Free Access Experiment
• Newest journal, Physiological Genomics• Started in 2003, aus had choice to pay $1500 or
nothing for immediate free access• Starting in 2006, aus pay regular au fees with
choice to pay supplemental oa fee of $750• Since beginning through Dec 2005,
14% chose to pay• Since Jan 2006, 20% chose to pay
DC Principles
• 70 nfp signatories; 444 journals • Content is made freely available after a period
of time (12 months for APS), or in some cases, immediately
• Free content to developing nations• Free content via reference linking• Publication fees should not be borne solely by
researchers• Funds received are used to advance science• Over 1.2 million articles free on HW site

• Receive approximately 5 requests a week• We email the pdf or fax copy of article to
patient or doctor• About 44% are legitimate
NIH Policy
• 50% APS content NIH funded• Voluntary policy• Didn’t want our authors stuck in the middle• Changed our copyright form to grant permission
to supply mss and allow it to be made free 12 mos after final publication
• Have had to police site; NIH does comply if asked to remove articles
• Concerned about 6-mos mandatory policy
Wellcome Trust Policy
• Wellcome Trust mandates deposit of article to be made free in 6 mos
• We consider this OA, will require OA fee• We will grant aus permission, if they pay
the fee• $2000 fee based on true cost of publishing
article– $3000 minus $1000 avg au fees paid
Conclusions and Questions
• Our experiments allow us to remain flexible; but they don’t answer the questions:
• Au pays during funding decreases?• Collecting from many aus vs subs agents?• Will library budgets be cut more with
funded articles legislated free?
