Å søke om Diploma Supplement Label

Hva er et Diploma Supplement?
• Diploma Supplement er et internasjonalt vitnemålstillegg som gir en
utfyllende beskrivelse av kandidatens utdanning og det nasjonale
utdanningssystemet.
• Vitnemålstillegget er utarbeidet etter modell utviklet av
Europakommisjonen, Europarådet og UNESCO/CEPES.
• Hensikten med Diploma Supplement er å:
– sikre en rettferdig akademisk og yrkesmessig godkjenning av kvalifikasjonene
på tvers av landegrensene ("international transparency“)
– styrke den postakademiske mobiliteten for studenter og ferdigutdannede
kandidater på tvers av landegrensene.
• Norge har fra og med våren 2002 innført lovbestemt, automatisk
utsendelse av Diploma Supplement til alle som får vitnemål for fullført
utdanning.

Søknadsprosessen
Er todelt:
• Søknad sendes først til SIU, som vil organisere en vurdering og se at
kriteriene synes å være oppfylt iht utlysningen. De søknadene som blir
godkjent nasjonalt, vil så bli sendt videre til Brussel for endelig
godkjenning og eventuell tildeling av label.
• Det vil underveis i prosessen være mulig å få råd og veiledning fra
medlemmer av gruppen av Bolognaekspertene. Ta i så fall kontakt med
SIU v/Frank Moe som vil formidle kontakt.
• Neste søknadsrunde får trolig søknadsfrist ca 15. mai 2011. SIU vil
arrangere seminar(er) i forkant av dette.

Hvordan gå i gang med søknadsprosessen
• Start tidlig
• Sjekk Application Guidelines og selve DS label søknadsskjema på
SIUs hjemmesider: http://www.siu.no/no/Internasjonalisering/Norge-og-Europa/ECTS-og-DS-Label
• Fyll nøye ut selve søknadsskjemaet og sjekk at alle huskebokser har blitt
vurdert, avkrysset og fulgt opp. Ufullstendige søknader vil ikke være
kvalifisert.
• Velg fire eksempler på DS og tilsvarende karakterutskrift
• De fire eksemplene som skal vedlegges søknaden må være:– signert
– bekreftede kopier (ikke originale)
• DS utstedt i 2008 eller 2009 (fram til 15.januar 2010) kan brukes

• To studenter fra ulike fagområder på Bachelornivå (first cycle)

• To studenter fra ulike fagområder på Masternivå (second cycle)

• Se ”Guidelines for Applicants” for evt. unntak:– Only in the event that the applicant institution has only a one cycle programme, Diploma Supplements must be
provided for:
Four students after completion of their studies in different subject areas.
– Only in the event that the applicant institution has less than four subject areas, Diploma Supplements must be
provided for:
Four students after completion of their studies in all subject areas available at my institution

• Viktig å inkludere tilsvarende tekst som ”All students who graduate from
XXX will automatically and free of charge receive a diploma, a
transcript of records and a diploma supplement. The diploma supplement
is issued in English…(evt. et annet „widely spoken European
Language‟)”

Diploma Supplement - Struktur
• Følger et fast oppsett, på tvers av landegrenser - med en felles
innledning utarbeidet av Europakommisjonen, Europarådet og
UNESCO/CEPES
• Består av 8 punkter:1. Personalia
2. Om kvalifikasjonen
3. Nivå på kvalifikasjonen
4. Innhold og resultater
5. Kvalifikasjonens funksjon
6. Tilleggsinformasjon
7. Sertifisering
8. Beskrivelse av landets system for høyere utdanning. Punkt 8 er en fast felles tekst for
alle vitnemålstillegg i det landet det gjelder. Det er NOKUTs ansvar å holde dette
punktet oppdatert.
• ALLE punkter MÅ være utfylt
• Ingenting skal fjernes fra standard oppsett

• I det følgende blir det noen ganger brukt et eksempel for å vise hva
Høgskolen i Østfold har gjort – dette er kun veiledende og er merket med
uthevet tekst. Eksemplene er fra Bachelor in Computer Science.
• Der det er brukt ”noen institusjoner bruker…”, så er eksemplene hentet
fra institusjoner i Norge som har fått DS label i 2009 eller i 2010 og som
har publisert eksempler på nett.

• HiØ har valgt følgende: ”The minimum requirement for admission is the
successful completion of Norwegian upper secondary education with
special requirement in Mathematics (2 MX). Admission may also be
gained by means of other qualifications recognized as being on par with
the general matriculation standard as described in section 8.”

4.1 Mode of study:

• Stor variasjon fra institusjon til institusjon; fra helt kort tekst til utfyllende tekst om
programmet. HiØ har valgt utfyllende tekst – samt å flytte tekst som tidligere lå
under pkt. 2.2 til 4.2. Hva man kan bruke utdannelsen til samles under pkt. 5.2.
• Viktig å informere om antall ECTS credits som er “compulsory” og hvor mange
som er “optional”. Inkluder også informasjon om evt. “thesis”.
• NB! Informasjonen må samsvare med karakterutskriften.

The full-time workload for one academic year is 60 ECTS credits. The Norwegian
grading scale runs from A (highest) to F (lowest), with E as the minimum pass
grade. A pass/fail mark is given for some examinations.

Oppsummering
• Issuing of the Diploma Supplement to all graduates in first and second cycle
programmes offered by the institution (including for all the one-tier programmes, if
these are still on offer), and, if so desired, in third cycle programmes, free of
charge and in a widely spoken European language
• Use of the standard DS model developed by the European Commission, Council
of Europe and UNESCO
• Public information (online) about the availability of the DS for all graduates, plus a
filled-in example.
• Four samples of certified copies of original Diploma Supplements actually
issued to students should be provided.
• The DS label assessment is based on written evidence that an institution is
issuing the Diploma Supplement and on a written public statement that the DS is
being issued in a widely spoken European language and free of charge to every
student upon graduation.

Common Pitfalls –list of the most frequent errors made by previous applicants, I-II
• Confirmation boxes are not ticked in the application form.
• The Diploma Supplement does not follow the official model (sections or
sub-sections have been added or modified).
• The content of the sections / sub-sections of the Diploma Supplement do
not include crucial information or information provided is not transparent
(for example providing a website address for section 4.1 and 4.2 is not
sufficient) (see explanatory notes).
• Paper versions of the Transcripts of Records are missing in the Diploma
Supplement.
• The number of Diploma Supplements supplied is not sufficient.
• The institution offers first and second cycle programmes. However, one
of these cycles is not represented in the Diploma Supplements supplied.
• The institution's website does not exactly state that the "Diploma
Supplement is being issued in a widely spoken European language,
given automatically and free of charge to every student upon
graduation".

Common Pitfalls –list of the most frequent errors made by previous applicants, II-II
• A completed Diploma Supplement example is not published on the
institution's website, only a blank example is available
• A Transcript of Records has not been included in the DS example
published on the website.
• Drafts instead of certified copies of the actual Diploma Supplement have
been submitted.
• Courses taken abroad do not appear with their original titles in the
Diploma Supplement.
• Please also note:
Certified copies are required but not original documents.
