� 오늘의 발제의 목적은 의견의 공유와 피드백을 받고 궁극적으로

지지를 얻기 위한 것입니다 어떤 질문이나 의견도 감사합니다. .

� 한반도 라고 했을 때 평화 구축에 있어서의 많은 어려운 점들에‘ ’ ,

치중하기 쉽습니다 그러나 오늘 저는 우선 최근 북한에 나타나는.

변화들의 의미가 무엇인지 초점을 맞추고 싶습니다 둘째로 국제적.

맥락에서 최근 변화들이 어떻게 또 다른 새로운 문제점들과 기회

들을 만들어 내고 있는지 살펴보겠습니다 셋째로 한국 맥락에서.

� 세대 차이 젊은 세대들은 더 개방적이고 더 많은 커뮤니케이션을-

국제적 맥락에서의 최근 변화III.

� 미국의 아시아로의 회귀 가 신뢰할만한 것은 아니라는 점이 증명‘ ’

� 중국은 자국 국경에서의 안정을 원하고 있으며 북한에 대한 중국,

의 전략은 변화를 일궈내기 위해 무역과 투자 경제발전을 증진시,

키는 한편 핵무기 비확산에 있어서는 단호하게 하는 것임 또한 남.

한과의 더 나은 관계를 추구하고 있음 .

� 우크라이나 사태 그리고 더 일찍이 리비아 사태까지 는 북한에- -

게 자신들의 핵무기를 절대 포기해서는 안된다는 신념을 다시한번

확고히 하게 만들고 있음 .

� 우크라이나 사태는 또한 서구 유럽과 미국의 세력이 약해지고 있

다는 것을 확인시킴 이는 아시아 지역에서의 미국의 위상 변화와.

혼재되어 있기도 함 .

� 동시에 러시아는 중국과 북한에 보다 가까워지고 있음 .

한반도 평화체제 수립을 위한 제안IV.

� 한반도 평화는 진정으로 중요한 목표임 .

� 긍정적 개입을 지속적으로 추구하며 시민사회 수준에서의 변화와,

대화의 가능성을 보다 열어둘 것 .

� 동북아 국가들간의 관계는 서로 긴밀히 연결되어 있다는 것을 고

려할 때 시민사회 수준에서의 대화가 단순히 남북간에만 국한되어,

서는 안되고 중국과 일본 대표를 포함해 지역적 틀 안에서 이뤄지,

도록 해야 함 .

� 핵비확산에 대한 단호한 태도를 견지해야 함 이 부분에 있어서 북.

한과의 타협이 필요없다는 폭넓은 국제적 합의가 사실상 존재하고

있음 .

� 영토의 통합성이라는 원칙을 지지하며 만일 영토분쟁이 생기더라,

도 그때마다 평화로운 해결책을 강구해야 한다는 점을 지지함 .

� 한국은 중국 일본 그리고 아세안 국가들과의 관계를 보다 강화해,

야 함 .

� 결과적으로 국제적 틀로써 핵비확산과 영토의 통합성이라는 원칙

을 고수하는 한편 한반도에 평화를 수립하기 위해서는 지역적 틀,

을 만드는 것을 추구해야 함 .

I. Introduction

� Thank you - introduce GPPAC network

� GPPAC involvement with peace on the Korean Peninsula

� Purpose of the presentation is to share and get feedback –

build support I w ill appreciate your questions and input–

� When it comes to the Korean Peninsula, it is easy to focus on

the many difficulties in building peace. However, today I want

to focus first on what indications of change we can see in

North Korea,second how recent changes in the international

context create new difficulties, but also opportunities and third

what suggestions that lead to in the South Korean context

II. Signals indicating change in North Korea

� Agricultural policy: small opening-up of possibilities to sell part

of production

� Investment hotel/tourism–

� Trade with China, but also with other countries–

� Tourism is increasing and implies contact and exposure

� Information revolution mobile phones are allowed and–

widespread, communications across borders is beginning

� Difference in generation younger generation is more open,–

stimulated by more communication

� We found a great interest in our work as a global civil society

network and an urge for information

III. Recent changes in international context

� The US ‘pivot’to Asia had not proven to be very credible

� China want stability at its border and its strategy with North

Korea is to be firm on nuclear proliferation while promoting

trade, investment and econom ic development to foster change.

It is also seeking better relations with South Korea

� At the same time, China is flexing its muscles as a regional

power, which increases tensions in the region

� The crisis in the Ukraine and Libya earlier confirms the– –

tendency of North Korea to believe that it should not give up

its nuclear arms

� The Ukraine crisis also confirms a sense of a weakening power

of the west, Europe and the US, which compounds the US

position in Asia as well

� At the same time, Russia has become closer wit both China

and North Korea

IV. Suggestions towards building a peace regime on

the Korean Peninsula

� Peace on the Korean Peninsula is a real important goal

� Continue to seek positive engagement, open-up more

possibilities for exchange and dialogue at the level of civil

society

� Dialogue at civil society level not to be lim ited to South-and

North Korea, but within a regional framework, including

representatives from China and Japan, taking into account that

relationships between these countries are also constrained

� Support firm attitude on nuclear non-proliferation, there is

actually a broad-based international consensus no need to–

comprom ise with North Korea on this

� Support fundamentals of territorial integrity and peaceful–

solutions whenever there are disputes

� Strengthen relations of South Korea with China, Japan and with

ASEAN

� In sum , seek a regional framework to build peace on the

Korean Peninsula, while sticking to a global framework for

nuclear non-proliferation and principles of territorial integrity

Threats to Peace in the region and the Potential of GPPAC

I. Threats to the peace in Northeast Asia(NEA)

1. The Korean Peninsula nuclear issue and peace crisis

� Progress in DPRK nuclear weapons development and stalled Six

Party Talks

� Lack of peace regime on Korean Peninsula

� Escalation of tensions between ROK-DPRK Governments

� US-ROK joint military exercises around Northern Limit Line (NLL)

2. Japanese Government Abandoning Pacifist Policy in the name of

"proactive contribution to peace"

� Allowing overseas use of force: Shift from exclusive self-defence

oriented policy to the right to collective self-defence =

undermining Article 9� Establishment of new National Security Council to promote closer

military cooperation with US� Non-democratic legislation for strengthening state control of

information, similar to pre-war Public Order Law: Enactment of

Special Secrecy Law

� Allowing arms exports: Fundamental shift in the Three Principles

II. Guiding Principles for the Prevention of Armed

Conflict in Northeast Asia

(from GPPAC NEA Regional Action Agenda, 2005)

1. Respect for the peaceful resolution of conflict

2. Creating a cooperative security system through denuclearization and

demilitarization of the region

3. Ensuring local ownership and human security in creating a regional

mechanism for peace

4. Promoting peaceful engagement to areas of conflict and potential

danger

5. Importance of gender justice in conflict prevention

6. Establishing institutions for conflict prevention based on recognition

of justice, human rights and diversity

7. Promoting a culture of peace and culture of prevention

8. Building sustainable regional economies

9. Promoting new partnerships among civil society, governments,

regional organizations and the UN for conflict prevention

10. Capacity building of civil society for conflict prevention

III. The Role and Practice of GPPAC Northeast Asia

1. Oceanic perspective on territorial disputes: learning from local

community wisdom and cooperation connected by water; e.g.

promoting dialogue about Senkaku/Diaoyu/Diaoyutai Islands between

affected fishing communities from Taiwan and Okinawa.

2. Promotion of Track 2 / Track 1.5 multilateral, multi-stakeholder

dialogue on regional security issues, for the realisation of a

Northeast Asia Regional Mechanism for Peace / Community: e.g.

the Ulaanbaatar Process - civil-society led initiative to promote

progress in the Six Party Talks.

3. Contribution to regional confidence building and reducing tensions: e.g. Focal points on city basis, going beyond divisive nation state

structure.

4. Maximise potential of existing legal frameworks and tools which can

contribute to regional peace and confidence building: e.g. utilising

Article 9 of the Japanese Peace Constitution for promotion of a

regional peace mechanism.

5. Utilising this regional civil society network built over 10 years,

engaging with governments, parliamentarians, the United Nations

and academia to support regional dialogue, reconciliation and

creative conflict prevention.
