Welcome Message from Asia-Pacific Finance and Development Institute

It is with great pleasure that the Asia-Pacific Finance and Development Institute (AFDI)—a public institution directly affiliated with the Ministry of Finance of the People’s Republic of China—co-hosts the 2017 Asian Evaluation Week with the Independent Evaluation Department (IED) of the Asian Development Bank.

Over the years, AFDI has engaged in knowledge sharing and capacity development for Chinese government officials as well as government officials in other developing countries. In recognition of our enhanced ability, we were elevated from a Center to an Institute authorized to issue degrees. In delivering our mandate, we regularly collaborate with development partners on various programs to develop evaluation capacity across the region and also interregionally. The Institute sees this strengthening of capacity in monitoring and evaluation as an integral part of overall results based public sector management.

The Asian Evaluation Week is a great opportunity to share practices on evaluation among delegates from Asia and other continents. AFDI is glad to see that the Asian Evaluation Week is progressing into a regular, and joint undertaking by countries and development partners.

We wish everyone a happy stay in Hangzhou, a city with a glorious history and culture.

Welcome Message from the Independent Evaluation Department of Asian Development Bank

The Independent Evaluation Department (IED) of the Asian Development Bank warmly extends its gratitude to member countries, development partners, and in particular the Asia Pacific Finance and Development Institute of the People’s Republic of China for this opportunity to collaborate on this year’s 2017 Asian Evaluation Week.

Rapid growth has been the hallmark of some of Asia’s development. But the region has also seen vast poverty, rising inequality, and environmental degradation. Society now demands inclusive and environmentally sustained growth. Governments now accept that social and environmental approaches must be factored in to growth plans. A key ingredient is evaluative evidence that sheds light on how to improve policy and the delivery of services through strengthening linkages among plans, the allocation of resources, the implementation of programs, and the monitoring and evaluation of results.

Countries increasingly see the value of investing in development programs that promise social outcomes beyond what economic growth can deliver. But good ideas on paper do not automatically turn into good results on the ground. One way to guide policy and investments is through program evaluations that shed light on their true benefits and costs. If done well, evaluations can bring a certain degree of objectivity to decision making. To the extent the lessons are heeded, there would be a better chance that investments and policies are based on development effectiveness rather than politics and special interests.

In this context, high-quality evaluation can inform and shape decisions on strategies, programs, and projects of governments, businesses, and development partners. But especially as evaluation becomes more influential, the field faces tough challenges regarding methods, approaches, and application. In seizing the many opportunities to help shape policy and practice, evaluation must meet these challenges on a continuing basis.

As the key knowledge sharing event on evaluation, I am confident that this event will stimulate partnerships and collaboration as well as provide encouragement to focus on results and evidence to better inform policymaking. On behalf of the Secretariat of the 2017 Asian Evaluation Week, we would like to extend our gratitude to the participating countries and development partners for the opportunity to collaborate on the 2017 Asian Evaluation Week.

The Asia-Pacific region has been the engine of world growth in recent years and that may likely continue. Nevertheless the challenges of, sustainable and inclusive growth, poverty reduction, inequality, vulnerability to climate change, aging, and urbanization, are still to be overcome. The Sustainable Development Goals incorporate these new development challenges as well as recognizing the important role of evaluation in supporting the better design, implementation, monitoring, and assessment of development initiatives.

The 2017 AEW provides an invaluable opportunity for evaluation practitioners and experts to exchange the latest ideas and thoughts on how evaluation can promote better public policy. We encourage the participants to interact with each other, engage in the sessions, and share your learnings when you go back home. We are confident that this event will provide encouragement to focus on results and evidence to better inform policymaking. SPEAKERS’ PROFILE*Farzana Ahmed is the Lead Evaluation Specialist at the Independent Evaluation Department (IED) of the Asian Development Bank. Amongst other evaluation roles, Ms. Ahmed leads the evaluation capacity development function at IED. Ms. Ahmed joined the ADB in 1998 and prior to joining IED, held positions in ADB Operations that included a country posting in Indonesia and a secondment as an Advisor to the Australian Agency for International Development. Before joining ADB, Ms. Ahmed worked in various financial positions in the private sector in the United Kingdom and Australia. Bangladeshi by origin, Ms Ahmed graduated from Oxford University, UK and is a qualified chartered accountant.

Omar Awabdeh is an Evaluation Officer in the Food and Agriculture Organization of the United Nations (FAO) Office of Evaluation in Rome since 2014. Mr. Awabdeh, a national of Jordan, holds a Bachelor of Engineering degree and a Master degree in Economics, both from the New York Institute of Technology (NYIT) in US. He started his professional career in 2005 as an Enterprise Risk Management Analyst in the private sector dealing with issues related to operational and management risk mitigation strategies. In 2008, he joined the United Nations Development Programme (UNDP) as Evaluation Analyst, while in UNDP he contributed to the UNDP corporate handbook on Planning, Monitoring and Evaluation 2010. He has conducted a number of evaluations, including the FAO Pakistan Country Evaluation, Sustainable Management of the Bay of Bengal Large Marine Ecosystem. He is a member of the evaluation management group of the Independent System-Wide Evaluation (ISWE) in the United Nations.

Andrew Brubaker is Senior Evaluation Specialist at the Asian Development Bank. He has been with ADB for 4 years and primarily works on thematic evaluations related to environment, agriculture and natural resources management and public sector management. Before joining ADB, he worked in evaluation at the International Fund for Agricultural Development and for several US government agencies. Andrew’s international work began in the Philippines where he served as a US Peace Corps Volunteer. He has a Master’s of Public Affairs degree from Indiana University and a Bachelor’s degree in Political Science from Temple University.

Charles Collyns joined the Independent Evaluation Office (IEO) of the IMF as Director in February 2017, after working as Managing Director and Chief Economist at the Institute of International Finance for 3 1/2 years. He served as Assistant Secretary for International Finance at the US Treasury Department from February 2010 to July 2013. Prior to joining Treasury, he worked on the IMF staff, including as Deputy Director in the Research Department responsible for the World Economic Outlook and Deputy Director in the Western Hemisphere Department. He holds a doctorate in economics from the University of Oxford and a BA from the University of Cambridge.

Andrea Cook joined the World Food Programme in February 2017 as Director of Evaluation, providing leadership for the evaluation function globally from WFP’s headquarters in Rome. Previously, she was the Director of Evaluation at the United Nations Population Fund (UNFPA). Before joining the United Nations, Andrea worked for over twenty years in international development, primarily with the Department for International Development in the United Kingdom, South and South East Asia, East and Southern Africa, the Caribbean and Eastern Europe in a variety of roles spanning policy, programming, and evaluation. Andrea is currently Vice Chair of the UN Evaluation Group and serves on expert advisory groups and scientific panels for research and evaluation initiatives in Africa and Asia. Her interests and experience are in humanitarian assistance, social development, gender equality, human rights, climate change, water and sanitation, urban poverty, rural development, sexual and reproductive health, HIV and AIDS, and health reforms.

Oscar A. Garcia is the Director of the Independent Office of Evaluation of the International Fund for Agricultural Development (IFAD), Chair of the Evaluation Cooperation Group of multilateral development banks, and Vice-chair of the United Nations Evaluation Group (UNEG). He has more than 20 years’ experience in development cooperation, including head of advisory services at the UNEP in Paris, and senior evaluation advisor at the Evaluation Office of UNDP, New York. Prior to his UN career, Mr. Garcia was Managing Director of Proactiva, a consulting firm specialized in results-based management and development evaluation, and held positions in the Ministry of Economic Development of Bolivia. Mr. Garcia holds two masters’ degrees in organizational change management from New School University, New York, and an MBA from the Catholic University of Bolivia in collaboration with Harvard Institute for International Development. He is author of several evaluation reports and papers on development evaluation.

Basah Hernowo is the Director of Systems and Procedure for Development Funding of Indonesian Ministry of Planning (BAPPENAS). He was born in 1960 and received his Master’s Degree in Development Policy and Public Administration from University of Wisconsin-Madison, USA. He is also a member of American Real Estate and Urban Economic Association, American Real Estate Society, and Indonesian Planner Association. Before his current assignment, he was the Director of Forestry and Water Resources Conservation (2007-2016) and Director of Human Settlement and Urban Settlement (2002-2007). He has lots of experience in handling resettlement and environmental impact assessment since 2002, including post tsunami resettlement in Aceh (2005), and Yogyakarta’s earthquake (2006).

HUANG Jian is the Manager of Cost Consulting Department, Shanghai branch of China Construction Bank (CCB). He also serves as the evaluation expert of government procurement of Shanghai. From 1990 till now, Mr. Huang has been working at Shanghai branch of CCB and has been extensively engaged in performance evaluation, construction project cost consulting, investment management and financial performance management.

Emmanuel (Manny) Jimenez is Executive Director of the International Initiative on Impact Evaluation (3ie), a non-profit organization which provides grants for the rigorous assessment of the effectiveness of development projects and programs and supports the use of such evidence in decision-making. He came to 3ie early in 2015 after many years at the World Bank Group where he provided technical expertise and strategic leadership in a number of research and operational positions including as director of the bank’s operational program in human development in its Asia regions from 2000-2012 and as director of public sector evaluations from 2012- 2014. He also led the team that prepared the World Development Report 2007: Development and the Next Generation. Before joining the bank, Dr. Jimenez was on the economics faculty at the University of Western Ontario in London, Canada. He received his Ph.D. from Brown University.

Jan Willem van der Kaaij (The Netherlands) is the Inspector General of the European Investment Bank (EIB), responsible for Anti-Fraud & Anti-Corruption matters, Operations Evaluation and the Complaints Mechanism. He became a member of the Board of Directors of the EIB in 2002 and assumed his current position in 2007. He brings 25 years of professional experience which encompass working seven years in Washington DC in the posts of Executive Director of the World Bank and the Inter-American Investment Corporation; Financial Counsellor at the Netherlands Embassy; and Advisor to the Executive Director at the IMF. Previous posts include Deputy Director Foreign Financial Relations at the Netherlands Ministry of Finance; Member of the Administrative Council of the Council of Europe Development Bank, Paris; and Economist at the Central Bank of the Netherlands. He holds a Master’s degree in History from the University of Groningen, specialising in ‘Contemporary and Economic History’. He has published articles on Evaluation issues, EMU, IMF and “De Nederlandsche Bank”.

Prathap Kasina is the Regional Director for Asia and Latin America of the Innovations for Poverty Action (IPA). He leads IPA’s Asia and Latin America portfolio that includes Bangladesh, Myanmar, the Philippines, Mexico, Peru, Paraguay, Dominican Republic and Colombia. Prior to joining IPA, Prathap was the Director of Research at the Abdul Latif Jameel Poverty Action Lab (J-PAL) South Asia, where he oversaw the execution of numerous randomized control trials. Over the course of his decade long association with high quality evaluations, Prathap has also closely worked with many governments in many countries on incorporating evidence into policy making. He holds a Masters in Public Policy from the University of Michigan and a Bachelors in Engineering from the Indian Institute of Technology (IIT) Roorkee.

Walter Kolkma has been one of the Directors of the Independent Evaluation Department at the Asian Development Bank for the past 6 years; before that he occupied staff positions in the strategy and policy department of ADB and the independent evaluation department from 2001 onwards. Dr. Kolkma has 5 years of research and management experience at the Free University of Amsterdam, spent 7 years in Pakistan working for UNDP and the Netherlands Ministry of Foreign Affairs, and worked also at OXFAM Novib in the Netherlands and Lebanon in a project under a contract with the European Union. Dr. Kolkma holds a PhD degree in the subject of sociology and economics at the University of Wageningen and has bachelors and masters degrees in human geography at the Free University of Amsterdam. He is a Dutch national.

Ayumi Konishi is the Director General of the East Asia Department of the Asian Development Bank (ADB). He assumed office in June 2013. Mr. Konishi is responsible for ADB operations in the People’s Republic of China and Mongolia, and ADB relations with Hong Kong, China; Republic of Korea; and Taipei,China. Mr. Konishi joined ADB in 1988. He served in various capacities, including his last three positions as the Deputy Director General for ADB’s Pacific Department (2012 – 2013), Senior Advisor to the Strategy Policy Department (2011 – 2012), and ADB’s Country Director for Viet Nam (2006 – 2011). Mr. Konishi is a career international civil servant with 30 years of experience. Prior to joining ADB, he served for the United Nations in Baghdad, Iraq (Economic Commission for Western Asia), New York (Secretariat), and Addis Ababa, Ethiopia (Economic Commission for Africa). Mr. Konishi is a Japanese national. He graduated from Waseda University (Japan) and Oregon State University (US), and has a postgraduate degree from New York University in Development Economics.

Auguste Kouamé is the Director of the Human Development and Economic Management Department in the Independent Evaluation Group of the World Bank (IEG). Dr. Kouamé oversees independent evaluations in economic management and country programs and human development and corporate evaluations at IEG. Before joining IEG, Dr. Kouame was the Practice Manager for Middle East and North America in the Macroeconomics and Fiscal Management Global Practice of the World Bank. He had been the Practice Manager for the Latin America and Caribbean countries. Dr. Kouamé was the World Bank’s representative in Haiti, and Senior Country Economist for three countries in the Latin America and Caribbean Region. He had previously worked as Senior Country Economist for Tunisia and was a member of the World Bank’s research team that prepared the 1998/99 World Development Report on Knowledge for Development. Prior to joining the World Bank, Dr. Kouamé worked at the United Nations Development Program and taught Applied Economics in Côte d’Ivoire and France

Anjali Kumar is the Lead Economist in the Economic Management and Country Programs Unit of the Independent Evaluation Group of the World Bank. Prior to joining IEG Anjali worked in operational areas of the World Bank, as a financial and macro economist, with a focus on macroeconomics, finance, trade, and private sector development, spanning all regions of the Bank. Since joining IEG in 2008, she has led a series of major evaluations in these areas as well as on corporate and global strategies. Anjali holds a Ph. D and M. Phil in economics from Cambridge University, U.K., and an MA in economics from the Delhi School of Economics. Her publications include several books published both at the World Bank and externally, through Oxford University Press, Macmillans, the Financial Times press, and through IPEA Brazil; in addition to numerous articles and papers.

Suk-Won Lee is Professor of Graduate School of Public Administration at Seoul National University (SNU) in Korea. He is also leading the Center for International Development Evaluation (CIDE) of SNU since 2014. Currently he is serving the two-year term Evaluation Subcommittee of International Development and Cooperation in Prime Minister’s Office. He has also served as a member of many other different government committees including Government Performance Appraisal Committee of Prime Minister’s Office, Advisory Committee to The Board of Inspection and Audit of Korea, Expert Committee for Social Security Committee, to name a few. Before joining SNU, he was a Research Associate at the Manpower Demonstration Research Corporation (MDRC), a research center known for mounting large-scale random-assignment experimental evaluations. He holds a Ph. D. from the Robert F. Wagner Graduate School of Public Service, New York University, and a Masters and a Bachelor from Seoul National University.

LI Kouqing is the Director-General of the Asia-Pacific Finance and Development Institute (AFDI) and President of Shanghai National Accounting Institute (SNAI). He is also a member of the Education Advisory Group of IFRS Foundation; Advisory specialist on Management Accounting of the Ministry of Finance of China; Executive Member of the Council of the Accounting Society of China and Executive Member of the Council of China Association of Chief Financial Officers. Prior to joining SNAI in 2000, Li had been teaching in the Department of Economics and Trade, Shanghai University of Finance and Economics (SUFE) since 1988. From 1998 to 2000, he was the Principal Coordinator of the Sino-US Joint MBA Program at SUFE. Li earned his professorship in 2000. He received his Doctoral Degree in Business Administration from SUFE. From 1996 to 1997, he was a visiting scholar at the American Graduate School of International Management).

He is an international keynote speaker and global accountability expert who has led changes in the leading companies of the automotive, oil and gas, and pharmaceutical industries.

LIU Qiming is the associate professor of College of Humanities and Development Studies of China Agricultural University. He holds a doctor degree in Management and Economics of Agriculture and Forestry. He has participated in the Shanghai International Program for Development Evaluation Training (SHIPDET) as a lecturer since 2013. He has been extensively involved in the performance evaluation of major projects, the development of evaluation indictor system of agricultural projects and urban construction and environmental protection projects, re-evaluation indictor system development and application, annual project performance evaluation report review and summary etc. He also led the national project on midterm evaluation and assessment of pilot rural reform.

LIU Yuan, Deputy Division Chief and Senior Engineer, works in Foreign Economic Cooperation Office of Ministry of Environmental Protection of China (FECO/MEP) since 1999. She was also the National Programme Officer at United Nations Industrial Development Organization (UNIDO) from 2005 to 2006. She has engaged in many areas of development and administration activities within the organization and specifically in developing, managing and implementing the programmes of phasing out ODS under the Montreal Protocol, energy efficiency under UNFCCC, integrated management of International Waters and biodiversity conservation under Convention of Biological Diversity, and related technologies, policy research, performance evaluation, environmental and social risk assessment and international cooperation in environmental protection.

LUO Jie is Deputy Director of Performance Evaluation Management Office of Shanghai Finance Bureau. He is also an accountant and member of CICPA, CCTAA. He research interests cover public finance budget, budget performance management, finance and accounting. In particular, Mr. Luo has achieved fruitful research results in fields such as investment and financing of urban construction and maintenance, land-transferring fees, administrative credit management, World Expo Economy research, full-cycle budget performance management, and third-party evaluation system construction, assessment indicator system building etc.

Jack Molyneaux has been Director of Independent Evaluations at the Millennium Challenge Corporation (MCC – a US government international development agency) since 2009. He is an applied micro-economist who has focused on program evaluations and economic analysis of infrastructure investments, health, water and sanitation, reproductive health, agriculture, poverty and employment policy for over 30 years. Before working at MCC, he worked with the World Bank’s Water and Sanitation Program, coordinating impact evaluations of its sanitation and hygiene projects in five countries. Prior to that, he lived and worked in Indonesia for over fifteen years, supporting program evaluations and economic research with the University of Indonesia and the RAND Corporation.

NIU Junyu is the Director of Public Performance and Information Research Center of Fudan University, China. Her research interests include Government Performance management Theory and Information Construction, as well as Natural Language Processing. Director Niu holds a PhD degree in Computer Science, and has been a post-doctoral fellow at Public Management Postdoctoral Research Station and Computer Postdoctoral Research Station of Fudan University. She has led and participated in many major research projects in Government Performance Management and Performance Management System.

Johanna Pennarz is a Lead Evaluation Officer at the Independent Office of Evaluation of IFAD. She has been leading evaluations of IFAD country strategies and programmes in Nigeria, Egypt and Georgia. She also led the preparation of synthesis evaluations on gender and partnerships for IFAD. Prior to joining IFAD, she has led a project on evaluation capacity development, funded by the German Government, at the Office of the Prime Minister in Uganda. Overall, she has more than 20 years on strategic and institutional evaluations, amongst others for the African Development Bank, United Nations Children’s Emergency Fund (UNICEF), United Nations Human Rights-Office of the High Commissioner, Department for International Development (DFID) and the Swedish International Development Cooperation Agency (Sida). Johanna Pennarz holds a Ph.D. from Munich University in Germany.

Riccardo Polastro is the Regional Evaluation Adviser at UNICEF’s Regional Office for East Asia and the Pacific. Before joining UNICEF he was a Principal at IOD PARC and the Head of Evaluation at DARA. Overall he has twenty years of experience in humanitarian affairs and development aid having worked in over than seventy five countries for the United Nations, the International Movement of the Red Cross, NGOs, donor agencies and private firms. Riccardo has managed and carried out more than 100 policy and operational evaluations and reviews. He lectured in several university-level Master’s programs and provided professional training on all phases of the results based management cycle. He holds an MPhil in Peace and Security, an MA in International Relations. Riccardo obtained his Maîtrise of the Ecole des Hautes Etudes en Sciences Sociales in Paris. He has served as Steering Committee member of ALNAP and currently co-chairs the United Nations Evaluation Development Group for Asia and the Pacific.

Jyotsna Puri is currently the Head of the Independent Evaluation Unit of the Green Climate Fund. She is also adjunct associate professor at the School of International and Public Affairs (SIPA), Columbia University, New York. Dr. Puri’s areas of work include policy impact analysis on poverty reduction, environment, agriculture, health and climate change, etc. She has more than 22 years of experience in policy research and development evaluation at several organizations including the World Bank, Columbia University and the UN. Also, she has led the evaluation related works for UNDP, UNICEF, GEF and the MacArthur Foundation. Dr. Puri has examined and advised on evidence based climate change and environmental policy, advocacy for policy and behaviour change, community based engagements for improving vaccine coverage, methods for evaluating humanitarian action. Dr. Puri’s academic qualifications include a Ph.D. and M.Sc. in Resource Economics and a Masters in Development Economics.

Veronique Salze-Lozac’h is Deputy Director General in the Independent Evaluation Department. She is an economist, with a strong political science background, and has worked for both the public and the private sector on foreign direct investments, inclusive growth, private sector development, and policy reforms in Africa and Asia. Prior to joining the ADB, Ms. Salze-Lozac’h was Senior Director of Economic Development and Chief Economist at The Asia Foundation, where she oversaw strategic planning for the Foundation’s economic activities and developed programs across 18 Asian countries in areas of policy reform, enabling business environments, regional cooperation, trade and women entrepreneurship. In this role she supported Asian initiatives to accelerate inclusive and sustainable economic growth and broaden economic opportunities.

Dr. Pernelle Smits is professor in University Laval Canada, evaluator, and past-president of the Quebec Evaluation Society. She developed expertise in evidence-based governance, collaborative strategic planning, customized capacity reinforcement, and evaluation of projects, programs, policies. She has been working in various settings: Haiti, Senegal, Djibouti, Argentina, China, Chile, Brazil, India, Europe (UK, France, Finland, Switzerland, Albania), and North America.

Hyun H. Son is a Principal Evaluation Specialist in the Independent Evaluation Department of the Asian Development Bank (ADB). Prior to joining ADB in 2007, she was a poverty specialist at UNDP. She held an academic position at Macquarie University in Australia. She has published extensively on poverty, inequality, pro-poor growth, inclusive growth, and social and public policies in renowned journals like Economics Letters, Review of Income and Wealth, World Development, Oxford Bulletin of Economics and Statistics, and Journal of Economic Inequality. She was also a guest editor of the special issue on transitional economies for the Journal of Asian Economics. She has written two books: Equity and Well-Being: Measurement and Policy Practice by Routledge of the Taylor & Francis Group (2011); and Social Welfare Functions and Development: Measurement and Policy Applications by Palgrave Macmillan (2016). She has a Ph.D. in Economics from University of New South Wales in Australia.

Ling Hui Tan joined the IMF’s Independent Evaluation Office (IEO) as an advisor in 2013 after 18 years on the staff of the IMF. At the IEO, Ms. Tan led and/or contributed to evaluations of the IMF’s work in a wide range of areas including social protection, crisis programs in the euro area, technical assistance, capital account liberalization, and international trade policy issues. At the IMF, she worked primarily in the Institute for Capacity Development where she was a division chief responsible for the macroeconomics training program in Asia and the Pacific; she also worked in the European Department. Her research publications include papers on trade and structural policy issues in various academic journals. She holds a Ph.D. in economics from Harvard University.

Dingding Tang is the Chair of the Compliance Review Panel and concurrently Head of the Office of the Compliance Review Panel of the Asian Development Bank. Dingding is a national of the People’s Republic of China. He has a Master’s degree in Business Economics from the University of Asia and the Pacific, and a Bachelor’s Degree in Water Supply and Sewage Treatment from Harbin Industry University. Prior to his appointment as Chair of the Compliance Review Panel, he was Director General of the Department of International Cooperation, Ministry of Environment Protection, China where he is responsible as a national focal point for developing cooperation programs with international finance institutions. He specializes in environmental protection, specifically in implementing environmental safeguards, and conducting assessment and investigation.

Marvin Taylor-Dormond is Director General, Independent Evaluation Department at the Asian Development Bank (ADB). Reporting to ADB’s Board of Directors, his responsibilities include assessing ADB’s development effectiveness as well providing lessons to inform the ADB operations. Prior to joining ADB, Mr Taylor-Dormond served in the World Bank Groups Independent Evaluation Group (IEG) as Director Finance, Private Sector and Sustainable Development, and in the International Finance Corporation and MIGA as Director for Independent Evaluation. Mr. Taylor-Dormond joined the multilateral banking community after having served as Vice Minister of Finance of the Republic of Costa Rica as well as working at the Central American Bank for Economic Integration where he held several leadership roles as Controller, Executive Vice President, Chief Economist and Chief of Evaluation. Mr. Taylor-Dormond holds a Doctorate degree in Economics from Carleton University-University of Ottawa Canada, a Master’s degree in International Affairs from NPSIA Carleton University, and a Licenciatura in Economics and a Bachelor’s degree in Economics from the University of Costa Rica.

TONG Wei, Doctor of Economics, doctoral tutor; Professor of the Institute for Finance and Economics of the Central University of Finance and Economics and Professor of Beijing Research Base for Finance and Economics; Director of Research Center of Russia, Eastern Europe and Central Asia; Evaluation expert of China Development Bank and the evaluation expert on budget performance of Ministry of Finance. She is on the list of “Program for New Century Excellent Talents” of The Ministry of Education. She has visited Financial University Under the Government of the Russian Federation, St. Petersburg State University of Economics and Kiev National Economic University. Her research fields cover public finances, government budget, financial investment and financing, expenditure performance evaluation, finance and economics of Russia, Eastern Europe and Central Asia.

WANG Yongjun is a professor and a doctoral supervisor at the Central University of Finance and Economics (CUFE), PRC. He also serves as Director of the Research Centre for Government Budget at CUFE, and Chief Expert of Beijing Financial Research Base, the trustee council member of China Fiscal Academy, Beijing Fiscal Academy, and Beijing Friendship Association for Non-Party Senior Intellectuals. He was selected among the first batch of the Trans-Century Talents of Ministry of Education in 2004, and has been receiving the State Council Allowance for Experts with Special Contributions since 2008. He was appointed as Special Auditor of the National Audit Office and a member of the National Audit Guidelines Expert Committee in 2013, and Senior Specialist of China Development Bank in 2013. His research interests include public finance management, government budget, corporate financial management, and has published numerous papers, monographs in these fields. He received his PhD degree in Economics from the Chinese Academy of Social Sciences in 1994.

XU Yuning is the Director General of the Zhejiang Provincial Department of Finance and the Director General of the Local Taxation Bureau of Zhejiang Province. He was born in May 1961 and started his career in 1981. He holds a master’s degree.

YANG Yun is a researcher at National Center for Science & Technology Evaluation. She has participated in the evaluation of loans and grants programs of international financial organizations and bilateral loans and grants, as well as the evaluation of scientific and technological projects and policies. Ms. Yang has led the Performance Evaluation on China Economic Reform Implementation Project (TCC5 Project), with the technical assistance from World Bank. She has also intensively participated in “Diagnostic Study of M&E Practice of IFIs Project in China”, “Pilot Performance Assessment Work of IFIs Projects in China” jointly conducted by World Bank and Ministry of Finance of China. Besides, she is a panel member of the Midterm Evaluation of S&T International Cooperation Theme of MLP (2006-2020) and also the Midterm Evaluation of the National Drug Discovery and Development S&T Major Project (NMP). Yang Yun was a visiting scholar at University of Michigan between 2010 and 2011 and also a member of IDEAS.

Xianbin Yao is the Special Senior Advisor to the President of the Asian Development Bank. In this role, he coordinates ADB’s development effectiveness work; engages ADB’s Board Committee on development effectiveness, Independent Evaluation Department. Prior to this, Mr. Yao held a number of other senior positions in ADB. He was the Director General of the Pacific Department, which serves a group of 14 small islands developing member countries across the Pacific ocean. He was the Director General for ADB’s Regional and Sustainable Development Department, leading ADB’s sector and thematic policy development and practice programs, including climate change responses, environment and natural resources management, economic infrastructure, and social development. Mr. Yao, a national of the People’s Republic of China, joined ADB in 1991 as a Young Professional. He holds a doctoral degree in Agricultural Economics from Michigan State University.

Ivory Yong-Prötzel heads the Evaluation function at the European Investment Bank. In this position, she provides leadership to a team of evaluators assessing EIB and EIF activity with the aim of improving the EIB Group’s performance through accountability and learning. Ms. Yong works closely with her team to ensure that evaluations are designed and carried out according to the highest professional standards, using sound methodologies and innovative approaches. Ms. Yong’s advanced expertise in ex-post evaluation, developed though over 20 years of continuous practice, is widely recognised at the Bank and in the international arena. Prior to EIB, Ms. Yong worked in consultancy and academia with responsibility for different development studies in Africa and Latin America. Ms Yong focus was on applied macroeconomics and econometrics (hyperinflation and public debt). Ms. Yong graduated in economics from the Universidad Católica del Perú and the University of Ottawa, Canada.

ZHANG Long is the Director of Performance Management Division of Hubei Provincial Department of Finance. He was born in 1976, graduated from Zhongnan University of Economics and Law in 1996 and then started his career at Hubei Provincial Department of Finance at the same year. He has published many academic papers in the field of performance management in journals such as Public Finance Research and Public Finance Science.

Wencai Zhang joined ADB in 2013 as the Vice-President (Operations 1) of the Asian Development Bank (ADB) responsible for operations in the South Asia and the Central and West Asia Department. Prior to joining ADB, Mr. Zhang was the Director General of the Department of External Economic Cooperation at the Ministry of Finance (MOF) of the People’s Republic of China (PRC). He served as the Deputy Director General for the International Department of MOF from 2004 to 2012, where he worked with various multilateral initiatives, including the Group of 20 (G20), Association of Southeast Asian Nations+3 (ASEAN+3), and Asia Pacific Economic Cooperation. From 2007 to 2009, Mr. Zhang was the Executive Director for the PRC at ADB and was the Advisor to the Executive Director of China at the World Bank in Washington, D.C. from 1993 to 1996. Mr. Zhang holds a PhD in Finance from the Chinese Academy of Social Sciences. He earned his Master’s Degree and Bachelor’s Degree in International Economics from Nan Kai University in Tianjin, PRC.

ZHAO Liming is the Director of Performance Management Division of Zhejiang Provincial Department of Finance. He is also a senior accountant. He was born in Hangzhou, Zhejiang province in 1965 and started his career in 1985. Before his current assignment, he served as the section chief of General Division, the deputy director of State-Owned Assets Division, the deputy director of Treasury Division and director of Treasury Payment Division of Zhejiang Provincial Department of Finance.

ZHAO Min is Director of the Asia-Pacific Finance and Development Institute (AFDI), Associate Professor of Shanghai National Accounting Institute (SNAI). She graduated from Shanghai Jiaotong University with a Ph.D. degree in economics in 2007. She attended SHIPDET (Shanghai International Program for Development Evaluation Training) that same year, and then IPDET in 2008. Since then, she began to explore practices and researches in evaluation. Now she is leading some evaluation research schemes for governments, training professionals in evaluation, and providing advisory services to local people’s congresses on PBB. She is also Head of CLEAR-SHIPDET Center (Centers for Learning on Evaluation and Results). She has published almost 20 articles in international journals such as the Journal of Asian Innovation and Entrepreneurship, Public Finance Research, Asia and Pacific Economics.

ZHENG Yong is the Director of Division of Performance Management, Department of Budget, Ministry of Finance of China. She holds a doctor degree in economics. Before her current assignment, Zheng Yong was researcher and deputy director of Division of Institutional Management of Department of Budget, Ministry of Finance of China. She has profound knowledge and rich experience in finance management and performance management.
