Background 1.1
1999
1.1 To meet the growing demand for statistical data on selected social issues by policy bureaux and government departments, the Census and Statistics Department (C&SD) has been conducting a series of Thematic Household Survey (THS) since 1999. Enquiries for collecting the required statistical data on social topics proposed by individual bureaux / departments are packaged together to form different rounds of THS and contracted out to private research firms.

1.2 Each round of THS is an independent, territory-wide survey commissioned to a private research firm. C&SD plays a co-ordination and management role in the THS and is responsible for monitoring the work of the contractor to ensure that the required standards of quality of their services are met.

1.3 A round of THS was conducted during May to September 2015, the major objective of which was to estimate the total number of sub-divided units (SDUs) in private domestic / composite buildings (excluding village houses) aged 25 and above (i.e. built on or before 31 December 1990) in Hong Kong and the total number of households living in these SDUs. Information related to the housing conditions of these SDUs was also collected in the survey.

1.4 The estimated total number of households living in SDUs found in the survey was already published in the Long Term Housing Strategy Annual Progress Report 2015. This report presents detailed findings of the survey, including housing conditions of SDUs and characteristics of households and persons living therein.

1.5 Similar survey related to the housing conditions of SDUs in Hong Kong was conducted during June to November 2014 in the THS series1 . The 2014 survey also covered

private domestic / composite buildings (excluding village houses) aged 25 and above (i.e. built on or before 31 December 1989) in Hong Kong. In other words, the buildings covered in the 2014 survey differed slightly from that conducted in 2015. The differences are mainly seen in the exclusion of the buildings built in 1990 and the inclusion of the buildings demolished in 2015 in the 2014 survey. The 2015 survey covered some 664 300 quarters, whereas the 2014 survey covered some 637 300 quarters. Care should be taken in comparing the findings between the two surveys. In particular, direct comparison on the number of SDUs estimated from the two surveys is subject to the above limitation arising from the difference in the coverage of the target buildings. On the other hand, it should be more relevant to understand the changes in the prevalence of SDUs by making reference to two indicators, namely, the percentage of quarters with SDUs among all quarters and the average number of SDUs per unit of quarters having SDUs.
Brief description of survey method 1.6
1.6 This round of THS was divided into 2 stages:

(i) In stage 1, all quarters in private domestic / composite buildings (excluding village houses) aged 25 and above (i.e. built on or before 31 December 1990) in Hong Kong were covered.

Enumerators paid visits to 2 134 sampled buildings to identify quarters with SDUs by observing the door bells, electricity meters and mail boxes, and comparing the number and location of quarters on different floors of the buildings. They also asked neighbours and security guards to understand the structures of buildings and the quarters suspected to have SDUs. Through visiting all quarters in the sampled buildings and interviewing as many households living therein as possible, enumerators could then base on information from various sources to identify those quarters with SDUs.

Almost half (i.e. 1 096 buildings) of the 2 134 sampled buildings were randomly selected to be covered in stage 2. For each unit of quarters identified to have SDUs in stage 1 in this sub-sample of target buildings, one of the households living in these SDUs was randomly selected for enumeration in stage 2. Altogether 1 534 households living in SDUs were sampled for enumeration in stage 2. Enumerators paid visits to these households to collect the required information by conducting face-to-face interview with the head of household or one of the household members aged 18 or over who knew about the housing conditions of the SDUs and particulars of the household members.

Concepts and definitions 1.9
1.9 The definitions of the key terms used in the survey are given below :
Quarters refers to the space enclosed by walls in a residential, industrial, commercial and other types of buildings for living or other purposes. A unit of quarters must fulfil the following two conditions:
i.
i. being internally connected so that the occupants can move between rooms without going outside through a public corridor, landing or staircase; and
ii.
ii. being externally accessible such that it has direct access to the street, a corridor or landing without going through someone elses quarters.

Sub-divided units (SDUs) are formed by the sub-division of individual quarters into two or more units for rental purposes to more than one household. SDUs are generally classified into the following two types :
i.
i. SDUs with observable physical partitions. For these SDUs, concrete or wooden walls (observable partitions) are usually used to sub-divide the quarters into two or more small units. They are usually installed with independent toilets and / or cooking areas; and
ii.
ii. SDUs without observable physical partitions. These SDUs take the form of simple wooden cubicles and facilities within the quarters such as kitchen and toilet have to be shared among the tenants.

As mentioned in paragraph 1.5 in Chapter 1, it would be more relevant to understand the changes in the prevalence of SDUs by making reference to two indicators, namely, the percentage of quarters with SDUs among all quarters and the average number of SDUs per unit of quarters having SDUs.

Among households living in SDUs, the median monthly rental payment increased by 10.5%, from $3,800 in 2014 to $4,200 in 2015, while the median household income increased by 6.1% from $11,800 in 2014 to $12,500 in 2015. The median rent to income ratio also increased from 30.8% in 2014 to 32.3% in 2015.

The age distribution of persons living in SDUs differed somewhat between 2014 and 2015. A more notable change is that among persons living in SDUs, the percentage of those aged 25 - 44 increased from 38.6% in 2014 to 44.0% in 2015. As for other age groups, the changes were comparatively small. The above changes in the age distribution may be attributable to the mobility of households living in SDUs.

Definition of quarters 3.1
3.1 Quarters refers to the space enclosed by walls in a residential, industrial, commercial and other types of buildings for living or other purposes. A unit of quarters must fulfil the following two conditions:
(i)
(i) being internally connected so that the occupants can move between rooms without going outside through a public corridor, landing or staircase; and
(ii)
(ii) being externally accessible such that it has
direct access to the street, a corridor or landing without going through someone elses quarters.
Definition of sub-divided units

3.2 Sub-divided units (SDUs) commonly refer to cases where domestic quarters are sub-divided into two or more smaller units for rental purposes. Generally speaking, the original non-structural partition walls are removed while new ones are erected; new toilets and kitchens are installed; and internal drains are added or altered. SDUs are generally classified into the following two types :
(i)

(i) SDUs with observable physical partitions. For these SDUs, concrete or wooden walls (observable partitions) are usually used to sub-divide the quarters into two or more small units. They are usually installed with independent toilets and / or cooking areas. These SDUs can be classified into three types (see Types 1.1, 1.2 and 1.3 as described in the following paragraphs); and
(ii)

(ii) SDUs without observable physical partitions. These SDUs (Type 2) take the form of simple wooden cubicles and facilities within the quarters such as kitchen and toilet have to be shared among the tenants.

Type 1.1 The corridors built inside primarily for access to streets or staircases

3.3 In these SDUs, observable physical partitions (concrete or wooden) are usually used to sub-divide the quarters into two or more smaller units with the corridors built inside these quarters primarily for access to streets or staircases, i.e. one can go from the quarters directly to streets, public corridors or staircases without passing through another quarters. Such SDUs are usually installed with independent toilets and / or cooking areas. Typical SDUs of this type are shown in Diagram 1.

3.4 Some SDUs are created by reconstructing the original structures. An example is illustrated in Diagram 2 which shows that an additional opening on structural wall has been created for the quarters on 3/F whereas such opening does not exist for the quarters immediately above it on 4/F.

3.5 Some SDUs are found to be a combination of types 1.1 and 1.2 mentioned above. These SDUs are created by reconstructing the original structures of the quarters in which an additional opening on structural wall has been created and observable physical partitions (concrete or wooden) are also used to sub-divide the quarters into two or more smaller units with the corridors built inside these quarters primarily for access to streets or staircases. These SDUs are not common. Diagram 3 shows the layout of this type of SDUs.

3.6 For some SDUs, there are no independent toilets and / or cooking areas. The tenants or sub-tenants have to share the toilets and other facilities including cooking areas with other tenants within the quarters. These types of SDUs are known as cubicle apartments or bedspace apartments. They are generally cubicles made of simple structure and commonly found in quarters of old buildings which are sub-divided by wooden partitions. Some cubicles have openings at the top of the wooden partitions for ventilation purpose but there are some cubicles which have partitions reaching the ceiling without any opening. Bedspace apartments, commonly known as caged homes, are used as sleeping accommodation for individuals.

3.7 For cubicle apartments and bedspace apartments, it was uncertain whether there was any new physical partition inside the quarters even after the enumerator had entered the quarters and conducted interviews with the households concerned. A typical example is illustrated in Diagram 4 which shows that three tenants are living in the quarters and sharing facilities in the living room, toilet and cooking area.

3.8 It is worth noting that some landlords may reconstruct a quarters in such a manner that the living room is used as another room or expansion of existing room(s) for renting out, leaving only the corridors for access purpose, as illustrated in Diagram 5. The tenants have to share the toilet and cooking area.

3.9 As illustrated in the two examples above, the quarters may be sub-divided in different manners. A cubicle apartment in Diagram 4 may be subsequently re-constructed in such a way that corridors are formed inside the quarters concerned, which are primarily used for access to streets or staircases, as shown in Diagram 5.

4.1 There were some 25 200 quarters with sub-divided units (SDUs) in private domestic / composite buildings (excluding village houses) aged 25 and above in Hong Kong at the time of enumeration, accounting for 3.8% of all quarters in these buildings. The total number of SDUs in these quarters was estimated to be some 88 800. On average, each unit of quarters with SDUs was sub-divided into 3.5 SDUs. At the time of enumeration, these SDUs accommodated some 87 600 households and 199 900 persons* altogether. (Tables 4.1 and 4.2)

4.2 Analysed by region, some 51 900 (58.4%) SDUs were located in Kowloon, 19 100 (21.5%) in the New Territories and 17 800 (20.0%) on Hong Kong Island. (Chart 4.1 and Table 4.1)

4.4 Of those 87 600 households living in SDUs, 65.2% of them were living in units with area of 7 to less than 13 square metres. This was followed by units with area of 13 to less than 20 square metres (16.9%), below 7 square metres (13.4%), and 20 square metres or above (4.4%). 4.5 The average area of SDUs per capita tended to decrease with household size. The average area per capita for 1-person households was 8.5 square metres and that for 2-person households was 6.1 square metres. The figure further decreased from 3.7 square metres for 3-person households to 3.0 square metres for 4-person and above households. The average area per capita for all persons living in SDUs was 5.8 square metres (or 62.4 square feet) while the median area per capita was 4.5 square metres (or 48.0 square feet). (Table 4.5)

Another 36.3% cited convenient to go to work / school as the reason. Other cited reasons included financial difficulties (22.6%), lack of space to live with parents / relatives (5.7%) and family problems (5.1%). (Table 5.6)

Survey coverage and sample design 1.
1. This round of Thematic Household Survey (THS) was divided into 2 stages:
(i) 25 (
1990 12 31)()
(i) In stage 1, all quarters in private domestic / composite buildings (excluding village houses) aged 25 and above (i.e. built on or before 31 December 1990) in Hong Kong were covered.
(ii)
(ii) In stage 2, all persons (excluding tourists)
living in sub-divided units (SDUs) were covered.

2. The survey covered a stratified random sample of 2 134 target buildings, with the stratification factors being building age, rateable value and spatial characteristics. All quarters in those randomly selected buildings were visited in stage 1 to identify quarters with SDUs. Almost half (i.e. 1 096 buildings) of the 2 134 sampled buildings were randomly selected to be covered in stage 2. For each unit of quarters identified to have SDUs in stage 1 in this sub-sample of target buildings, one of the households living in these SDUs was randomly selected for enumeration in stage 2.

3. The ratio estimation method was adopted to derive estimates of the number of quarters with SDUs and number of SDUs, using independent estimates on the number of buildings / quarters by building age, rateable value and spatial characteristics.
Survey questionnaire 4.
4. Independent questionnaire was adopted for each round of the THS. Regarding the topic covered in this report, in order to optimise the utilisation of resources and to avoid causing unnecessary inconvenience to residents living in the sampled buildings, two sets of questionnaires, namely the Quarters Questionnaire and the SDU Household Questionnaire were used respectively in stages 1 and 2 of the survey.

5. The Quarters Questionnaire covered some basic information such as types of quarters, types of SDUs, facilities and number of households.

The SDU Household Questionnaire was used in the face-to-face interview with the head of household or one of the household members aged 18 or over who knew about the housing conditions of the SDUs and particulars of the household members. Information collected included the household size, unit area, rental payment, socio-economic characteristics of the households and household members, and households perceived view on the living environment of the SDUs, etc.

Stage 1: Identifying quarters with SDUs in all target buildings
(i)
(i) Enumerators would identify SDUs by observing the door bells, electricity meters and mail boxes, and comparing the number and location of quarters on different floors of the buildings. Enumerators would also ask neighbours and security guards to understand the structure of buildings and the quarters suspected to have SDUs.
(ii)

(ii) Enumerators would use the Quarters Questionnaire to collect information of quarters (e.g. with / without SDUs) with households concerned to verify the existence of SDUs.

(iii) If the quarters were identified to have SDUs,
the types and number of SDUs would be recorded.
Stage 2: Interviewing randomly selected SDU households in a sub-sample of the target buildings
(i)
(i) For each unit of quarters identified to have SDUs in stage 1 in this sub-sample of target buildings, one of the households living in these SDUs was randomly selected to participate in stage 2 of the survey.
(ii)
(ii) Enumerators would use the SDU Household
Questionnaire to collect information of SDU households.

8. Fieldwork of the survey was conducted during May to September 2015. In stage 1 of the survey, 240 buildings out of 2 134 sampled buildings denied access to enumerators or were demolished. Of the remaining 1 894 buildings (comprising some 57 400 quarters), 950 buildings (comprising some 26 100 quarters) were identified to have SDUs. At the time of enumeration, 9 577 SDUs in 2 718 quarters were identified as being occupied.

9. A total of 9 577 households were found living in the 9 577 SDUs identified in stage 1. Then, in stage 2 of the Survey, 1534 households were randomly selected to participate in the face-to-face interviews. 1 002 households were successfully enumerated, constituting a response rate of 65%. The enumeration experience is summarised below :

10. Results of the THS are subject to sampling error and non-sampling error. The estimates contained in this report were based on information obtained from a particular sample, which was one of a large number of possible samples that could be selected using the same sample design. By chance, estimates derived from different samples would differ from each other. The sampling error is a measure of these variations and is thus a measure of the precision with which an estimate derived from a particular sample would approximate the

population parameter to be measured. 11.
11. For comparing the precision of the estimates of various variables in this report, the coefficient of variation (CV) can be used. CV is obtained by expressing the standard error (SE) as a percentage of the estimate to which it refers. In turn, the SE is computed according to a formula which is established on the basis of statistical theory. Generally speaking, the SE is related to the variability of the elements in the population, the size of the sample and the sample design adopted for the survey.
