婦女動力基金定義「婦女政治參與」︰在深思及可持續的策略讓婦女在公共領域的決策上有影響力
HER Fund defines WPP as: part of a deliberate and sustainable strategy for women to exert their influence in the decision-making process in various spheres of the public domain.
兩個範疇 2 areas of work ︰
1)選舉 elections-specific - may include work such as voter education as well as training and lobbying election candidates.
2)非選舉 non-election specific - work that raises consciousness, educates, engages and organizes women in the social and political struggles for justice, gender equality and democratic governance.

Reasons : 原因：• 性別意識薄弱 low gender consciousness

婦女政治參與的資源不足：只有透過沒限制 ( unrestricted ) 的捐款才可用作支持 WPP 工作
如何強化婦女的政治權力？ How we can strengthening of women’s political power ?
1. 倡議工作？社會行動？ advocacy ？ organizing work enhances political awareness, individual leadership capacities and collective participation
但不一定會強化婦女的政治權力…… BUT activism does not necessarily lead to political participation

聚焦討論會的反思 Based on Focus Groups discussion ︰
1. 建立推動婦女政治參與的平台Establish a platform of women activism on wpp, evaluate past experience on wwp and develop a collective strategy to strengthen women’s political power within the context.
2.1 有性別意識的政治領袖培訓Capacity building of women activists and grassroots women leaders with feminist consciousness to commit to running for election and participating in the formal political structure.
2.2 其他必需範疇的培訓General/broader capacity building for wpp, which includes policy analysis, political analysis, engagement building, leadership skills, and organizing skills.

聚焦討論會的反思 Based on Focus Groups discussion ︰
3. 社區內婦女的政治意識教育Political awareness raising of women in the community, specifically of women voters, to exercise their influence for social change.
4. 與現時女政治領袖結連及提升其婦女意識Building alliance with and raising feminist awareness among existing women political leaders in political parties.

計劃實行時段︰ 2011 年 10 月至 2013 年 3 月期間Project Implement Period: October 2011 – March 2013
撥款額︰約港幣二十萬 ( 分三期 )Grant Amount: About HKD200,000 (disbursement will be paid in three times)

計劃要求 Project Criteria• 具可行性 Feasible;
• 推動婦女於正規政治架的參與 Empowering women’s political participation in formal structure;
• 設計一能力建立訓練系統 Design a capacity building module;

• 建立網絡連繫的運動平台 Networking a campaign platform;
• 為本地婦女參政建立有系統性的數據庫 Consolidation of benchmark data on local women’s political participation.

合作伙伴 Grantee:• 可以為一獨立團體 / 機構，或為一聯盟 can
be one organization or an alliance;
• 需每季提交不多於一頁紙的進度報告，如有任何修改，也須於報告內提出 has to give a progress report in every quarter to show the project progress and any adjustment (no more than 1 page and can be in point form);

• 必須出席亞洲基金網絡舉行的分享會 has to attend regional meeting for peer learning;
• 必須與婦女動力基金合作參與媒體工作 has to co-operate with HER Fund’s media work;
• 必須組織會議，收集婦女團體的聲音 has to organize feedback meeting for women’s groups to collect their concerns and voices;
