Eurobarometer survey on sport and physical activity
According to a survey commissioned by the European Commission, 59% of
European Union citizens never or seldom exercise or play sport, while 41% do so at
least once a week. Northern Europe is more physically active than the South and
East: 70% of respondents in Sweden said they exercise or play sport at least once
a week, just ahead of Denmark (68%) and Finland (66%), followed by the
Netherlands (58%) and Luxembourg (54%). At the other end of the scale, 78%
never do so in Bulgaria, followed by Malta (75%), Portugal (64%), Romania (60%)
and Italy (60%). The survey shows that local authorities in particular could do more
to encourage citizens to be physically active. While 74% of respondents believe that
local sport clubs and other providers provide sufficient opportunities for this, 39%
think their local authorities are not doing enough. The survey was carried out in the
28 Member States of the European Union between 23 November and 2 December
2013. Nearly 28 000 respondents from different social and population groups took
part in the poll.

Youth Knowledge Book: The history of youth work in Europe - Volume 4
Since 2008, the European Union-Council of Europe youth partnership has regularly
organised debates and discussions on the history of youth work policy and practice
in various countries in Europe. The results have been published in three volumes of
the Youth Knowledge Series. The history of youth work in Europe covers the 2011
workshop in Tallinn, which was co-organised by the Estonian authorities with the
support of Finnish and Flemish partners, and sums up the discussions in the
previous three volumes.

Coyote20 Magazine: “What’s Xtreme about youth?!”
The 20th edition of Coyote magazine entitled “What’s Xtreme about youth?!”
explores the two concepts of youth and extremism. Are young people and those

Inclusion through Employability Booklet
This Salto updated publication presents the key findings from a review of recent
literature and research on youth employment and social exclusion, and a review of
some successful approaches when addressing unemployment in excluded youth. It
aims to help practitioners trying to develop and carry out successful actions to
support young people, who are excluded or at risk of exclusion, in accessing
employment and improving their relation to the labour market.

The UNAOC-Education First Summer School 2014
Young people from 18 to 35 years old on 24 August 2014, from all over the world,
are invited to engage for a week in dialogue across borders, build critical skills for
global citizenship and strengthen the ability to achieve lasting positive social
change. The summer school will take place in Tarrytown, NY, USA, from 16 to 23 of
August 2014.

Selected participants will be provided with flight, accommodation, meals and full

Social Innovation Tournament 2014
The European Investment Bank Institute launches for the second time the Social
Innovation Tournament as part of the Institute’s Social Programme. The aim of the
Tournament is to promote and support innovative ideas and opportunities that
generate a social impact (targeting social, ethical or environmental goals) and
create and sustain social value in relation to the fight against social exclusion.
Entries may therefore fall in a wide range of fields, from education and health care
to natural or urban environment, from new technologies to new systems and new
processes. This year’s Special Category Prize will give an emphasis to urban and
natural environment.
Non-for-profit and for-profit organisations, mainly from young entrepreneurs and
social enterprises, corporate responsibility departments of private sector companies
of any size, NGOs and government or local government entities and university
communities and high school teams from the European Union Member States,
Candidate and Potential Candidate countries, and the EFTA countries are invited to
apply by 28th April 2014.

European Commission writing competition: "What does an enlarged EU
mean to you?"
The European Commission Enlargement Unit has launched the Writing Competition:
"What does an enlarged EU mean to you?". The competition is open to young
people from 15 to 25 years old, from the EU Member States, Albania, Bosnia and
Herzegovina, the Former Yugoslav Republic of Macedonia, Iceland, Kosovo,
Montenegro, Serbia and Turkey. Participants will have to write an article (max. 700
words) or up to three blog posts (max. 700 words altogether) sharing their views
on:
- What can today's European Union of 28 Member States learn from its past to help
improve its future?
- What does an enlarged European Union mean to you?

Each participant can submit only one entry, in any official EU language. National
juries will select one entry from each age group (15–18 year olds and 19–25 year
olds) for further evaluation at European level.
The winners in each category will be awarded with a two-day visit for two persons
to Brussels, Belgium, at the end of June 2014, and one e-reader.

Unesco International Fund for Cultural Diversity (IFCD)
The Fund supports projects aiming to promote sustainable development and
poverty reduction in developing countries that are parties to the 2005 Convention
on the Protection and Promotion of the Diversity of Cultural Expressions.
Applicants will have to consult their National Commissions for UNESCO for their
submission deadline at the national level.
Deadline for the UNESCO Secretariat to receive funding applications from National
Commissions or INGOs: 15th May 2014, midnight CET.

Support for Policy Reform/National Authorities for Apprenticeships with
Erasmus+
This call aims to encourage the development of high-quality apprenticeship-type
training and excellence in work-based learning in Vocational Education Training
through partnerships between national ministries responsible for education,
employment and economic affairs, social partners, relevant intermediary bodies
(such as chambers of commerce, industry and crafts, professional and sectoral
organisations), VET providers and other relevant stakeholders.
Grants will support national authorities' reform programmes and may include
activities such as bilateral cooperation with other countries, targeted study visits,
feasibility studies for pilot sectors to be involved in apprenticeships, definition of a
strategy for training of in-company trainers, expert advice on draft apprenticeship
regulations.

PLURAL+ Youth Video Festival 2014
Young people from 9 to 25 years of age worldwide are invited to submit short
videos of one to five minutes and share their thoughts, experiences, opinions,
questions and suggestions about migration and diversity. Videos must have been
completed after January 2012 and, if not in English, must have English subtitles. An
international jury will award prizes in three age-based categories: 9 to 12, 3 to 17,
18 to 25 years old. The three winners will each receive US$ 1,000 as well as an
invitation (travel and accommodations expenses paid) to attend the PLURAL+
Awards Ceremony held in New York City in December 2014. Entries should be sent by 27th June 2014.

Photo competition "Jobs for Europe - Europe for Jobs"
The European Socialist Group in the Committee of the Regions has launched its
annual Photo competition under the theme "Jobs for Europe - Europe for Jobs".
Amateur photographers from 18 years old, resident in one of the 28 EU Member
States, can send their photos showing what they expect from or experience in the
EU in terms of employment and job creation. Only one entry per participant is
allowed. Winners, in the four categories, will be awarded with prizes including a trip
for two persons to Brussels, to attend the awards ceremony, and
photographic/electronic equipment.

Medea Awards 2014
The aim of the MEDEA Awards is to encourage innovation and good practice in the
use of media (audio, video, graphics and animation) in education.

Highlights
First Youth Information centre in
Vilnius, Lithuania
Lithuania’s first Youth Information
Centre was inaugurated on 1st April
2014. The centre is located in
Konstitucijos pr. 3 and is a unit of
Vilnius Municipality. Young people are
welcome during week days from 2 till
6 pm and they can also write an e-
mail: [email protected].
Centre staff will provide information in
12 major themes including youth
volunteering, work, studies, leisure
time, psychological and social
assistance, international mobility. This
centre is set up by an initiative of the
Youth Affairs Department, in
cooperation with the Lithuanian Youth
Council (LiJOT).
The establishment of the youth
information and counselling structure
has been initiated in 2011 by the
Lithuanian Youth Council, with the
support of Department of Youth
Affairs under the Ministry for Social
Security and Labour.
“Our road to the start of the youth
information had not been possible
without the help and expertise of our
partners - European Youth
Information and Counselling Agency
(ERYICA) and national coordinators of
youth information in Austria, Estonia,
Finland, France and Germany”, said
Evaldas Rupkus, LiJOT’s coordinator of
Eurodesk Lithuania.
The Eurodesk network has been the
starting point for the Lithuanian
generalist youth information and
counselling with its channels and
resources. LiJOT has been
coordinating the Eurodesk programme
in Lithuania for 10 years.
10-12 March 2014: EU Youth
Conference Joint
Recommendations
The EU Youth Conference, hosted by
the Greek Presidency in Thessaloniki,
was one of the milestones of the
structured dialogue process, the
forum for continuous joint reflection
on the priorities, implementation and
follow-up of European cooperation in
the youth field. It was the third one
within the Trio Presidencies (Ireland,
Lithuania and Greece), focusing on
the theme of youth entrepreneurship
to foster social inclusion of young
people. Young representatives and
policy-makers from all over Europe
came up with a list of
Recommendations that can serve as a
basis for possible inclusion in policy
documents to be progressed through
the EU Council of Youth Ministers and
a Council Resolution on the overview
of the structured dialogue process.
Seven thematic areas, drawn from the
results of national consultations
provided by 28 Member States and 10
International Non-Governmental
Organisations, were explored at the
EU Youth Conference via joint
workshops sessions. The
recommendations agreed are based
around seven themes, drawn from the
consultations of young people and
policy-makers across the EU prior to
the conference.

EPSCO Council adopted Quality
Framework for Traineeships
On 10th March, the EU's Council of
Ministers adopted the Quality
Framework for Traineeships enabling
trainees to acquire high-quality work
experience under safe and fair
conditions, and to increase their
chances of finding a good quality job.
The Council Recommendation on a
Quality Framework for Traineeships in
particular calls on Member States to
ensure that national law or practice
respect the principles set out in the
guidelines, and to adapt their

legislation where necessary. The
Commission will now carefully monitor
the implementation of the Quality
Framework in all Member States.
Traineeships are a key element of the
Youth Guarantee proposed by the
European Commission in December
2012 and adopted by the EU's Council
of Ministers in April 2013. Currently
one in three traineeships is
substandard with regard to working
conditions or learning content,
according to a November 2013
Eurobarometer survey. Many of these
substandard traineeships are used by
employers to replace entry-level jobs.
The guidelines will increase
transparency with regard to
traineeship conditions, for example by
requiring that traineeships be based
on a written traineeship agreement.
The agreement should cover learning
content (educational objectives,
supervision) and working conditions
(limited duration, working time, clear
indication whether trainees will be
paid or otherwise compensated and
whether they will qualify for social
security). Traineeship providers will
be asked to disclose in the vacancy
notice whether the traineeship will be
paid. By setting common quality
standards for traineeships, the Quality
Framework for Traineeships will
support the implementation of Youth
Guarantee schemes by Member
States. It will also encourage more
transnational traineeships and help
the extension of EURES to
traineeships, as requested by the
European Council in its June 2012
Conclusions. The Framework does not
cover traineeships that form part of
university degree or that are
mandatory to access a specific
profession.

European survey on multiple
discrimination concerning young
people
Launched by the European Youth
Forum, the survey aims to collect
information at European and national
level about discrimination based on
age and interlinked multiple
discrimination cases. Anyone from 18
to 35 years old, living in one of the
countries of the Council of Europe can
join the survey which will take from
40 to 60 minutes.

Winners of 2014 EU Prize for
Cultural Heritage-Europa Nostra
Awards announced
The winners of the 2014 European
Union Prize for Cultural Heritage -
Europa Nostra Awards were unveiled
on 20 March by the European
Commission and Europa Nostra.
The 27 laureates, selected from 160
nominated projects across 30
countries, are honoured for
achievements in four areas:
conservation; research; dedicated
service; education, training and
awareness-raising. The award
ceremony will take place on 5 May in
Vienna, Austria, under the patronage
of the President of Austria, Heinz
Fischer. Androulla Vassiliou, European
Commissioner for Education, Culture,
Multilingualism and Youth, and Plácido
Domingo, the opera singer and
President of Europa Nostra, will jointly
present the awards.

launched a series of surveys.
STORY stands for Strengthening the
Training Opportunities for
international Youth and the project
aims at improving the accessibility

Organised by the European Youth Forum and the European Parliament Youth
Intergroup, the event will be an opportunity to discuss with policy-makers,
businesses, social partners and youth organisations, what the next steps on the
European agenda should be in order to ensure quality jobs for young people. It will
be a chance to look more broadly at what must now be done, from a
macroeconomic perspective, to ensure the development of a coherent strategy to
quality employment in Europe. On this occasion the European Youth Forum will re-
launch its publication on Quality Jobs for Young People.

8 April 2014: Youth Guarantee: Making It Happen, Brussels, Belgium
Hosted by the European Commission, the conference will bring together key
practitioners involved in the implementation of the Council Recommendation on
establishing a Youth Guarantee adopted in April 2013. The focus will be on the
progress achieved by Member States in putting in place Youth Guarantee schemes
and making use of the € 6 billion Youth Employment Initiative made available to
support the Youth Guarantee's delivery, in addition to support from the European
Social Fund available over 2014-20. The conference will be opened by the President
of the European Commission, José Manuel Barroso.

6th-7th May 2014: European Seminar "Inclusive mobility for young people in
Europe: better mobility opportunities for young people with disabilities or
from disadvantaged backgrounds", Vienna, Austria
The Seminar is part of the 2014 programme of activities of the Council of Europe
Partial Agreement on Youth Mobility through the Youth Card. It takes place in the
framework of the Austrian Chairmanship of the Committee of Ministers (running till
15th May 2014) and, as such, is part of the Austrian Government’s official
programme.
The purpose of the seminar is to:
- consider barriers to mobility for young people who are disadvantaged through
disability or having access to fewer opportunities;
- identify approaches to removing barriers to mobility;
- identify the potential contribution of youth cards and youth information to better
approaches for inclusive mobility.
The seminar is addressed to governmental representatives, youth work
organisations, agencies and those engaged in academic, policy and practice related
to youth mobility.

Partial Agreement member countries and from those who intend to join Partial

9th-11th May: European Youth Event, Strasbourg, France
Ahead of the European elections, 6,000 young Europeans will meet at the European
Youth Event (EYE) from 9 to 11 May to participate in workshops, hearings, debates
and discussions organised by the European Parliament and its partners. All the
activities are based on five issues important to young people in Europe:
employment, digital revolution, future of the European Union, sustainability and
European values. About 20 debates and seminars (including on social media, youth
unemployment, young entrepreneurs) can be followed live on the EYE2014 website.
Those who can't be at the EYE in person, will have the opportunity to debate online
via the event's social media channels: Facebook and Twitter #EYE2014
Speakers include ministers, commissioners, MEPs, Nobel laureates, journalists and
youth organisation leaders.

14th-18th May 2014: Seminar to develop responses to Homophobic and
Transphobic Hate Speech effecting Young People, Budapest, Hungary
In connection to the 17th May International Day against Homophobia and
Transphobia the Youth Department in cooperation with the Sexual Orientation and
Sexual Identity Unit of the Council of Europe will organise a three day seminar. The
seminar will explore the challenges faced by young people who are targeted by
hate speech because of their sexual orientation and gender identity and how to
develop adequate responses to such homophobic and transphobic expressions.
The seminar is addressed to representatives of National Campaign Committees of
the No Hate Speech Movement, youth organisations, online activists, bloggers,
reporters in online media and LGBTQI youth leaders.

24th-25th May 2014: The World Village Festival, Helsinki, Finland
The Festival will offer tastes of different cultures and surprises from all over the
world focusing on tolerant multiculturalism, development cooperation, global issues

The Youth Forum will be an occasion to discuss and share innovative experiences
among young people in different European countries, all of whom are involved in
original projects that help strengthen the notion of citizenship, of “living together”
and opening up to others. Associations, organisations and youth groups whose
participants are between 18 and 30 years old are invited to apply by 31 May 2014.
Transport and accommodation costs of European participants will be covered by
Nantes Métropole (maximum 2 participants per project).

Salto-Youth: Training Calendar
The European Training Calendar contains current training offers of different
institutions and organisations, such as SALTO, the National Agencies for the YOUTH
IN ACTION Programme, non-governmental youth organisations, the European
Youth Centres of the Council of Europe and the Partnership Programme on
European Youth Worker Training. They are addressed to young people, group
leaders, mentors, trainers and other specialists.
