    Regional Treasurers ReportPaul Ho Wai ChiRegional Treasurer, Asia-Pacific Regional Scout Committee

    Good morning fellow Scouters.

    I took over as Regional Treasurer on July 2011, however, my assignment today is to report to you the Asia-Pacific Regional office operations during the last 3 years, that is FY 2009-2010 to FY 2011-12.

    Due to change of the global external auditor to KPMG that was decided at the end of September 2012, there is delay in the audit for current year. However, I would like to report to you that the last 2 FY audits were completed within 30 days from the closing of the Fiscal Year. No management comment or weakness letter was reported which has been the case for the last 9 years. We are expecting the same for this FY 2011-2012.

    Before making the usual report, I would like to mention that since I was appointed as Regional Treasurer, I was able to participate in the following events:

    APR Management Meeting in Manila in 1. 2011 and 2012Two (2) Regional Scout Committee 2. in Thailand and in BangladeshWOSM Finance Meeting in Hongkong last 3. Sept 2012

    In my report I will cover the following items:

    Where did we get our funds?1. What did we do with the funds?2. How were the Earmarked/Restricted 3. Projects funded and the countries which received the assistance?What fund balances remained at the end 4. of September 2010, 2011 and 2012 ?

    WHERE DO WE GET OUR FUNDS

    The figures you will see on the screen are rounded off to the nearest thousand US dollars for easy reading. The non-rounded actual figures however appear on the attachments to my report you are receiving.

    Our funds for operations came from World Scout Bureau-Central Office. Our other incomes came from non-restricted donations and interest. Our operations fund totaled $1.8 M for the past 3 years. We are also receiving generous donations for Restricted Funds for Special Projects. For the past 3 years, we received a total of US$0.5 M.

    Therefore, we can see that these two factors are closely linked.

    Here is another way of looking at the relationships between the key factors of growth.

    In this diagram I have included Youth Involvement as a factor that we will need to consider because it is part of WOSMs strategic plan.

    Will this factor really lead to an improvement of the quality of the youth programme or the quality of the adult leaders is something each NSO will have to decide. It may or may not much depends on what you want the youth to do, how you prepare the youth, and the purpose of youth involvement.

    Article I.1 Asia Pacific Region means the geographical area as defined by the World Scout Committee under the Article XIX of the Constitution of the World Organization of the Scout Movement.

    Article XII.2 aTransitional provisions:At the Fifteenth (1986) Asia-Pacific Regional Scout Conference, five new members shall be elected to the Regional Committee for a term of Six Years. The Five members of the committee who were elected at the Fourteenth Asia-Pacific Regional Scout Conference (1994) for a four year term shall continue to serve tin their positions in the committee for a further one year period and retire in 1989.

    Article XII 2 bThe amended Constitution shall enter into force following the fifteenth Asia Pacific Regional Scout Conference (1986) and the Sixteenth Asia- Pacific Regional Scout Conference will accordingly take place in 1989.
