Executive SummaryThis is the second quarterly (Q2) report for Te Whakakitenga o Waikato against the 2018/19 Annual Plan and covers the period 1 July 2018 to 30 September 2018.

This report has been developed to give more regular insight into the work the organisation undertakes on behalf of our Marae and tribal members. We expect the structure and content of the report to evolve over time as Te Whakakitenga o Waikato members provide their feedback.

Overall this has been a busy and productive quarter with a number of key initiatives being developed by Waikato-Tainui or in partnership with our organisations.

To note there are a number of initiatives which are in progress, therefore the reporting against these initiatives has been kept at a high-level to ensure this report provides a good overview of the organisation’s performance in the second quarter and more importantly against the objectives as set out by the Ngaa Tohu Framework for the July to September quarter.

AcknowledgementHundreds gathered at Te Kotahitanga Marae in Tuuaakau for a special

District Court Judge from Waikato - Judge Tinimiraka Victoria Clark in August. Clark was admitted to the bar in 1994 after graduating from Waikato University. However, she attributes her success to her whaanau, hapuu, and Iwi.

For the last 14 years, she’s been a Crown prosecutor in the District Court and High Court. There are only 15 Maaori district court judges in the country. We congratulate the Judge on her new appointment and look forward to working with her in the future.

Ngaa Koorero o Haakarimata The digitalisation of the Haakarimata trail is an example of Waikato telling our stories, our way. This interactive digital app was formally launched on 10 July 2018 by Waikato-Tainui along with the Mayor of Waikato District Council and the Minister of Conservation, Hon Eugenie Sage.

The Oranga team have been working tirelessly behind the scenes to ensure that the Haakarimata Koorero Digital Application provides a unique educational resource using modern technology to promote the fusion of heritage, conservation, hauora and kaitiakitanga based at a site of

Sharing these stories ensure the generations to come will keep them alive.

Kaumaatua GrantsAs part of the Heritage & Identity Team’s grants review, a new application form and process for Kaumaatua Medical Grants was implemented in June this year. The new process means that Kaumaatua are no longer required to provide receipts or quotes.

The new application form asks Kaumaatua to help us better understand their health and aged related requirements to ensure we meet our charitable purpose. By Kaumaatua sharing information on their priority health and aged relief issues, we can help inform future strategies and initiatives with our Kaumaatua in mind, and we are hopeful that the new process makes the grant more accessible for our hard working Kaumaatua. The Heritage and Identity team have really enjoyed meeting with Kaumaatua around the rohe to take them through the change, and to get an idea of future initiatives we could support them in.

Marae Insurance PolicyIn October 2018, 62 Marae insurance policies were renewed. This will now see these Marae insured for the period up to June 30, 2019. Plans are in development to work with the remaining Marae to ensure that all 66 Te Whakakitenga o Waikato Marae are insured by March 2019.

Individual insurance policies for each Marae are currently being updated and will continue to be tracked by the Oranga team.

Taiohi Kaakaho Taiohi Kaakaho is a 4-day waananga for beginner to intermediate speakers of Te Reo Maaori that

Waikato tikanga. This year Taiohi Kaakaho was facilitated by Roy Willison.

This year Taiohi Kaakaho had students from different kura in Cambridge, Melville, Auckland and Hamilton. The waananga began at Maketuu Marae where taiohi were taught about our rich history, whakapapa, the stories of our great ancestors and the migration from Hawaiiki to Aotearoa on

Maketuu Marae it was on to Otorohanga, where the taiohi visited and learnt about the battles at Rangiaowhia and Ooraakau.

in testing with Marae to check suitability. Preliminary feedback has been positive, and Marae are involved with the pre-testing to ensure a user-friendly and sustainable platform is developed.

Koroneihana 2018The annual celebration of Koroneihana was held at Tuurangawaewae Marae in August 2018.

Koroneihana – Waka Tauaa Exhibition

Maaori Language Week 2018The national week of recognising Te Reo Maaori was held in September 2018, the Heritage & Identity team launched Te Pae Haumako on social media. These series will provide maatauranga

of positive outcomes from the release of the series; including engagement and direct positive feedback from tribal members.

Te Waihoopuapua Congratulations to Hukanui Marae reo strategy aiming to increase the awareness of the state of Te Reo through targeted surveys, reo and tikanga waananga and introducing bilingual signage on the Marae. We also congratulate Te Ruunanga o Ngaati Mahuta ki te Hauaauru reo strategy aiming to increase the use of Te Reo Maaori through whaikoorero, karanga and waiata waananga based at Aaruka, Te Kooraha and Maketuu Marae. Applicants notes the appetite for reo acquisition has increased due to the Te Maataawai funded waananga. Recipients will be attending the Te Waihoopuapua Waananga Whakarauora Reo at Hopuhopu in October 2018.

Tertiary KawenataOur Education team has and continues to work hard to develop and provide opportunities for tribal

Our Education team will continue to support these partners to work towards achieving quality educational outcomes for tribal members. The target for Quarter 2 has been exceeded by the Education team.

EmploymentOur Career and Pathways team has engaged with a total of 83 tribal members all from Waikato-Tainui Marae in Quarter 2 exceeding the target by 20. In general our services are becoming more accessible to tribal members therefore a higher number of people are engaging into employment pathways or programme opportunities.

Providing Opportunities for a New Outlook (PONO) Expo

over two-hundred (200) students and community members from around the rohe.

The purpose of the PONO expo was to help inform rangatahi and community members of up and coming employment opportunities and to connect them with local businesses where employers had tangible vacancies available. Our industry partners reported that 68 CVs were received, 18 were interviewed and 9 so far had secured meaningful employment.

Waikato-Tainui Industry Partner Breakfast In September 2018, the Career Pathways Team hosted the Industry Partner breakfast where it was attended by over ten (10) of our employers who recently participated in a survey to identify key areas where we could both enhance and improve our programmes that will enable greater success for tribal members in the workplace

The survey has informed a best practice model that will feature a mentoring programme and the

communication between all parties (Waikato-Tainui, ITOs, Employers and employees) and will outline key roles and responsibilities along with a service guide of how tribal members can access additional support to help them as they build their experience and knowledge in the workplace.

Hauora strategyAfter a successful round of engagement hui, and close to 1,000 online survey responses (16.9 percent response rate), a draft report for the Hauora and Wellbeing strategy has been developed

Housing workshopsIn September an announcement about the Te Kaarearea pilot 50-home residential development based in East Hamilton was released across our digital channels. This has been a popular initiative and the response has been strong with a number of tribal members registering their interest with the Housing team.

Housing continues to perform steadily with a total of 973 tribal members attending the Home

courses. The target for Quarter 2 has been exceeded by the Housing team.

10-year River Settlement CelebrationThis quarter has also seen the celebration of 10 years since the signing of the Waikato Raupatu River Settlement. It was marked by the unveiling of the new reserve on the shores of Waikato river in Ngaaruawaahia now known as Lady Raiha Reserve. An intimate crowd gathered to unveil the plaque.

An anniversary celebration was held where 200 people gathered to reflect of the past ten years of the landmark settlement. Keynote speaker was Deputy Chair for Te Whakakitenga o Waikato, Tipa Mahuta along with a plenary panel with members of the original settlement team including Shane Soloman, Tahi-o-Hurae Rangiawha, Tim Manukau, Taipu Paki, and others.

Paataka Aquaponics A new kaupapa has begun at Waahi Paa called Paataka Aquaponics. Lee Taituha will deliver this initiative alongside Waahi Paa to help teach whaanau about Paataka Aquaponics. It is a

help whaanau into further study at Wintec so if whaanau are interested please make contact with Lee Taituha.

Environmental Training and Management PlanIn July 2018 a co-funded programme with Wintec was launched aimed to arm tribal members with

material and information about coastal land care but also provides the participant with tailored

tribal members who are involved with the programme.

Taiao GrantIn September 2018 a $1 million dollar fund for the Taiao grant was announced. The aim of the fund

In total there are 8 applications which meet the criteria and objectives of the fund itself being

engagement hui on Facebook and it was well received by tribal members with an audience of 13,116 and 3,500 people engaging with the content and information.

Other iwi were also watching and enquiring about the initiative and possibly replicating this model. The Taiao team are in talks with Marae to engage and inform about potential Marae-led projects that could apply to the fund.

Lake Whangape Restoration Strategy LaunchIn September 2018, our Environment Team launched the Lake Whangape Restoration Strategy along with Ngaa Muka, Waahi Whaanui Trust and our partners, Waikato Regional Council and the Department of Conservation.

Our Mana whenua roopuu (Ngaa Muka and Waahi Whaanui) have appointed the Maatauranga Maori Manager, Linda Tomuli to manage the project.

Waikato River catchment. Obviously, it has historical and cultural importance to hapuu and whaanau of Waikato-Tainui in the lower Waikato River.

The partnership has obtained additional funding from the Waikato River Clean-Up Trust and from the Ministry for Environment’s Freshwater Improvement, to augment existing work programmes at Lake Whangape, and give greater effect to the Vision and Strategy for the Waikato River.

Support Waikato-Tainui Tourism DevelopmentIn September 2018, Waikato-Tainui teams attended a tourism workshop in Taamaki led by Te Arataura Chair, Rukumoana Schaafhausen. The workshop was focused on a collective iwi approach to the tourism opportunity using the Americas cup as a launch platform.

Early engagements across tribal tourism operators are underway.

Annual Marae DividendsAnnual Marae dividends continue to be processed. A total of 12 Marae dividends paid or scheduled for payment in Quarter 2. The Heritage & Identity team continue to work on ways of processing the grants easier for all Waikato-Tainui Marae.

Hui-aa-Iwi In July, the annual Hui-a-Iwi was hosted at Hopuhopu. This year saw an attendance of just over 700 tribal members and an online presence of approx. 70, 000. Our annual Hui-a-Iwi are an opportunity for tribal members to engage with presentations delivered by the Chairs of Te Arataura and Te Whakakitenga o Waikato. The exhibition tent was an opportunity for tribal staff to showcase and highlight the different work priorities.

Taurahere WorkshopThe hosting of our annual Taurahere workshop was held in August. Taurahere roopuu are made up of tribal members who live outside the Waikato boundary. We have representation from Australia including Piripane, Urupu, Poipiripi and Poihakena and nationally from OOtepoti, OOtautahi and Pooneke. This annual gathering keeps our Taurahere representatives informed of current tribal activities and future plans.

Te Hookioi receives Bronze at Design AwardsIn September 2018, Te Hookioi was nominated for two different categories at the international Design Awards held in Taamaki. The 160th commemorative edition which features the design of Korotangi Paki received a bronze placing in the Ngaa Aho category.

Kiingi Tuuheitia Pootatau Te Wherowhero along with Te Makau Ariki, Atawhai and their children attended the evening. Members of Te Arataura and senior managers were also present.

The Communications and Engagement team have worked tirelessly to revamp the new look Te Hookioi and is well deserved of the acknowledgement.

Oati SigningRights and Interests team as mentioned previously have used the concept of Oati as a mechanism to resolve overlapping issues with neighbouring iwi and hapuu. Discussions are currently underway with 3 x hapuu to seek an Oati. This will help to ensure Waikato-Tainui can expedite the resolution of all our respective outstanding claims with the Crown.

To date, we have already signed an Oati with Ngaati Te Wehi, Ngaati Mahuta, Ngaati Maniapoto and Ngaati Paoa. These

Performance Management SystemIn September, the Operations Team have begun the formal process of utilising the Waikato-Tainui Performance Management System. All staff and employees have now had time to complete a 6-monthly online performance review based on their set three strategic goals, one values alignment goal and one strength-based development goal. Each manager will set time aside to meet with them to discuss their progress and talk about development.

This was implemented as a result of the Fit for Purpose review, particularly to recognise our people and their mahi. This is also one small part of our response to creating a high performing organisation by setting expectations of our staff and creating a culture of high performance.

Digital Marae PaatakaThe ICT team are expanding the development of our Waikato-Tainui digital platforms including the suite of tools within our Salesforce CRM and internet solutions for Marae. Work is underway to prototype high speed internet for Marae who currently don’t have access to conventional internet technologies including those located rurally.

We are progressing a partnership with Statistics NZ to build internal data leadership capabilities. The development of a data governance framework utilising data flows to improve data management and build understanding of who our tribal members are.

The exhibition is a priority for Kiingi Tuheitia, intended to be a major component of the 160th commemorative anniversary. The project will be

supported and promoted by Waikato-Tainui.

Charity GalaThe Kiingitanga Charity Gala is intended to commemorate the Kiingitanga 160th Anniversary and the evening is dedicated to te pani, te pouaru me te rawakore.

This event is for charity and the sales of tickets will cover all costs as well as allow a percentage of the ticket sales donated to the Kidney Foundation,

Cancer Society, Te Whakaruruhau Women’s Refuge – current charities supported by Kiingi Tuheitia as the patron.

The Kiingitanga Charity Gala will be held at Claudelands Events Centre, 10 November 2018 at 5.30pm. All ticket sales can be purchased through

Ticketek NZ.

Hinana ki Uta, Hinana ki TaiIn November 1856, a meeting was held at Pukawa to deliberate upon the

meeting was “Search the Land, Search the sea” or “Hinana ki uta Hinana ki tai”.

The closing ceremony is to take place on 18 November 2018 in Pukawa on the shores of Lake Taupoo, in memory of this time. Tuuwharetoa are hosting the

event and it will take place during the one day to celebrate with the motu.
