Public spaceThis area has indeed a lot of potential for the city, especially because of the beautiful parkd th i ti b ildi d th T S d th Fj d F thi i thenvironment for some reason. Stavanger East is presented as an heterogeneous group of
nineteenth century industrial buildings, small and white wooden houses, new blocks ofhousing and business buildings, old concrete silos, and even a huge bridge (Bybrua) thatconnects Stavanger to the nearby islands Stavanger East is presented to us as a
and the existing buildings around, the Tou Scene and the Fjord. For us, this is the moreimportant thing, just create public space and feel the area as a new kind of vintagerecovered city center. Cities like Berlin, New York or Barcelona did it before. For thischallenge we propose to change KvitsØygata into a pedestrian street and generate publicconnects Stavanger to the nearby islands. Programming togetherArchitecture & LandscapeWe have tried to keep the original idea of the "CASTILLO" and of course the mainf d f "B " S ll l h C d d T i
Programming togetherThe proposal has a huge potential for setting up uses and functions. We propose a
i l h d fl ( h d i b i )facade of "Borgen" property. So all castles have a Courtyard and a Tower, a maindoor and even a bridge for access. The Tower takes ten floors and is located behindOstehuset and the rest the new buildings, properly separated from the existingh i b ildi Th T i hi h h t di l ith th hi t i l t i
commercial program on the ground floor (shops, restaurants and creative business) and offices in all the other floors. However, we understand the architectural program as something inclusive in which people and stakeholders related in the development f th it th ll t k t Fi t ill i it th l l t t b thousing buildings. The Tower is high enough to dialog with the historical tower in
the City center –the city as a landscape‐ but "invisible" from the short distance: thetower turns smaller when it goes higher. The Courtyard is surrounded by terraces inthe South facade and the green roof of the complex looks like an elevated park for
of the city, they can all take part. First, we will invite the local government to be part of the complex by integrating social areas depending on the needs of the neighborhood (streets KvitsØygata and Ryfylkegata); secondly, we will open a participatory process linked to a temporary exhibition and informal events involvingthe South facade and the green roof of the complex looks like an elevated park for
the Tower and of course the rest of the buildings.participatory process linked to a temporary exhibition and informal events involving Urban SjØfront and other Norwegian cultural institutions: we want to know the ideas and feelings of people, that’s the key for placemaking.

City & environmentThese are some of the main ecological principles for the proposal and the city: (1)i i h i h l i i d bi di i bilistep on the basis of existing buildings. Thus, the KvitsØygata 19 property can grow
toward the KvitsØygata street with step 1; after that, the new office block takingadvantage of the existing car parking structure as step 2; and finally we propose a

improving the city as a whole: maximize green areas and biodiversity; eco‐mobilityspecially through zero emissions electric cars; densification of the East district whilecreating new public spaces; promote healthy lifestyle as a cultural identity; (2)d i b d l l li ti diti d it t t (3) lf ffi i tnew wooden finishing on the current grey metal facade as step 3. design based on local climatic conditions and site context; (3) self sufficient energyproducer: bio‐climatic design, energy efficiency systems and use of renewableenergies; efficient maintenance systems and user guides; (4) energy and resourcesmanagement center: shared facilities based on biomass; high efficiency aerothermalmanagement center: shared facilities based on biomass; high efficiency aerothermalenergy equipments and heat recovery units; zero waste and closed loop ecosystem;closed water management; (5) local investment and industrialized systems; use ofmaterials with low environmental impact; (6) programming together: mix usedmaterials with low environmental impact; (6) programming together: mix usedproposal creating free space on ground floor, hub for boosting creative business andpublic private partnership; (7) productive infrastructure: urban farming and localfood supply; energy production; (8) educational support: collaborate with localfood supply; energy production; (8) educational support: collaborate with localschools promoting educational programs for children.
IIn the same way, the "Borgen" property could grow with the block located on theRyfylkegata street as step 1; after that, the block located at the back as step 2 (towerin option 1); and finally, the building that shapes the KvitsØygata “Borgen” façadep ); y, g p yg g çand the courtyard (including tower in option 2) as step 3.
