In general, it was determined that NATO, in the form of ACT, JWC, JFTC and NC3A, would support and participate in SEESIM 12 pertaining to: conduct of the ACT Distributed Training and Exercise (DTE)

experiment; support to the Bulgarian national experiment; training and expertise in SEESIM 12 planning and

execution; attendance in SEESIM 12 planning conferences,

preparation and exercise execution; establishment of a network to enable achieving

experimentation goals.

The below areas were discussed and agreed upon. All agreed upon areas are subject to modification by respective nations and organizations. They will be proposed on ESC for approval:

ACT to conduct an experiment in support of DTE program. Experimentation objectives include:

(1) Validate target architecture in order to de-risk future CP107 investments via informing reference architecture

(2) Inform potential role of NATO ACT/JWC/JFTC/NC3A in the conduct Multi-National Exercises Bulgaria to conduct a national experiment with the below experimentation

objectives:

(1) Assess value of establishing a persistent regional Exercise and Training network

(2) Assess value of multi-resolution federation capability

NATO to provide training and expertise in planning and execution, for both experimentation and exercise support as required; areas include:

(1) Joint Exercise Management Module (JEMM)

(2) NATO Training Federation (NTF)

(3) Exercise Scenario Resource Portal (ESRP) NATO to attend SEESIM planning conferences, preparation events and

participate in exercise. Areas include: Steering, Operational, Technical Working Groups at ESC, IPC, MPC, FCC and Execution.

Networks will be established to support the SEESIM 12 Exercise and experimentation goals. These may be in the form of a single network or separate networks, one of which may be CFBLNet; either of which would be capable of hosting select tools to enable distribution.

The following tools were discussed as candidates for inclusion in the suite of tools to be incorporated into the experiment;

(1) VBS2 (further research as a possible visualization tool)

Requirements for PfP nations to use JEMM (ie, MOU, etc) Who will provide JEMM server at the IPC, MPC, JEMM Training, and Execution.

Tech support for the server? Coordinate with Scenario Manager and Host Nation for setup of MEL/MIL Development workshops at IPC and MPC.

Requirements for clients to connect to JEMM server (ie, Windows version, browser, Java, etc)

Which SEESIM nations currently have CFBLNet Point of Presence (POP)? Italy, United States and NATO (JFTC, JWC, NC3A) {and Sweden in case of providing support} The Following SEESIM nations could seamlessly have a CFBLNet PoP or Access Node (AN)

under the current CFBLNet Charter: Albania, Bulgaria, Croatia, Greece, Romania, Slovenia, Turkey.

Which SEESIM nations are not currently in CFBLNet: Bosnia and Herzegovina, Montenegro, Serbia, Macedonia, Ukraine, Georgia, Moldova The above nations require to apply for CFBLNet Guest Mission Partner status. Please see:

Can PfP nations obtain a POP? If the nation reach Guest CFBLNet Mission Partner status they can. Examples of PfP nation with Guest CFBLNet Mission Partner Status: Austria, Finland, Sweden.

What is process for NATO or PfP nations to obtain a POP (ie, POP request, requirements, schedule, installation, testing, etc)?

NATO nations: Fast, depends on their own speed and requirements (could be in 2-3 months). Longest leads are funding, linkage into NATO and European NOC and Security Accreditation.

PfP nations: First Achieve Guest CFBLNet Mission Partner Status (including Bi-lateral agreements); Secondly Achieve agreed accreditation process MSAB, Thirdly (if applicable) Reach encryption capability agreement, rest is funding, linkage , linkage into NATO and European NOC and Security Accreditation.

The Guest CFBLNet Mission Partner process can take time due to the (internal) Sponsoring agreements and CFBLNet processes

What is the cost for obtaining and maintaining a POP? 100k – 270k euro initial (excluding national (partime) manpower)

50-90k (year) Linkage (depending on the required Bandwidth and (inter)national telco infrastructures Note: internet could be used though might not be suitable for demanding applications.

What is the process, requirements and cost for connecting to an existing POP duration of SEESIM 12 testing and execution?

The cost of connecting or using a National CFBLNet Access Node to a National CFBLNet PoP is internally managed by a Nation (please contact the national CFBLNet Representative) {Could be almost pre-paid((almost) no additional cost) up to national subscription model}.

Most nations reusing their national defense network to seamless expend CFBLNet within their nation.

Rest as mentioned in the previous question answer.

Understand cost of CFBLNet usage is primarily for services provided (ie, Email, DNS, VTC, VOIP, web services, etc). Will these services replace the services we already provide over the ISP network?

CFBLNet could provide DNS Root, NTP and VoIP capability out of the box. Other services like shared VTC (starting ~ 80k euro) on request. Initiatives primarily bring their own (additional) systems. For long term initiatives nations have arrangements to stand-up and maintain the core IS capabilities.

CFBLNet

Who will drive the process of requesting and tracking POP installation or connections? (Assume NC3A)

Nations under the CFBLNet Charter initiate, fund and lead their own CFBLNet PoP Establishments. The NATO and European CFBLNet NOC and the NATO CFBLNet Lead Representative and respective Network and Security Leads will assist the National CFBLNet Lead Representatives and their respective Network and Security Leads in the establishment of the National CFBLNet PoP and Access Nodes.

Nations which would like to apply for CFBLNet Guest Mission partnership: please contact the CFBLNET secretariat [[email protected]] and or the NATO CFBLNet Lead Representative [[email protected]]

NATO nations: Regular NATO Security Framework and Accreditation Requirements, including encryption capabilities. Key distribution through NATO and European and/or US CFBLNet NOC.

Non NATO nations: after achieving Guest CFBLNet Mission partner status, Through security agreements with CFBLNet sponsor. Though typically following NATO security accreditation framework.

Overall CFBLNet security accreditation is handled by the Multinational Security Accreditation Board (MSAB).
