กรมวิทยาศาสตร์การแพทย์ ให้การสนับสนุนการ

ศึกษาดูงานห้องปฏิบัติการสถาบันวิจัยวิทยาศาสตร์สาธารณสุข ในการ

อบรมเชิงปฏิบัติการ Operation VECTOR 2017 ซึ่งเป็นปฏิบัติการ

ที่ให้ความรู้แก่ผู้บังคับใช้กฎหมายที่เกี่ยวข้องกับการก่อการร้าย เพื่อ

ป้องกันการก่อการร้ายทางชีวภาพ การประชุมนี้จัดโดยสำนักงาน

ตำรวจแห่งชาติ ร่วมกับสำนักเลขาธิการองค์การตำรวจสากล

(INTERPOL) ระหว่างวันที่ 27 พฤศจิกายน ถึง วันที่ 1 ธันวาคม

2560 ณ โรงแรมอโนมา แกรนด์ กรุงเทพมหานคร โดยมีประเทศ

สมาชิกที่เข้าร่วมประชุม ประกอบด้วย ประเทศอินโดนีเซีย มาเลเซีย

ฟิลิปปินส์ กัมพูชา และไทย จำนวนทั้งสิ้น 39 คน การดูงานจัดขึ้นใน

วันที่ 1 ธันวาคม 2560 เวลา 9.00-12.00 ณ กรมวิทยาศาสตร์การ

แพทย์ จ.นนทบุรี

นายแพทย์สุขุม กาญจนพิมาย อธิบดีกรมวิทยาศาสตร์การ

แพทย์ กล่าวว่า กรมวิทยาศาสตร์การแพทย์ โดยสถาบันวิจัย

วิทยาศาสตร์สาธารณสุข เป็นห้องปฏิบัติการอ้างอิงของกระทรวง

สาธารณสุข ในการรองรับภาวะฉุกเฉินทุกภัยสุขภาพ กรณีของภัย

คุกคามจากอาวุธชีวภาพ ซึ่งเป็นประเภทหนึ่งของอาวุธที่มีอำนาจ

ทำลายสูง (Weapons of Mass Destruction: WMD) ที่กำลังเป็น

ประเด็นที่นานาประเทศให้ความสำคัญตามกฎอนามัยระหว่างประเทศ

(International Health Regulations: IHR) และวาระความมั่นคง

สุขภาพโลก (Global Health Security Agenda: GHSA)

สถาบันฯ มีความพร้อมของบุคลากรและเครื่องมือสำคัญ

ได้แก่ ห้องปฏิบัติการชีวนิรภัยระดับ 3 (BSL3) และตู้ปลอดเชื้อ

แบบยิ่งยวด (Isolator) สำหรับตรวจวิเคราะห์เชื้ออันตรายร้าย

แรงระดับ 3 และ ระดับ 4 และตรวจวัตถุที่ต้องสงสัยเป็นอาวุธ

ชีวภาพ ซึ่งการศึกษาดูงานและเยี่ยมชมห้องปฏิบัติการในครั้งนี้

On behalf of Department of Medical Sciences, I’m pleased to be on this stage and would like to express our ultimate welcome to you all. Thanks for joining us this morning. Let me extend a sincere welcome to the project VECTOR bioterrorism evidence exploitation workshop, which is being held from 27 November to 1 December 2017.

As you know, the Bioterrorism Prevention Unit (BTPU) is focusing on biosecurity and bioterrorism prevention and the impact of the intentional smuggling of biological materials across borders. The ability to identify risk and triggers associated with biological crimes, including the identification of biological materials, agents and equipments; are directly related to the ability to reduce bio risks and the potential for biological crime. The Interpol has seen such importance.

Consequently, The Project VECTOR was designed with the aims to provide the chemical, biological, radiological and nuclear, explosive teams and border police with the best practice techniques for the identification of priority biological samples, collection of evidence from a biologically contaminated crime scene or border screening, and the requirements for laboratory transport.

Department of Medical Sciences, Nonthaburi, Thailand 1 December 2017

The Department of Medical Sciences has concerned with and recognized the importance of this project. As we are responsible for a medical science research, our major duties are research and development for solve medical science and public health problems, diagnosis and analysis of health products to protect the consumer as well as being a national reference laboratory in Thailand. Moreover, we develop and accredit the medical laboratories throughout the country to strictly follow the international standard.

The DMSc has establ ished and implemented the bio-risk management program since 2012 to support an implementation of the WHO International Health Regulations and other relevant global health security frameworks to ensure the biosafety and biosecurity during production, handling, storage and shipping of the pathogenic microorganisms and toxins. This scheme has also been implemented to hospital’s laboratories across Thailand through the 14 Regional Medical Sciences Centers of DMSc.

We are pleased to cooperate with Interpol. I hope that the visit to our biological laboratory today will be beneficial for all of your works.

Finally, it is a pleasure to see so many of you here, again, welcome all. I anticipate the fruitful achievements after the completion of this project. Thank you very much.
