Perbekalan Kesehatan Rumah Tangga, yang selanjutnya disingkat PKRT adalah alat, bahan, atau campuran bahan untuk pemeliharaan dan perawatan kesehatan untuk manusia, pengendali kutu hewan peliharaan, rumah tangga dan tempat-tempat umum.

Alat kesehatan adalah instrumen, apparatus, mesin dan/atau implan yang tidak mengandung obat yang digunakan untuk mencegah, mendiagnosis, menyembuhkan dan meringankan penyakit, merawat orang sakit, memulihkan kesehatan pada manusia, dan/atau membentuk struktur dan memperbaiki fungsi tubuh.
Alat kesehatan dapat juga mengandung obat yang tidak mencapai kerja utama pada atau dalam tubuh manusia melalui proses farmakologi, imunologi atau metabolisme tetapi dapat membantu fungsi yang diinginkan dari alat kesehatan dengan cara tersebut

Kelas I Alat kesehatan yang kegagalan atau salah penggunaannya tidak menyebabkan akibat yang berarti. Penilaian untuk alat kesehatan ini dititikberatkan hanya pada mutu dan produk. Kelas IIa Alat kesehatan yang kegagalannya atau salah penggunaannya dapat memberikan akibat yang berarti kepada pasien tetapi tidak menyebabkan kecelakaan yang serius. alat kesehatan ini sebelum beredar perlu mengisi dan memenuhi persyaratan yang cukup lengkap untuk dinilai tetapi tidak memerlukan uji klinis.

Kelas IIb Alat kesehatan yang kegagalannya atau salah penggunaannya dapat memberikan akibat yang sangat berarti kepada pasien tetapi tidak menyebabkan kecelakaan yang serius. Alat kesehatan ini sebelum beredar perlu mengisi dan memenuhi persyaratan yang lengkap termasuk analisa resiko dan bukti keamanannya untuk dinilai tetapi tidak memerlukan uji klinis. Kelas Ill Alat kesehatan yang kegagalan atau salah penggunaannya dapat memberikan akibat yang serius kepada pasien atau perawat/ operator. Alat kesehatan ini sebelum beredar perlu mengisi formulir dan memenuhi persyaratan yang lengkap termasuk analisa resiko dan bukti keamanannya untuk dinilai serta memerlukan uji klinis.

Alat kesehatan dan/atau PKRT yang akan diimpor, digunakan dan/atau diedarkan di wilayah Republik Indonesia harus terlebih dahulu memiliki izin edar, kecuali terhadap alat kesehatan dan/atau PKRT yang sangat dibutuhkan karena alasan tertentu atau diproduksi oleh perusahaan rumah tangga.
Alat kesehatan dan/atau PKRT yang mendapat izin edar harus memenuhi kriteria sebagai berikut :
keamanan dan kemanfaatan alat kesehatan, yang dibuktikan dengan melakukan uji klinis dan/atau bukti-bukti lain yang diperlukan;
keamanan dan kemanfaatan PKRT dibuktikan dengan menggunakan bahan yang tidak dilarang dan tidak melebihi batas kadar yang telah ditentukan sesuai peraturan dan/atau data klinis atau data lain yang diperlukan; dan
mutu, yang dinilai dari cara pembuatan yang baik dan menggunakan bahan dengan spesifikasi yang sesuai dan memenuhi persyaratan yang ditentukan.
