RS & GIS Consultancy (‘RS&GIS’) are one of the longest‐serving and most experienced providers of mapping solutions in Malaysia ‐ providing expert advice, intelligent information outcomes, and professional project support services, backed with proven mapping technologies, and innovative thinking to deliver real results to our clients. We are a privately‐held Bumiputra Status Company, incorporated in Malaysia in March 2006, operating from a base in Sri Hartamas, Kuala Lumpur, and providing services throughout Malaysia. Established and operated according to a long‐held commitment to form a professional Malaysian‐based geospatial services business, we have grown since our early days as a ‘boutique’ mapping company, into a diversified full‐service geospatial solutions provider, with an experienced and dedicated team of Malaysian‐based and Malaysian‐grown professionals, and backed by a pedigree borne from the successful execution of over 100 major mapping projects, and 60 airborne mapping campaigns, over the last decade. RS&GIS stands out from the field of Mapping ‘Entrepreneurs’ in Malaysia. Our business has evolved over the last decade to offer a genuine ‘full‐service’ capability. ‘Competing’ mapping‐solutions providers seem mostly intent on collecting reseller and distribution agreements from major industry suppliers (ESRI, Trimble, DigitalGlobe, etc) and competing lower‐level ‘niche’ brands for off‐the‐shelf’ technologies, software, and data products. RS&GIS, first and foremost, offer access to mapping service professionals, offering impartial expert advice and leading‐edge customized mapping programs. Mapping initiatives are generally built around distinctive issues or more complex challenges that require specialist data solutions and subject‐matter‐experts (whose analysis is dependent on relevant and accurate data). Survey and data acquisition systems, whether satellite, airborne, or field‐based, must be ‘fit‐for‐purpose’. The alternative is frequently summed up by a phrase commonly used in the mapping industry: ‘Rubbish In – Rubbish Out’. This method can visually monitor and track Work Package contactor’s project progress by using BIM models, UAS (Unmanned Aerial Vehicle System) monitoring and 4D Simulation. Then, to assist on coordination and checking of design, construction and as built information and establish 3D as built model (LOD 500) that comply to the basic RMMS requirement for handover to respective government authority.

RS&GIS delivered a mapping solution that optimized HEP planning and design works, and helped reduce estimated earthworks budget by over RM50M during the first phase alone. A substantial increase in reservoir storage was identified over initial design estimates. This supported a 20% increase in generating capacity and an upgrade of turbine rating, leading to significant upgrades in expected revenue across the Project lifecycle. An ROI exceeding 100:1 was achieved on the initial ‘investment’ made in mapping services from RS&GIS.

For this Project, RS&GIS developed an innovative ‘Hybrid’ land survey system that reconciles modern and traditional survey techniques and technologies, and was accepted by JUPEM. Provision of comprehensive geospatial solutions to support detailed route selection, planning, and design process for over 50km of proposed rural roads near Sarikei, Sarawak. Services included provision of advanced airborne LIDAR and Orthoimage survey, GIS database development, and the deployment of advanced automated route design and optimisation (QUANTM) software and services. Route selection, earthworks optimisation, cost estimation, and completion of the PED design process, including production of design drawings to support preparation of tender documents, was completed in a record 3 weeks.

Complete Spatial Data Acquisition and Database Solutions from Airborne Laser Scanning, High‐Resolution Digital Imaging Cameras and Immersive 360o video capture, combined with GIS Data Processing and Integration Services to support the JKR Slope Stability Assessment System. Project included deployment of multiple airborne and field‐based sensor systems, which expedited data acquisition for the development of essential project terrain and image databases in only 4 months, along 1,500 km of Federal Roads in Sabah. Crucial aerial and ground‐based datasets were integrated to provide a web‐enabled knowledge‐based information system to the Project. RS&GIS introduced key technologies to support key NSMP recommendations, and also future development of RMMS systems required by KKR.

Implementation of leading‐edge multi‐sensor laser‐based mapping solutions, involving integrated ALS, MLS, TLS, satellite and orthoimagery for detailed corridor mapping, with engineering and slope /drainage design support services also provided. A comprehensive Web‐enabled GIS system was developed for the project, to coordinate Datasets, a diverse Project Team, 3rd‐Party SME’s, and also support day‐day operations of the Project. RS&GIS independently conducted a preliminary Engineering Geology‐based landscape study and review of Geohazards along the route, using experts and expertise from the Hong Kong LSMP Landslide Program.

Ministry of Science Technologies and Environment (MOSTE) National Wetlands Biodiversity Study: Database Development based on advanced image processing and classification to identify, delineate, and classify wetlands and other land cover classes across Malaysia, from Landsat TM (1990‐series) and Landsat ETM (2000‐series) imagery
2. BHPP Billiton Pilot Project for Oil Seep Detection & Mapping ‐ Gulf of Mexico. Successful pilot study was then deployed in different oil regions as a commercial service. Utilising remotely sensed data & advanced image processing to detect and map oil slicks on surface of the sea. Systems deployed included of Airborne Hyperspectral, DigitalGlobe, SPOT, Landsat and ASTER imagery.
