摘要:地方保护主义是这样推行的：拥有很高的政治支持率的工业发达地区的长官, 选

择通过使它们的企业免除缴纳联邦的税款，来达到保护它们的目的。方法的缺乏阻碍了联邦

从地区这一层面来讲,在那些几乎没有大型企业,也并不参与彼此的激烈竞争的地区，其长官

是比较强势的(就是：属于不同的行业).。最基本的出发点：:通过保护它们避免跨地区竞争和

联邦中心的税款，以此从企业获得大笔收入。这就为企业走向更坏的境地提供了准备。以此

维持政治上的力量。并以此维持与大公司的讨价还价。长官可能反对新的赢利公司的进入，

因为它们(新企业)可能凭借竞争减少他的利益，还可能为他的政治对手提供支持。如果在一

个地区较少强势企业，官员对这些企业的用以对抗联邦中心的保护就导致了跨地区市场准入

的更多限制，这种状况可能导致对那些想要重组或缴纳税款的企业更多的反作用力，因为对

一个官员来说，要掌控一个重组企业成本会更大。

Berkowitz和Li 将那种情形模式化为：不同层次的政府机构可在同等税率的基础上，单方

面征税，正如 Shleifer 和Treisman (1999) 引证的那样：我们的模式证实了当税权被清楚地界
