武汉市是目前中国唯一的国家 863 计划和国家住建部智慧城市建设“双试点”城市。 Wuhan City is the only "double-pilot" city of both the Program 863 of the state and the Smart

City Construction Program of the Ministry of Housing and Urban-Rural Development. 市政府建设智慧城市作为建设国家中心城市、复兴“大武汉”的一项重大战略决策， 2011 年向全球公开招标智

慧城市顶层设计，并采取“顶层设计、应用落地，需求导向、示范推进，政务先行、民生优先”的方法，组织实施了一批涉及智慧政务、智慧城管、智慧医疗、智慧农业、智慧交通等领域的试点示范项目，大力推进智慧城市的基础设施、应用体系建设和支撑性产业建设。为下一步推进大数据时代背景下的智慧城市建设打下了良好基础。

The municipal government considers smart city construction as an important strategy to serve

construction of core city and renaissance of Great Wuhan. In 2011, a public bid for the smart

city top-level design was issued globally. Under the guidelines of "top-level design, application

oriented, demand oriented, propelled by pilot project, led by government administration,

people's livelihood as the priority", a number of pilot projects concerning smart government

administration, smart city management, smart health care, smart agriculture and smart traffic

have been carried out to boost construction of the infrastructure, applications system and

supporting industries of smart city. This lays the foundation for the next phase of smart city

construction in the big data era.

—— 亟需建立完善的信息共享机制和平台。运用大数据深化智慧城市建设，首先要掌握海量的、具有实用价值并涵盖经济和社会发展各个方面的数据。A sophisticated information sharing mechanism/platform is urgently needed. In order to intensify smart city construction with the help of big data, high-value mass data covering all aspects of social and economic development must be collected.

—— 数据分析与管理人才紧缺。数据分析和管理人才是发展大数据时代建设智慧城市不可或缺的资源。The talents capable of data analysis and management are in shortage. Talents capable of data analysis and management are considered a kind of resource absolutely necessary for smart city development in the big data era.

—— 信息安全的风险更加凸显。随着大数据海量数据存储和信息分析萃取手段进步，必将加大信息的开放度，带来的副作用是 IT 基础架构将变得越来越一体化和外向型，这就对数据安全和知识产权构成更大风险。Information security risks are escalating. As the mass data storage and information analysis/extraction technologies advance, information accessibility will inevitably be increased, which makes the IT infrastructure more and more integrated and outward, hence data security and intellectual property are exposed to greater risks.

围绕创新驱动、转型发展，深化改革开放，充分释放武汉科教资源丰富和人才“红利”，抢占新一代信息技术产业战略制高点。以建立统一的大数据应用平台为突破口，以创新大数据应用为导向，以强化大数据产业集聚发展为支撑，以确保大数据安全和个人隐私为保障，推进智慧城市建设不断深入发展。Motivation by innovation, transformation of development mode and intensification of reform

and opening-up will put the abundant science and education resources and human resources

of Wuhan in full play and enable Wuhan to take strategically advantageous position in the

new-generation information technology industry. A unified big data application platform, the

principle of innovative big data application, the support from the intensified big data industry

agglomeration and the guarantee of big data security and personal privacy will continually

boost construction of the smart city.

2 、设立大数据专项创业投资子基金 Establish dedicated sub-fund for

venture capital investment in big data industry

发挥城市政府创业投资引导基金作用，引导民间资金向与智慧城市建设相融合的大数据产业聚集，设立大数据产业创业投资专项子基金，加大对创业前期中小企业扶持力度。Use the urban governmental guidance fund for venture capital investment to direct civilian funds to converge in the big data industry integrated with smart city construction, establish the special sub-fund for venture capital investment in the big data industry and intensify the support for the medium and small enterprises in the early stages of their entrepreneurship.

1 、设立大数据产业发展专项资金 Establish dedicated funding for big data industry development

与每年安排一定的专项发展资金，向智慧城市建设和大数据产业相关企业倾斜。Allocate a certain amount of dedicated development funding every year to support enterprises involved in smart city construction and big data industry.
