Geographical location of the town makes it so-

called "the Gates of the North". The town is

situated in the center of East-Siberian Region of

Russia, as well as in the central part of Angarsk

range, close to the Bratsk reservoir.

Fuel and Energy sector available. Bratsk has one

of the largest hydropower stations – world leader

in energy output. The share of Bratsk hydropower

station in the energy output of the whole Irkutsk

electric energy system is equal to 40%.

In 2006 OJSC "Irkutskenergo" carried out a

project that involved the association of Bratsk

Heat network and CHP-6 branches into one

heating system manifold. Nowadays CHP-6 is a

high-output power asset that involves 8 sources of

Bratsk HD-system.

Since 2009 gas has been supplied from the Bratsk

gas condensate field.

Bratsk is situated in the northwest of Irkutsk

territory, close to the Bratsk reservoir, that was

formed by the river Angara damed out by the Bratsk

hydropower station.

Bratsk is one of the largest industrial sites in East

Siberia and the political centre of Bratsk district.

The distance from Bratsk to Irkutsk is 983 km by

railway, 618 km by motorway, 490 km by air, 660

km by water (through the Bratsk reservoir and along

the Angara river).

The total area of municipal unit is 42,8 thousand ha,

including the town area 26,3 thousand ha. Urban

forests and water objects occupy about 50% of the

town area. Industrial enterprises occupy the area of

7,3 thousand ha.

The town is devided into three territorially detached

districts: Centralniy, Padunskiy and Pravoberezhniy.

The districts differ in natural resources endowment

and the level of industrial development.

The population of the town as on January 1st 2014

was 238,6 thousand people.

Climate

The town of Bratsk is situated in an acutely

continental climate zone and refers to the territories

that are considered to be a part of the Far North.

Extreme temperatures are: in summer +34,5°C, and

in winter below -46°C. The duration of cold period

is usually 6 months, from the second decade of

October and to the third decade of April.

THE TOWN

Productive-economic capacity

Over a number of years Bratsk is showing good

national measures and is characterised as socially

stable town that alongside with advantageous

location, developed infrastructure and transparent

legal framework make the town investment

attractive.

The biggest share in Bratsk economy belongs to

industrial production (manufacturing, electrical

power, gas, water production and distribution,

mining operations). Taking into consideration

large and medium business, the volume of own-

produced goods shipped, work and service

performed is equal to 142 billion RUR.

Industry

Production industry is on the top of the

contemporary economy in Bratsk. Main types of

production industry are metallurgical and cellulose

and paper production. The volume of own-

produced goods shipped, work and service

performed in 2013 is equal to 65.9 billion RUR.

In Bratsk there is a number of large industrial

enterprises, among them are: OJSC "RUSAL

Bratsk Aluminium Plant", "Bratsk Ferroalloy

Plant", Ltd., OJSC "Group Yilim" branch in

Bratsk, "Yilim Bratsk Forestry Enterprise", Ltd.,

CJSC "Yilimhimprom", branches of OJSC

"Irkutskenergo" (Bratsk hydropower station,

CHP-6).

Apart from large industrial enterprises, the town

has got a number of processing enterprises and

their annual input exceeds 1 billion RUR (bakery

plants, meat processing plant, brewery, fish

farming plant).

A network of small enterprises is also located in

Bratsk: small bakeries, sausage making shops,

prefabricated meat products shop, pasta,

mayonnaise, nonalcoholic beverage, whole-milk

products, ice-cream and prefabricated waffle

production. The network keeps developing.

Business

Business development has always been a

necessary condition for succesfull performance of

market economy. Small business is into almost all

fields of economic activities. According to

advance information in 2013 in Bratsk there were

1,545 small businesses that emloyed 29 thousand

people. The biggest share of the businesses was

involved into trade (31%), processing enterprises

(14%), building (9,9%). The number of small

enterprises in reliance on 1000 inhabitants was

6,5.

Estimated revenue from goods, products, work

and service performed or produced by small

enterprises in the present year is 29,2 million

RUR, that exceeds last year index by 5%.

Small business is a reliable source of cash

inflow into the town budget. Thus, tax revenue

from small and medium businesses keep

increasing and makes about 27% of total tax

revenue.

Small and medium business is now the

most mobile sector of economy, reliable tax-

payer and it creates jobs. Small business doesn't

require big initial investment, but it is able to

create new and effective projects, sensitive to

every minor change in market trends and can

find a market niche, that is unavailable for large

enterprises. Therefore, small business

development is one of the priorities of the town

administration. Since 2006 a long-term target

programme "Small and medium business support

and development in Bratsk town" has been

implemented. Main tendencies of the programme

are: improving legal and organisational

conditions for small and medium business;

offering small and medium business

organisational, methodical, counselling and

informational support; developing the training,

retraining and further training systems for the

employees in Bratsk town.

A developed business support system is

successfully implemented in the town (see the

list in Reference Information). Significant

support to small and medium business is beeing

given by "The Fund for Bratsk small and

medium business support" that was founded in

2009.

In order to support small innovative enterprises

the association "Bratsk business incubator" was

established. Its focuses on informational,

methodical and counselling support of

innovative activities, preparing innovative

enterprises for independent performance.

Building and Investment

Investment climate in Bratsk is considered to be

favourable. In 2013 capital investment into

capital assets considering all sources of

financing was 15.9 billion RUR.

Main tendencies of investment activities are

reconstruction, basic repair, and enterprise

technologizing. The biggest share of investitions

still belongs to industrial projects.

Nowadays the network of educational

institutions consists of 113 educational

establishments, where 44,5 thousand children

and teenagers get their education. The town has

65 pre-school institutions (pre-school education

involves 74% of children), 42 secondary schools,

institutions of extended education. More than 7

thousand teachers take part in the educational

process.

Cultural sphere is presented by a number of

libraries all over the town, two theatres (drama

and puppet ones), Bratsk Town Museum of

Angara Reclaiming History which includes Fine

Arts Exhibition Hall, Museum of Exile, Museum

of Bratsk Hydropower Station Construction,

Outdoor Museum of Achitecture and

Ethnography "Angara Village"; leisure center,

children schools of fine arts, parks. The town

supports its own wind band. About 500

employees are involves into cultural sphere of

the town.

The network of municipal health care system

includes 7 hospitals, perinatal centre, emergency

Irkutsk region, as it has 300 sport grounds

including swimming pools, stadiums, hockey

arenas. 57 kinds of sport.

of Bratsk is implemented according to the

objectives of the Package Programme of Bratsk

social and economical development in 2008-

2017. Priorities of the Programme are improving

living standards in Bratsk, creating favourable

conditions for real economy development,

stimulating economic growth and carrying out

national projects.

Development trends of the town are closely

connected with two major directions –

maintenance and modernisation of existing

plants and constructing new ones.

Investment climate is characterized by a

combination of investment capacity and investment

activity. Investment potential is composed as the

sum of objective conditions for investment,

dependent on a variety of spheres as well as on

objects of investment. Investment capacity includes

following potentials:

1. resource capacity (provision of balance reserves

of the main types of natural resources);

2. HR capacity (labor and their educational level);

3. consumer capacity (total purchasing power of

the population);

4. infrastructure capacity (economic and

geographical position and infrastructure security);

5. intellect and innovation capacity (level of

scientific development and implementation of

scientific and technological progress);

6. institutional capacity (degree of development of

the leading institutions of the market economy);

7. the tourism capacity (level of attractiveness for

tourism)

Resource capacity In the territory of the city and its surroundings

several mineral deposits minefields are developed

to a different exploration degree.

Commercial reserves of mineral deposits are the

following:

Krasnoyarovskiy iron-ore deposit with approved

reserves of B+C1+C2 categories 93,7 million

tonnes;

Bratsk rock-salt minefield with approved reserves:

balance A – 108 million tonnes, off-balance C1 –

192 million tonnes;

Bratsk gas and condensate minefield with approved

reserves of non-associated gas of C1+C2 category

about 10,7 billion m3, condensate – 0,8 million

tonnes.The minefield is also helium-bearing.

Estimated helium stock is 29,8 million m3.

The following types of construction materials are

also explored: diabase, sandstone, sand and gravel

mix, building sand, loam, clay, carbonate strata. In

the territory of Bratsk there is a diabase opencast

(area 8,2851 ha) and sand opencast (area 0,2 ha).

In the territory of Bratsk a mineral water minefield

is also run. Its approved reserves of A categories

are 43,2 m3 a day, 28,0 m

3 a day and 13,0 m

3 a

day, and their evidence is stated. Bratsk is also a

promising place for balneotherapy.

HR capacity

Population of the town as of 1st of January 2014

is 238.6 thousand people, including 54.8% of

women and 45.2% of men. The number of

economically active population (of working

age) is 142.4 thousand people (59.7% of the

total number). 17.5% of population is under

working age.

HR capacity of the town as estimated in 2013 is

87.6 thousand people or 61.5% of the total

number of economically active population.

Large and medium enterprises employ 58.4

thousand people or 66.7% of working

population. Small business employ 29.2

thousand people, among them 18.3 thousand

people are employed by small enterprises

(20,9% of working population).

Transport system Transportation industry in Bratsk ia represented

by all means of transport: aerial, railway,

motorway, internal water and pipeline ones.

Due to the unique location of the town it plays

an important role in transport industry

Aerial transport. Air traffic volume makes

OJSC "AeroBratsk" the airport of federal

significance. The airport gained the status of an

international airport as it is situated on the

crossroads of air-routes from European part of

Russia to South-East Asia and China, from the

USA to the South-East Asia through the North

Pole. The airport is located 8 km away from

Bratsk, it has a "B" class landing field, modern

runway that is able to receive aerial vehicles of

all types. Bratsk has got direct air-routes with

Moscow, Lensk and Irkutsk. City-to-city flights

are performed by OJSC "Yakutiya Airlines",

OJSC "Siberia Airlines", CJSC "Angara

Airlines". The airport is a transit place for

internal freight traffic. Bratsk airport is also

Irkutsk alternate airport.

Railway transport. The town territory is cut

across by a railway Taishet-Bratsk-Lena-Pacific

ocean (Baikal-Amur Mainline) and it has three

stations in the territory of the town: Anzyobi

(10 minutes from Centralniy district by taxi),

Padunskiye rifts ( Padun residential area),

Hydrostroitel (Osinovka residential area).

Pipeline. There is oil pipeline and gas pipeline

in the town.

In 2006 the executive office of

"Vostoknefteprovod", Ltd, the start-up affiliate

of OJSC "AK Transoil" was opened. The

company is carrying out complicated

investment activities focused on construction of

an oil pipeline system "East Siberia – Pacific

ocean". Besides the executive office, the

company also built a Special Purpose Transport

Department and other industrial facilities. Oil

Mainline, that crosses Bratsk, begins in Taishet,

and has its ending point in Scovorodino (Amur

region). Since the system "East Siberia –

removed from residential and industrial areas

for industrial wastes in the town.

to the city of Bratsk, and in the future all of the

territory of the city will be covered by the

system of natural gas distribution.

The major activity of the institute is

development and introduction of enviromentally

friendly energy conservation methods in forest

chemical industry (over 5 million RUR

invested). The institute takes part in the project

"Innovative technologies of full-service

processing of larch timber" which is aimed at

introducing new type of commercial cellulose to

world markets.The project is funded by the

Ministry of Education and Science of Russian

Federation and a branch of OJSC "Group Yilim".

The institute laboratories are also working out

methods of stimulation of water and gaseous

wastes purification. The institute also supports

the Analytical centre for the control of objects of

ecological interest (drinking, open and sewage

waters, open air, industrial wastes, soil) that is

certified by RF Standartisation, Metrology and

Certification Committee. The centre can assess

the content of heavy metals, fluorine, chlorine,

hydrogen sulphide, methylmercaptan, chlor-

organic compounds.

providing health and fitness services and the

Pravoberezhny district with physical culture and

mass sport calls for the reconstruction of the sports

complex.

On the reconstruction of the sports complex

«Olympia» by the City of Bratsk developed the
