ABSTRACT

Independent Backup ATC System (IBAS), the redundant system of ATMS, is the air traffic control system developed by LockheedMartin. It is usually be used to substitute for online ATMS when ATMS breakdown, maintenance or system drills occurs. In order to provide the information required by controllers, IBAS exchanges messages, which shall comply with the specifications of ICAO Doc. 4444, with external FIRs and systems via AMHS.

However, from November 15, 2012, the new version of message formats regulated by ICAO Doc. 4444 will be comprehensive used. The related systems shall be modified accordingly so as to transfer to deal with the new format messages. ATMS has been planned to alter software by original Thales CO., LTD. in 2011 and finished functional tests from January to October, 2012. In contrast with ATMS, the annual usage rate for IBAS is very low but the alteration cost of manpower and resources is extremely large. Therefore, we develop the IBAS preprocessor system by internal group instead of outsourcing. The tasks of IBAS preprocessor system are acquiring messages from AMHS and converting them to previous formats. Furthermore, convert DEP messages sent by IBAS to new formats and deliver them to AISS. The great benefits are saving costs for ANWS as well as helping IBAS to deal with the new format messages successfully.
