a. The Meeting of the Ewing Township Redevelopment Agency (ETRA) convenedat 7:45 PM in the Agenda Room and officially opened by Chairperson RobertKull who swore in Jennifer Keyes-Maloney as an ETRA Commissioner.

b. Attendees: Commissioners: Hilary Hyser, Jennifer Keyes-Maloney, Robert Kull,Terrance Stokes, Micheal O’Donnell, Esq.

Absent: Commissioners Iman AQquddus and Suzanna McGee

Public attendees: Rob Wilson of Velocitel and John B. Mastrangelo, Esq of Princeton Tower

Presentations:

Rob Wilson of Velocitel and John B. Mastrangelo, Esq of Princeton Tower, respectivelyoffered presentations for the above cellular antenna applications. Both proposalsentailed positioning antennas on an existing tower and monopole. Each concept isacceptable under the Cellular Communication section of the OARP. The Board of Commissioners noted proposed installation of antennas posed no significant impact andwas consistent with the OARP.

2. New Jersey Redevelopment Authority (NJRA)Antonio Henson

At the request of the Board of Commissioners Mr. Henson appeared at the public tooffer a synopsis of the functions performed by his Agency.

a. The Redevelopment Training Institute (RTI)A source of training for Boards, Commissions, Agencies and Development Groups

through a series of courses dedicated to the redevelopment process in the State of NewJersey. Project financing and the overall redevelopment process are part of the courseoutline.

b. Project Financing for projects within UEZ, Rehabilitation and UrbanRenewal Zones. Mr. Henson noted that Mercer County is designated as a Recovery ZoneArea which allows for Tax Exempt Bond to be issue for redevelopment projects.

c. NJRA has a $55 million dollar budget which allows for direct financing of approved projects. Such financing is subject to certain terms and conditions.

Nominations of Officers

Robert Kull was nominated by Commissioner Hyser for the position of ChairpersonNo other nominations were proposed.


Commissioner Hyser asked that the nomination for Vice-Chairperson be tabled.

After a brief discussion, Chairperson Kull appoints Commissioner Hyser andCommissioner Keyes-Maloney to serve as the ETRA representatives on the Site ReviewCommittee.

**Executive Director Garrett is asked to coordinate a meeting with both CommissionerKeyes-Maloney and Mr. Bill Erney. (Ewing Township Construction Official)

Legal Update

Mr. Markowitz advises ETRA that there has been no response from MGI regarding

Resolution 1-01-09Approval of the List of Bills for the Month of November 2009

These bills included November invoices from Markowitz Gravelle, Charles Latini, andTyrone Garrett, totaling $ 4,444.00

Other Business / Correspondence / Code Enforcement / Site Review Updates

Chairperson Kull advises the members on the revised NJ State Legislation on the

attendance requirements of those persons serving on a Board/Commission.

Executive Director Garrett asks that the Board consider a method in which administrativeapprovals can be granted what applicants that are de minimus in nature. CommissionerHyser suggest that the entire Board be present when discussing these parameters.

The Board voices concern over the coordination of Site Review Applications and whetheror not those potential developers/residents should come before ETRA of Site Reviewfirst. Seemingly there is no easy fix as an applicant can be placed on the Site ReviewCommittee agenda the same day or in some case walk-in and be heard. It is suggestedthat Mr. Erney’s Office receive a copy of the ETRA Application in hopes it will assist in

streamlining applicants.

The purpose of the OARP Streetscape presentation to the Township Planning Board isdiscussed. In summary, ETRA will have a “listening session” to solicit input from thePlanning Board on scenarios which will provide pedestrian safety.

Having no further business, the Board unanimously supported the motion to adjourn themeeting at 9:35 PM.
