The article shows the process of national government building in the first postrevolutionary years onthe basis of a great number of facts. It also describes the creation of the system of emergency governmentauthorities, such as Revolutionary Committees in Adygei in 1920–1921. The author also considers thetransition from the Revolutionary Committees to the Soviets and peculiarities of the Soviet bodies’ activityin national regions.
