·8· ·Emmanuel's appointments of Mr. Simpson and

·9· ·Ms. Valenzuela on September 24th.· Welcome to the

10· ·Board.

11· · · · · · ·The first item of business is approval of

12· ·the minutes of the Board's public meeting of

13· ·September 17, 2015.· Is there a motion to approve

14· ·the minutes?

17· ·Centeria Moore-Powell from the Chicago Police

18· ·Department for making a false report regarding an

19· ·on-duty traffic crash.· The Superintendent

20· ·subsequently moved to withdraw the charges without

21· ·prejudice because Respondent resigned from the CPD.

22· ·Is there a motion to grant the Superintendent's

23· ·motion to withdraw charges?

13· ·directives issued by the Superintendent of Police

14· ·during the previous month are listed in the blue

15· ·books and are available on the Police Department's

16· ·website.· The next item is the Superintendent's

17· ·report to the Board.· Superintendent McCarthy.

18· · · · SUPERINTENDENT McCARTHY:· Good evening,

19· ·everyone.· I'm going to dispense with what I

20· ·normally would have spoken about here because I saw

21· ·a number of people who are coming tonight to speak

22· ·about the Rekia Boyd case.· And as you all know, the

23· ·case has been forwarded from IPRA to the Police

24· ·Department.· The case is still under review.· Our

·1· ·attorneys are looking at it to determine correct

·2· ·charges and all the legalities that need to go

·3· ·forward to bring a good case in front of the Police

·4· ·Board.· I apologize, we don't have it done yet.· We

·5· ·still have 60 days but I can -- I'm not going to put

·6· ·a timeframe on this, but I'll guarantee you that it

·7· ·will not take that long.· But tonight I cannot sit

·8· ·here and tell you where the case is because it's a

·9· ·little premature based on what we're doing.· And

10· ·I'll leave it like that.

11· · · · MS. LIGHTFOOT:· Thank you, Superintendent. I

12· ·will now call upon those members of the public who

13· ·signed up in advance to speak.· When your name is

14· ·called, please step up to the microphone, and we ask

15· ·that you limit your comments to two minutes.

16· · · · · · ·Again please, out of respect for the

17· ·other people who are coming before -- after you,

18· ·please conduct yourself with civility and respect.

19· ·The first person on the list is Marie Tyse.· Good

20· ·evening.

21· · · · MS. TYSE:· Good evening.· My name is Marie

22· ·Tyse, and I have two points to make.· First, Mayor

23· ·Emmanuel and Superintendent McCarthy have been

24· ·unable to address adequately the escalation of

·1· ·violence in Chicago.· They first blame our black

·2· ·children telling us that we have failed to parent

·3· ·because most of our youngsters are gang bangers.

·4· ·I'm here to tell you that these young adult

·5· ·criminals are not our children.· Our children --

·6· ·quite the contrary, our children are teachers,

·7· ·firefighters, police officers, lawyers, doctors, and

·8· ·more, all self sufficient members of society.· These

·9· ·young adult criminals terrorizing our neighborhood

10· ·are the legacy of former Richard J and Richard M.

11· ·Daley's racist administrative policies.

12· · · · · · ·Richard J put black families in public

13· ·housing for political reasons.· They lived on what

14· ·can only be characterized as an island where over

15· ·generations they developed a subculture of survival.

16· ·They inhabited this environment along with a

17· ·storefront church, a currency exchange, a liquor

18· ·store, a substandard school, and a corner grocery.

19· ·Richard M continued his father's racist policies

20· ·before finally transitioning them out of public

21· ·housing into black neighborhoods on the south and

22· ·west sides of the City without an iota of reasonable

23· ·preparation for living elsewhere, again for

24· ·political reasons.

·1· · · · · · ·These families brought their

·2· ·violent-prone survival values with them.· These are

·3· ·not our children.· These are Richard J and

·4· ·Richard M. Daley's children.

·5· · · · · · ·My second point is this:· Mayor Emmanuel

·6· ·use of Heather McDonald's discredited myth of the

·7· ·first in effect to explain the uptake in violent

·8· ·crime is another attempt by him to blame anyone and

·9· ·anything other than the failed policing strategies

10· ·from Superintendent McCarthy, with all due respect

11· ·sir.· His contention that police officers are

12· ·unwilling to engage in proactive policing out of

13· ·fear that they may be subjected to negative news

14· ·reports or have their careers end prematurely is

15· ·absolute nonsense.

16· · · · ·MS. LIGHTFOOT:· Ma'am your time is up.· Can

17· ·you please wrap it up?

18· · · · MS. TYSE:· Yes, I'll wrap it up.· Professional

19· ·police officers whom we strongly support, perform

20· ·their duties even in the face of criticism.· I say

21· ·shame on Mayor Emmanuel for throwing our police

22· ·officers under the bus.· Thank you.

23· · · · ·MS. LIGHTFOOT:· Thank you.· Next speaker,

24· ·Ronald Brown.

·1· · · · MR. BROWN:· Good evening.· Thank you for the

·2· ·opportunity to speak this evening.· I live in the

·3· ·Auburn-Gresham neighborhood and would like remind

·4· ·the police department and everyone present in this

·5· ·room that those of us who live in Auburn-Gresham are

·6· ·victims of the homicidal madness that is occurring

·7· ·in our city.· Mayor Emmanuel, Superintendent

·8· ·McCarthy, and some newspaper journalists and

·9· ·television reporters have recently appeared to

10· ·routinely blame us for the criminal activity in our

11· ·neighborhood.· We are told that we need to identify

12· ·the who, what, when, where, and how these homicides

13· ·and shootings are taking place.· This is known as

14· ·blaming the victim.· This narrative must change.

15· ·It's only in predominantly Black and Brown

16· ·neighborhoods that this narrative is widely used.

17· · · · · · ·The police and media routinely identify

18· ·these criminals in our midst as documented gang

19· ·members as if that's all that is needed to be said,

20· ·case closed.· The crime somehow becomes

21· ·understandable.· This provides the administration

22· ·and police officials with all the cover they need to

23· ·tell us why they can't solve crime in our

24· ·neighborhood.· When a shooting or a homicide occurs

·1· ·in a more affluent area of the City, the narrative

·2· ·is much different.· Residents in those areas are not

·3· ·told to find the criminals or search their homes for

·4· ·crime, evidence of crime.· They are viewed as

·5· ·victims and treated with care and consideration.· In

·6· ·neighborhoods struggling with rising violent crime,

·7· ·residents are blamed for the crime, are disrespected

·8· ·and dismissed by the police officials who seem to

·9· ·take the position that the problem is ours to solve.

10· · · · · · ·A recent victim of murder in

11· ·Auburn-Gresham, Ashton Simpson was a 36-year-old

12· ·husband and father who tried to take a proactive

13· ·role when shooting broke out near his home in mid

14· ·September.· He was shot and killed for his efforts.

15· ·Most of the black community is responsible -- is

16· ·composed of responsible tax-paying residents

17· ·deserving respect, safety, security, and service.

18· ·We object to the categorization that we are somehow

19· ·responsible for the crime in our neighborhood.· We

20· ·do not wish to live in terror.· We do not accept the

21· ·fearful lifestyle as our new normal.· The narrative

22· ·that our law-abiding citizens are somehow at fault

23· ·for these crimes must change.

24· · · · MS. LIGHTFOOT:· Thank you, sir.· Next is

·1· ·Isadore Glover, Junior.

·2· · · · MR. GLOVER:· Good evening, my name is Isador

·3· ·Glover, Junior.· I'm a member of the North Beverly

·4· ·Civic Association.· We recommend that the City of

·5· ·Chicago Department of Police formally request the

·6· ·assistance of the Department of Homeland Security

·7· ·Office of The Operations Coordination.· In addition,

·8· ·the Chicago Police Department may want to explore

·9· ·combining their customer notification initiative

10· ·with the State of Illinois Street Gang Rico Act.

11· ·Doing so would facilitate the unity of the purpose

12· ·among local, state, and federal agencies and allow

13· ·the Chicago Police Department to take advantage of

14· ·the intelligence and law enforcement components of

15· ·the Office of Operations Coordination.

16· · · · · · ·Use of their resources is key to

17· ·identifying the source, transport lines, delivery,

18· ·channels, and storage locations of guns and drugs

19· ·that are reaching our neighborhoods and are at the

20· ·core of homicides in our community.

21· · · · · · ·We believe that this approach will

22· ·enhance the significant efforts that continue to be

23· ·made by our police officers and may help the local

24· ·communities strengthen relationships with the local

·1· ·patrol officers they depend on for day-to-day

·2· ·services and protection.· Thank you.

·3· · · · ·MS. LIGHTFOOT:· Next is Mike Elliott.

·4· · · · MR. ELLIOTT:· Chicago Alliance Against Racism

·5· ·and Political Repression has been involved with

·6· ·demanding justice for Rekia Boyd from the very

·7· ·beginning.· We have literally waited years for IPRA

·8· ·to finally investigate the clearcut murder of our

·9· ·sister, Rekia Boyd, and for IPRA to recommend the

10· ·firing of Dante Servin.· It's only because of

11· ·pressure from Rekia's family and activists in the

12· ·streets that IPRA has finally made this decision to

13· ·recommend the firing of Dante Servin.· So we are not

14· ·going to thank you for that because you owe us that.

15· ·You have been owing us that for a long time now.

16· · · · · · ·Now, the decision to support the firing

17· ·of Servin is on the desk of the chief of police and

18· ·we expect you to support that fully.· We expect you

19· ·to support that recommendation fully and

20· ·immediately.· We demand that you fire Dante Servin

21· ·now and take away his pension.· Even though we are

22· ·aware of your, Police Chief McCarthy, we are aware

23· ·of your atrocious past as the police chief of New

24· ·Jersey, which was under federal monitoring for its

·1· ·brutality and violation of citizens rights.· And

·2· ·that's why Rahm Emmanuel handpicked you to come to

·3· ·Chicago.· But with what miniscule credibility you

·4· ·have left in Black and Latino communities, we expect

·5· ·you to decide to recommend the firing of Dante

·6· ·Servin immediately or that little bit of credibility

·7· ·will be destroyed.

·8· · · · · · ·The solution to holding police

·9· ·accountable for their countless crimes and

10· ·misconduct and shootings in black and poor

11· ·communities in Chicago is an elected civilian police

12· ·accountability council that will replace IPRA.· It

13· ·will replace IPRA and the Police Board.· IPRA has

14· ·earned the name in our community as standing for

15· ·Impunity for Police Repression Agency.

16· · · · ·MS. LIGHTFOOT:· Mr. Elliott, your time is up.

17· ·Could you wrap up please?

18· · · · MR. ELLIOTT:· Wrapping up right now.· Finally

19· ·at last month's Police Board hearing, Servin was one

20· ·of only five officers that IPRA recommended for

21· ·firing.· We demand that Police Chief McCarthy

22· ·support the firing of each of those five police

23· ·officers who unlawfully acted in our community, and

24· ·we will gladly accept your resignation Police Chief

·1· ·McCarthy right now.

·2· · · · MS. LIGHTFOOT:· Next speaker is Dorothy

·3· ·Holmes.

·4· · · · MS. HOLMES:· Hi.· I'm the mother of Ronald

·5· ·Johnson that was murdered October 12, 2014, 5300

·6· ·King Drive by Detective George Hernandez.· And

·7· ·today, I finally seen that video.· He did not have

·8· ·to shoot my son.· Close as I am to this lady right

·9· ·here, he could have grabbed my son and threw him

10· ·down, but instead, he jumped out the backseat of the

11· ·police car and opened fire on him causing my son's

12· ·life.

13· · · · · · ·You all be the judge of it.· How many of

14· ·ya'll sitting up there, how would you feel if this

15· ·was your kid that the police killed?· Ya'll wouldn't

16· ·like that, and we don't like it either.· It's

17· ·justice or else.· That's all I got say.

18· · · · MS. LIGHTFOOT:· Next speaker is Quinnisha

19· ·Allen. (No response.) Next speaker will be Douglas

20· ·Hunter.· (No response.)· Next speaker is Armanda

21· ·Shackelford.

22· · · · MS. SHACKELFORD:· Hello everybody.· First, I'm

23· ·here to support the young lady that was killed by

24· ·the police officer.· I'm here with -- to support her

·1· ·family because that was wrong for him to do that,

·2· ·and I'm hoping and praying that he -- that he gets

·3· ·fired and his pension be taken away from him.· Also,

·4· ·there are other officers that did torture.· My son

·5· ·was one of them that was tortured by Officer Keel

·6· ·and Officer Bredzky.· It wasn't nice what they did

·7· ·to him, and it was wrong.· If your job consists of

·8· ·finding a person that did the crime, look for that

·9· ·person for that specific reason.· Don't just pick

10· ·somebody and torture them into signing a confession

11· ·that you typed out.· That picture don't look right.

12· ·It's something wrong with that.

13· · · · · · ·If I say I didn't do it, don't make me be

14· ·done did it.· I said I didn't do it, but you said I

15· ·did, and you're going to torture me until I just

16· ·give up.· The system needs to change.

17· · · · · · ·Furthermore, it shouldn't never started.

18· ·Things like that shouldn't never been going on.

19· ·This was completely wrong.· Now, if I do wrong, you

20· ·arrest me, but if an officer do wrong to another

21· ·person, it's nothing done to him.· It's something

22· ·wrong with that.· I feel like if I deserve to be

23· ·punished because I did wrong, what's wrong with

24· ·them?· They are above the law?· That's not fair and

·1· ·that needs to change.· But like I said at first, it

·2· ·shouldn't never started.· They should have had

·3· ·better watch over their officers to watch what

·4· ·they're doing.· Don't just take their word for it

·5· ·because they can make errors just like we do.

·6· · · · ·MS. LIGHTFOOT:· Ms. Shackelford, your time is

·7· ·running out.

·8· · · · MS. SHACKELFORD:· All right.

·9· · · · ·MS. LIGHTFOOT:· Next speaker is Mark Clements.

10· · · · MR. CLEMENTS:· Hello, my name is Mark

11· ·Clements.· I'm a torture victim, someone that spent

12· ·28 years inside of the Illinois Department of

13· ·Corrections.· I welcome each and every one of you on

14· ·this panel this evening due to the fact that Rekia

15· ·Boyd, she cannot be wished good evening.· Her life

16· ·was taken from her.· There's Grellan Johnson, a

17· ·torture victim.· You can't wish good evening to him

18· ·either.· He died in prison waiting to have a hearing

19· ·on his claim of torture.· How long must this stuff

20· ·go on?

21· · · · · · ·Here it is with you, Superintendent

22· ·McCarthy being present, a torture reparations

23· ·package of 5.5 million dollars.· John Burge and his

24· ·underlings, you can't get John Burge's pension but

·1· ·you can get his underlings pension and you still

·2· ·refuse to do it.· Michael Keele is one of them.

·3· ·Kenneth Boudreau is one of them.· Halloran is one of

·4· ·them.· James O'Brian is one of them.· He didn't

·5· ·torture none of you, but he did torture this color

·6· ·and you know it, Rita.· We must put a stop to this.

·7· ·We must put a stop.· You know it, Lori.· We must put

·8· ·a stop to it.· God put you each in position to make

·9· ·a change, not to stay stuck and to allow the same

10· ·systematic patterns of torture to occur.· Glen

11· ·Evans, this stuff just graduates, and what is

12· ·happening now, our kids are being victimized and we

13· ·are told to shut up.

14· · · · · · ·I say this and I say it loud and clear.

15· ·As a result of that torture reparations package

16· ·Mr. Superintendent, you have to go to your desk, and

17· ·I'm going to be watching you sir, because each and

18· ·every one of those 36 officers who was an underling

19· ·and gave me some of that money, guess what?· They

20· ·are accountable.· That means they beat me inside of

21· ·a police station.· That means that John McCann

22· ·should not be getting his pension.· None of these

23· ·officers should be receiving their pension.· And

24· ·even the officer in Rekia Boyd's case, I demand that

·1· ·he be fired, and you have that authority to fire him

·2· ·and to terminate him.· Do the right thing.· If you

·3· ·want some love from the Black community, treat us

·4· ·right.

·5· · · · ·MS. LIGHTFOOT:· Next speaker is LaCreshia

·6· ·Birts.

·7· · · · MS. BIRTS:· So I would like to address what

·8· ·happened last week at the City budget hearing on

·9· ·policing.· But before I go there, let me state it

10· ·has been reported that Second Deputy Al Wysinger has

11· ·decided to retire.· That is unfortunate because he

12· ·was one of the few entities in the Department who

13· ·actually listened to the people.· When Rekia's

14· ·family came to testify at the Board a few months

15· ·ago, Wysinger acknowledged their presence by

16· ·greeting each of them respectfully.

17· · · · · · ·When I started in this movement with

18· ·UIB 100 to advocate for marijuana equalization,

19· ·Wysinger kept an open line of communication with us.

20· ·I just wish that Wysinger would have pushed forward

21· ·some of the changes demanded by the people before he

22· ·exited the Department.

23· · · · · · ·But I can't fault Wysinger because all

24· ·actions taken by CPD start and end with you,

·1· ·McCarthy.· You're the bottom line in the scheme of

·2· ·all of this.· You stand and enforce the standards of

·3· ·policemen, and you're responsible for disciplining

·4· ·the officers when their actions are problematic and

·5· ·harmful to the community.· And despite you claiming

·6· ·that every part of the system should be held

·7· ·accountable last week at the City Council budget

·8· ·hearing, you made little attempt to take

·9· ·accountability for your role in this system.

10· · · · · · ·Not only have you been unaccountable,

11· ·McCarthy, you have shown blatant disrespect and

12· ·disregard to the people in this city, particularly

13· ·the poor, Brown, disenfranchised, and Black people

14· ·in the city.

15· · · · · · ·This disrespect and disregard can be

16· ·examined by your constant refusal to listen to the

17· ·people.· You have the opportune moment to listen to

18· ·the folks at your so-called listening tours, but

19· ·instead of allowing active and engaged members of

20· ·the community to testify and provided input at your

21· ·-- you held private meetings with cronies of the

22· ·Mayor.· And instead of being sensitive -- instead of

23· ·being sensitive to the problematic history that CPD

24· ·has with black people, particularly young black

·1· ·people, you stood on the side of Officer Dante

·2· ·Servin and said that he was justified in his

·3· ·shooting of innocent Rekia Boyd.

·4· · · · MS. LIGHTFOOT:· Ms. Birts, your time is up.

·5· · · · MS. BIRTS:· This was at system -- this was a

·6· ·shooting that took place only a couple of months

·7· ·after Trayvon Martin.· Your insensitivity and your

·8· ·disregard for certain subsets of this City does call

·9· ·for your resignation.· So either stand up --

10· · · · ·MS. LIGHTFOOT:· Your time is up.

11· · · · MS. BIRTS:· And demand for -- stand up and

12· ·hold police who commit crimes against civilians

13· ·accountable.· Stand up and fire Dante Servin.· Stand

14· ·up or step down.· Stand up or step down.

15· · · · MS. LIGHTFOOT:· Next speaker is John Hawkins.

16· · · · MR. HAWKINS:· The case of Rekia Boyd is not

17· ·complicated.· Dante Servin shot into a crowd, put a

18· ·bullet in Rekia Boyd's head, killed her, and the

19· ·system let him off.· He belongs behind bars.· The

20· ·system let him off and your recommendation that

21· ·Dante Servin be fired did not come out of the blue.

22· ·It's because these people behind me have been

23· ·mobilizing and struggling for years for justice for

24· ·Rekia Boyd that you even made that recommendation.

·1· · · · · · ·And now Superintendent McCarthy says he

·2· ·will have to hem and hah over what to do.· It's not

·3· ·a complicated issue.· The role of the police under

·4· ·capitalism is not to protect and serve you and me.

·5· ·It's to protect and serve the billionaire capitalist

14· ·cannot be reformed by a civilian review board.· The

16· ·police is working people taking power in this

17· ·country.· Black Lives Matter has been -- made gains.

18· ·That's the only reason you recommended that Dante

19· ·Servin be fired.

20· · · · · · ·We are going to see a trial soon in

21· ·Baltimore of Freddie Gray.· The six cops involved

22· ·never would have been indicted had it not been for

23· ·the mobilizations and demonstrations.· There is a

24· ·new time going on right now in this country, where

·1· ·when black youth are killed, when working class

·2· ·youth are killed, the people go out into the streets

·3· ·to protest and raise hell and say this isn't right,

·4· ·and to say there has to be some kind of justice and

·5· ·the police have to pay the same price.

·6· · · · · · ·I very much agree with the speaker to the

·7· ·left of me who said the cops are above the law.· You

·8· ·and I can't do the same things that cops do.· They

·9· ·are above the law.· The system put them in place

10· ·where they can kill us, murder us, they can carry

11· ·out crimes against us and not pay the same price if

12· ·you and I did the same thing.· They are above the

13· ·law.· That's how capitalism works.

22· ·Ascamilla, and I'm here in support of Rekia Boyd and

23· ·her family.· It's a terrible thing that has to

24· ·happen to people by getting killed or being beat up

·1· ·by these police officers.· I agree that Dante Servin

·2· ·should be fired, take his pension away, and he

·3· ·should not be allowed to carry a weapon.· He should

·4· ·not be allowed to carry a weapon.

·5· · · · · · ·Number two, there are other torturists in

·6· ·the city of Chicago who have broken laws, committed

·7· ·crimes and nothing happens to them.· Boudreau,

·8· ·Halloran, O'Brian, Michael Keel, and others.· These

·9· ·officers -- can't you look up at me, Mr. McCarthy?

10· ·These police officers should be indicted for crimes

11· ·they have committed.· There are victims that are

12· ·still in prison for crimes that these officers put

13· ·on them.

15· ·You could have tried to do something to stop this,

16· ·but you know what, if C-PAC was around at that time,

17· ·none of this would have happened because these

18· ·officers would have been locked up.· They would have

19· ·stopped this from continuing on, from making these

20· ·men, our loved ones to be suffering in prisons and

21· ·their families.

23· ·is?· It's not just a word.· I hope and pray that

24· ·something happens with these police officers because

·2· ·deserve to be punished like how we usually are.· The

18· ·know the tactics because you teach them.· What

19· ·happened to shooting below the legs and not shooting

20· ·into crowds where civilians is standing at?· I don't

21· ·know, a long time ago when I was coming up, back

22· ·then when you wanted to stop a criminal or a suspect

23· ·from doing something, you shoot them below the

24· ·waist, but now you all are being taught to shoot to

·1· ·kill.· It's not right.

·2· · · · · · ·My baby, my other kids, they're confused

·3· ·who the law is, you know.· How is we going to teach

·4· ·them one way, teach them right, when we are looking

·5· ·at the right do wrong.· It's hard.· And then I'm

·6· ·also here to ask that Kenneth Boudreau, James

·7· ·O'Brian, Detective Keel, and Holloran be fired as

·8· ·well.· Ya'll fired Burge, why you can't fire them?

·9· ·My son was 13 years old when they took him and

10· ·tortured him.· O'Brian kidnapped my son out of my

11· ·hands and told me I couldn't go with him.· I didn't

12· ·know no better so I just stood there.· They electric

13· ·shocked him, tortured him.· His mind is gone, now

14· ·mine is going because they're still out here.

15· · · · · · ·Every time I look around, I got to make

16· ·sure O'Brian or Boudreau ain't jumping out to get

17· ·me.· So it's not right that these officers are still

18· ·working all these years.· And ya'll say lock up the

19· ·bad guy.· They locking up all the good guys leaving

20· ·the bad guys out here with the bad cops.

21· · · · · · ·Why you don't get the system right when

22· ·these officers are still out here?· They poisoning

23· ·the good cops, going to turn them into bad cops.

24· ·You all are talking about the gangs --

·3· ·our kids the gang.· You don't understand why these

·4· ·kids shoot and killing and then kill themselves

10· ·issue of street violence and who are our people.

11· ·All of our brothers and sisters, all of our Black

12· ·youth, whether they're in a gang or not, are our

13· ·family.· We know scientifically what causes street

14· ·violence.· We know what causes it.· It's

15· ·disinvestment in the communities.· It's the shutting

16· ·down of schools and it's unemployment.· To address

17· ·that we have to address those things.· It's not more

18· ·cops.· Cops are never going to be able to address

19· ·that.· The only thing they will do is kill us more

20· ·and arrest us.· That will never take -- that will

21· ·never address the underlying problems.· So I just

22· ·have to respectfully respond to our brothers and

23· ·sisters over here who are requesting for more police

24· ·on the streets.

·1· · · · · · ·Now, I want to specifically talk about

·2· ·Rekia Boyd.· In no other circumstance is it

·3· ·acceptable to take three years to fulfill a sworn

·4· ·duty.· It has been three years, McCarthy.· You don't

·5· ·need 60 days.· You don't need 30 days.· Fire Servin

·6· ·now.· Judge Porter ruled that Dante Servin committed

·7· ·first-degree murder.· You have a murderer on the

·8· ·Chicago Police Board.· You have a murderer who is an

·9· ·employee of the government right now in 2015.· This

10· ·is not Nazi Germany.· This is not South Africa under

11· ·apartheid.· This is not pre 1865 under slavery in

12· ·this country.· This is 2015.

13· · · · · · ·Why is it difficult?· Why is it so hard?

14· ·Why is it taking three years to do your duty?· This

15· ·is your sworn duty to represent the people of

16· ·Chicago.· Who are you accountable to?· You're

17· ·accountable to us ultimately.· You're accountable to

18· ·us, and we are demanding that you do your sworn duty

19· ·by firing Dante Servin.· That's the least you can

20· ·do.

·7· ·an opportunity to get on the list, so I'm going to

·9· · · · ·MS. LIGHTFOOT:· No, he didn't but we only

10· ·recognize people who call ahead of time.

11· · · · MS. NOEL:· You're not going to let him talk?

12· · · · ·MS. LIGHTFOOT:· I am not.

14· ·then.· "Dear Superintendent McCarthy."· I didn't put

15· ·the "dear" in, I just said that.· "On your desk sits

16· ·a recommendation to fire a Chicago police detective

17· ·that, based on the judge at the trial where he was

18· ·recently acquitted of involuntary manslaughter, only

19· ·because of the States Attorney's charge of reckless

20· ·being incorrect, was involved in a murder.· The

21· ·murder of Rekia Boyd was unjustified.· There is no

22· ·doubt about that in the minds of the community as

23· ·well as yours.· Rekia was an innocent bystander, and

24· ·as you're aware, was not a threat in any way to this

·1· ·officer.

·2· · · · · · ·Perhaps had it been your daughter who was

·3· ·shot and killed by New Jersey police officers on the

·4· ·day allegedly -- alleged day that you and your wife

·5· ·argued and cursed at them, while your gun was in

·6· ·plain sight, your perspective and your comments in

·7· ·regard to the shooting would be different.

·8· · · · · · ·Therefore, we are imploring you to make

·9· ·your decision as swiftly as Dante Servin made his.

10· ·But instead of directing your pen to make the

11· ·correct split-second decision and not relying on the

12· ·excuses from an extremely -- I'm sorry, but instead,

13· ·correcting your pen to make the correct split-second

14· ·decision and not relying on excuses for extremely

15· ·bad judgement made on that early morning night of

16· ·March 21, 2012 by Dante Servin, we end very simply

17· ·with this:· You have already made two comments in

18· ·regards to Rekia's death that have been

19· ·inflammatory, without basis and in fact, extremely

20· ·biased and derogatory towards the family.

21· · · · · · ·You have made no attempt to approach the

22· ·family or send your condolences, even after

23· ·realizing that she was innocent and the civil suit

24· ·which you used as an excuse was settled.· Your

·1· ·legacy is already checkered, to say the least.
