A sketchy glimpse of the aim, objectives and functions of Bangladesh Olympic Association in a printed form has been a long felt necessity. BOA was established in 1978 and got a�liation of IOC in 1980.

For the �rst time this Handbook is published incorporating interalia, vision, mission, role, achievements, organization and governance of BOA with a brief introductory note on Bangladesh to provide basic information on this essential requirement.

It is hoped that this Handbook will be of valuable use to all concerned at home and abroad as a ready reference on NOC Bangladesh. Notwithstanding our best intension many important information, facts and �gures on the sporting arena of Bangladesh have not been accommodated within the very brief compass of the Handbook which is sincerely regretted.

Lastly, BOA is committed to cope with the ever widening activities of the Olympic Movement under the guidance and co-ordination of IOC. Therefore, it is obvious that it may require revision from time to time. Valued suggestions for future improvement will be highly appreciated.

Formed in 1978 and a�liated by the IOC in 1980, the Bangladesh Olympic Association (BOA) is the supreme authority of Olympic Movement in Bangladesh. The organization works for development and promotion of the Olympic Movement in the country. At the same time, it provides support to the Government for the development of sport in Bangladesh, by maintaining full autonomy in line with the IOC Charter.

It has so far a�liated a total of 28 National Federations (NF) and National Associations (NA) that includes both Olympic and non-Olympic sports. The list of NFs and NAs recognized by the BOA has been attached as Annexure "A".

Bangladesh is the breeding ground of amateur sporting clubs. National Teams of various sport are selected from the inter club competition and from the National Meet of the respective sport. Whatever funds the NFs/NAs get from the Government or the Sponsors, they organize the sports activities accordingly.

Bangladesh Olympic Association has its own building with following facilities:

HIGHLIGHTSInitiated corporate system of functioning with the employment of professionals in BOA since December 2004.

Introduction of Financial and Service rules for BOA o�cials in 2006.

Signing of MoU with TATA Sports Academy Jaipur, India, in 2006 for the period of 2006 to 2009 and arrangement of mid-term training for the young talented players of football, archery, athletics and boxing.

Arrangement of international coach of Taekwondo in 2005 through KOICA, Swimming and Karate coach since 2009 through KOICA and JAICA respectively. Also arranged football coach in 2010 through KOICA.

Won 18 Gold, 23 Silver and 56 Bronze medals and clinched the third position in 11th South Asian Games Dhaka 2010 from seventh position of its previous edition.

Prioritizing environment in the 11th SA Games Dhaka 2010 by allowing all its transports run by natural gas and reduction of sound pollution near all the venues by banning hydraulic horns.

Recruitment of British archery coach for 18 months from March 2011 to prepare the archers for London Olympic Games 2012 and started training of the shooters under local coach since May 2011.

Introduction of scholarship program in 2011 for the existing and potential athletes.

In the process of establishing the National Olympic Academy (NOA) structure of formation of Archive, Library and Museum (ALM) already started at the Olympic Bhaban in 2011.

Arranged photo exhibition at the Olympic Bhaban for the �rst time as part of Olympic Day celebration in 2011 with a view to collect rare photos for BOA Archive. Around 500 rare photos collected through this endeavor.

As part of sports and environment, BOA has started plantation of saplings around the stadiums, sports venues and educational institutions across the country. A total of 20 thousand saplings will be planted involving the volunteers of 11th SA Games Dhaka 2010.

The total area of Bangladesh is 1,47,570 sq. km. It lies between 20-34º to 26-36º north latitude and 88-1º to 92-41º east longitude. The climate of Bangladesh is characterized by high temperature and humidity with monsoon rainfall marked by six seasonal variations. Daily temperature varies from 10-12 degree centigrade in winter and 28-40 degree centigrade in summer.

The population of Bangladesh is around 140 million and it is one of the most densely populated countries of the world. The citizens are known as Bangladeshi. About 88% of them live in rural areas. It is a People's Republic with a Parliamentary form of Government. Bengali is the state language and English is the second language.

DEMOGRAPHY & WEATHER


Agriculture is the backbone of Bangladesh economy. Major agricultural products are rice, jute, wheat, potato, pulses, sugarcane, tobacco, tea etc. The country remains as one of the biggest exporter of ready-made garments, raw jute and jute goods. Other export items are frozen shrimps, frog legs, leather products, handicrafts, pharmaceutical products etc. Bangladesh is now the highest contributory country in providing Military Force to UN as peace keepers.

ECONOMY


Cox's Bazar, 152 km south of Chittagong by the Bay of Bengal, the largest unbroken sandy sea beach of the world, attracts millions of local and foreign tourists every year. Sundarbans, the largest mangrove forest in the world, which is full of �ora and fauna and den of the Royal Bengal Tiger, also attracts a good number of tourists.

Tradition, culture and passion weaved the history of Bangladesh sports. Football was the mainstream sport before the independence of Bangladesh. In reality, most of the sporting events used to be held in the West Pakistan. That is why the most coveted international development did not �ourish in earst-while East Pakistan.

Before the independence, a swimmer of this hot reverine region, Brojen Das, created world record in 1958 by crossing the ice cold English Channel. This Bengali swimmer of the erstwhile East Pakistan crossed the channel more than once in record time and introduced the Bengali people to the world of sport. During the liberation war, the Swadhin (independent) Bangla Football Team helped popularize the cause of our freedom movement. Another legendary swimmer created record by being a�oat for 72 hours at a stretch in a Calcutta pond to draw attention of the entire world to the cause of Bangladesh's independence. Through sports the message of the Liberation War of Bangladesh quickly drew attention of the international community.

Just after independence, under patronization of Bangladesh's �rst Prime Minister Bangabandhu Sheikh Muzibur Rahman, Bangladesh Government established Football, Hockey, Gymnastics, Athletics, Swimming, Boxing Federation and Bangladesh Women Sports Control Board in 1972.

Boxer Abdul Halim earned the �rst International success winning bronze in Asian Youth Boxing Championship in 1977 followed by Rani Hamid winning title of British Women Chess Championship in 1983. Though not an Olympic discipline, Cricket is now the most popular sport in Bangladesh. Football, from the very beginning, caught the imagination of Bangladeshi people. Presently, sports like Hockey, Shooting, Athletics, Volleyball, Handball, Kabaddi, Basketball, Badminton, Table Tennis have earned signi�cant degrees of popularity. Of late Archery, Golf, Judo, Karate, Taekwondo, Roller Skating, Fencing, Equestrian and Squash have added a new dimension to our sports. Sur�ng also makes its identity in our sporting scenario.

National Sports Council (NSC) and the Ministry of Youth & Sports are responsible to develop sports, establishments, renovating and maintaining the physical infrastructures of games and sports in Bangladesh.

Bangladesh was �rst invited to the Olympics in 1976.

It is a national pride that two Bangladeshi Mountaineers conquered the highest peak of the world, The Mount Everest of the Himalayas in 2010 and 2011. While a Bangladeshi cyclist is on a World Tour on bicycle to spread the slogan - Paddling for Planet - with the message of combating HIV-AIDS and Save Environment & Save Earth.

BOA is trying to turn Bangladesh as a successful sporting nation in Asia with an aim to earn laurels for the country in the Olympic Games of 2020.

ROLE OF BOA

1. To promote the fundamental principles and values of Olympism in Bangladesh, in particular,

in the �elds of sport and education, by promoting Olympic educational programs in all levels of

schools, sports and physical education institutions and universities, as well as by encouraging

the creation of institutions dedicated to Olympic education, such as National Olympic

Academy, Olympic Museum and other programs, including cultural, related to the

Olympic Movement.

2. To ensure the observance of the Olympic Charter in Bangladesh.

3. To encourage the development of high performance sport as well as sport for all.

4. To help train the Sports Administrators by National Course Directors.

5. To take action against any form of discrimination and violence in sport.

6. To adopt and implement the World Anti-Doping Code.

7. To create awareness on environmental issue and educate, promote Sports & Environmental aspect.

The Goals of BOA are described below:

To create a passion for sports and physical activities among the citizens of Bangladesh.

To enlighten the nation with the values of Olympism.

To maintain a sporting environment free of any kind of discrimination, violence and doping issues.

To ensure that rules and regulations, enacted by the International Olympic Committee in the Olympic Charter for NOC's, are carried out in letter and spirit.

BOA is governed by three tiers of administration:

The General Assembly is on the top of the BOA organizational hierarchy. The General Assembly of BOA is composed of the following councilors:

1 Two representatives from each 23 National Federation (NF)s a�liated with the International Federations which are included in the Olympic Games. The number of NF is subject to change.

2 Representatives from maximum three sports disciplines, which are not included in the Olympic Games, but recognized by BOA. These sports disciplines will be decided by Executive Committee of BOA.

4 Representatives from seven Divisional Sports Association (DSA)

5 Women representatives from seven Divisional Women Sports Association (DWSA)

SIGNIFICANT ORGANIZATIONAL SUCCESS(LAST 5 YEARS)

In the face of globalization and massive developments in the management concept, by introducing corporate system of management and maintenance of the chain of command, BOA brought discipline in the o�ce management.

It was not that easy to turn around the system, but it became a reality due to the visionary concept of the President of BOA.

The goodwill and respect earned today is due to the modernization within the BOA. A futuristic and audacious plan was adopted in the middle of the last decade and was implemented under the leadership of President BOA General Md Abdul Mubeen, ndc, psc, and active role of Secretary General Kutubuddin Ahmed. As it stands today, is completely an outcome of the plan which was picked up that day.

Sports of Bangladesh now came to a commendable position in terms of administrative and delivery level. Result of a proper strategy and planning was re�ected during the 11th South Asian Games Dhaka 2010 and 16th Asian Games Guangzhou 2010.

As a result of realistic planning, BOA is now in its own building, moving forward to ful�ll its dream to empower the nation with true spirit of sports and Olympism.

Bangladesh Olympic Association (BOA) is organizing itself professionally since 2005 by creating the post of CEO and a Finance Manager.

It has a fully structured Organogram which is duly approved by EC in 2009.

BOA has successfully constructed its own Building in a piece of land, which was allotted by the Government in 2008. We have started our operational activities in this building in December 2009, just before the 11th South Asian Games Dhaka 2010.

From this Building, we have successfully organized 11th South Asian Games under the active leadership of the Chief Patron, Hon'ble Prime Minister Sheikh Hasina, President, Organizing Committee, Hon'ble Finance Minister Mr. Abul Maal Abdul Muhith MP, Co-President & State Minister of Youth and Sports Mr Ahad Ali Sarkar MP, President of the South Asia Olympic Council & President BOA General Md Abdul Mubeen, ndc, psc and Secretary General Mr Kutubuddin Ahmed.

BOA has added more programs to the observance of the traditional Olympic Day by arranging Seminar, Children's Art Competition, Blood Donation Program etc beside the regular event - Day Run. In 2011, BOA organized a Photo Exhibition and Competition for the �rst time as part of the Olympic Day Program. Around 500 rare and special Sports Photographs of the renowned photographers of the country were displayed during the program. In this process we have collected rare photos of archival value.

OUTCOME


1. Presented a magni�cent Opening and Closing Ceremony during 11th South Asian Games, Dhaka 2010 before 35000 audience. Millions of audience watched the programs 'LIVE' on television all over the world.

2. Training and Development activities ensured best ever result in the history of South Asian Games by winning 18 Gold, 23 Silver and 56 Bronze Medals in the 11th South Asian Games.

3. Won the �rst Gold medal in the 16th Asian Games Guangzhou, China in 2010.

4. Won the Bronze medal in Women Kabaddi Event in the 2nd Asian Beach Games held in Muscat, Oman in 2010.

5. A good impact was created to our stakeholders in con�dence building due to the e�cient management.

6. More numbers of International sport events are being o�ered to organize in Bangladesh as a result of e�cient organizational capability.

7. The overall sporting scenario of Bangladesh is now on the rise.

8. The Financial Rules and Policies are well acclaimed by the visiting IOC team.

9. The structured organogram has ensured corporate discipline as well as improvement in the overall functionality.

10. National Federations have successfully organized International Meets like Bangabandhu International Invitational Youth Table Tennis Championship Dhaka 2011, 3rd Asian Archery Grand Prix & Asian Youth Archery Championship 2011 and IHF Men's Handball Challenge Trophy. It was the outcome of BOA's administrative capacity building of organizers from time to time.

11. BOA successfully activated the Medical and Anti-Doping team and provided Medical and Anti-Doping services to the 11th South Asian Games Dhaka 2010, ICC Cricket World Cup 2011, qualifying round of Football World Cup and Asian Games Pre-qualifying round of Hockey etc.

OUTCOME12. In line with the Government's declaration of establishing a Digital Bangladesh, BOA introduced all its

correspondence and communication through e-mail and text messages ensuring paperless communication.

13. The construction of the physical structure of Archive, Library and Museum (ALM) will help journalists to get all the relevant data from it and will help researchers. Besides, by introducing School Visit Program at ALM will ensure spreading values of olympism.

14. Formation of NOA will ensure spreading Olympism and Olympic values in line with the Olympic Charter.
