Hierarchical view on survey results on sum of industries and activities (“included”/”partly included”/”not included”) in the bioeconomy sector at national level. The bigger the sector box the higher the sum of countries including an industry and activity at national level. Sectors are defined in the European Classification of Economic Activities (NACE, Rev. 2).

Variable Investments of the forest industries in Finland:products: paper, paperboard, chemical pulp, sawn wood and plywood,new investments in pulp, bioenergy and liquid biofuel, new products (e.g. textile, wood components)> e.g. 1.3. million ton pulp plant and biorefinery in Äänekoski > major investments > some EUR 2.2 billion are being planned in six cogeneration plants and heating plants by 2020 > wood consumption of these plants is set to be 5–6 million m3 > households also use a total of 6.7 million cubic metres of roundwood and wastewood as well as forest chips

sector will employ experts from outside forest-based business and activities > traditional forest industry and forestry employed 65,000 people in 2013, forestry currently already creates around four times as many jobs in other sectors indirectly > Bioeconomy Strategy sets the aim at creating 100,000 new jobs in Finland in the evolving bioeconomy > Digitalisation, robotisation, cleantech and business skills will also be relevant to the future > policies on developing education and research conducted at universities within the administrative branch of the Ministry of Education and Culture contained in the Education and Research Development Plan. “Strategic project H. New cooperation models between working life and training and education. 2015–2017. The project will develop cooperation models between actors in forest-based business and activities and education and training organisations. The models will be relevant to the contents and marketing of occupations and education and training leading to them, as well as to developing companies’ operations and the associated competence (for example, on-the-job learning, project work, RDI). Quantitative and qualitative anticipation of the education and training needs of forest-based business and activities and, as necessary, qualitative assessments of skills and labour availability will be carried out.”

Concluding remarksto be further discussed

1. Socio-economic and governance indicators have to be defined based on the national circumstances (importance of forest sector in a country) and preferably embedded into National strategies.

2. Understanding the user’s needs crucial. Therefore a close co-operation between information/data suppliers and information/data users needed.

3. To reach consistent and comparable results, harmonised statistical systems need to be utilised. For indicators where there is current no information/data available information/data can be gather based on expert inputs/interviews etc.

4. Institutionalising C&I systems requires a close co-operation between statistical authorities and ministries involved.

5. Any other recommendations: keep the barriers low .
