(1) Click ‘LOGIN’ to log in for Administrator or Utility User. (2) Click ‘REGISTER’ to joint as a member. (3) Choose one of two languages, Vietnamese or English. (4) This area is the main menu of Website Homepage. These menus are composited as of‘For Admin’, “Water Supply Services”, “Wastewater Treatment Services”,” Water Drainage”,”BenchMarking Resources”, ”Contact Us” and ”Site map”.

- “For Utility Participant” or “For Admin” is the menu for only Utility User and Administrator. This menu cannot be used without the log-in.

- “Water Supply Services”is the menu for the urban water supply utilities/ companies to access and be able to download the questionnaires of urban water supply sector by versions. This is also the interface that the water supply enterprises can use to upload data to the Website. The users can also download the reports for each enterprise, create reports by indicators, annual trend reports and national reports.

- “Wastewater Treatment Services”is the menu with functions similar to the “Water Supply Services” menu, but for urban waste water treatment sector.

- ”Drainage”is the menu with function similar to above two menus, but dedicated to urban water drainage sector.

- ”BenchMarking Resources”is the interface for the users to access and download relevantpublic documents. The Administrator can register / delete the data and use this menu without Login.

- ‘Links’ provide with the links of internal/external sites related to the Vietnam Urban Water Supply & Sewerage Database Websitehomepage.

-“Contact Us” is the menu for Guest to be able to have questions to Administrator. - "Sitemap" is the general interface for the entire menus of the website

(5) Can check the data of main 6 cities in this map. The popup data for the city is shown when the mouse is on the city of map.

(6)"Report" can tick off theseveral types of charts and download in the form of a PDF file(7) It is connected to the ‘‘BenchMarking Resource’ menu. (8) It is connected to the related websites registered in ‘Links’.(9)It is connected to the ‘Contact Us’ menu.

1.1. Joining as a membership

To become a membership, input E-mail address to (1) and User name to (2), select the Utility name in (3) and then click (4) for ‘Register’ button.

The joined member can login after having approval of Administrator.

To login, please click the ‘Login’ button after inputtingUser ID to (1) and Password to (2).To Join as a new member, click button (4)’Click here to register’.Please click button (5)’Request my password replacement’ if you have forgot or want to

change your password.Then you can request an initialization of password to administrator.To do this, click ‘(5)’ button after inputting user ID on ‘(1)’. Note:The default account (ID) has been created for Utilities and general password is 0000

(MABUTIP will send email list of companies together with Website’s User Manual to the water Utilities for referrnce).2. The interface screens for theAdministrator

Only the Administrator can access these interface screens. The Utility Users and Guest(user who does not login) cannot access its.2.1. View Data

This page is the interface screen to check the Questionnaires that Utility users have inputted.The data which Utility user inputted are approved if click the ‘Save’ button of (7) after clickingon (1). The approved data cannot be changed by Utility user.The approved data will be disappeared from the list. So, it must be careful because the approved data cannot be canceled.

If the data inputted by the Utility user is not proper, please click the ‘Save’ button of (7)

after clickingon the (2)‘Return to Utility’.Then the improper data will be returned to the user who inputted its.In this case, Administrator can comment what is wrong on (3)’Comment’. To check the detailed information user inputted, please click the ‘Detail’ button of (4),then the popup window to show the detailed information will be appeared.

Administrator can check the detailed contents for each items of (1) row at the chart of (2).The administrator cannot modify the data, but only check the data. This popup window will be closedby clicking the ‘Close’ button of (3).

The (5) button can help to download the data excel file inputted by the Utility user.

The administrator can see the downloaded files by using MS Office Excel.

Clicking the (6) button, the support screen will appearfor the Administrator to be able to check the results of data that have been inputted by the Utility user.

To close this popup window, please click the ‘Close’ button of (1).

2.2. Questionnaire History

This is the interface screen to check the Questionnaire History.The Administrator can select the year of the data by clicking on(1).

Administrator can search the data of the selected utility by clicking the button (2).

2.3. Manage user’s Information2.3.1. Manage User’s

This is the interface screen to determine the approval or not of an user who registered for login. To permit an user to login, please click the ‘Save’ button of (4) after clicking on (1). If the Administrator does not permit an user, please click the ‘Save’ button of (4) after clicking on (2), then the Administrator’s comment in ’(3)’ will be sent to the user by email.

For the approved users, please do not click to (1), (2), (3).

2.3.2. Delete User’s

This is the interface screen to deal with information of user who applied to withdraw.

The user is seceded fromWebsite homepage if select (1)and then click the ‘Save’ button of (4). The application for the withdrawal of user will be returnedif select (2) and then click the ‘Save’ button of (4) after inputting a comment in(3).

The inputted comment will be sent to the Utility user by email.

2.3.3. Replace Password

When the User forgot the password, can check the requests for the replacement of password in this screen.

The processed content will be informed the user if select (1) and click the ‘Save’ button of (3) after inputting a comment at (2).

When the password becomes a replacement, the password of user will be initialized as a ‘0000’.

2.3.4. Login History

This is the screen to check the login history of user. If input a period in the (1) and then click the ‘Search’ button of (2), can see the login history

of user for the periods of (1).If want to withdraw some of the searched users from the homepage, please select (3) and then click the ‘Save’ button of (4).

2.3.5. Input User’s Information

This is the screen to change the information of Administrator. Can change the (1) name of Administrator, (2)E-mail.Items of “(3),(4), (5)” input in case of changing the password. Please input the current password in the (3), and then click the ‘Save’ button of (6) after

inputting the new password into the “(4), (5)”. If do not comply with this process, the password does not be changed.

2.4. Basic Data Management

2.4.1. Regions

This is the screen to manage the Region. Can register new region or modify the current region. Registration of new region in case of clicking(1), modification of information for a region in case of clicking (2).

The below picture is the popup screen to register or modify a region.

The new or modified region is registered if click the ‘Submit’ button after Inputting the region code in the (1), the region name (English) in the (2), the region name (Vietnam) in the (3).

2.4.2. Provinces

This is a screen to manage Provinces. Can register new province in case of clicking(1), or modify the current province in case of clicking (2).

The below picture is the popup screen to register or modify.

The new or modified province is registered if click the ‘Submit’ button after entering the province name in the (1).

2.4.3. Cities

This is the screen to manage the Cities. Can register new one if click ‘(1)’ for the new registration and can modify the information of the current city if click the ‘(2)’ for the modification of the current city information

The below picture is the popup screen to register or modify.

To register new or modified contents, should enter data from (1) to (3) and then click the ‘Submit’ button of (4).(City Grade is classified by 5 grades of ‘Special’, ’I’, ’II’, ’III’, ’IV’)

Can close the popup window by click the ‘Close’ button for cancelling the job or for completing the job.

2.4.4. Utilities

This is the screen to manage Utilities. Can register new one if click ‘(1)’ for the new registration and can modify the information of the current Utility if click the ‘(2)’ for the modification of the current Utility’s information. The below picture is the popup screen to register or modify.

To register new or modified contents, should enter data from (1) to (8) and then click the ‘Submit’ button of(9).

Can close the popup window by click the ‘Close’ button of (10) for cancelling the job or for completing the job.

2.4.5. Indicators

To create "Top catalog" in (3) above.Chon Classification (1), then click on (2). Enter information in the following screen:

Import data from Section (6) (7), select Sort in (8) and then click on the button (9) "OK". Close the window by clicking on the button (10) 'Close' to cancel or end the command. Can search the index for each category (category) by clicking on the item (3).

To register new, select "Sort by" in paragraph (1) and "Top catalog" in paragraph (3), click on the Section (4) for registered and can edit the information of existing indicators if click Section (5) to modify information about the current index.

2.4.6. Registration top category for the index for the version.

This is the screen to sign up for the top category of indicators for each version and each year.

To register a new top category for a particular version, users will perform turn these steps:(1): Select classification questions need registered version.(2): Select the version to register.(3): Enter the sort order of the list of leading and the question box code, the name of that big

box category name questions (Vietnamese and English). Press more to save list entered.(4) To modify the information of the top category yet, click on the Edit button on the line

along with the need to correct that information, then edit directly in such information and press "Update" to save the information you want to change.

(5) To delete any top category, click the Delete button in the line to be deleted.

2.4.7. Select index for each version

To add a new index on the version, the user will perform turn these steps:(1) Select sorting index.(2) Choose version.(3) Choose the top category.(4) Enter the information in the new code box, index, new name (Vietnamese), new name (English), formula (expression), Formula (characters) and then click the button to add to save the data into the system.(5) To modify the information of the top category yet, click on the Edit button on the line along with the need to correct that information, then edit directly in such information and press "Update" to save the information you want to change.(6) To delete the information of a particular index from that version, click the Delete button in the line corresponding to the index to be deleted.

To subscribe formula for certain indicators, double-click the line to register index, the index will be displayed down the table as shown below.

2.4.8. Questions

This is the screen for managing the questionnaires.

To create "Top catalog" in paragraph (3). Select "Sort" in paragraph (1), then click on (2) .Input information on the screen below:

Import data from Section (6) (7), select "Classify" in (8) and then click on the button (9) "Submit". Close the window by clicking on the button (10) 'Close' to cancel or end the command. Search the index for each category (category) by clicking on the item (3)

New register, select " Classify " in paragraph (1) and "Top catalog" in paragraph (3), click on the Section (4) for registered and can edit the information of the current index if click on the Section (5) to modify information about the current index.

Click the button (7) "Submit" after complete all the commands, then new or revised content will be logged.

Buttons (8) "Close" will close the window screen questions after cancel all the orders.Only use the Section number (5) when registering new (not used in case of changes)

2.4.9. Registered version questionnaire

(1) Create a new version the questionnaire, click on the New button, the table (2) pops up, enter the information version, year and classification then press Submit (3) to save the information that version.

(4) Press Close to exit the table (2).

2.4.10. Registration top category for the questionnaire.

This is the screen to register the top category for the questionnaire on the version.To register a new top category for a particular version, users will perform turn these steps:(1): Select classification questions need registered version.(2): Select the version to register.(3): Enter the sort order of the list of leading and the question box code, the name of that big

2.4.11. Registration questions for each version.

To add a new questionnaire on the version, the user will perform turn these steps:(1) Select classification questions.(2) Select version.(3) Select the top category.(4) Enter the information in the new code box, questions, new name (Vietnamese), new name

(English), then press the button "Add" to save the data into the system.(5) To modify the information of the top category yet, click on the Edit button on the line


(6) To delete the information of a specific questionnaire from that version, click on "Delete" in the line corresponding to the index to be deleted.

This is a screen to manage a massage which Guest sent to Administrator via ‘Contact us’. The ‘Del’ button of (1) delete a confirmed massage. Administrator can answer to Guest who sent a massage by clicking ‘(2)’.

The below is the popup window to answer a massage to Guest.

Email address of Guest is displayed on box of (1).Administrator should be enter a subject on (2) and massage on (3) before clicking the ‘Send’

button of (4) to send an E-mail.Please click the ‘Close’ button of (5) if Administrator wants to cancel the work then the window of E-mail will be closed.

A sending of E-mail should setup or install a SMTP service on the web server which the WaterBenchMarking site is running.

2.4.13. Publish

This is a screen to back up the database of WaterBenchMarking site. Perform the backup automatically when click the ‘Submit’ button of (1). The below picture appears the backup position after completing the backup.

Does not support a recovery via the online for security and safety seasons of an operation but can do a backup via a web. Administrator should work on the Database server directly in case of a recovery of Database.

2.4.15. Cities Information

This is a screen to set up the popup information of cities witch is displayed on the initial screen of WaterBenchMarking site.

“Total urban population, Service coverage, Number of dome-sticconnections, Non-revenue water,

Can input the items for the cities (HàNội, HồChí Minh, HảiPhòng, ĐàNẵng, CầnThơ, KhánhHòa(NhaTrang)). Be registered if click the ‘Save’ button of (1) after entering the information of each cities.

※ Can input the unit at the ‘unit’ item.※ The registered information can be checked as like the below at the index.aspx screen.

This is a screen to check the detailed information of indicator selected at 2.5.1 Result of Calculation.

This is the download screen. Administrator and utility user only can use this screen but only administrator can register/delete the data.Can download a corresponding file if click the ‘Download’ icon of (2).Can delete a corresponding file if click the ‘Del’ icon of (3). The popup window which can upload the data as below appears if click the ‘upload’ button of (1).

Can upload the data if click the ‘Upload’ button of (3) after Inputting the comment on (1)and selecting a file on (2).Can be close the upload window if click the ‘Close’ button of (4)then the work is cancelled.

3.Water Supply ServicesThis is an accessible screen by Utility User account.Some of screens can be accessed by the

same way with one for administrator but others should be accessed by adifferent user authority.

3.1.Enter your Data

- This is the screen to enter data business of each enterprise.- To log information, select "Name area" (1) and "Water Supply Company Name" (2), then

press (3) window screen will appear as shown below.

Press the button (2) "Save-Save" after selection in display at the node (1). Buttons (3) "Close-Close" will close the new login window.

(1) appears the state of the inputted data.‘Completed approval’ means that the submitted data by userwas approved without problems

by administrator.‘Waiting approval’ means that the submitted data by user is not approved by administrator

yet.User cannot correct the data of ‘Completed approval’, ‘Waiting approval’ state. The data

which does not submit to administrator displayed as a checkbox like (5). The data is submitted to administrator if click the ‘Submit’ button of (7) after checking at the checkbox of (5). The data which does not be submitted can be corrected by user when the popup window appears(This popup window appears when click the ‘Detail’button of (2).

‘Excel’ button of (3)is a button able to download the data which user inputted as an Excel file.

‘Check’ button of (4) calls the ‘Help’ screen able to check an effectiveness of the data which user inputted.

Select classification questionnaire "in paragraph (1)," The notation "in (2)," Filename "in paragraph (3)," Five "in Section (4), select files uploaded in (5). Press (6) to upload the data, or press (7) to cancel.

Press (1) for downloading data, and can delete, edit the information of the current question if click the Section (2) (3).

This is a screen to create an Individual Utility Report.Can download the individual utility report as a PDF file if click the ‘Submit’ button of (4) after selecting year of (1),an area of (2), an utility (3).

The report for each indicator can be created.The graph as below created if User click the ‘Submit’ button of (4) after selecting ‘By utility’

or ‘By aggregate’ of (3), selecting max 8 of indicator items of (1)and designating a region and urban grade of (2).

3.3.3. Create Yearly Trend Report

There is a report counting a propensity of each year for indicator classified by each utilities. The graph as below created if click the ‘Submit’ button of (4) after selecting area (1), an utility of (2) and then selecting an indicator items of (3).

4. Wastewater Treatment Services

4.1. Enter your Data

or ‘By aggregate’ of (3), selecting max 8 of indicator items of (1)and designating a region and urban grade of (2).

Can download the graph as a PDF file if click the ‘Save’ button of (1) and return to the screen if click the ‘Close’ button of (2).
