dy-namics that seem irreversible.

With the genies of the country’s oppres-sive past out of the bottle, the push forwardto a confrontation with the truth has now acontinuity, bringing along promises—how-ever faint — of a closure.

One of the most striking sayings givenbirth by Turkish glasnost was, "In this coun-try, Armenians have desperately been try-ing to prove that theywere killed and gone,while its Kurds are desperately trying toprove that they exist; that they are alive." Ittells of a hidden past, an episode of lootingand extermination, which the rulers man-aged to sweep under the carpet, keeping anentire nation under mass hypnosis fordecades. The samewent for the denial of theKurdish identity, which has led to numer-ous bloody uprisings.

Yet, the bitter truth has crept in, as itusually does, in its own obstinate ways. Theexistence of the Kurds— around 14million,according to a respected pollster, KONDA— pushed their cause to the current peace

talks, demolishing all the taboos left on thesubject.

The Armenian question has had to takea tougher path: It began slowly to enter theawareness in late 1970s and has built upsince 2002, as the AKP took over, accelerat-ing with Turkey’s EU membership process.It was carried through by a tiny, but boldgroup of intellectuals in the media and aca-demia, later by growing numbers of NGOsby way of conferences, memoirs, networks,books and collections of oral history.

The heinous assassination of our col-league, Hrant Dink, in January 2007, onlyhelped to raise the issue higher in the na-tional agenda; waking up the conscientiousportion of the pious, bringing them into thedebate over the pitch-black episodes of thelate Ottoman history.

Curiousity about the subject has risen,as books by well-known Armenian and in-ternational genocide scholars were pub-lished; and a new generation of Turkishresearchers were now busy digging in thevarious dimensions. The challenge to the of-ficial denial has become real.

Yet, today, in the immediate aftermathof April 24, 2013, the question is not howmuch closer the Turks have advanced to-ward the truth, but whether or not the Turk-ish state is ready for any acknowledgmentof past wrongdoing.

Despite the fact that many in the media— includingmyself— have been gently, butresolutely warning Ankara that the 100thanniversary of the GreatArmenian Tragedy(Aghet), the mass-deportation in 1915 thatin the end turned into a genocidal act, pres-ents not a threat but a great opportunity toconfront the truth, by an apology, both overthe act itself, and over the decades-long, cat-egorical, obstinate denial.

In this sense, needless to say, the socialprogress is ahead of the official sphere. But,all the work on memory and NGO work,andApril 24 anniversaries will not cut it. Asthe clock ticks, the world will be watchingwhatAnkara’s response to the expectationswill be.

An important dynamic is stuck betweenTurkey and its ally, the US. Every April 24,

Ankara lends a nervous ear to what the USpresident will have to say about the matter.The only focus is on whether the g-wordwill be uttered, or not.

Every year the sigh over the absence ofit looks like more than an apology is issuedby Ankara. It has turned into a farce, apainful wordplay.

The famous absence continued againthis year. President Barack Obama, veryreal-politik conscious, avoided the termgenocide, but actually went beyond, whenhementioned ‘those who perished in one ofthe 'worst atrocities of the 20th century.'"

“We pause to reflect on the lives extin-guished and remember the unspeakablesuffering that occurred. In so doing, we arejoined by millions across the world and inthe United States, where it is solemnly com-memorated by our states, institutions, com-munities, and families. We also remindourselves of our commitment to ensure thatsuch dark chapters of history are not re-peated,” he said.

He also implicitly urged Turkey to faceits past and acknowledge painful elements.“Nations grow stronger by acknowledgingand reckoning with painful elements of thepast, thereby building a foundation for amore just and tolerant future.”

It has not taken a long time beforeAnkara responded based on a well-knowntemplate, reacting strongly against Obama’sstatement.

It read: "US President Obama has un-fortunately demonstrated this year once

again a one-sided approach which reflectsthe Armenian views regarding the disputebetween Turks and Armenians on thepainful part of their common history.We re-gard this statement, which distorts the his-torical facts, as problematic in every aspectand deeply regret it. … Such statementsdamage both Turkish-American relations,and also render it more difficult for Turksand Armenians to reach a just memory."

The current version of annual Ameri-can-Turkish exchange offers the followinginterpretation: While the American sidestays at the same level in its frustration atTurkey’s denial, the new element in theTurkish statement is the term "just mem-ory."

It means the following: Realizing the in-evitable fact of the tragedy of the OttomanArmenians and the role of the ruthless Turk-ish nationalist military command of thatera, Ankara is now busy preparing for 2015on the premise that World War I caused anan immense trauma to the Muslim subjectsof the Ottoman Empire, which it will pushthe Armenians today to acknowledge.

Of course, it will be perceived by the lat-ter as a new attempt to equalize the hugesuffering of unarmed civilians with the suf-fering of warriors.

The strategy of Ankara is already obvi-ous. But it is highly doubtful that it will bea game-changer for 2015. One can alreadytake it for granted that the ghosts of the pastwill not change their lamenting choreogra-phy.

The Lebanese ad-Diyar newspaper re-vealed that the Turkish authorities are in-volved in trafficking the body organs ofinjured Syrians who reach the Turkish ter-ritories.

In its issue on Saturday, the newspapersaid the Turkish authorities transportyoung Syrian injured of those who enterTurkey to hospitals in Antalya and Isk-enderun in cars guarded by Turkish policeand intelligence.

It added that the injured Syrians havetheir body organs excised after being anes-thetized to be later killed andmostly buriedin the Turkish lands or sent to the border.

The newspaper noted that the body or-gans of the injured people that are mostlytrafficked are livers, kidneys and hearts tobe given to people who are waiting fortreatment in Turkey, according to confirmedinformation.

AFrench doctor confirmed toAd-Diyarthat stealing of human body organs of in-jured Syrians in Turkey has actually takenplace.

The Lebanese newspaper pointed outthat European scientific websites known fortheir credibility revealed acts of stealingbody organs that took place atAntalyaHos-

pital, noting that body organ theft andtransplantation operations have increasedin Turkey over the past two years since thebeginning of the crisis in Syria.

It added that Syrian doctors who havecome from Germany, France and Belgiumto treat the injured have found out abouthuman body organ stealing, but were pre-vented from getting any information by theTurkish army.

Ad-Diyar stressed that Turkish doctorsconfirmed that out of 62,000 civilian andmilitary injured people who were trans-ported to Turkey, body organs of 15,622 ofthem were excised, with the injured peoplesent back to Syria to be buried.

The newspaper cited an incident whenfamilies of one of those sent to be buried inSyria opened the coffin only to discover thetruth, noting that the Syrian doctors wereprevented from seeing any of the dead bod-ies inside Turkey.

Ad-Diyar said theWorld Health Organ-ization has started an immediate investiga-tion into the issue and asked the TurkishHealth Ministry to provide a list of thenumber of organ transplantation surgeriesperformed overmany years for comparisonand the names of the patients.

Hopes that Turkey could ever solve itsalmost intractable Kurdish issue havenever been as high as they were in thefirst quarter of 2013. If this peace processcan continue with all its ups and downsbut without rupture, it could that suggestthat another perennial issue as old as theKurdish issue, the Armenian question,can also be tackled.

Of course, there is a fundamental dif-ference. The Kurdish issue directly con-cerns 15 million people living in Turkeyas Turkish citizens and more than 30 mil-lion other Kurds living in the region andmajority populations of tens of millionsliving in those countries. The Armenianquestion is about the perishing of a na-tional community on the land they havebeen living for time immemorial. Today,the question is more about its deep psy-chological scars rather than its physicalaspects.

For the Armenians, a large part of his-torical Armenia, what they call WesternArmenia, covers an substantial portion oftoday’s eastern Turkey. It is not unusualfor countries and lands to change namesbut for the Armenians and Turkey, theissue is more than losing land but the al-most total annihilation of a nation on theland where they used to live.

We are talking about the events of1915, which the Armenians first labeled“”Metz Yeghern," that is, “Great Disas-ter,” until the UN adopted the 1948 Con-vention on Genocide. Turkishhistoriography called it “tehcir," that is,“relocation or deportation."

"Tehcir” is defined as “relocation dic-tated by war conditions” and soundseven more innocent than the Englishword “deportation.” To avoid remember-ing it as a black page of history, a normalTurkish citizen wasn’t even told about the“deportation of the Armenians." Whenthe Armenians came out with 1915 geno-cide accusations, Turkey tried to protectits national pride by using “deportation”instead of "genocide."

The word genocide entered Turkey’spolitical lexicon when in the 1970sthrough the 1980s, an Armenian terror or-ganization called ASALA began huntingdown and assassinating Turkish diplo-mats in all corners of the world. That iswhy the word had unpleasant connota-tions from the outset and to recognize1915 as genocide was perceived as sub-mitting to terrorism.

The more Turkey democratized, glob-alized and opened up to outside world,the more these perceptions began tochange. Of course, the end of the ColdWar had a major effect. All of sudden, in-stead of the Soviet Union, Turkey foundGeorgia, its ethnic relative, oil- and gas-rich Azerbaijan and Armenia as its neigh-

bors in southern Caucasia.While for many years the Armenian

issue based on the claims of genocide wasshouldered by Armenian Diaspora inmany corners of the world, but notably inthe US, France, Lebanon and Argentine.Suddenly a state representing the Armen-ian identity emerged next door to Turkey.

For the last half century, in Turkey theword diaspora, even without its Armen-ian modifier, meant "Armenians whoclaim genocide with anti-Turkish senti-ments." The country of Armenia came torepresent the political dimensions of theissue.

In the meanwhile, we have to remem-ber that the assassination in 2007 ofTurkey’s most influential and best knowndemocratic figure, Armenian journalistHrant Dink, constituted a breaking pointin Turkey’s Armenian issue that heraldedthe emergence on the political stage of the“Turkish Armenian” identity, eventhough they are but a 60,000-strong mi-nority living only in Istanbul, down from1.5 million in 1915.

Since that time, an increasing numberof Turks and Kurds of Turkey, in solidar-ity with Armenians, began to discuss theArmenian issue and to observe April 24as Genocide Remembrance Day, first inthe center of Istanbul and then, this year,in many provincial capitals, led by Di-yarbakir.

Turkey faces a complex structure ofArmenia-Diaspora-Turkey’s Armenians.For the late Hrant Dink, normalization ofrelations between Turkey and Armeniawas a life mission. A year and half afterhis assassination we came very close tohis ideals.

When the qualifying rounds of the2010 World Football Cup put Turkey andArmenia in the same group, a possibilityof “football diplomacy” reminiscent ofthe “’ping-pong diplomacy of the USAand China appeared. The [resident ofTurkey, Abdullah Gul, went to Yerevan towatch the Armenian-Turkey game onSept. 6, 2008. After the game, the founda-

tions of warm relations were laid in a re-ception given by Armenian PresidentSerge Sarkissian in the stadium groundsbefore Gul left for the airport to return toTurkey. A year later, Sarkissian was theguest of Abdullah Gul at the returnTurkey-Armenia match in Bursa. Thou-sands of Turks descended on Armeniancapital, Yerevan, benefiting from the im-provement in the atmosphere betweenthe two countries.

The warm climate between the twocountries led to signing of the Turkey- Ar-menian Protocols by two foreign minis-ters, Ahmet Davutoglu and EdwardNalbandian, on Oct. 11, 2009, in Zurich inthe presence of US Secretary of StateHillary Clinton, Russian Foreign MinisterSergei Lavrov and EU foreign affairs andsecurity official Javier Solana.

These historical protocols stipulated:Exchange of ambassadors between

two countries to establish diplomatic ties,Opening of the closed land border be-

tween Turkey and Armenia.To normalize and develop relations,

the parties undertook to refrain frommentioning two preconditions:

To develop their relations, Turkey andArmenia will not demand steps in theNagorno Karabakh issue,

For the same purpose, Armenia willnot demand Turkey’s recognition of“”genocide” as a precondition.

There was opposition to normaliza-tion of Turkey-Armenian relations both inand out of both countries. Azerbaijan feltthat Turkey had eliminated its bargainingcards against Armenia. Although the USappeared to be satisfied with the devel-opment, it was nevertheless askingTurkey and Armenia what would theRussian gains be from Turkey-Armenianrapprochement.

Before long, the preconditions reap-peared and eventually became the pre-requisites of normalization. PrimeMinister Recep Tayyip Erdogan in aspeech at the Azerbaijan parliament inBaku to alleviate the concerns of Azeris

declared that there won’t be Turkey-Ar-menia normalization if there is noprogress at Karabakh.

Observers saw Erdogan’s upendingwith a single blow of what Gul was try-ing to build as the Prime Ministers pref-erence for the option of Turkey becomingan energy hub given the oil and naturalgas wealth of Azerbaijan instead of nor-malizing with Armenia and pleasing theUS and the West.

Those in Turkey opposing warmingup to Armenia, came up with the obser-vation that Armenia under strong Russiainfluence had no intention of taking anysteps neither in genocide or Karabakhquestions anytime in near future andused that argument to prove that Turkeywas not to blame for the in normalization.

Turkish officials saw that the MinskGroup set up within Organization for Se-curity and Cooperation in Europe [OSCE]had not moved at all. In the group thatincluded USA, Russia and France Turkishofficials found out that the US did nothave much leverage over Karabakh andthe real leverage was in Russian hands.They also noted Russia had no incentiveto find a quick solution to Karabakh andto empower Turkey in the Caucasia.

If Turkey cannot get Russia to moveon Armenia question even when Erdo-gan-Putin relations are at their best, it isnot likely to get anything more at a timewhen they are in opposing camps overSyria.

In Turkey there will be two electionsin 2013, for one the president and theother for local administrations and gen-eral elections in 2014. No Turkish politi-cian in the right mind can be expected totake any steps of rapprochement with Ar-menia at the cost of upsetting Azerbaijanand mobilizing the Azeri lobby in Turkeyand Turkish nationalists.

Because of all these considerations,while many other issues are being tack-led, you don’t see any haste, any action toput normalization with Armenia to thetop of the agenda.

But 2015 will be the 100th anniversaryof the genocide, and Armenian mobiliza-tion in the international arena in 2015 willbe a potential irritant for Turkey. But,then, Turkey’s own domestic develop-ments and bringing in the Diaspora toshare April 24 observances, also meansthat genocide will no longer be somethingTurkey owes to Armenia.

In other words, the need for closure ofthe Genocide File is no longer an incen-tive or sine qua non for normalization ofTurkey-Armenia relations.

No Turkey-Armenian normalization isdetected in the horizon. And there won’tbe unless there are mutually enticing andstrong incentives.

ISTANBUL: Turkish Armenians are onedge after weekend attacks against mem-bers of the community during OrthodoxEaster raised fears about their security.

An unidentified assailant fired sevenblank rounds outside an Armenian churchin Istanbul's Kumkapi neighbourhood onSunday, causing panic among people cele-brating Easter there, the Hurriyet newspa-per reported.

A youngArmenian was also beaten thesame day by a gang outside a church in thenearby neighbourhood of Samatya, Arch-bishop AramAtesyan of the Armenian Or-thodox patriarchate, was quoted as saying
