FROM THE BOARD AND EXECUTIVE DIRECTORDear Friends,

2015 was another robust year for Chinese for Affirmative Action.

CAA and our local and statewide partners successfully collaborated to preserve and expand the rights and opportunities of immigrant families. We continued to participate in and anchor partnerships that are addressing language access issues in city government, statewide civil rights challenges, regional immigrant legal services, local community and economic development and the needs of Asian American and Pacific Islander community based organizations throughout San Francisco and across the state.

This year, CAA and our California API Budget Partnership won a landmark victory with the inclusion of One California Funds in the State Budget. The new $15 million will help legal providers and community based organizations provide assistance and information about naturalization, Deferred Action for Childhood Arrivals (DACA), and other administrative relief programs.

This infusion of new resources is especially important in San Francisco and for the Chinese community. At the end of the year, CAA launched an effort to reach the approximately 10,000 undocumented Chinese immigrants and 30,000 naturalization-eligible Chinese immigrants in the city on available programs and services.

CAA continues to increase economic opportunities at the policy and service provision level. CAA increased local hiring on the construction of Chinese Hospital and provided direct services to newcomer jobseekers through the Hospitality Vocational Training program.

As a member of the Asian Americans for Civil Rights and Equality network (AACRE), CAA and our partners continue to pioneer social change strategies and efforts. With the addition of the newest group - Hmong Innovating Politics in Sacramento - nine groups now share an infrastructure that explores and practices work that recognizes multiple identities and issues and how they may intersect.

Last but not least, thanks to our long time community supporters and institutional partners, we raised $750,000 to renovate the Kuo Building in San Francisco Chinatown. When the construction is completed in 2016, CAA’s headquarters will be more accessible, more modern, and better equipped to serve future generations of community activists.

在與灣區和其它加州機構的合作下，華促會成功地維持並擴展移民家庭的權益和機會。華促會的合夥關係持續

以參與有關有效解決市政府語言服務問題，維護加州公民權利，提供區域性移民法律服務，關心灣區社區和經

濟發展，與關心位於舊金山和加州州內，以亞美裔和太平洋島裔社區為基礎的社區組織。

EXPANDING ECONOMIC OPPORTUNITIES

CAA employs multiple strategies — direct services, leadership development, community education and advocacy — to help low-income and limited-English proficient community members attain economic security.

WORkFORCE DEVElOPMENTIn 2015, CAA helped 160 underserved immigrants access sustainable job opportunities through neighborhood access points throughout San Francisco. Focusing on the hospitality and construction industries, our bilingual and culturally grounded staff understands the struggles of immigrants, and advocates for them to be more economically self-sufficient. In addition, our headquarters in San Francisco Chinatown has been a key linkage point for other services and resources for hundreds of community members with a variety of concerns from education to housing, and childcare to employment discrimination.

“I moved to the U.S. six months ago and did not speak any English. I signed up for ESL level 1 classes at City College and lived on my family’s savings. I was depressed, as we were paying living expenses without any foreseeable income. When my classmate referred me to a hiring event at CAA, I did not expect much because I had been turned away by many employers due to my lack of English skills. To my surprise, I was interviewed by See’s Candies with interpretation assistance from CAA staff and was notified to start work the next day. I would never have dreamt of anyone hiring me on the spot. I’m grateful to CAA to land me a job so quickly..”

EXPANDING ECONOMIC OPPORTUNITIES

HOSPITAlITy VOCATIONAl TRAINING PROGRAMSince 2012, CAA has collaborated with Chinese Progressive Association and City College of San Francisco to train and connect immigrant workers to union jobs in the hotel industry. The comprehensive program engages participants to gain vocational English and interviewing skills, learn more about the industry and make connections with with managerial staff at the hotels. The program graduated 22 students in 2015. Many were able to move from exploitative jobs to ones that pay a living wage with health benefits and opportunities for career growth.

COMMUNITIES UNITED FOR HEAlTH & JUSTICE (CUHJ)CUHJ, a collaboration with Bernal Heights Neighborhood Center, the Filipino Community Center, and PODER, builds economic sustainability in the Excelsior and Outer Mission areas of San Francisco. These neighborhoods have the highest foreign born and low-income populations in San Francisco. In 2015, CUHJ engaged over 100 residents in the People’s Economic Summit where community members identified issues they live through daily. From the summit CUHJ identified three areas for creating change -- jobs and workers rights, affordable housing, and youth empowerment. Through the year action teams in these areas provided information, case management, and leadership development to over 500 residents and developed advocacy tools that community members can use.

MONITORING lOCAl HIRING AT CHINESE HOSPITAlChinese Hospital in San Francisco Chinatown was built in the early 1900s as a community-owned hospital providing vital medical care to Chinese residents. When a multi-million dollar renovation was scheduled in 2012, CAA saw an opportunity for local workers to access unionized, living wage construction and related jobs. We met with hospital owners and general contractors who agreed to a goal of 25% of construction work hours being performed by San Francisco residents. With ongoing consultation and monitoring assistance from CAA, Chinese Hospital exceeded that goal in 2015, attaining 29% in local hiring. The new facility is scheduled to open in 2016.

FIRST SOURCE HIRING WITH CAlIFORNIA PACIFIC MEDICAl CENTERCalifornia Pacific Medical Center is building a new hospital facility called Cathedral Hill that will be the second largest employer in San Francisco. CAA partnered with Jobs with Justice and other community organizations to implement the First Source Hiring Program -- a city policy that connects dislocated workers and economically disadvantaged individuals with entry level jobs. CMPC agreed to a goal of 40% entry level positions to be dedicated for disadvantaged San Francisco residents. Through joint advocacy, goal monitoring, and job referrals by CAA and partners, the goal was met in 2015.

“I am a senior citizen who immigrated to the U.S. a couple years ago. I came to CAA for help because nobody was willing to interview or hire me. CAA staff helped me to revise my resume and highlight my relevant skills and experiences. They also encouraged me to attend job fairs to understand the job market and build confidence in speaking English. My first job interview, even though I was not selected, was an uplifting experience and validated my value as a candidate. It motivated me to improve my interview skills. A couple of weeks later, I attended another job fair and was hired on the spot. I could not imagine where I would be without CAA’s help.”

PROTECTING IMMIGRANT RIGHTS

To enhance CAA’s ongoing efforts to inform API immigrants of their rights, in 2015, CAA joined a statewide coalition to advocate for funds in the state budget for community education and legal services to immigrants eligible for administrative relief and naturalization.

Deferred Action for Childhood Arrivals (DACA) provides nearly five million undocumented immigrants the opportunity to apply for temporary work authorization and protection from deportation. Only 5% of Chinese immigrants who qualify for deferred action have applied compared to 65% of eligible Mexicans, 35% of Koreans, and 20% of Filipinos. To address this disparity, CAA worked with Chinese ethnic media, elected officials and ally organizations to disseminate information and dispel myths surrounding undocumented people. We also partnered with schools to inform educators and students. These efforts reached over 600 individuals. In addition our naturalization services helped 78 clients complete applications.

These successes are still tiny compared to the estimated 10,000 undocumented Chinese immigrants in San Francisco, and another 30,000 eligible for citizenship. In 2015, through our statewide partnership based in Sacramento, CAA helped ensure that the state budget included $15 million to fund community outreach and legal services for immigrants eligible for DACA relief and naturalization services. The infusion of these critical funds to community organizations will result in a significant increase in 2016 in community outreach and education not just by CAA, but from community groups throughout the state.

“My wife and I arrived in the United States in 2010 from Guangzhou, China. . After five years, we decided to begin the naturalization process. We quickly realized we needed assistance in navigating the long and confusing process since we are limited in our English and have poor memory. We came to CAA because we heard from other people that CAA provides these services. It was true - their staff supported us every step of the way. CAA helped us through what otherwise would have been a hugely burdensome process.

PROMOTING lANGUAGE DIVERSITy

As more than one-third of San Francisco’s residents are immigrants and nearly half of the City’s population speaks a language other than English at home, CAA continued to prioritize language diversity and access to

services for residents with limited English.

lANGUAGE ACCESS NETWORkCAA’s leadership on language access is grounded in our work with the Language Access Network of San Francisco. Created as a result of previous citywide advocacy, the network is anchored by CAA and comprised of seven organizations with language capacity in Chinese, Spanish, Arabic, Tagalog, Tigrinya, Amharic, and French Creole.

In 2015, the network developed multilingual language rights materials, conducted outreach to engage immigrant communities, and continued a community-based language access audit assessing City departments on their ability to serve limited-English proficient residents. CAA and network partners also participated in a citywide language access training of San Francisco public agencies.

AMENDING THE SAN FRANCISCO lANGUAGE ACCESS ORDINANCECAA continued to provide substantive feedback and analysis to the Board of Supervisors on language access policy issues. CAA’s recommendations to eliminate the tier system for city departments and to centralize and streamline the Language Access Ordinance was formally adopted in 2015.

ADVANCING RACIAl JUSTICE

The new American majority will be comprised of communities of color who have the opportunity to address structural racism. CAA advocates for policies that remedy institutional inequities in multiple settings, including higher education and public safety.

POlICE ACCOUNTABIlITyWith the growing rate of documented police-involved shootings and deaths, conversations on race and policing remains at a forefront. At the state level, CAA worked with a broad coalition of civil rights organizations, policy advocates, grassroots organizers, and activists to draft police accountability legislation. The coalition sought to establish independent investigations of police-involved shootings. CAA and advocates met with Governor Brown and a number of state legislators on the issue. While important progress has been made, CAA will continue to monitor and engage with elected officials until a satisfactory resolution is achieved.

CAlIFORNIA CIVIl RIGHTS COAlITIONAs one of the steering committee members of the California Civil Rights Coalition (CCRC), CAA helped convene a select group of leaders from throughout the state to discuss current statewide racial justice efforts. Hosted by CAA, Equal Justice Society, and MALDEF, the convening took place in San Francisco in June 2015. Focus issues included criminal justice reform, police violence and accountability, affirmative action, and equity in K-12 and in higher education.

The convening provided grounding and reflection, and improved coordination in subsequent efforts to explore options for repealing Prop. 209, the successful Prop. 47 campaign for criminal justice reform, and a focus on immediate next steps on police accountability. The CCRC has been an opportunity to strengthen positive alliance building among leaders working on different issues and employing different strategies in policy advocacy and grassroots organizing.

CAlIFORNIA ASIAN PACIFIC ISlANDER BUDGET PARTNERSHIPCAA has brought attention to the needs of California’s Asian and Pacific Islanders, immigrants, and communities of color in statewide legislative and budget advocacy for over a decade. In 2015, as anchor to the California API Budget Partnership, CAA won important victories in immigration and health care services and turned back anti-Affirmative Action efforts.

STATE FUNDING FOR CITIzENSHIP AND IMMIGRATION SERVICESThe Partnership co-led a statewide network of immigrant advocates to win inclusion of the One California proposal for naturalization and immigration services in the state budget. Under One California, $15 million was appropriated to develop a community-driven model to assist eligible immigrants apply for citizenship and deferred action and to support education and outreach. As the lead API voice in Sacramento on this issue, the Partnership helped ensure that strategies targeting the Asian community were included and prioritized.

HEAlTH CARE FOR AllAs part of the Health for All campaign to allow all Californians, regardless of immigration status, access to affordable healthcare, partnership members collected support letters, testified in committees, and participated in a stakeholder meeting with the Governor’s office. Client stories from the Asian Pacific AIDS Intervention Team highlighted the critical health care need for API transgender and HIV positive community members. The campaign resulted in a $40 million expansion of Medi-Cal to cover 170,000 immigrant children excluded by the federal Affordable Care Act.

RESISTING ANTI-AFFIRMATIVE ACTION MEASURESIn 2015, conservative lawmakers tried to capitalize on divisiveness by proposing Senate Resolution 28 designed as an ideological statement that affirmative action hurts Asian Americans. The Partnership was asked by Senate leadership to engage Asian community members against the flawed measure. Asian Americans Civil Rights, a collective of over 130 Asian American organizations signed an oppose letter drafted and circulated by the Partnership. With witnesses lined up to oppose the bill, the resolution was pulled from being heard in committee.

ADVOCACy DAyThe Partnership conducted its second annual legislative advocacy day in Sacramento in May. Timed to coincide with the release of the Governor’s revise budget, the event placed Partnership members’ staff and constituencies in meetings with lawmakers and budget and legislative staff -- including leaders of the API, Latino, and Black Caucuses, the Chair of the Senate Budget Committee, and the Senate President Pro Tem’s policy staff. Because decision makers were able to hear analysis and first-hand stories regarding barriers to accessing health care and immigration services, the event was pivotal in securing some of the Partnership’s priorities in 2015.

ASIAN AMERICANS FOR CIVIl RIGHTS AND EQUAlITy

AACRE emerged out of a vision that advancing social justice requires deep collaboration and sharing resources among people working on diverse issues and within diverse communities.

Entering the third year of the network in 2015, AACRE is comprised of nine groups addressing issues that range from queer justice to mass incarceration, employing strategies that encompass direct services, leadership development, policy advocacy, and new media, and organizing in diverse API communities. AACRE has experienced a progression in building a strong foundation among groups in the network and deepening cross-group interactions and collaborations.

In its first year, AACRE amplified the impact of each AACRE group by sharing back-office support, helping the volunteer-driven groups increase their donor bases, assisting with foundation grants, supporting facilitated planning, and increasing programming and advocacy work. In year two, as AACRE groups learned more about one another, the network supported several dozen collaborations that included new programmatic activities, joint fundraising, knowledge and training exchanges, groups volunteering for one another, and leaders of the AACRE groups representing the network at local and national events.

More recently, these inter-group interactions have been maintained with an emphasis on building the trust and community that allows AACRE group leaders and volunteers to embrace thoughtful risks by knowing they have the support of a broader network.

CAA CAPITAl CAMPAIGN

CAA is humbled by the outpouring of support for our capital campaign, especially given the displacement of many community based organizations as a result of gentrification. The funds raised will enable renovations of the historic Kuo Building that serves as CAA headquarters, to make it more accessible, more modern, and better equipped to serve future generations of community activism.

We are grateful to fundraising committee co-chairs Katheryn Fong and Randall Lowe for leading the effort. Over 100 community partners who contributed are listed below.
