Santariskes is the biggest medical campus in Lithuania. It currently occupies a territory of 64 hectares and hosts 8 medical institutions as well as research facilities. It receives more than 1 million patients and visitors annually, and 5,000 professionals are employed at the facility. However, the campus’ parking infrastructure is insufficient – the estimated shortage of current parking spaces is at least 937. As Justinas Ivaska, project manager and director for development at Santariskes Clinics, claims, the current infrastructure is failing to meet demand and does not ensure convenient access to the facilities various health services: “It is overloaded and inadequate for users’ needs”, says Justinas Ivaska. “High-quality parking infrastructure is required to supplement the best medical service. The use of a concession tender for parking infrastructure modernization is an important part of our mission to continuously improve the all-around health service.” According to Tadas Jagminas, director of the Project management department at Invest Lithuania - which was involved in the project preparation - the campus is rapidly expanding. Therefore, modernizing the parking infrastructure is of the utmost importance. “Bearing in mind the fact that the number of medical institutions, as well as the number of visitors and patients, is expected to double in the next 25 years, this project is both an exciting investment opportunity and a crucial means of improving the infrastructure.”, stated Jagminas. “This expansion of the parking infrastructure in Santariskes medical campus will present challenges, so we are looking for companies with knowledge and experience in managing complex parking projects in busy health service environments.” The investor will be in charge of designing, building and operating parking infrastructure with a maximum capacity of 2,250 places for the next 25 years. The investor is required to design and build new parking infrastructure as well as reconstruct existing parking spaces; and implement the parking management system before then starting to operate the whole campus parking system. The investment is valued at 16 M EUR, although requirements are quite flexible as there are a number of spaces available for parking infrastructure and various possible solutions. All parking infrastructure would revert to public ownership after the concession contract is finished.
