2. Background

香蜜湖片区位于深圳核心区域，紧邻福田中心区，地处深南大道的重要段落，区位价值突出。片区规划面积约 4.9 平方公里，拥有极具战略价值的优质土地资源。片区背靠连绵起伏的安托山、塘朗山，南经深圳高尔夫达深圳湾红树林保护区，生态条件良好，生态多样性高，是福田通达山海的重要通道。

Strategically situated at the core area of Shenzhen and in close adjacency to Futian CBD,

Xiangmihu Area forms an important urban component along Shennan Avenue, enjoying

prominent geographic location and high-quality land resources of strategic values. With a

planned area of approximately 4.9 square kilometers, the Area lies against the undulating

Antuo Mt. and Tanglang Mt. and extends southward to the mangrove reserve via Shenzhen

Golf Club. Thanks to the superior ecological conditions and diversity, the Area offers an

important corridor that connects Futian with the mountains and seas.

为充分实现香蜜湖片区的战略价值，落实市政府高水平建设要求，市规划国土委（市海洋局）启动本次深圳市香蜜湖片区城市设计国际咨询，以国际化视野、前瞻性思维、创新性设计，指导片区高水平规划、高标准建设。

To bring the strategic value of Xiangmihu Area into full play and meet the city

government’s requirements for high-standard development, Shenzhen Xiangmihu Area Urban

Design Competition is launched by the Urban Planning, Land and Resources Commission of

Shenzhen Municipality (Oceanic Administration of Shenzhen Municipality), with the purpose

of guiding the high-level planning and high-standard development of the Area with

international vision, forward thinking and creative design.

3. 咨询目的

本次国际咨询活动拟向国内外征集最具创意的城市设计理念和方案，以“世界一流”标准，立足打造精品，坚持“世界眼光、国际标准、中国特色、高点定位”的理念，将香蜜湖片区打造成为深圳核心功能区规划建设的新标杆，建设成粤港澳大湾区的新引

擎，进一步激发深圳发展新活力。The competition intends to solicit the most creative urban design ideas and concepts of

global vision, international standards, Chinese characteristics and high-end positioning from

the domestic and international design firms, so as to develop a world-class project of finest

quality and make Xiangmihu Area a new benchmark for the core district planning and

construction in Shenzhen and a new engine in Guangdong-Hong Kong-Macao Greater Bay

Area to further boost the city’s development.

4. 咨询内容

4. Contents

深圳市香蜜湖片区城市设计国际咨询范围包括香蜜湖北、中、南三个片区，北至侨香路、南至滨河大道，西至香蜜湖路，东至香梅路、新洲路，面积约 4.9 平方公里。其中详细城市设计范围包括香蜜湖北区（不含现状居住区）、中区，面积约 1.9 平方公里。

The site of the urban design competition includes the north, middle and south part of

Xiangmihu Area. It extends to Qiaoxiang Rd on the north, Binhe Avenue on the south,

Xiangmihu Road on the west, and Xiangmei Road and Xinzhou Rd on the east, totalling

approximately 4.9 square kilometers. The scope of detailed urban design includes the north

part (excluding the existing residential area) and middle part of Xiangmihu Area, totalling 1.9

square kilometers.

6. 基本规则

6. Basic Rules

本次工作组织为突出规划的开放性、科学性和务实性，采用公开咨询的方式，分为“资格预审”、“国际咨询”两个工作阶段进行。

In order to highlight the openness, scientificity and pragmatism of this international

competition, it includes two phases, namely “request for prequalification” and “request for

design proposal”.

第一阶段：资格预审（2018 年 4 月）4


Phase 1: Request for prequalification (April 2018)

4 月初正式发布国际咨询公告、工作规则和咨询要求，在全球范围内公开征集设计机构参与咨询，由资格预审委员会对报名的设计机构进行预审，从中择优选取 15 家设计机构入围，发放技术任务书，参与下一阶段国际咨询。

This stage includes the official release of international competition announcement,

work rules and the design brief (general) in early April. The competition is open for

registration by design firms worldwide. The Prequalification Committee will

review the applications and prequalify the design teams. Fifteen teams will be

shortlisted to the second stage where the design brief (technical) will be released.

第二阶段：国际咨询（2018 年 5 月-6 月）Phase 2: Request for design proposal (May – June 2018)

组织 15 家入围设计机构进行现场踏勘、答疑，正式开展国际咨询成果的设计和制作。The fifteen shortlisted design teams will visit the site and attend Q&A session to kick off

the design and production of the design proposals.

入围设计机构按规定提交正式设计成果后，召开专家评审会，对入围机构提交的国际咨询成果进行评审排名，并于 6 月底公布评审结果。

After the shortlisted design teams submit the design proposals as required, an expert

review meeting will be organized to review and rank these design proposals. The competition

result will be announced at the end of June.

7. 资质要求及报名方式

7. Qualification Requirements and Registration

7.1 国内外设计机构或联合体均可自由报名参加本次咨询。7.1 The competition is open for registration by all international and domestic design firms

or consortiums.

7.2 具有以下的同类项目经验的设计机构优先考虑：5


7.2 Priority will be given to the design teams with the following project experiences:

具有新型城市中心地区规划设计实践经验； Planning and design experiences of new urban central areas;

具有商务金融、文化艺术、休闲商业地区规划设计经验； Planning and design experiences of business, financial, cultural, artistic, leisure and

commercial areas;

具有国际会议交流项目的规划设计经验； Planning and design experiences of international convention and exchange projects;

具有城市滨水地区城市设计实践经验； Urban design experiences of urban waterfronts;

具有丰富的公共景观及环境营造经验； Profound experiences in creating public landscape and environment

7.3参与本次咨询活动的设计人员应为该设计机构的在册人员，首席设计师须由主持过多个同类型设计项目的人员担任，且必须直接参与本次国际咨询全过程。为了保证项目设计人员对本次国际咨询背景和相关要求的准确理解，项目设计人员中应至少有一名通晓汉语的人士。

7.3 The designers involved in the competition should be the current staff of the registered

design firm. The chief planner must have experiences of directing a number of similar planning

and design projects, and must directly participate in the whole process of the competition. The

project team should include at least one member who is proficient in the Chinese language to

ensure the accurate understanding of the project background and relevant requirements of the

competition.

7.4 本次咨询活动接受符合上述要求的设计机构和设计联合体报名，不接受个人名义报名。

7.4 The competition will accept the registration of design firms or consortiums that meet

the above requirements. Registration by individuals will not be accepted.

7.5 报名方式 7.5 Registration method

报名的设计机构或联合体应在 2018 年 4 月 20 日 17:00 前，将国际咨询报名材料送至组织服务单位，并在信封上标注“深圳市香蜜湖片区城市设计国际咨询报名材料”，包含报名文件及电子文件两部分内容，内容如下：

Design firms or consortiums intending to register should have their registration documents

delivered to the Organizing Consultant before 17:00 April 20, 2018, with the envelope

indicated with "Shenzhen Xiangmihu Area Urban Design Competition – Registration

Materials". The materials should include hard and soft copies detailed as follows:

（1）报名文件：A4 规格（210mm×297mm），一式 15 本，双面打印，简装，软皮封面装订成册，并列目录，加盖公章。内容包括（但不限于）：

(1) Hard copies of registration documents: provide 15 copies of duly stamped self-cover

books in A4 size (210mm×297mm) that are printed double-sided and contain the Table of

Contents. The contents of the books mainly include (but are not limited to):

报名表（正本，签字并加盖公章，详见附件 1）； Registration Form (duly signed and stamped original copy; see Appendix 1 for details);

有效机构注册文件（复印件，加盖公章）； Effective business registration documents (duly stamped photocopies);

法人代表授权委托书、委托人身份证复印件（详见附件 2）； Legal Representative’s Power of Attorney, the authorized representative’s identification

(see Appendix 2 for details);

以设计联合体名义报名的设计机构应提交所有联合体设计机构共同签署的“设计联合体协议书”，并明确牵头设计的主要单位（详见附件 3）； The design firms registered as a consortium should submit the Agreement of Design

Consortium jointly signed by the members of the consortium, and specify the firm that leads

the consortium (see Appendix 3 for details);

同类型规划设计项目的业绩资料（不超过 10 项）； Experiences of similar planning projects (no more than 10 projects);

参与本次国际咨询团队成员情况介绍（格式自定，包含但不限于：个人简历、专业背景、同类型项目经验等证明材料以及拟在本次国际咨询中承担的职责和任务）； Profile of project team members, including but not limited to resume, professional

background, similar project experiences and the roles and responsibilities in the competition;

设计机构认为有帮助的其他资料。 Other information deemed useful by the design firms.

（2）电子文件：报名文件（word或者 PDF格式）于 2018 年 4 月 20 日 17:00 前发送到组织方邮箱 [email protected] ，邮件名请标注“深圳市香蜜湖片区城市设计国际咨询报名材料”。(2) Soft copies of registration documents (in word or PDF format) should be emailed to

the organizing consultant ([email protected]) prior to 17:00 April 20,

2018, with "Shenzhen Xiangmihu Area Urban Design Competition – Registration

Materials" in the subject line.

注：已报名的设计机构不可再与其他设计机构组成设计联合体参加本次咨询活动，也不得以顾问的形式参加本次咨询活动。

Note: The design firms having registered for the competition are not allowed to register

again through a consortium with others or work as a consultant for the competition.

本次国际咨询包括“资格预审”、“国际咨询”二个阶段，详见下表。The international competition includes two phases, namely “request for prequalification”

and “request for design proposal”. See the following schedule for details:

9. 设计成果要求

9. Submission Requirements

9.1 设计成果必须符合中华人民共和国、广东省及深圳市有关城市规划与城市设计规章和规范性文件的规定要求，满足《深圳市香蜜湖片区城市设计国际咨询咨询要求》对设计成果的要求，内容表达必须做到完整、清晰、准确。

9.1 The design submissions must meet the requirements of the relevant codes and

regulations on the urban planning and design in the People’s Republic of China, Guangdong

Province and Shenzhen Municipality, as well as the requirements in the Design Brief. The

contents must be completely, clearly and accurately represented.

9.2 设计成果正本及副本必须符合以下要求：正本文件的封底背后右下角须标明设计机构名称，由首席设计师签章、设计机构或设计联合体的牵头单位盖章，并单独封装。副本文件，不得出现设计机构或设计人员的名称、标志、公章等特殊标记。

9.2 The original and duplicate copies of the design books must meet the following

requirements: the original must be indicated with the company name (s), signed by the chief

designer, and stamped by the design firm or the consortium representative at the lower right

corner of the back cover, and then separately sealed and packed; none of the company or

designer name, logo, official stamp or other special symbols are allowed to appear on the

duplicate copies.

9.3所有设计成果（详见“咨询要求”的设计成果要求）必须按时一次交齐，并由组织服务单位签收。

9.3 All the submissions at each phase (see the Submission Requirements in the Design

Brief General for details) must be submitted on time as one package to the organizing

consultant for a receipt signed and issued by the latter.

9.4所有设计成果须在各阶段规定截止时间前送至主办单位指定地点。9.4 All the submissions must be sent to the address designated by the organizers before the

deadline.

9.5每家设计机构（含设计联合体，下同）只允许提交单一或单套设计方案。9.5 Each design firm (or design consortium) is allowed to submit only one design proposal

or a single set of design documents.

9.6所有设计成果文字必须采用中英双语，中英文内容如有出入以中文为准。9.6 All submissions must be made in both Chinese and English languages. In case of any

inconsistency between the two languages, the Chinese version shall prevail.

10. 设计成果有效性

10. Eligibility of Submissions

在规定截止日期前送达、并满足咨询要求的咨询文件为有效设计成果，有下列情形之一者，视为无效设计成果：

Design submissions received by the deadline and meeting the requirements of the Design

Brief (General)shall be deemed as eligible. In any of the following cases, the design

submissions should be deemed as ineligible.

设计成果逾期送达，设计成果分次提交； The design submissions are overdue or submitted separately for one phase;

设计成果提交后，更改设计成果的内容； The design submissions are revised after being submitted;

设计成果正本没有按要求签字、盖章； The original of the design submissions is not signed and stamped as required;

设计成果不符合任务要求，包括成果内容不全； Design submissions fail to meet the requirements of the Design Brief (General)and the

content is incomplete;

设计成果非原创、已经发表过、与其它设计方案雷同的（认定标准：经评审委员会半数以上（含半数）评委认定）；

The design concepts are non-original, already published, or identical to other design

proposal (agreed by no less than half of the Expert Committee members);

设计成果副本文件中表明或暗示设计机构身份者； The duplicate copies of the design books explicitly or implicitly indicate the identity

of the design firms;

将设计任务转包或混合其他机构设计人员完成的设计成果； The design tasks are sub-contracted to others;

设计成果深度未达到咨询要求设计深度要求的（认定标准：经评审委员会半数以上（含半数）评委认定）；

The detailing level of design submissions fails to meet the requirements of the Design

Brief (General)(agreed by no less than half of the Expert Committee members);

无效设计成果由设计机构在收到通知后的 7 日内取回，主办单位不予支付奖金，逾期未取的无效设计成果，由组织单位作报废处理。

The design firm should take back the ineligible design documents within 7 days upon

receipt of the notice. The ineligible design will not be compensated by the Organizer.

After 7 days the ineligible design submissions will be disposed by the organizing

consultant.

11. 评审方式

11. Method of Review

11.1 评审办法11.1 Expert Committee

本次国际咨询拟采用专家评审会的方式，拟邀请城市设计、建筑设计、景观设计、交通规划等领域专家组成评审委员会，对设计成果进行评选，评审细则由评审委员会商议决定。

For this competition, an Expert Committee comprising experts from fields of urban design,

architecture, landscape and transport will be set up to conduct the expert review meeting where

the design proposals will be reviewed according to the rules discussed and determined by the

Committee.

11.2 资格预审11.2 Prequalification

报名截止后，组建资格预审会对报名的设计机构所提交报名材料中的项目业绩、团队构成进行预审，从中择优选取 15 家设计机构入围参与下一阶段国际咨询，发出正式设计邀请函。

After the registration deadline, a Prequalification Committee will be set up to review the

project experiences and design team of the registered design teams as provided in their

registration materials, and shortlist 15 teams for the next competition phase. Then the official

letters of invitation will be issued accordingly.

11.3正式设计成果评审11.3 Official review of the design proposals

各设计机构将在评审当日经现场抽签，按抽签号顺序，由首席设计师进行设计成果专题汇报并回答专家提问。

The shortlisted teams will draw lots to decide the order of presentation. The chief

designers are required to present the design proposals and answer the questions from the

experts.

设计成果专题汇报采用多媒体自动播放与首席设计师汇报讲解相结合的方式进行，每个设计机构的多媒体、汇报和答疑总时间不超过 45 分钟（含翻译时间）。

The presentation will be made by chief designer in person with the help of the multimedia.

No more than 45 minutes is allowed for each design team to make presentation and Q&A

(including interpretation).

专家评审委员会在认真研究每家设计机构的设计成果文件和充分讨论比较的基础上，以记名投票方式进行评选。

The Expert Committee will select the winning teams through open vote based on careful

study and discussion on the design proposals.

12. 奖金及有关费用

12. Prizes and Fees

12.1 奖金费用 12.1 Prizes

评审专家委员会按程序对 15 家机构提交的国际咨询成果进行评审。一等奖（3 名）分别给予奖金叁佰贰拾万元整（小写￥3,200,000元），二等奖（5 名）分别给予奖金壹佰伍拾万元（小写￥1,500,000元），三等奖（7 名）分别给予奖金捌拾万元（小写￥800,000元）

The Expert Committee will review the design proposals submitted by the 15 design firms

according to the review procedures. Each of the first prize winners (three winners) will be paid

RMB Three Million and Two Hundred Thousand Only (in figures:￥3,200,000), each of the

second prize winners (five winners) RMB One Million and Five Hundred Thousand Only (in

figures:￥1,500,000) and each of the third prize winners (seven winners) RMB Eight Hundred

Thousand Only (in figures:￥800,000).

12.2 奖金支付方式12.2 Payment of Prizes

本次咨询活动的奖金均以人民币支付，设计机构所获奖金等产生的任何税金由设计机构自理。

The competition prizes will be paid in Renminbi. Any tax imposed on the design teams for

earning the prizes is taken care of by the design firms themselves.

设计机构以设计联合体名义参加咨询活动的，由咨询活动的承办方深圳市投资控股有限公司负责与设计联合体的牵头设计机构联系和结算。

For the prize-winning consortiums, the co-organizer, i.e. Shenzhen Investment Holdings

Co., Ltd. will contact the leading design firm of the consortium for payment arrangement.

国外设计机构若无法使用本机构帐户收取人民币的，可授权国内合法独立法人代收款项。

The international design firms which cannot receive Renminbi payment may authorize a

legitimate entity in China to collect the payment on their behalf.

12.3 其他12.3 Others

所有参加本次咨询活动的设计机构在本次活动期间所发生的所有差旅相关费用须自理。

All travel expenses incurred to the participating design firms during the competition period

will be covered by themselves.

13. 版权问题及法律

13. Copyrights and Laws

13.1所有参加本咨询活动的设计成果署名权归设计机构所有，但所有参与咨询的设计成果在评审后不退回设计机构，版权归主办单位所有。

13.1 The authors’ rights of all submitted design works are owned by the design firms,

while the copyrights belong to the organizer. Besides, none of the submitted design works will

be returned to design firms after the review.

13.2 主办单位有权对提交的所有设计成果进行无偿使用，包括在评审结束后公布评审成果，并通过传媒、专业杂志、专业书刊或其它形式介绍、展示及评价设计成果。

13.2 The organizer is entitled to use all submitted design works for free, including

announcement of the competition result and the introduction, display and evaluation of the

design works through the media, professional magazines, books or other forms after the

competition.

13.3 设计机构应保证设计成果中所有内容均为设计机构原创，不得包含任何侵犯第三者知识产权的资料。如发生侵权行为，将由涉及侵权的设计机构自行承担一切法律后果，并取消其参与本次咨询活动的资格。

13.3 Design firms shall ensure that all contents of the design submissions are originally

developed by themselves and contain no data which may infringe upon the intellectual property

rights of a third party. Otherwise the design firm involved in infringement will be held liable to

bear all legal consequences and disqualified for the competition.

13.4 主办单位提供所有资料（文字、图纸、电子数据等）均受版权保护。未得授权，任何人不得将内容复制、改编、分发、发布、外借、转让，否则将依法追究其相应法律责任，并取消其参与本次咨询活动的资格。

13.4 All data (texts, drawings, electronic data and etc.) provided by the organizers are

under copyright protection. Without due authorization, none of the organizations or individuals

is allowed to duplicate, adapt, distribute, release, lend or transfer the contents thereof;

otherwise the corresponding party will be investigated for legal liability and disqualified for the

competition.

13.5使用法律13.5 Applicable laws

本次咨询活动规则受中华人民共和国法律管辖，咨询工作和所有文件适用中国法律，若发生争议，经协商不成时，双方同意提交华南国际经济贸易仲裁委员会进行仲裁。仲裁为终局裁决，对双方当事人均有约束力。

The Work Rules is governed by the laws of the People’s Republic which are also

applicable to all works and documentation under the competition. Should any dispute arise and

cannot be settled through negotiation, both parties agree to submit such dispute to South China

International Economic and Trade Arbitration Commission for arbitration. The arbitration

award shall be final and binding upon both parties

13.6 保密13.6 Confidentiality

咨询活动结束前，设计机构或其设计人员未征得主办单位和组织单位的许可，不得以任何方式披露、公开或展示设计成果，否则将依法追究其相应法律责任，并取消其参与本次咨询活动的资格。

Before the end of the competition, none of the design firms or their designers is allowed to

disclose, made public or display the design submissions in any manner without the permission

of the organizers and organizing consultant; otherwise the corresponding party will be

investigated for legal liability and disqualified for the competition.

14. 用语及其它

14. Language and Others

14.1 用语和时间标准14.1 Language and time

本次咨询活动采用中英文对照格式；当中英文内容不一致时，以中文为准。主办单位的日程安排时间均以北京时间为准。

Chinese-English version is adopted for the competition. In case of any discrepancy

between the Chinese version and English version, the Chinese version should prevail. The

organizer’s schedule is subject to Beijing Time.

14.2 主办单位保留更改日程安排时间表的权力。如有改动，将及时通知设计机构。14.2 The organizer reserves the right to change the schedule. In case of any change, timely

notice will be given to the design teams.

14.3获得《编制正式设计成果邀请函》设计机构的首席设计师或主要设计人员须亲自参与现场踏勘活动，请设计机构作好相关准备（请境外设计机构提前准备好签证）。

14.3 The chief designer or main design personnel of design firms receiving the Invitation

to Submit Design Proposal must participate in the site visit in person. The design firms are

kindly requested to make relevant preparations (international design firms should apply for and

obtain visas in advance).

14.4 设计机构参加现场踏勘活动、答疑和专家评审会时需自带翻译。14.4 Design firms need to bring their own interpreters for site visit, Q&A and expert

review meeting.

14.5所有参加本次咨询活动的设计机构的首席设计师和主要设计人员须始终参与规

划设计工作；与境外设计机构合作的，应确保有境外设计机构的人员参与、签名和加盖机构印章。

14.5 The chief designer and main design personnel of all participating design firms must

participate in the project throughout the whole planning and design process. In case of a

consortium with an international design firm, the participation, signature and stamping of the

international designers should be ensured.

14.6参加本次咨询活动的设计机构均视为承认本次咨询活动规则以及各阶段相应的文件内容要求。

14.6 All participating design firms are deemed to have accepted the Work Rules and the

documentation requirements of corresponding phases.

14.7 主办方及承办方对本次国际咨询工作规则拥有最终解释权，解释语言以中文为准。

14.7 The final right to construe the Work Rules resides in the organizers, while the

interpretation in Chinese shall be final.

本设计联合体声明：（所有成员单位名称）自愿组成联合体共同参加深圳市香蜜湖片区城市设计国际咨询（下称本项目）。现就有关事宜订立协议，协议（包括但不限于）如下内容：

The design consortium hereby makes the statement that the names of all members

voluntarily form a consortium to jointly participate in Shenzhen Xiangmihu Area Urban

Design Competition (hereinafter referred to as the “Project”). For this purpose, an agreement is

concluded to cover but not limited to the following contents:

1. （某成员单位名称）为本项目的联合体代表人单位。1. The name of a member serves as the Representative of the design consortium for the

Project.

2. 设计联合体授权设计联合体代表人对设计联合体各成员的资质等级、业务能力、工作业绩等资料进行统一汇总后由设计联合体代表人一并提交主办单位及组织单位，设计联合体代表人所提交的资质等级、业务能力、工作业绩等资料代表了设计联合体各成员的真实情况。

2. The design consortium hereby authorizes the Representative to collect and submit such

information and data of the members as the qualification grade, expertise and reference

projects to the organizers and organizing consultant. Such information and data submitted

by the Representative are true facts about the members.

3. 咨询工作由设计联合体代表人负责；设计联合体代表人合法代表设计联合体各成员提交并签署设计成果文件；设计联合体代表人在咨询中的所有承诺均代表了设计联合体各成员。

3. The Representative will direct the design efforts under the competition, legally submit

and sign the design submissions on behalf of the members. All undertakings made by the

Representative during the competition represent the same of the members.

4. 设计联合体获胜后，设计联合体成员共同与由咨询活动的承办方深圳市投资控股有限公司签定合同书，切实执行一切合同文件，签署的合同协议书对设计联合体每一成员均具法律约束力。

4. Should the consortium be selected winner of the competition, all members will jointly

sign a contract with the Co-organizer, i.e. Shenzhen Investment Holdings Co., Ltd., and

implement all contractual documents accordingly. The contractual agreement thus signed

shall be legally binding upon each member of the consortium.

5. 设计联合体获胜后，设计联合体代表人合法代表设计联合体各成员提交和接收相关的资料、信息及指示，并处理与之有关的一切事务。

5. Should the consortium be selected as the prize winner, the representative shall legally

submit and receive the relevant data, information and instructions and handle all relevant

matters on behalf of the consortium members.

6. 设计联合体成员在本项目合作中密切配合、尽职尽责，双方优质高效地完成各自负责的工作内容。

6. All consortium members shall work closely with each other with due diligence and care

and efficiently complete their respective work contents.

7. 本协议书自签署之日起生效，本协议书一式三份，送交承办单位一份，设计联合体成员各一份。
