================================================================= 37

At 3:20 o’clock in the afternoon, the 63rdRegular Session of the Sangguniang 38

Panlalawigan of Leyte was called to order by Atty. Florante A. Cayunda, Jr., Temporary 39

Presiding Officer. 40

The Honorable Mesias P. Arevalo, Member, gave the Invocation, followed by the 41

singing of the Pambansang Awit ng Pilipinas. 42

After which, the Honorable Niccolo J. Villasin, First Deputy Floor Leader, 43

presented a motion to dispense with the Panunumpa sa Watawat, the Leyte Hymn, the 44

PBMLP Hymn and the PBMLP Creed, and was duly seconded by Honorable Ma. 45

Corazon E. Remandaban, of the 3rdDistrict of Leyte. 46

Mr. Andre S. Sanico, Temporary Secretary to the Sanggunian made the roll call 47

to determine the presence of quorum for the day’s session. The presence of eleven (11) 48

Members was known. 49

He informed the Body that the Secretariat is in receipt of a letter coming from the 50

Office of Board Member Alan Ang informing this August Body that he cannot attend the 51

day’s session as he was an Official Business in the 3RD District of Leyte. Likewise, noted 52

for the Honorable Carlo P. Loreto, Vice-Governor that he was on Official Business in 53

Manila. Hence a quorum was announced. 54

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 55

Okay, the Chair declares presence of quorum. 56

Mr. Floor Leader. 57

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 58

Mr. Chair, we now go to the consideration of the Minutes of our previous session 59

held on November 17, 2017. 60

The Honorable Apostol would like to be recognized Mr. Chair. 61

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 62

Yes, the Chair declares the Honorable Apostol. 63

HON. TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 64

Thank you Mr. Chair, thank you Mr. Floor Leader. 65

On line 697, delete the word “because”, and then you change it to “since”, and 66

then delete the word “No need of any other procedure”. And add “except to comply with 67

some requirements”. 68

That is all Mr. Chair. Thank you. 69

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 70

Mr. Chair the Honorable Remandaban. 71

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 72

Yes, the Honorable Remandaban is recognized. 73

HON. MA. CORAZON E. REMANDABAN: 3RD DISTRICT BOARD MEMBER 74

Thank you Mr. Chair, Mr. Floor Leader. 75

3

Just one correction on line 683, replace the word “what” with “why”. 76

That’s it Mr. Chair. 77

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 78

As there are no other correction Mr. Chair I’d like to move for the adoption of the 79

minutes as corrected, and I move for its approval. 80

HON. MA. CORAZON E. REMANDABAN: 3RD DISTRICT BOARD MEMBER 81

Second. 82

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 83

Okay, it has been moved by the Honorable Villasin, duly seconded by Honorable 84

Remandaban to approve and adopt the minutes of November 17, 2017 as corrected. 85

Any discussion? 86

Any objection? I hear none, then the motion is carried and approved. 87

Approved Unanimously. RES. NO. 2017-712 88

Mr. Chair, we now go to the minutes of the previous meeting held last November 89

20, 2017. 90

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 91

Okay, are there any corrections? 92

HON. NICCOLO J. VILLASIN: 1ST DEPUTY FLOOR LEADER 93

Mr. Chair, if there are no corrections of the minutes held last November 20, 2017, 94

I’d like to move for its approval. I so move. 95

HON. MA. CORAZON E. REMANDABAN: 3RD DISTRICT BOARD MEMBER 96

Second. 97

HON. RANULFO S. ABELLANOSA: 1STDISTRICT BOARD MEMBER 98

Second. 99

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 100

Okay, it has been moved by Honorable Villasin, duly seconded by Honorable Ma. 101

Corazon E. Remandaban and Honorable Ranulfo S. Abellanosa to approve and adopt 102

the minutes of November 20, 2017. 103

Any discussion? 104

4

Any objection? 105

From the Chair. Is this the session wherein quorum . . . I mean, there was no 106

quorum for the session? 107

Because I am just wondering why, in the presence of members, there are eight 108

(8) members present 109

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 110

There were eight (8) signatories in the attendance. But the Members present 111

actually were seven (7). 112

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 113

And maybe in order to be true to the declaration of the non-presence of quorum, 114

then the members who are not physically present should not be included in the list of 115

members present. 116

May we know from the Secretariat who were the Members who were physically 117

present on November 20, 2017, so that their names can be deleted in the list of 118

members present. Because we cannot adjourn the session declaring “no quorum,” 119

when in the Minutes there were eight (8) members present. 120

MR. SANICO S. SANICO: TEMPORARY SECRETARY TO THE SANGGUNIAN 121

Physically present during the November 20, 2017 were the following: 122

Board Member Ranulfo S. Abellanosa 123

Board Member Trinidad G. Apostol 124

Board Member Niccolo J. Villasin 125

Board Member Ma. Corazon E. Remandaban 126

Board Member Emmanuel L. Gacis, and 127

Board Member Nolie C. Caña 128

Board Member Alan Pereña Ang was not physically present. 129

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 130

Okay, so any motion to delete the name of Board Member Alan Ang in the list of 131

“PRESENT?” 132

133

5

HON. TRINIDAD G. APOSTOL: 2nd DISTRICT BOARD MEMBER 134

Yes, Mr. Chair. 135

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 136

Yes, the Honorable Apostol is recognized. 137

HON. TRINIDAD G. APOSTOL: 2nd DISTRICT BOARD MEMBER 138

I would like to manifest something. Can we not include in our Internal Rules, that 139

if you are not physically present in the session hall, he/she should not be included in the 140

list of “PRESENT”. Because they just signed and then they left. We have no quorum. 141

We have a lot of issues here in this session. So can we make that and include that in 142

our Internal Rules of Procedures, that during our counting as “physically present “in the 143

session hall, otherwise your name will be deleted from those present. 144

I so move Mr. Chair. 145

HON. GINA E. MERILO: 1ST DISTRICT BOARD MEMBER 146

Second. 147

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 148

Okay, it has been moved by the Honorable Apostol, duly seconded by Honorable 149

Gina E. Merilo, to put it in the Sangguniang Panlalawigan Internal Rules of Procedures 150

that Members who will be physically absent during our session should not be included in 151

our list of Members “PRESENT”. 152

Any discussion? 153

Can we recognize the Honorable Remandaban first before we go to Honorable 154

Abellanosa. 155

HON. MA. CORAZON E. REMANDABAN: 3RD DISTRICT BOARD MEMBER 156

Thank you Mr. Chair, Mr. Floor Leader. It is actually in the minutes that we have 157

to strike out the name of Honorable Alan Ang as he’s not physically present. 158

HONORABLE NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 159

Yes Mr. Chair. During the discussion of the session last November 20, 2017, 160

there’s a discussion on the striking out of the name of Honorable Alan Ang, not to be 161

6

included Mr. Chair. Because when the physical count was made the Honorable Ang 162

was not here. But there’s a pending motion Mr. Chair. We wait for ruling Mr. Chair. 163

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 164

Yes there’s a pending motion. 165

Any other discussion, any objection? 166

Okay, the Honorable Abellanosa is recognized. 167

HONORABLE RANULFO S. ABELLANOSA: 1ST DISTRICT MEMBER 168

Thank you Mr. Chair, thank you Mr. Floor. 169

With regards to that motion of the Honorable Trinidad G. Apostol, I guess we 170

have to amend our rules in this case. But with respect to this particular session actually 171

the name of Honorable Alan Ang has been requested to be stricken out from the 172

attendance because he was not physically present. So I guess we make it a practice in 173

our session that whenever there are signatories in our attendance and are not 174

physically present then automatic e-strike out lang ang pangalan diyan sa attendance 175

nayan, otherwise he or she is on official business. Just an observation Mr. Chair. 176

HONORABLE TRINDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 177

Mr. Chair. 178

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 179

Yes, the Honorable Apostol. 180

HONORABLE TRINDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 181

May I ask Mr. Chair? Would the Honorable Abellanosa like to state that into a 182

motion? Because I would second to that motion. 183

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 184

Yes, the Honorable Abellanosa. 185

HONORABLE RANULFO S. ABELLANOSA: 1ST DISTRICT BOARD MEMBER 186

Well I think that would be better if I make that into a motion so that if it … would 187

mean adjusting or modifying our rules instead we make it a practice that those who are 188

found in that attendance sheet are not physically present and are not on official 189

business should be stricken out from the attendance. I so move Mr. Chair. 190

7

HONORABLE TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 191

Second. 192

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 193

Okay. But before that there was a pending motion by the Honorable Apostol. 194

Does it mean to say that the Honorable Apostol is withdrawing her earlier motion and 195

give way to the motion of the Honorable Abellanosa? 196

HONORABLE TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 197

Well, it’s okay. I am withdrawing my previous motion. I would like to go with the 198

motion of Board Member Abellanosa that every time we will have session that those 199

who signed but they are not present they should not be included in the attendance 200

sheet of those Board Members who are present. 201

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 202

Okay. .Any other discussion? 203

HONORABLE NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 204

Mr. Chair. 205

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 206

Okay, the Honorable Villasin first before we go to Honorable Caña. 207

HONORABLE NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 208

Mr. Chair actually because the motion of the Honorable Apostol and the 209

Honorable Abellanosa maybe we can consolidate it and make it one motion as an 210

amendment to our Internal Rules. 211

HONORABLE TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 212

Maybe. 213

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 214

The Honorable Caña. 215

HONORABLE NOLIE C. CAÑA: LnBP PRESIDENT 216

Mr. Chair just a suggestion. Why not sign the attendance sheet after the 217

session? 218

219

8

HONORABLE TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 220

How can you call the roll? 221

HONORABLE NOLIE C. CAÑA: LnBP PRESIDENT 222

May physically present man ta. 223

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 224

From the Chair. I have here a copy of the Internal Rules of Procedure. 225

RULE IV SECTION 1, it says here: 226

Upon every roll call the name shall be called by 227 Districts except when two or more have the same 228

Surnames the full name shall be called. 229 230 Second paragraph – 231 232 The calling of the roll of members at the start of 233 the session may be dispensed with upon motion of the 234 Sangguniang Panlalawigan are all present, unquote. 235

Meaning to say, when the Secretariat calls the roll he should state every name of 236

every Member then the member will say “present” or “absent”. 237

Instead of basing by calling the roll in the attendance sheet every member by 238

district and that member should say present. So there’s no need actually to amend the 239

rules. We just follow the rules. 240

HONORABLE TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 241

Yes. 242

HONORABLE NOLIE C. CAÑA: LnBP PRESIDENT 243

Okay. 244

HONORABLE NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 245

Mr. Chair. 246

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 247

Yes, the Honorable Villasin. 248

HONORABLE NICCOLO J. VILLASIN: 2NDDISTRICTBOARD MEMBER 249

I think the suggestion of Honorable Apostol and Honorable Abellanosa can still 250

be included in our Internal Rules. Because just in case there is time calling of the roll in 251

the midst or middle of the session it would affect the quorum, so the name should be 252

9

stricken out. But if the member should signify that he will no longer be coming back 253

then or if there’s a motion from any member if the member will not come back. 254

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 255

So what the Honorable Villasin is saying that when he say “present” during the 256

calling of the roll then you leave during the session, his name should also be stricken 257

out, so meaning to say the whole duration of the session. 258

HONORABLE TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 259

Mr. Chair. 260

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 261

Okay. 262

HONORABLE TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 263

Can the Honorable Villasin turn that into a motion? 264

HONORABLE NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 265

Mr. Chair, just a suggestion. 266

HONORABLE RANULFO S. ABELLANOSA: 1ST DISTRICT BOARD MEMBER 267

Mr. Chair. 268

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 269

Okay, the Honorable Abellanosa. 270

HONORABLE RANULFO S. ABELLANOSA: 1ST DISTRICT BOARD MEMBER 271

To enlighten the thinking of my partner here the Honorable Gina Merilo, I would 272

also like to make it understood that those members who are on official business or 273

official travel are exempted here in this ruling. Because sometimes you know, there is 274

coincidence with certain activity in a barangay and you have to attend. So you write a 275

letter excusing yourself because you are on official business. So, meaning that would 276

not be tantamount of being absent. 277

HONORABLE TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 278

Mr. Chair. 279

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 280

Yes, the Honorable Apostol is recognized. 281

10

HONORABLE TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 282

What we are talking here is the attendance of a member. If you cannot attend 283

that is okay. We are talking here is the duration of the whole session. If you have a 284

letter that you cannot attend the session you are on official business, okay, that will be 285

taken into consideration because you have already a letter. But during you signed the 286

attendance sheet then you go out the session hall that is what Board Member Villasin is 287

saying that you should also be deleted from the list of those who are present. Thank 288

you Mr. Chair. 289

HONORABLE NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 290

Mr. Chair. 291

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 292

Yes, the Honorable Villasin. 293

HONORABLE NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 294

Just a suggestion. If only, let’s say for example, just a scenario the member is 295

present, one, although at the right time of the roll call although there was a quorum, 296

during the middle of the session a member will go out and no longer intend to come 297

back, it would affect the quorum. Then if someone would question the presence of 298

quorum that time then we can no longer proceed with the other matters. If it would not 299

affect the quorum then it’s okay. 300

HONORABLE RANULFO S. ABELLANOSA: 1ST DISTRICT BOARD MEMBER 301

It’s okay. 302

HONORABLE NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 303

The Honorable Uy would like to be recognized, Mr. Chair. 304

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 305

The Honorable Uy is recognized. 306

HONORABLE WILSON S. UY: PCL PRESIDENT 307

Yes Mr. Chair. It seems that we are too strict in our attendance considering that 308

it’s Christmas Season. 309

11

But joking aside Mr. Chair, I think, for me, I am speaking in behalf of myself. 310

Let’s not be too strict on the quorum. Aw deri gad signgon nga strikto. We change the 311

session day to Monday. Today I have a committee hearing a public hearing. I have to 312

go there to take an attendance and to come here informing me nga may session yana 313

and I have to attend. At 4:00 o’clock I have to go back kay may MDC Meeting ha Palo. 314

So, if that is the case Mr. Chair I think we should, you know, be practical. Anyway, we 315

are all responsible hit aton attendance and then waray hihimuon. Bis’ kita nagawas I 316

am sure there are more pressing matters ahead before hiton session. Like for example 317

today. So important ine nga aton session so I just came here. Late ako pero nag-effort 318

ako when my staff texted me. Waray ngane ak hit plano because I’m not in a formal 319

uniform today. Kay waray man ko mag hunahuna nga I will attend the session. So 320

that’s only my point Mr. Chair. Let everybody be responsible hiton attendance. 321

And for the quorum kon waray…. Somebody call for a . . . 322

HONORABLE RANULFO S. ABELLANOSA: 1ST DISTRICT BOARD MEMBER 323

Physical count. 324

HONORABLE WILSON S. UY: PCL PRESIDENT 325

Physical count probably we will adjourn kay waray man quorum, if there’s nobody 326

who will question the quorum then we go on with our session. So there are things na . . 327

.I understand the sentiments of the majority nga iba nalakat, naano, pero I don’t think if 328

that will work. If that is the case Mr. Chair let’s have originally, let’s go back to our 329

original schedule. Para iton amon nga time hiton Tuesday. Sigurado naako hit kulop na 330

it will be set aside na nga waray naba activities, Mr. Chair. 331

HONORABLE NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 332

Mr. Chair actually there is no problem if, let’s say, for example there are nine (9) 333

members present and one in the middle of the session leaves because no quorum. But 334

if the members are only eight (8) and then one leaves with no intention of coming back 335

then there might be a question on our quorum. It may, from any member of the council 336

but like for example, in one municipality, where the opposition is really very strong. And 337

they move for approval then they questioned it during the time of the approval of certain 338

12

ordinance, were only seven (7) present so there was no question. So it might be 339

questioned and would affect the validity of the ordinance. But what if in the middle of 340

the session someone leaves but there’s no sufficient members constituting a quorum to 341

treat any business of the day. But the one who leaves and there’s a question that would 342

affect the quorum of those who are physically present then we have to strike off the 343

name. 344

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 345

Okay, what is now the pleasure of the Body? 346

For clarification, we have two (2) pending motions. First is, we have to approve 347

or adopt the minutes of November 20, 2017. And the second, there is a consolidated 348

motion of Honorable Apostol and Honorable Villasin to be physically present during the 349

session who is listed in the minutes of the regular session. 350

Yes, the Honorable Uy is recognized. 351

HONORABLE WILSON S. UY: PCL PRESIDENT 352

Yes Mr. Chair. I just would like to ask for clarification because what I know Mr. 353

Chair that when he signs the attendance he should be physically present. Di man liwat 354

kita mag attendance dinhi hin waray la. May point is we may adjourn if someone is not 355

physically present. After a while mayda ka gen lakat then somebody will question your 356

presence then pwede ka absenan. That is my point Mr. Chair. And Mr. Chair since 357

year end naman ine, let’s defer the consideration of the second resolution and that 358

everybody is happy of what we are doing Mr. Chair. Because I’ve been hearing also 359

like myself hiton aton session para diri kita maworok, nag-iiba-iba. And some would like 360

the same we will be strict on our attendance. So I strongly suggest in the spirit of 361

Christmas let’s hold in abeyance the second resolution. And then after our break we can 362

discuss ano gud iton dapat naton buhaton in terms of attendance because everybody is 363

willing to attend. Di kita maaram that will just cause conflict. Absent ka, kuan ka, so I 364

am sure that will affect the relationship hiton nagpipinan ngoan hiton absent hiton usa 365

ka tawo nga that is his, nga iya man ito responsibility, Mr. Chair. That is only my 366

concern Mr. Chair. 367

13

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 368

Okay the Honorable Apostol is recognized. 369

HONORABLE TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 370

Thank you Mr. Chair. 371

You know as Board Member this is our responsibility to attend sessions as 372

scheduled. We have been voted by our district people to do our job. So we should 373

follow them what are the requests of our constituents. If the session is Monday, 374

Monday. I think that is our responsibility. We should be responsible to attend otherwise 375

we have no business of staying here as Board Members. 376

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 377

Okay. 378

Yes, the Honorable Abellanosa is recognized. 379

HONORABLE RANULFO S. ABELLANOSA: 1ST DISTRICT BOARD MEMBER 380

Thank you Mr. Chair. 381

Well I go with the suggestion of the Honorable Uy here. Well, we have a lot of 382

matters to tackle this afternoon. And if we keep on concentrating on this stress that we 383

are having right now, ibigay natin sakanila yan. Tapusin nalang natin ito and let’s talk 384

about these things in an executive session. Everything could be done in a win-win 385

solution. Mahirap dito, gagawin natin ito, marami tayong pending, two (2) sessions 386

marami tayong unfinished business and we just consume our time discussing all these 387

matters which should be done in an executive session. I so move Mr. Chair. 388

HONORABLE TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 397

This has been a habit. Look at these papers here these are already for three 398

consecutive sessions. Because…why? No quorum. So why will we let this go on? 399

How can we finish all these things in one day? Three (3) sessions na ito. Kaya tingnan 400

nyo ang kapal na nakalagay sa mesa natin. This is our responsibility to dispose of 401

these. So we should be present in times of session. That is our responsibility as Board 402

Members. 403

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 404

Okey, the Honorable Villasin is recognized. 405

HONORABLE NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 406

consolidated motion that it should be laid on the table. There are two motions Mr. 409

Chair. 410

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 411

Okay so, the Chair decides that we first make a ruling on the adoption and 412

approval of the minutes on November 20, 2017. 413

So are there any discussion? 414

HONORABLE NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 415

Mr. Chair the approval on the striking out of the name “Honorable Alan Ang.” 416

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 417

name of Honorable Alan Ang will be stricken out of the members “PRESENT” as listed. 419

HONORABLE NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 442

“AN ORDINANCE AMENDING PROVINCIAL 444ORDINANCE NO. 17- 03, “GENERAL REVISION 445

ORDINANCE.” 446 447

Mr. Chair can you recognize the Honorable Arevalo. 448

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 449

The Honorable Arevalo is recognized. 450

HONORABLE MESIAS P. AREVALO: 4TH DISTRICT BOARD MEMBER 451

Thank you Mr. Chair, Mr. Floor Leader. 452

With the indulgence of this August Body I move that this matter be treated as 453

urgent Mr. Chair. That the purpose of this ordinance is to implement the collection of 454

Land Tax of the Municipality of Matag-ob, Leyte since their reclassification was 455

16

approved by the Memorandum Circular No. 41-08 dated November 21, 2008 of the 456

Municipality of Matag-ob, from 5th class to 4th class. So, the Municipality of Matag-ob 457

they’re coming here requesting this August Body for the reclassification from 4th class to 458

5th class Mr. Chair. 459

HON. MA. CORAZON A. REMANDABAN: 3RD DISTRICT BOARD MEMBER 460

I second. 461

HONORABLE MESIAS P. AREVALO: 4TH DISTRICT BOARD MEMBER 462

And the said municipality can start collecting their land tax from 5th class to 4th 463

class. Since the title of the ordinance Mr. Chair is “AN ORDINANCE AMENDING 464

PROVINCIAL ORDINANCE NO. 17-03, GENERAL REVISION ORDINANCE.” 465

So upon approval of the Memorandum Circular coming from the LGU Mr. Chair, I 466

think it is imperative to approve this ordinance so that they can start collecting Mr. Chair. 467

I therefore so move Mr. Chair that this matter be treated as urgent. 468

HONORABLE RANULFO S. ABELLANOSA: 1ST DISTRICT BOARD MEMBER 469

Second. 470

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 471

Okay, it has been moved by Honorable Arevalo, duly seconded by Honorable 472

Abellanosa to certify this matter as urgent. 473

The Honorable Villasin is recognized. 474

HONORABLE NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 475

As a matter of procedure Mr. Chair, I think we have to approve first on First 476

Reading Mr. Chair, before any other motion certifying for the declaration as urgent. 477

Approve first on First Reading. Just a matter of procedure, Mr. Chair. 478

Thank you. 479

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 480

Yes what is the pleasure of the Honorable movant? 481

482

483

484

17

HONORABLE MESIAS P. AREVALO: 4TH DISTRICT BOARD MEMBER 485

Mr. Chair let me read first the title of this ordinance, “AN ORDINANCE 486

and Honorable Torres to approve on First Reading an ordinance entitled: “AN 496

ORDINANCE AMENDING PROVINCIAL ORDINANCE NO. 17-03, GENERAL 497

REVISION ORDINANCE.” 498

Any discussions? 499

Any objections? 500

Just a suggestion from the Chair. Can we add the phrase “of the Province of 501

Leyte” after the last word “ORDINANCE” because the title is a little bit vague, which will 502

read “AN ORDINANCE AMENDING PROVINCIAL ORDINANCE NO. 17-03, GENERAL 503

REVISION ORDINANCE OF THE PROVINCE OF LEYTE.” After the word 504

“ORDINANCE” then comes “OF THE PROVINCE OF LEYTE.” 505

Okay, it is now approved on First Reading the PROVINCIAL ORDINANCE NO. 506

17-03, GENERAL REVISION ORDINANCE OF THE PROVINCE OF LEYTE. 507

Okay. Any discussion? 508

Yes the Honorable Arevalo is recognized. 534

HONORABLE MESIAS P. AREVALO: 4TH DISTRICT BOARD MEMBER 535

Each of us has a copy of the said ordinance and conducts perusal of the said 536

ordinance. And if my motion is in order Mr. Chair, I move that the preamble statement 537

of this Ordinance, I move that Sections 1, 2, 3, 4, 5, 6, 7 and 8 Mr. Chair, be approved. 538

Okay, it has been moved by Honorable Arevalo, duly seconded by Honorable Uy 546

and Honorable Caña to approve the “WHEREAS” clause and Sections 1 to 8 of the 547

proposed Provincial Ordinance. 548

Any discussion? 549

HONORABLE WILSON S. UY: PCL PRESIDENT 550

Mr. Chair. 551

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 552

The Honorable Uy is recognized. 553

HONORABLE WILSON S. UY: PCL PRESIDENT 554

Yes Mr. Chair this is not an objection to the motion. I just would like to ask one 555

question to the proponent. Why is it that only the Municipality of Matag-ob is amending 556

the reclassification? We have the attachments; there are several LGUs whose 557

reclassifications were modified to a higher class. Are they not included in the near 558

future? Or are we going to have a similar resolution? That’s only a question, because 559

in the attachments there are municipalities that are upgraded. Like Alangalang from 560

third to second. Burauen from second to first, so on and so forth. So I’d just would like 561

to ask the proponent, is there . . . an Matag-ob la ba an nag request? 562

HONORABLE MESIAS P. AREVALO: 4TH DISTRICT BOARD MEMBER 563

Mr. Chair. 564

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 565

The Honorable Arevalo is recognized. 566

HONORABLE MESIAS P. AREVALO: 4TH DISTRICT BOARD MEMBER 567

Mr. Chair we really appreciate the idea or opinion of Board Member Uy. Since 568

we first received only the Municipality of Matag-ob so we make or present this 569

ordinance of the Municipality of Matag-ob. So the wisdom to change the status in 570

connection of their respective municipalities, Mr. Chair. 571

20

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 572

From the Chair. I think it is only but proper to include all municipalities, not only 573

Matag-ob because it will also be beneficial from this proposed ordinance if I may 574

suggest to the Honorable Arevalo. That in Section 3 instead of only 2 to 6 to include the 575

entire table as shown to us in the attachments so that each and every municipality will 576

now be reclassified from their previous classification to their new classification. So we 577

just include the entire table. Just a suggestion. 578

HONORABLE WILSON S. UY: PCL PRESIDENT 579

Mr. Chair. 580

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 581

Yes the Honorable Uy is recognized. 582

HONORABLE WILSON S. UY: PCL PRESIDENT 583

Mr. Chair I strongly suggest that we just pass the Ordinance of Matag-ob. And 584

probably, we just solicit opinion from the others kon ano liwat kay mayda pa iba nga 585

criteria nga full-fledged ka kay danay liwat iba nga income. There might be some 586

requirements or pre-requisites in order to modify your classification. Like the 587

Municipality of Palo Mr. Chair, they should be first class, third or fourth class. That is 588

only my suggestion. So we don’t have to touch the proposed ordinance. Maybe in the 589

next meeting if there’s a need we should come up with another ordinance na lang Mr. 590

Chair. 591

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 592

Okay, so what is the pleasure of the movant? 593

Shall we include Matag-ob or shall we include all the others? 594

HONORABLE TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 595

Second. 596

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 597

May we hear from the movant? 598

HONORABLE MESIAS P. AREVALO: 4TH DISTRICT BOARD MEMBER 599

Yes Mr. Chair. 600

21

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 601

Okay so the motion stays. 602

Any other discussions? 603

Any objections? I hear none then the motion is carried and approved. 604

The proposed Provincial Ordinance is approved on Second Reading. 605

Approved unanimously. RES. NO. 2017-717 606

PROVIDING FOR AN INTEGRATED COCONUT PEST MANAGEMENT SYSTEM AND 740

INDUSTRY REHABILITATION AND DEVELOPMENT PROGRAM FOR THE 741

PROVINCE OF LEYTE, AND FOR OTHER PURPOSES.” 742

The principal author is not here Mr. Chair. Anyway, may I suggest to refer this to 743

the Chairman Committee on Agriculture for further study Mr. Chair for his comments. 744

And we would just want for recommendations. 745

HONORABLE FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 746

the approval of the said ordinance and the Body has already approved the said 756

ordinance. So, this is . . . I don’t know if we will repeat again for the approval of the 757

adopted and approved by this August Body. 760

May we ask from the Secretariat why is this included in the agenda for Second 761

Reading when this has already been approved? 762

MR. ANDRE S. SANICO: TEMPORARY SECRETARY TO THE SANGGUNIAN 763

Agriculture so, the Committee on Agriculture has already said that he has already 767

reviewed said ordinance and in fact, he has already reported, he made a Committee 768

Report. 769

Thank you, Mr. Chair and Mr. Floor Leader. 969

Presented for consideration is Ordinance No. 2017-13 of the Municipality of 970

Javier, Leyte. This ordinance has been studied by the Provincial Legal Office on 971

November 7, 2017. They already made the 2nd Indorsement for the declaration of its 972

32

validity. This is in consonance as observed by the Provincial Legal Office with the Local 973

Government Code particularly Section 56, and in relation with Section 16 of the same 974

Code. So this representation would like to concur with the observation of the Provincial 975

Legal Office, and I therefore move for the approval of the Municipal Ordinance by 976

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 995

Just a query Mr. Chair, wouldn’t this contravene the LINA Law? The law that 996

penalizes the squatting, but if there is an imposition or penalty in this ordinance, then 997

wouldn’t that contravene the national law? Just an inquiry Mr. Chair. 998

HON. WILSON S. UY: PCL PRESIDENT 999

33

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1002

Yes, the Honorable Uy is recognized. 1003

HON. WILSON S. UY: PCL PRESIDENT 1004

Yes, as I perused the ordinance, I don’t see any conflict with the…I do not know 1005

with the LINA Law considering that this ordinance is anti-squatting, as if they do not 1006

allow illegal settlers in any property. But I think for the LINA Law, they are protecting the 1007

squatter’s nga aada. I do not know if there are free conditions. I am not well-versed of 1008

that law, Mr. Chair, but I think the intention of the Municipality of Javier is to avoid the 1009

squatters in their area. So before entering, they already… kon baga, dere na 1010

ipapasulod. You penalize the Barangay Chairman if they allow squatting without 1011

permission or dere amo it tag-iya, they are being penalized. But for the LINA Law, dere 1012

poyde magpa-eject heton squatters. Anyway, Mr. Chair, if there’s really a conflict of this 1013

ordinance considering that there are separability and repealing clauses, then we will 1014

just look into it na lang. At least Mr. Chair, the municipality has this intention to get rid of 1015

these squatters, kay talaga that’s the problem of the Local Government Units hini nga 1016

mga squatters all over the municipalities. That’s only my personal opinion. Thank you. 1017

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1018

Okay, any other discussions? 1019

HON. TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 1020

Mr. Chair. 1021

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1022

Yes, the Honorable Apostol is recognized. 1023

HON. TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 1024

These professional squatters refer to the persons who have been previously 1025

awarded with a lot by the government. Pagkatapos ‘nun, they will sell that lot, the 1026

housing given to them and then they will squat again. These are ones that should be 1027

eradicated I think by the municipality, these professional squatters. Sometimes, they sell 1028

or lease it then they will transfer again to another place. 1029

1030

34

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 1031

Mr. Chair. 1032

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1033

Yes, the Honorable Villasin is recognized. 1034

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 1035

Well, Mr. Chair, there’s no problem if we approve this ordinance. And if there are 1036

questions as to its validity, I think the August Body would not fully render on this 1037

session, whether or not it will contravene the LINA Law. It was just my opinion earlier if 1038

it might, but again, it is for the proper courts to rule on that, Mr. Chair, if there would be 1039

a petition or complaint filed against the ordinance. 1040

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1041

Okay, so any other discussion? I think there is no objection on the said 1042

ordinance. Anyway, as clarified by the Honorable Villasin, I think his point is well taken. 1043

So we will now decide on the matter. 1044

HON. MESIAS P. AREVALO: 4TH DISTRICT BOARD MEMBER 1374

It is required in this request Mr. Chair that an amount is allocated for the required 1375

filing fees and other litigation expenses. With this, Mr. Chair, I move to allocate the 1376

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1389

Yes, the Honorable Uy is recognized. 1390

HON. WILSON S. UY: PCL PRESIDENT 1391

Yes, Mr. Chair, I would like to suggest that in the said resolution, let’s not fix the 1392

amount. Because there are maybe some little charges in relation to this case. I suggest 1393

that we just pass a resolution authorizing them to appropriate funds for the filing fee and 1394

other litigation expenses. Let’s not fix the amount Mr. Chair, kay bangin mayda mga 1395

butal or ano, then that will also hinder the filing of the cases. Is that necessary or it 1396

should be fixed? 1397

45

HON. MESIAS P. AREVALO: 4THDISTRICT BOARD MEMBER 1403

The Provincial Legal Office gave the computation, Mr. Chair, so I think this is the 1404

fixed amount needed for the filing of the case. Or we will round this off to Php 1405

600,000.00, because there is a computation. 1406

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 1407

Mr. Chair, I think we have to appropriate specific amount, whether it is rounded 1408

off or more or less because we cannot just provide appropriation for any amount. 1409

HON. MESIAS P. AREVALO: 4TH DISTRICT BOARD MEMBER 1410

We will round off the amount to Php 600,000.00, Mr. Chair. 1411

Yes, this is only my suggestion Mr. Chair, since this communication is requesting 1515

us to post the petition. I strongly suggest that our Secretary write a letter, telling them 1516

that we received the communication out of time, that’s why we take note of the 1517

publish this without proper notices. So we should write to the DENR-National Water 1519

HON. TRINIDAD G. APOSTOL: 3RD DISTRICT BOARD MEMBER 1708

Thank you Mr. Chair, thank you Mr. Floor Leader. Mr. Chair, this is only a request 1709

for a Certified True Copy from the Sangguniang Panlalawigan Resolution, supporting 1710

the change of name of Brgy. Mahilom to Brgy. Delos Santos. So I think we have to refer 1711

this to the Records Section. 1712

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1713

From the Chair, we have already resolved Item No. 24 and in fact, the Honorable 1714

Apostol is correct. We have referred this matter to the Records Section and order them 1715

to comply with the letter of the Honorable Lumarda. So we are already in Item No. 25 1716

and pending motion is to refer this matter to the Provincial Legal Office. 1717

From the Chair, may we ask from the Receiving Section or the Secretariat why 1718

this matter was not referred first to the PLO before referring it to us? 1719

Anyway, okay, this matter is already referred to the Provincial Legal Office. 1720

The Honorable Abellanosa would like to be recognized, Mr. Chair. 1752

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1753

The Honorable Abellanosa is recognized. 1754

HON. RANULFO S. ABELLANOSA: 1ST DISTRICT BOARD MEMBER 1755

Thank you Mr. Chair, this is with regards to the request of the Honorable 1756

Governor Leopoldo Dominico Petilla, for us to come up with resolutions authorizing him 1757

to do and perform the following: 1758

1. To sign and enter into a Payroll Servicing Agreement with the Development 1759Bank of the Philippines (DBP) Tacloban Branch, Tacloban City in connection 1760with the opening of ATM payroll savings account for each officials and 1761employees of the Provincial Government of Leyte; and 1762

1763

This is so Mr. Chair, because our ATM payroll system has been changed, had 1764

been transferred from PNB earlier, now to Development Bank of the Philippines (DBP). 1765

And we are negotiating for that because there are some problems with the Philippine 1766

National Bank (PNB). 1767

And another resolution also being requested from us is to authorize our 1768

Governor: 1769

2. To sign and enter into a Memorandum of Agreement with Development Bank 1770of the Philippines (DBP), Tacloban Branch, Tacloban City in connection with 1771the installation of Automated Tellering Machines (ATM) in a designated 1772areas/premises at the Leyte Provincial Capitol Building, Tacloban City, Leyte 1773Provincial Hospital/LAC, Ormoc District Hospital and Baybay District Hospital. 1774

1775

And this will help a lot with our employees in withdrawing their salaries. So for 1776

this Mr. Chair, this representation would like to move that we grant the request of the 1777

Honorable Governor to this August Body, to pass resolutions authorizing the Governor 1778

to do and perform the following which were earlier stated by this representation. I so 1779

move. 1780

Okay, it has been moved by the Honorable Abellanosa, duly seconded by the 1786

Honorable Uy and Honorable Remandaban, to pass a resolution granting the request of 1787

the Honorable Governor, to sign and enter into a Payroll Servicing Agreement. And 1788

another resolution of authority as well as for Memorandum of Agreement with the 1789

Development Bank of the Philippines (DBP). 1790

Any discussion? Any objections? 1791

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 1792

Mr. Chair. 1793

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1794

Yes, the Honorable Villasin is recognized. 1795

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 1796

Just an observation Mr. Chair, maybe we can, this is not an objection to the 1797

authority to be provided to the Governor, but may we also request that the Development 1798

Bank of the Philippines should either provide us with a copy of the authority of the 1799

signatories on their side as well. 1800

HON. FLORANTE A. CAYUNDA, TEMPORARY PRESIDING OFFICER 1801

Okay, what is the pleasure of the Honorable Movant? There is a suggestion of 1802

the Honorable Villasin. 1803

HON. RANULFO S. ABELLANOSA: 1ST DISTRICT BOARD MEMBER 1804

I think the Payroll Servicing Agreement is hereto attached in this request, in the 1805

letter of the Governor, Mr. Chair. 1806

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 1807

Yes, Mr. Chair. I noticed that although in the Payroll Servicing Agreement which 1808

is signed by the Branch Manager, Mr. Paul Matienzo, I suggest that we also get a copy 1809

from the DBP Head Office, whether the Branch Manager is authorized to sign for and in 1810

58

behalf of the DBP as well, with respect to this one Mr. Chair. Because, considering that 1811

the Governor is asking for an authority from this August Body, or if this is already a 1812

Secretary’s Certificate to that effect from the DBP authorizing Mr. Matienzo, to act for 1813

and in behalf of the DBP and at the same time also, the SAVP Ma. Ofelia V. Tesorio 1814

(Head, DBP RMC-EV), if she is indeed authorized to act for and in behalf of the DBP as 1815

well, Mr. Chair. We are asking for a Certificate from the DBP, Mr. Chair. 1816

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1817

Okay, yes, the Honorable Uy is recognized, before we go to Honorable 1818

Abellanosa. 1819

HON. WILSON S. UY: PCL PRESIDENT 1820

Yes, Mr. Chair, actually that is the normal thing to do Mr. Chair. But I do not know 1821

there might be some blanket authority with the bank. I’m afraid, if we ask for an authority 1822

for this transaction, the more so that the payroll will be delayed. So, that is only my 1823

personal opinion, because usually, when we contract like this, I do not know … 1824

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 1825

Mr. Chair. 1826

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1827

Yes, the Honorable Villasin is recognized. 1828

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 1829

Mr. Chair, it’s not for purposes of delaying it, but we should also be furnished with 1830

a copy, even if it is a blanket authority or just a Secretary’s Certificate. Because if we do 1831

not have that, if we don’t have the Secretary’s Certificate, to say that the acts of their 1832

employees are ultra vires, at least, we should have a copy even if it is a blanket 1833

authority, or even if it is just a Certificate to that effect that the signatories therein are 1834

authorized to act for and in behalf of the DBP. 1835

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1836

From the Chair, maybe we can put it in a separate resolution. We first pass the 1837

resolutions granting authority to the Governor, and maybe perhaps, another corollary 1838

motion from the Honorable Villasin, to request the DBP for the Secretary’s Certificate or 1839

59

maybe a board resolution showing to us that indeed, the signatories are also authorized 1840

by the bank. So we first treat the first motion to grant authority with regards to the 1841

Payroll Servicing Agreement. 1842

Is there any discussion? There are no objections, so, the motion is carried and 1843

approved. 1844

Approved unanimously RES. NO. 2017-744 1845

As well as a resolution authorizing the Governor to enter into a MOA with DBP. 1846

Approved unanimously RES. NO. 2017-744-A 1847

The Honorable Villasin is recognized for a corollary motion. 1848

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 1849

Mr. Chair, are the earlier motions both to sign the Payroll Servicing Agreement 1850

and the Memorandum of Agreement? 1851

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1852

Yes, the motions were to grant authority for both Payroll Servicing Agreement 1853

and the Memorandum of Agreement. 1854

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 1855

Mr. Chair, I’d like to sponsor a resolution for the approval of a resolution 1856

requesting the Development Bank of the Philippines, Head Office, to furnish us with a 1857

copy of the Secretary’s Certificate or a Board Resolution or a Certification to that effect 1858

that the signatories to this Memorandum of Agreement and to the Payroll Servicing 1859

Agreement are authorized by the bank. 1860

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1861

Okay, any second? 1862

HON. EMMANUEL L. GACIS: 5TH DISTRICT BOARD MEMBER 1863

Second. 1864

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1865

It has been seconded by the Honorable Gacis, to pass a resolution requesting 1866

the DBP to furnish the province copies of any document showing that the signatories 1867

are authorized by the bank. 1868

60

HON. RANULFO S. ABELLANOSA: 1ST DISTRICT BOARD MEMBER 1869

Well, on my simple understanding, Mr. Chair, if you are a head of a certain 1870

branch and manager for that matter, and then I guess, you are authorized by the Head 1871

of Office to do transaction in behalf of that bank as well as, you know, Mr. Matienzo is 1872

the Head of the Tacloban Branch and Ma. Ofelia Tesorio is the Senior Assistant Vice-1873

President, Head of the DBP-RMC-Eastern Visayas. Well, I’m not questioning the mind 1874

thought of Honorable Villasin, but on my simple understanding, they are authorized to 1875

act in behalf of the banking institution, being the representatives in this certain area. 1876

Just a thought, Mr. Chair. 1877

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 1878

Mr. Chair. 1879

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1880

Yes, the Honorable Villasin is recognized 1881

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 1882

Yes, Mr. Chair, I also understand that being the Branch Head or the Area Head, 1883

are also authorized by the bank. But for purposes of our records so that their authority 1884

would not easily be repudiated by the bank in case there would be a breach or anything 1885

like that, then at least, we have evidence with the authority they have given to the said 1886

persons. Considering that we will be transferring our General Fund as well as our Trust 1887

Fund to the bank, at least the province is protected. So that it won’t be easy for any 1888

bank in particular, for them to just repudiate the actions of its officers if something goes 1889

wrong. 1890

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1891

Yes, okay. 1892

Yes, the Honorable Abellanosa is recognized. 1893

HON. RANULFO S. ABELLANOSA: 1ST DISTRICT BOARD MEMBER 1894

I think this is only our ATM Payroll Savings Account, Mr. Chair. Because, as I 1895

see, we still use the Land Bank of the Philippines, the checks being issued are all 1896

coming from Land Bank. This is for the salary which has been at the Philippine National 1897

61

Bank earlier, and because of some hitches and problems, the Provincial Government of 1898

Leyte decided to transfer this to another bank. In fact, this was also a cause of the delay 1899

of the payroll recently, Mr. Chair. 1900

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1901

Okay. 1902

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 1903

Mr. Chair. 1904

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1905

Yes, the Honorable Villasin is recognized. 1906

HON. NICCOLO J. VILLASIN: TEMPORARY FLOOR LEADER 1907

On the Article 1, this is “Annex B”, Article 1 of the Memorandum of Agreement 1908

No. 3, it is included there that the LGU agreed to transport its General Funds and Trust 1909

Funds from PNB to DBP. Considering that we are transferring our funds from PNB to 1910

DBP, then might as well, the signatories must be authorized, because they would be 1911

managing our funds, Mr. Chair, somehow. And if something goes wrong, then maybe 1912

we cannot just easily repudiate the authority of the signatories. 1913

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1914

Okay, yes, from the Chair, yes, maybe it is safe to presume that these officers 1915

are in fact authorized by the bank, but there’s also no harm and I think this is much 1916

safer that we also request for this document as manifested by the Honorable Villasin to 1917

make sure that they are in fact authorized by the bank. 1918

So, are there any discussion? Any objections? 1919

I hear none, then the motion is carried and approved. 1920

Approved unanimously. RES. NO. 2017-745 1921

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 1922

May we request the Honorable Arevalo to act as our Floor Leader. 1923

Mr. Chair, I think this is a very laudable ordinance because they are occupying 1994

the streets especially the national highway in drying their palay which is hazardous to 1995

our travelling public 1996

So Mr. Chair, inasmuch as this has been recommended as legal, and to my 1997

municipality of Matalom, Leyte, an ordinance enacting the Ecological Solid Waste 2245

Management Ordinance of Matalom, Leyte. 2246

The Provincial Legal Office Mr. Chair in its second indorsement dated November 2247

Another Ordinance from Matalom, Leyte, Ordinance No. 04, series of 2017, an 2282

Ordinance setting guidelines for the Prevention and Control of Crime in the municipality 2283

of Matalom, Leyte. 2284

The Provincial Legal Office Mr. Chair has recommended for the declaration of 2285

this ordinance valid basing on Section 56 of the Local Government Code, promotion of 2286

the general welfare, a police power as provided under Section 16. However, the 2287

Provincial Legal Office put a caution that although they recommended that the same be 2288

valid, provided that the cash incentive provided under Section 7 of the said ordinance 2289

will not violate the prohibition under Section 335 Chapter 4 of the Local Government 2290

Any discussion? 2299

Yes, the Honorable Villasin is recognized. 2300

HON. NICCOLO J. VILLASIN: 2nd DISTRICT BOARD MEMBER 2301

Thank you Mr. Chair. 2302

Mr. Chair, upon perusing the ordinance, I immediately, noticed that there would 2303

be violations of the constitutional rights of the individuals. Like for example requiring 2304

those who are non-residents to submit police clearance and other documents Mr. Chair. 2305

Otherwise, the penalty in Section 6 thereof they are not allowed to stay or live in the 2306

barangays within the jurisdiction of the municipality. Mr. Chair, to my mind this could be 2307

violative of the right to travel guaranteed by the Constitution. Again, I have several 2308

questions Mr. Chair with respect to because to my mind again, based on my own 2309

interpretation, it would be violative of the equal protection clause even the due process 2310

clause can be violated by the ordinance. The right to travel should not be breached 2311

except for if there are valid grounds, but I don’t think because of their failure wholly to 2312

submit the necessary requirements. Or even the imposition of requiring such 2313

requirements would be violative Mr. Chair of the Bill of Rights. I may be mistaken, Mr. 2314

Chair. 2315

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 2333

Yes, the Honorable Villasin is recognized. 2334

HON. NICCOLO J. VILLASIN: 2nd DISTRICT BOARD MEMBER 2335

If the Honorable Gacis would also just a suggestion, if we can refer it back to the 2336

Legal Office if they can study thoroughly the implication of the ordinance Mr. Chair. 2337

Because although it already came from them from the Provincial Legal Office, but to me 2338

it appears that you know, this is just as simple as copy and paste that you know when 2339

they talk about police power, then there is already a pre-determined answer or for their 2340

review. But not really a thorough reviews of the ordinance whether it actually violates 2341

the constitution. So my suggestion is if we refer it back to them and to include the 2342

observations of the August Body. 2343

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 2344

The suggestion of the Honorable Villasin is, instead of referring it to the 2345

Committee on Rules, we refer it back to the Provincial Legal Office and explain to us 2346

more extensively the observations of the Honorable Villasin regarding the provision on 2347

transient and visitors of Matalom, Leyte. What is the pleasure of the movant? 2348

2017, An Ordinance Declaring November 18 of every yeas as the Official Founding 2385

Anniversary of the Municipality of Matalom, Leyte. 2386

The Provincial Legal Office is again Mr. Chair recommended that the same be 2387

declared valid in its 2nd indorsement last November 17. And although they 2388

recommended that the same be declared valid, the Provincial Legal Office emphasized 2389

that the chosen date shall not be considered holiday, because under Section 27 2390

Chapter 7 of 1987 Administrative Code, only the President can proclaim any local or 2391

special day or a particular day or place as a holiday. And under the compendium local 2392

autonomy – all local government cannot proclaim any religion or local holidays only the 2393

President who is vested by law who has the prerogative. And since the ordinance of 2394

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 2533

The Honorable Villasin is recognized. 2534

HON. NICCOLO J. VILLASIN: 2nd DISTRICT BOARD MEMBER 2535

Thank you Mr. Chair, Mr. Floor Leader. 2536

Presented for consideration is Municipal Resolution No. 318 series of 2017 of the 2537

SB of Capoocan, Leyte. 2538

Mr. Chair, this is an ordinance actually this is an anti-defecation ordinance 2539

basically, that requires all household to provide their own toilet. Mr. chair, this has been 2540

declared, recommended for the declaration of validity by the provincial Legal Office 2541

provided that the penalty of community serviced does not violate the constitutional 2542

prohibition against involuntary servitude. So I move that we declare this ordinance as 2543

valid Mr. Chair. 2544

I so move. 2545

HON. GINA E. MERILO: 1st DISTRICT BOARD MEMBER 2546

Second. 2547

HON. NOLIE C. CAÑA: LnBP PRESIDENT 2548

Second. 2549

2550

82

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 2551

From the Chair, can we make an omnibus motion for Items 17, 18, 19 and 20, 2552

since these are all ordinances from Capoocan. And there are recommendations coming 2553

from the Provincial Legal Office to declare valid subject to the conditions as stated so 2554

that we can fast track. 2555

HON. NICCOLO J. VILLASIN: 2ND DISTRICT BOARD MEMBER 2556

I amend my motion accordingly Mr. Chair. It should be an omnibus motion. 2557

HON. NOLIE C. CAÑA: LnBP PRESIDENT 2558

I second. 2559

HON. GINA E. MERILO: 1st DISTRICT BOARD MEMBER 2560

Second. 2561

HON. MANUEL VICENTE M. TORRES: 4th DISTRICT BOARD MEMBER 2562

Second. 2563

HON. WILSON S. UY: PCL PRESIDENT 2564

By the way Mr. Chair. 2565

Mr. Chair, in the ordinance of Capoocan,Leyte in their second offense they are 2566

required to render community service of 2 to 3 hours so this is a mandatory community 2567

service. I think it is involuntary servitude Mr. Chair considering that their penalty here is 2568

community service is not a choice. 2569

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 2570

Yes the Honorable Villasin is recognized. 2571

HON. NICCOLO VILLASIN: 2ND DISTRICT BOARD MEMBER 2572

It is my opinion Mr. chair that the community service of 2 to 3 hours only when 2573

there is a violation does not constitute as involuntary servitude Mr. Chair. What is 2574

constitutionality prohibited is that the servitude, if I am not mistaken, is for the unlimited 2575

period of time and without consideration of the proper due process, without the 2576

observance of due process clause but the penalty of 2 to 3 hours Mr. Chair in my 2577

opinion, I don’t think that would cause involuntary servitude. 2578

2579

83

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 2580

Okay, any other discussion? 2581

Yes, the Honorable Uy. 2582

HON. WILSON S. UY: PCL PRESIDENT 2583

Yes, clarification Mr. Chair. So does it mean Mr. Chair that the 2nd offense been 2584

imposed in this particular ordinance is not a prohibited act under our Constitution? 2585

Because why I understand, Mr. Chair, is that involuntary servitude is that you are forced 2586

to do something you do not want to do. And there is no other recourse if you commit 2587

second offense you should render community service, there is no other option wherein 2588

you can be fined for this particular. If it is “or” then probably I can say that it is not 2589

involuntary servitude. But for this case, Mr. Chair, there is no other penalty except for 2590

community service. 2591

I don’t know I would like to ask from the chair if this is covered under the said 2592

constitutional prohibition. 2593

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 2594

Yes from the Chair, I think this is not covered by the constitutional prohibition on 2595

involuntary servitude because again if the municipality will observe due process, 2596

meaning to say that a complaint was filed and then a case is tried before the Regular 2597

Courts and then a decision is rendered saying that the offender render a community 2598

service, then there is no violation on involuntary servitude. Just like being imprisoned, 2599

nobody wants to be imprisoned. But if there is a court saying that you should be 2600

imprisoned then you should follow the courts. So I think if this penalty will be imposed, 2601

the municipality must observe due process. It cannot just impose without filing of the 2602

cases in court. 2603

HON. WILSON S. UY: PCL PRESIDENT 2604

Yes, Mr. Chair but in the ordinance it is not specified that there should be a 2605

decision of the court. 2606

2607

2608

84

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 2609

Yes, maybe the movant can make that into a collatilla that the penalty of 2610

community service must follow the due process clause of the constitution. 2611

HON. NICCOLO J. VILLASIN: 2nd DISTRICT BOARD MEMBER 2612

Thank you Mr. Chair. Thank you Board Member Uy for that suggestion. I amend 2613

my motion Mr. Chair. To include that collatilla Mr. Chair for the municipality to include 2614

the collatilla that the due process clause of the constitution must be observed. 2615

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 2616

Okay, any other discussion? Any objection? 2617

Then the omnibus motion declaring valid Ordinance No. 318, 319, 320 and 321 2618

of Capoocan, Leyte is hereby approved. 2619

Subject to the collatilla. 2620

Leyte. 2872

Any discussion? 2873

From the Chair, the provincial Legal Office, noted that there is no signature 2874

coming from the Mayor of Villaba. May we know why this ordinance does not bear his 2875

signature and if this ordinance was vetoed or not? 2876

HON. MA. CORAZON E. REMANDABAN: 3RD DISTRICT BOARD MEMBER 2877

I guess there is no veto Mr. Chair as what the Provincial Legal Office observed 2878

that really, there is no signature and upon.. the certification of the SB Secretary Cornelio 2879

B. Hernando,Jr. stating that this ordinance was submitted to the Office of the Local 2880

Chief Executive but no action has been taken neither a veto. And it has been 2881

The Honorable Floor Leader first. 3005

HON. NICCOLO J. VILLASIN: 2nd DISTRICT BOARD MEMBER 3006

Another matter Mr. Chair. 3007

97

I would like to sponsor a resolution Mr. Chair commending one Ms. Hilary 3008

I understand she hails from Abuyog, for being awarded the Years Breakthrough Junior 3010

College Challenge Prize which she won against more than 11,000 participants all over 3011

the world Mr. Chair. And for which she was awarded I think in a form of cash or.. 3012

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3013

Worth 20 million pesos I think. 3014

HON. NICCOLO J. VILLASIN: 2nd DISTRICT BOARD MEMBER 3015

More or less Mr. Chair. So I would like to recognize for giving pride to our 3016

province. So I would like to sponsor that resolution subject to form and style. And 3017

maybe we can present it to her sometime in January Mr. Chair. 3018

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3019

Yes, the Honorable Villasin would like to be recognized first for other matters. 3033

HON. NICCOLO J. VILLASIN: 2ND DISTRICT BOARD MEMBER 3034

Thank you Mr. Chair. 3035

98

Another resolution Mr. Chair of congratulations as well to the Philippine 3036

Okay, it has been moved by the Honorable Villasin, unanimously seconded, as 3049

stated. 3050

Any discussion? 3051

Approved unanimously. RES. NO. 20178-770 3053

Any other matters? 3054

HON. NICCOLO J. VILLASIN: 2nd DISTRICT BOARD MEMBER 3055

Yes, one other matter Mr. Chair. 3056

I think this will be our last session for the year Mr. Chair. And our General Fund 3057

Annual Budget has not yet been approved by this August Body. 3058

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3059

Do we have a session on the 14th? 3060

HON. NICCOLO J. VILLASIN: 2nd DISTRICT BOARD MEMBER 3061

Yes, I think it is for the supplemental budget. Assuming that there would be… 3062

99

Anyway Mr. Chair it is the Supplemental Budget for 2017. I think it is proper that 3063

we approve our 2018 General Fund Annual Budget, wherein if I am not mistaken it is 3064

also included here our.. the increase of the 3rd and 4th tranche of our salaries. 3065

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3066

What is the pleasure of the Body? 3067

May we know from the secretariat? I think the budget was referred to the 3068

committee. Committee of the Whole. 3069

HON. TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 3070

Yes, we have discussed that. 3071

HON. FLORANTE A. CAYUNDA, JR: TEMPORARY PRESIDING OFFICER 3072

The budget was referred to the Committee of the Whole. And I think there is no 3073

report yet coming from the Committee of the Whole. I don’t know I have not attended 3074

the past regular sessions. 3075

HON. NICCOLO J. VILLASIN: 2nd DISTRICT BOARD MEMBER 3076

Mr. Chair, if I may. The Committee of the whole I think but not particularly on the 3077

or any questions on the budget itself. But on the manner or the procedures being done 3078

by our department heads with respect to the delays in the release of any appropriated 3079

amount of the province. It is more on that, but not really a question on any specific item 3080

of the budget itself. 3081

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3082

The Honorable Villasin. 3083

What is the pleasure of the Body. Is there any motion? 3084

HON. NICCOLO J. VILLASIN: 2nd DISTRICT BOARD MEMBER 3085

I move that we approve Mr. Chair, the General Fund Annual Budget of the 3086

Province for 2018, amounting to P2,738,453,491.00. I so move Mr. Chair, to enact 3087

Appropriation Ordinance No. 2017-03, appropriating said amount. 3088

HON. WILSON S. UY: PCL PRESIDENT 3089

Second. 3090

3091

100

HON. MESIAS P. AREVALO: 4TH DISTRICT BOARD MEMBER 3092

Second. 3093

HON. GINA E. MERILO: 2nd DISTRICT BOARD MEMBER 3094

Second. 3095

HON. TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 3096

Mr. Chair. 3097

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3098

There is a motion, duly seconded. But the Honorable Apostol wanted to be 3099

recognized. 3100

HON. TRINIDAD G. APOSTOL: 2nd DISTRICT BOARD MEMBER 3101

Did you second? 3102

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3103

Yes, the Honorable Uy seconded. The motion was made by the Honorable 3104

Villasin and the second was made by the Honorable Uy, moving for the approval of the 3105

budget. 3106

Discussion? 3107

The Honorable Apostol. 3108

HON. TRINIDAD G. APOSTOL: 2nd DISTRICT BOARD MEMBER 3109

Mr. Chair, I do not want it to be approved now. We still have to study that thick 3110

book. Because the previous allocation of the budget of the province before, I noticed 3111

that there were double entries. So for me, I don’t like to have that approved now. Let’s 3112

have that in the regular session. 3113

HON. FLORANTE A. CAYUNDA, JR.: TEMPRORARY PRESIDING OFFICER 3114

Okay, so there is an objection coming from the Honorable Apostol. What is the 3115

pleasure of the August Body? 3116

HON. NICCOLO J. VILLASIN: 2nd DISTRICT BOARD MEMBER 3117

Mr. Chair, I think the observation of the Honorable Apostol is with respect to.. if I 3118

am not mistaken, to the Annual Investment Plan. But not on the budget, which is 3119

separate and distinct to the AIP. So if there are no questions on the General Fund the 3120

101

Annual Budget itself, I think we should avoid having delay in the approval considering 3121

that this was given to us as early as if I am not mistaken, sometime in October or late 3122

part of September. Somewhere there. So I believe that we should approve it. Otherwise 3123

for the next year if we do not approve the budget of 2018, then we would be… 3124

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3125

We would have a reenacted budget. 3126

HON. NICCOLO J. VILLASIN: 2nd DISTRICT BOARD MEMBER 3127

Yes, Mr. Chair. So we have to avoid that situation that we will just be reenacting 3128

our previous 2017 budget. When there is another need and there is also an increase for 3129

the 2018, otherwise our programs would be delayed Mr. Chair. If we cannot enact and 3130

approve the General Fund Annual Budget now Mr. Chair. 3131

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3132

Okay, any other discussion? Manifestations? 3133

Objection? 3134

HON. TRINIDAD G. APOSTOL: 2nd DISTRICT BOARD MEMBER 3135

Objection. 3136

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3137

So the proper procedure is, if there is a motion, properly seconded, and if there is 3138

an objection, then we divide the house. 3139

HON. TRINIDAD G. APOSTOL: 2ND DISTRICT BOARD MEMBER 3140

Yes, if you divide the house, I don’t care if I am the only one. 3141

HON. WILSON S. UY: PCL PRESIDENT 3142

May I suggest for 5-minute recess, Mr. Chair. 3143

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3144

Okay, let’s have a 5 minute recess. 3145

(Recess at 6:00PM). 3146

Session resumes (at 6:30 PM). 3147

3148

3149

102

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3150

So we have a pending motion to approve the Annual Budget of the province of 3151

Leyte duly seconded by the Honorable Uy. 3152

Any other discussion? Any objection? 3153

I hear none, then the motion is carried and approved. 3154

Approved unanimously. RES. NO. 2007-771 3155

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3156

Is that motion also including the AIP?May we hear from the movant? 3157

HON. NICCOLO J. VILLASIN: 2nd DISTRICT BOARD MEMBER 3158

If I am not mistaken, we approved the AIP before. 3159

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3160

Okay. 3161

So any other matters? 3162

One last matter. 3163

HON. NICCOLO J. VILLASIN: 2nd DISTRICT BOARD MEMBER 3164

With respect to this August Body, with respect to item No. 23, this refers to the 3165

Comprehensive Land Use Plan of the Municipality of San Isidro, Leyte. I think we 3166

referred it to the Provincial Land Use Committee (Per Resolution No. 2017-741), but this 3167

already has been received by the Provincial Land Use Committee and they already 3168

made a certification that.. and a recommendation, as well to declare the Comprehensive 3169

Land Use Plan and zoning Ordinance of San Isidro, Leyte. 3170

So I move that we reconsider our earlier referral and I move to approve the 3171

CLUP and Zoning Ordinance of San Isidro, Leyte for 2016-2015. 3172

I so move Mr. Chair. 3173

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3174

But first, we must reconsider the earlier motion. 3175

HON. NICCOLO J. VILLASIN: 2nd DISTRICT BOARD MEMBER 3176

I move to reconsider the earlier ruling or referral of the CLUP to the PLUC. 3177

I so move. 3178

103

HON. MESIAS P. AREVALO: 4th DISTRICT BOARD MEMBER 3179

Second. 3180

HON. FLORANTE A. CAYUNDA, JR.: TEMPORARY PRESIDING OFFICER 3181

It has been moved by the Honorable Villasin, duly seconded by the Honorable 3182

Arevalo, to reconsider the earlier resolution (Resolution No. 2017-741)referring the 3183

CLUP of San Isidro, Leyte to the PLUC. 3184

Any discussion? 3185

Any objection? 3186

I hear none, then the motion is carried and approved. 3187

Approved unanimously. RES. NO. 2017-772 3188

HON. NICCOLO J. VILLASIN: 2ND DISTRICT BOARD MEMBER 3189

Mr. Chair, corollary motion. I move to approve the CLUP and ZO of San Isidro, 3190

Leyte. 3191

I so move. 3192

HON. MA. CORAZON E. REMANDABAN: 3RD DISTRICT BOARD MEMBER 3193

Ordinance of San Isidro, Leyte for 2016-2025. 3202

Any discussion? 3203
