To help accident prevention in the Renovation, Maintenance, Alteration and Addition (RMAA) industry, the OSHC has launched ‘OSH Star Enterprise – Pilot Scheme on RMAA Safety Accreditation’ to help enterprises in this sector improve their OSH performance. 綠十字會 「良好工作場所整理夥伴計劃」Green Cross Group 'Good Housekeeping Partnership Scheme'

The Occupational Safety and Health Council has always strived to help enterprises improve their OSH performance and prevent accidents. In the light of the fact that the number of accidents classified as ‘slip, trip or fall on same level’ has remained high in recent years, the Green Cross Group has launched the ‘Good Housekeeping Partnership Scheme’ in order to cooperate with enterprises to improve the conditions of workplaces with 5S and reduce the occurrence of this type of accident. 合作形式推行的計劃,今年度將會有全新的

The prevention of accidents in the workplace is closely related to

whether a workplace is well managed. According to the statistics

of Labour Department, the recorded number of ‘slip, trip or fall

業攜手改善其工作場所整理。

5S良好工作場所整理「5S良好工作場所整理」是源於日本的工場整

理準則,包括了「整理」、「存放」、「清潔」、

「標準」及「修養」五大元素。「整理」是指分辨

出工作場所內不必要的物件,並將之處理掉

以釋出存放空間;「存放」就是指有條理地放

置必要的物件;「清潔」是指工作場所時刻保

持整潔;而「標準」則是指建立標準以有效執

行「整理」、「存放」及「清潔」;最後,「修養」

是指工作場所內所有人員,上至整理層下至

前線工作人員,都必須養成時刻保持良好工

作場所整理的習慣。

夥伴計劃內容「良好工作場所整理夥伴計劃」包含以下三大

元素:

由職安局顧問根據5S準則,為企業之工作場

所進行實地考察,了解企業現時之工作場所

can help enterprises reduce the likelihood of accidents. In

view of this, the Green Cross Group has launched the ‘Good

Housekeeping Partnership Scheme’ to improve housekeeping

with enterprises.

5S Good HousekeepingOriginating from Japan, ‘5S Good Housekeeping’ is comprised

of the five elements of ‘Organization’, ‘Neatness’, ‘Cleanliness’,

‘Standardization’, and ‘Discipline’. ‘Organization’ means

identifying objects not necessary in the workplace and

disposing of them to release storage space; ‘Neatness’ means

keeping necessary objects in an orderly manner; ‘Cleanliness’

means keeping the workplace clean and tidy at all times;

‘Standardization’ means setting standards to effectively

implement ‘Organization’, ‘Neatness’, and ‘Cleanliness’;

finally, ‘Discipline’ means everybody in the workplace from

the management to frontline staff members must have good

housekeeping habits all the time.

Contents of the Partnership SchemeThe ‘Good Housekeeping Partnership Scheme’ includes the

following three elements:

Site VisitBased on 5S concepts, a Consultant from the Council will make

a site visit to the workplace of an enterprise, learn about the

current housekeeping practice of the enterprise, and make

practicable recommendations for improvement. The enterprise

will then implement improvement measures based on the

recommendations. Meanwhile, the Council will keep close

contact with the enterprise and give advice concerning the

improvement process.

Good Housekeeping Training CourseThe Council will provide ‘Good Housekeeping Training Course’ to

staff members of enterprises joining the scheme to let them learn

how to manage the workplace by using 5S concepts. Enterprises

should set up a system for implementing good housekeeping and

appoint staff members who have completed the training course

to coordinate relevant matters.

Housekeeping AssessmentThe purpose of housekeeping assessment is to review whether

the housekeeping of an enterprise is satisfactory. The scope of

an assessment includes the workplace environment as well as the

system for implementing housekeeping. An assessment will be

conducted by a Consultant from the Council.

Recognition of Good HousekeepingIn order to recognize enterprises with good housekeeping

performance, those satisfying the following conditions will be

awarded ‘Recognition Certificates of Good Housekeeping’:

– one or more staff members have attended and completed

the ‘Good Housekeeping Training Course’; and

– housekeeping achieves a satisfactory level as identified by

the assessment process and there is no imminent danger.

Eligibility and EnrollmentAll members of the Green Cross Group may enrol in the ‘Good

Housekeeping Partnership Scheme’, which is free of charge.

However, places are limited. Applications will be on a first-

come-first-served basis, and enterprises employing fewer than

50 people in Hong Kong will be considered first. Enterprises

wishing to enrol must also note that this partnership scheme

applies to workplaces within Hong Kong only. Parties wishing to

enrol in the ‘Good Housekeeping Partnership Scheme’ or with

any questions about the scheme are welcome to contact our

consultant, Mr Toran Law, at 2116 5622.

整理水平,並提出可行的改善方案。企業其

後按照改善方案的內容執行改善工作,而職

安局將在此期間與企業保持緊密聯繫,就改

善的過程給予相關意見。

良好工作場所整理訓練職安局會為參與計劃企業之員工提供「良好工

作場所整理訓練」,讓他們了解如何運用5S準

則整理工作場所。企業應建立推行良好工作

場所整理的制度,並委任修畢訓練課程的員

工負責統籌相關事宜。

工作場所整理審核工作場地整理審核之目的是鑑定企業之工作

場所整理情況是否令人滿意。審核之範圍包

括工作場所之現場環境,與及推行工作場

所整理的制度。審核會由職安局顧問負責

進行。

良好工作場所整理嘉許狀為表揚於工作場所整理方面擁有良好表現的

企業,只要企業符合以下條件,將會獲發「良

好工作場所整理嘉許狀」:

- 已派員參與及完成「良好工作場所整理課

程」;及

- 於工作場地整理審核中,符合既定的水

平,並且沒有即時危險情況。

參加資格及辦法所有綠十字會的會員,均可參加「良好工作場

所整理夥伴計劃」,而且費用全免。但由於名

額有限,報名會採用先到先得的形式;而在

香港僱用少於50人的企業會被優先考慮。有

意參加的企業亦必須留意,此夥伴計劃只限

位於香港境內的工作場所參加。如有意參加

Hong Kong is a rapidly developing city with many high-rise buildings. It faces the problem of ageing buildings, which need renovation or maintenance. As a majority of such works involve high-risk processes such as erecting scaffolds and repairing facades, and many contractors are small and medium enterprises without the resources to improve the safety of the working environment, risks in the industry are high. In the last three years (2009 to 2011), there have been 20 fatal industrial accidents related to the Renovation, Maintenance, Alteration and Addition (RMAA) industry, representing 39% of all fatal accidents in the construction industry. This is a warning about the safety of the RMAA industry.

Due to its high risk work nature, it is often difficult for the RMAA industry to get insured, and companies have to pay expensive premiums that most SMEs are hard to afford. In addition, the unsafe activities of certain contractors have directly affected society’s confidence in RMAA work safety, making it more difficult to get insured. There are already calls for improvement in the RMAA industry’s safety. Enterprises generally believe that it is necessary to strengthen support for safety training, safety devices, and safety auditing in the industry in order to improve its safety performance and differentiate safety-conscious and law-abiding enterprises from poor performers. Therefore, the OSHC and the Labour Department launched the two-year ‘OSH Star Enterprise – Pilot Scheme on RMAA Safety Accreditation’ in early June of 2012, aiming to help RMAA enterprises and practitioners raise their safety awareness through stringent assessment criteria and practical safety training courses, thus lowering the number of accidents in the industry.

Contents of the ‘Pilot Scheme’The ‘OSH Star Enterprise – Pilot Scheme on RMAA Safety Accreditation’ is open to RMAA contractors hiring fewer than 50 people in Hong Kong. The scheme strengthens the protection offered to workers and raises the safety awareness of enterprises and workers through the following three support mechanisms:

老化的問題。很多大廈需要

進行翻新或維修。由於這些工

程大都涉及搭建棚架及外牆維

修等風險較高的工序,加上這

些承建商多屬中小型企業,欠

缺資源改善工作環境安全,因

而大大增加了行業的風險。過

去3年(2009年至2011年),於

裝修及維修工程有關的致命工

業意外共有20宗,佔整體建造

業的致命意外達39%,反映了

裝修及維修業的安全已響起了

警號。

基於其高風險的工作性質,裝修及維修工程

往往難以投保,兼須繳交昂貴的保費。一般

中小型企業實在難以負擔。此外,個別承建

商的不安全行為亦直接影響社會對裝修及維

修工作安全的信心,增加投保困難。行業內

已出現有關提升裝修及維修安全的訴求。企

業普遍認為有必要加強業內安全培訓、安全

設備,以及安全系統審核等的支援,以改善

業界的職安表現,並把安全、守法的企業從

不良經營者中分辨出來。有見及此,職安局

聯同勞工處於今年六月初推了出為期兩年的

「職安健星級企業-裝修及維修業安全認可先

導計劃」,希望透過嚴格的評核準則及實務的

安全訓練課程,協助裝修及維修業企業及從

業員提升安全意識,從而減低裝修及維修行

業的傷亡數字。

「先導計劃」的內容「裝修及維修業安全認可先導計劃」是為聘

用少於五十人的本地裝修及維修企業而設。

此計劃透過以下三方面的支援,全面加強工

人的保障,並且全面提升企業及工人的安全

意識:

(1) Safety harnesses and anchorage systemsMany serious RMAA accidents involve working at height. If a worker uses devices meeting safety standards when working, these accidents can be avoided. Enterprises joining the pilot scheme may purchase a ‘transportable temporary anchor device’, a full-body safety harness and its anchorage system meeting safety standards through the Council’s sponsorship scheme.

(2) Safety trainingIn addition to safety devices, it is important to strengthen workers’ safety awareness. Enterprises joining the scheme must arrange for employees to attend the relevant safety courses organized by the Council, including the ‘Certificate Course in Safety at Work for RMAA Works’ for foremen and the ‘Certificate Course in Safe Use of Transportable Temporary Anchor Devices’ for workers. Enterprises joining the scheme must hire at least one safety supervisor to give workers comprehensive protection. Participating enterprises may apply to the Council for the ‘Safety and Health Supervisor (Construction)’ course free of charge.

(3) Safety management systemA comprehensive safety management system is also important in the prevention of industrial accidents. The Council will conduct safety audits for enterprises joining the scheme (including site inspections) to ensure that the safety management system is implemented.

If an enterprise meets the specific requirements of each of the three aspects of safety devices, safety training, and safety

management system, it will be awarded the ‘OSH Star Enterprise’ Safety Accreditation, which is valid for two years. Enterprises being awarded for more than 1 year and have demonstrated good OSH performance and continuous improvement may apply for an upgrade to an ‘OSH Gold Star Enterprise’. However, if any negative OSH incidents happen, such as a fatal accident or dangerous occurrence, the Council has the right to suspend or terminate the enterprise’s safety accreditation.

(1)安全帶及繫穩系統不少裝修及維修工程的嚴重意外均涉及高空工作。如工友於工作期間能使用符合安全標準的裝置,便能防止此類意外的發生。有見及此,參加先導計劃的企業,可透過職安局的資助計劃,購買符合安全標準的「流動式臨時防墮繫穩裝置」和全身式安全吊帶及其繫穩系統。

(2)安全訓練除了安全裝備,加強工人的安全意識同樣重要。參加計劃的企業須安排其僱員參加由職安局舉辦的相關安全課程,包括由管工參加的「裝修及維修工作安全」證書課程,與及由工人所參加的「安全使用流動式臨時防墮繫穩裝置」證書課程。此外,參與計劃的企業必須僱用最少一名安全督導員,讓工人得到全方位的保障。參與的企業可向職安局申請免費報讀有關「安全健康督導員(建造業)」課程。

(3)安全整理制度一個完善的安全整理制度,對預防工業意外亦甚為重要。職安局會為參加計劃的企業進行安全系統的審核,當中包括實地視察,以確保安全整理制度得到落實。

如企業能在安全裝備、安全訓練及安全系統三方面均達到指定的要求,便可獲取「職安健星級企業」安全認可資格,證書的有效期為兩年。如企業持續獲得安全認可超過一年,而職安健表現良好及持續改善,更可申請晉升為「職安健金星級企業」。但是若企業有不良的職安健紀錄,包括發生致命意外或危險事故等,職安局有權暫停或終止該企業的安

全認可資格。

Benefits of joining the ‘Pilot Scheme’The Council will set up a register of OSH-accredited enterprises in RMAA works for public reference to facilitate their choice of an accredited RMAA contractor. Contractors awarded ‘OSH Star Enterprise’ or ‘OSH Gold Star Enterprise’ accreditation may display the safety accreditation logo in promotional materials including letterheads, envelopes, and press advertisements to build up their ‘Star’ goodwill and give the general public more regard for and confidence in safe enterprises.

With the support of the insurance industry and the Employees’ Compensation Insurance Residual Scheme Bureau, ‘Star Enterprises’ can enjoy special offers for employees’ compensation insurance. An ‘OSH Star Enterprise’ buying employees’ compensation insurance under the ECIRSB scheme can enjoy a 40% discount on premiums. For example, about $30,000 can be saved from premiums for a skilled worker each year. If an enterprise becomes a ‘Gold Star Enterprise’, there will be a 50% discount on premiums and about $40,000 can be saved from premiums for each skilled worker. Linking work safety to business costs and goodwill can encourage contractors to improve working environment safety, promote safety culture in the industry and enhance its safety image.

此外,在保險界和僱員補償聯保計劃整理局的大力支持下,「星級企業」可以享有投購僱員補償保險的特別優惠,如「職安健星級企業」在聯保計劃下購買勞工保險可獲得六折保費優惠,以一名大工的保費為例,每年可省約三萬多元。如企業晉升為「金星級企業」,更可獲減一半保費,每名大工可省約四萬多元保費。這種把工作安全與企業的成本及商譽相連接的方法,對於鼓勵承建商改善工作環境安全,提升業界的安全形象及推廣安全文化起著積極性的作用。

日本建造業安全整理及工地整理經驗分享研討會Experience Sharing Seminar on Construction Safety Management

and Site Housekeeping in Japan

職業安全健康局於2011年12月組織了一個為期5天的「日本建造業安全標準借鑑考察團」,為與業界分享這次考察所獲得有關日本建造業在安全方面的成功經驗,職安局於2012年2月28日假金域假日酒店舉辦日本建造業安全整理及工地整理經驗分享研討會。

是次分享會邀得兩位考察成員,包括建造業議會工地安全委員會主席張孝威先生,SBS及俊和建築工程有限公司安全經理黃志樂先生,分享是次日本考察的心得,讓業界

In December 2011, the Occupational Safety and Health Council organized a 5-day ‘Benchmarking Study Visit to Japan on Construction Safety and Health’ to learn from Japan’s successful experience in construction safety. To share their lessons from this trip with people in the construction sector, the Council held an ‘Experience Sharing Seminar on Construction Safety Management and Site Housekeeping in Japan’, on 28 February 2012 at Holiday Inn Golden Mile.

Mr Cheung Hau Wai, SBS, Chairman of the Committee on Construction Site Safety, Construction Industry Council and Mr Wong Chi Lok, Safety Manager of Chun Wo Construction and Engineering Co., Ltd, were both benchmark trip attendees. They

黃志樂先生分享的講題是「日本工地整理的

成功要素」。他從參觀兩個不同的工地,分

析現時日本與香港在工地整理方面的差異。

首先,他在日本青山大學工地發現物料的擺

放、儲存等相對較香港整齊歸一。所有物料

均用手推車、鐵籠有條不紊地放好,地面經

常保持乾淨整潔;反觀香港工地則常有物

料隨處擺放,甚至堆放在地上。廢料處理方

面,日本會將剩餘物料分門別類地放入回收

箱內;相反,香港在這方面稍欠妥善處理。

were invited to share their thoughts in a seminar to illustrate Japan’s excellent site safety management practices to people in the local construction sector.

The topic of Mr Cheung Hau Wai’s speech was ‘Benchmarking Construction Safety in Japan’. He shared lessons learned through classes, site visits in Japan, and gave his insights on improving worksite safety in Hong Kong. He first described the benchmarking trip’s training class, which consisted of three sessions. These not only gave him the opportunity to refresh his memory of Japan’s Pointing and Calling system, it also gave him an in-depth

understanding of risk assessment, training, and the effects of human behaviour and psychological conditioning on work attentiveness. He had also gained an understanding of potential threats to safety and health in Japan, such as the effect of heat stroke on the human body both physically and psychologically, as well as preventive measures which can be taken when working in high temperatures. He also shared what he had seen when visiting a university and a sanitary sewer. The university that was under renovation had carried out significant preliminary risk assessments and training, while mechanized devices, standardized working platforms, temporary stairs, and manual handling devices were also used. As for the sanitary sewer, it had a flawless management system. Pedestrian walkways on the construction site were dry and clean, with clear signs to fire extinguishers. Even dormitories were provided for workers.

Through onsite examination, he observed that major factors in the continuous improvement of site safety conditions in Japan included the establishment of the sense of pride among workers, risk assessment, morning briefing, as well as induction training for newcomers. Finally, he concluded that, though there were cultural differences between Hong Kong and Japan, the safety management of Japan’s construction industry and their preventive measures, such as Pointing and Calling, had set some good models for Hong Kong.

The topic of Mr Wong Chi Lok’s seminar was ‘Japanese Success Factors in Good Housekeeping for Construction Sites’. He discussed his analysis of the difference in site housekeeping practices between Japan and Hong Kong, which he observed during site visits. He noticed that on the worksite of Aoyama Gakuin University, construction materials were stored in a more systematic way than in Hong Kong. All materials were in order with trolleys or iron cages, and the floor was always kept clean and tidy. By contrast, it is common to find materials unarranged or even just piled up on the ground in Hong Kong. In terms of solid waste handling, remaining materials in Japan would be

使工地井井有條。其次是重視工場整理的第5

個「S」-「Sitsuke」,即個人修養。日本人講

求自律及責任感強,因此每位員工都會自動

自覺地履行安全責任,而日本採用的「指差呼

稱」,便是員工透過眼、耳、口、手並用,提

高工作安全的警覺性,專注性及行動性。

任職醫院管理局的陳先生表示,是次分享會

可增加他對日本工地整理的認識。工程公司

的陳先生也表示,分享會讓他擴闊眼界,尤

其是日本與香港在安全管理及工地整理的差

別,極具參考價值。在建築公司工作的陳先

生指出,日本建造業安全管理及工地整理值

得香港借鑑,尤其是工人的修養及自律行為。

put in recycle bins separately according to their type. This same waste is not that properly processed in Hong Kong. Finally, in terms of worksite access, pedestrian paths and vehicular accesses were separated clearly at the site entrance, and the work surface for vehicular access was covered with steel plates.

The sewerage tunnels in Japan’s Tokyo Bay had adopted separated access methods for human and vehicles . There were also warning slogans and instructions with eye-catching designs or with light-boxes at noticeable places. Ordinary materials were separated in a systematic way with the use of fences;

while chemicals were carefully stored with different types put in designated areas. From this, one could observe that the success of site housekeeping in Japan was the result of good and detailed planning, a flawless management system, and the introduction of ‘4S’ elements in good housekeeping. The separation of materials, waste, and working area was especially significant, which made the worksite very orderly. The 5th ‘S’, ‘Sitsuke’, which is interpreted as “Discipline”, was also very important. The Japanese put a lot of emphasis on self-discipline and a strong sense of responsibility, therefore every worker performs their safety responsibilities voluntarily. ‘Pointing and Calling’ was also adopted in Japan, aiming to enhance the alertness, concentration and mobility of work safety through the workers’ eyes, ears, mouth and hands.

Mr Chan, who is a staff member of the Hospital Authority, stated that he was able to learn more about site housekeeping in Japan through this seminar. Mr Chan from an engineering company also said that the seminar had broadened his horizons, especially the differences in safety management and site housekeeping between Japan and Hong Kong and was very useful for him as a reference. Mr Chan who works in a construction company pointed out that Japan’s safety management and site housekeeping was a good model for Hong Kong, especially the self-cultivation and self-discipline behaviour of the workers.
