1. China Needs and needs her own ITS

1.1 China Needs ITS

By the end of 1999, China has:• Population: Over 1.3 billion, No.1 in the World• Highway: Over 1.4 million Km, No.4 in the World• Freeway:11,605 Km, No.3 in the World• Traffic Accident:Over 80,000 people dead, No.1 in the world• Vehicles: Over 50 million• Railway: Busiest in the World• Resource: Natural Resource per capita, Out of No.50 in the

World

- There are none system can fit all the country.

- China Can not Copy developed countries’ ITS.

- Unbalanced development of ITS in China.

- National ITS should conform to government management system.

national ITS development are specified and national compatibility and investment benefits are guaranteed.

- Formulation of the system architecture will make ITS into focal point in society.

- Formulation of the system architecture will designate the positions and roles of government, enterprises and users in ITS deployment.

3.2 Main objectives:

-Identify the whole demands for national ITS.
