DRAFT RESOLUTION [IAP-2]

Strengthening the participation of academia,universities and research establishments in the

work of the UnionThe Plenipotentiary Conference of the InternationalTelecommunication Union (Guadalajara, 2010),

recalling

Resolution 71 (Johannesburg, 2008) of the WorldTelecommunication Standardization Assembly, Admission of academia, universities and their associated research establishmentsto participate in the work of ITU-T ,

recognizing

a) the significant role of academia in the research anddevelopment of emerging technologies and the importance of theirinvolvement in ITU standardization activities;

b) the leading edge intellectual contributions these experts andorganizations will bring to the standardization and technologicaldevelopment work of ITU and its membership as a whole,

recognizing further

a) that a number of research institutions, including academicinstitutions, have already been admitted to ITU as Sector Membersor Associates;

b) the various Union initiatives, such as the ITU-T Kaleidoscopeevents, that are promoting dialogue and cooperation between ITUand academia and encouraging greater participation of researchexperts in ITU activities;

c) that, pursuant to No. 248A of the ITU Convention,procedures may be implemented to invite representatives of organizations to participate in specific sector studies,

cognizant

a) that such academic and research institutions may havefunding arrangements related to product development, or arefinancially associated with commercial organizations;

b) that many academics adhere strictly to principles of academicindependence,

considering
