平成２２年群馬県鉱工業指数の動向 平成２２年の群馬県の鉱工業指数は､生産指数 103.0(平成 17 年=100｡以下同じ)､出荷指数 108.6､在庫指数 93.7となり､生産が前年比 22.9%上昇で２年ぶりのプラス､出荷が同比 25.7%上昇で２年

ぶりのプラス､在庫が同比 15.0%低下で２年連続のマイナスとなった｡ 【四半期別動向】(第１図参照)

生産は､18 年Ⅰ期以降は一進一退で推移しつつも緩やかに上昇していたが、20 年Ⅳ期、21 年Ⅰ

期は大幅に低下した。21 年Ⅱ期から 22 年Ⅱ期まで 5 期連続で上昇、22 年Ⅲ・Ⅳ期は低下した。 出荷は､18 年Ⅰ期以降は一進一退で推移しつつも緩やかに上昇していたが、20 年Ⅳ期、21 年Ⅰ

期は大幅に低下した。21 年Ⅱ期から 22 年Ⅱ期まで 5 期連続で上昇、22 年Ⅲ・Ⅳ期は低下した。 在庫は､18年Ⅲ期に大幅に上昇、19年Ⅳ期に大幅に低下、20年は4期連続で大幅に上昇したが、

21 年はⅠ・Ⅱ期に大幅に低下、22 年Ⅲ期まで 7 期連続で低下した。

【業種別動向】(第１表及び第２図～５図参照) 業種別の動向を前年と比較してみると、生産は、情報通信機械工業（72.3％）、輸送機械工業

（42.4％）などが大幅に上昇、一般機械工業（▲6.2％）、繊維工業（▲4.3％）が低下した。 出荷は、情報通信機械工業（72.6％）、鉄鋼業（40.5％）などが大幅に上昇、一般機械工業(▲

8.8%）、繊維工業（▲7.7％）が低下した。 在庫は、鉄鋼業（16.5％）、情報通信機械工業（11.0％）などが上昇、一般機械工業（▲36.9％）、

電気機械工業（▲25.1％）などが大幅に低下した。

【業種品目別寄与度】

業種品目別の寄与状況をみると、生産は、ステアリング装置（輸送機械工業）、普通乗用車（輸送機械工業）、レーザプリンタ（情報通信機械工業）等は大幅に上昇したが、娯楽機器（一般機械工業）、シリコントランジスタ（１Ｗ以上）（電子部品・デバイス工業）、プレス用金型（一般機械工業）等は低下した。

出荷は、ステアリング装置（輸送機械工業）、普通乗用車（輸送機械工業）、レーザプリンタ（情報通信機械工業）等は大幅に上昇したが、娯楽機器（一般機械工業）、軽乗用車（輸送機械工業）、シリコントランジスタ（１Ｗ以上）（電子部品・デバイス工業）等は低下した。

在庫は、混成集積回路（電子部品・デバイス工業）、モス型ＲＯＭ（電子部品・デバイス工業）、自動車用白熱灯器具（二輪自動車用を含む）（電気機械工業）等は上昇したが、線形集積回路（電子部品・デバイス工業）、シリコントランジスタ（１Ｗ以上）（電子部品・デバイス工業）、電界効果型トランジスタ（電子部品・デバイス工業）等は大幅に低下した。

在庫循環の動きをみると、21 年Ⅰ期からⅢ期までは在庫調整局面、21 年Ⅳ期は意図せざる在

庫減局面、22 年Ⅰ期、Ⅱ期は在庫積み増し局面、22 年Ⅲ期、Ⅳ期は意図せざる在庫減局面に推

移した。

平成２３年４－６月期 群馬県景気動向指数の概要(Summary of Composite Indexes in 2th Quarter 2011)

１ ４－６月期の景気動向指数(Composite Indexes)

先行指数は、４月に ８０．２、５月に ８０．５、６月に ８１．３となりました。一致指数は、４月に ９６．６、５月に ９７．６、６月に ９６．０となりました。遅行指数は、４月に ９２．３、５月に ９０．７、６月に ９０．１となりました。

景気動向指数の動きは、「本県の景気が東日本大震災の影響により停滞しているものの、持ち直しの動きもみられること」を示している。

２ 前月差に対する個別系列の寄与度（６月）

景気動向指数（ＣＩ）の解説

① 作成の目的： ＣＩ(Composite Index)は、景気に敏感かつ重要な指標としてＤＩ(Diffusion Index)で選定した指標について、そ

の変化率を合成することにより、主として景気変動の大きさをとらえるために用いる。

② 作成の方法： 本県では、内閣府経済社会総合研究所と同様の方法によりＣＩを作成している。同研究所による景気動向指数の

第９次改訂により、平成１６年１２月に作成方法が変更されたため、本県も同様に平成１７年６月公表の同年１～３

月期報から過去のＣＩ値も含めて変更した。

作成方法の詳細については、同研究所のウェブサイト(URL：http://www.esri.cao.go.jp/jp/stat/di/di3.html#

CIriyou)に掲載されている。

③ 利用の方法： ＣＩには景気に対して先行して動く先行指数(予測)、一致して動く一致指数(足もと)、遅れて動く遅行指数(確認)

の３つの指数がある。見方は、一般に、一致指数の上昇時が景気の拡張局面、下降時が後退局面であり、一致指数の

山・谷の近傍に景気の山・谷が存在すると考えられる。ただし、経済各部門間の景気の波及、浸透度を示していない

ため、景気局面を判断するより、動きの幅がテンポを表すことから、その時々の景気の量感を観察するために用いら

れる。

④ 利用上注意すべきこと等：

月々のＣＩの動きには、前月との対称変化率又は差を利用しており、前月及び当月の不規則な動きも含んでいる。

このため、移動平均値をとることにより、月々の動きをならしてみることが望ましい。３か月後方移動平均では足下

の変化がつかみやすく、７か月後方移動平均では変化が定着しつつあることを確認できる。

３ ＣＩ一致指数の推移

４ ＤＩ一致指数変化方向表(Direction of Change in 7 Components from Coincident Index of Diffusion Indexes)

景気動向指数（ＤＩ）の解説

①作成の目的： 景気動向指数(ＤＩ:Diffusion Index)は、景気に敏感かつ重要な指標を選定し、そのうち上昇(拡張)を示して

いる指標の割合を表すものであり、景気局面の判断及び予測と転換点の判定に用いる。

②作成の方法： 採用系列(ＤＩ用に加工したデータ)の各月の値を３か月前と比較し、各系列群(先行、一致、遅行)ごとに採用

系列数(先行＝７、一致＝７、遅行＝７)に占める拡張系列数(景気の上昇を示している系列数)の割合(％)をＤＩ

とする。(保合いは0.5でカウント)

※ ＤＩ＝拡張系列数／採用系列数×１００(％)

③利用の方法： ＤＩは、一致指数が、傾向として５０％を上回っている時が景気の拡張局面、５０％を下回っている時が後退

局面とみる。そして、一致指数が５０％ラインを上から下へ切る時点の近傍が景気の山、逆に下から上へ切る時

点の近傍が景気の谷であると考える。

④景況判断に当たり考慮すべきこと等

・ 景気拡張及び後退の期間が短い場合、単に景気拡張または後退と考えるべきではない。

・ 景気が良いか悪いかは５０％ラインを目安にしているが、部門間に跛行性があるため判断に当たっては大半の部門に景気

変動が波及していることを確認することが必要である。

・ ＤＩは変化率を合成したものではないので、ＤＩの水準自体の変化は景気変動の大きさ(テンポ)と直接的に関係はない。

・ ＣＩとＤＩはともに長所と短所を持っており、両者を相互補完的に利用することが望ましい。具体的には、ＣＩを主とし

て景気変動の大きさやテンポを過去と比較するといった量的な分析に、ＤＩを主として景気局面、転換点の判断という質的

な分析に活用するものとして位置づけることにより、景気変動をより的確にとらえることが可能となる。
