26TH NSM THEME TRANSLATION

"Pagyamanin at Gamitin ang Estadistika, Kalusugan para sa Lahat ay Abot-Kamay Na"

Ang kalusugan ay susi upang mapagtagumpayan ang tinatamasang kaunlaran

sa buong bansa. Sa katunayan, ang sektor ng kalusugan ay minamatyagan sa Millenium

Development Goals (MDGs) at itinuturing na mahalagang sektor na kailangang

pagyamanin katuwang ang pag-unlad ng isang bansa. Sa MDGs, bukod sa maibsan

ang kahirapan ng bansa, ang pokus ay ang pagtataguyod ng kalusugan ng mga bata

at mga ina pati na ang paglaban at pagsugpo sa sakit na HIV at AIDS, malaria at iba

pa.

Lalo’t higit ngayon, pinaghahandaan ng ating Philippine Statistical System (PSS)

ang pagmomonitor sa panibagong Sustainable Development Goals (SDGs) na siyang

kahalili ng MDGs. Sa panibagong SDGs na ito ay mas pinalawig ang mga isyung dapat

bigyan ng pansin sa pamamagitan ng pagdaragdag ng layunin, kasunod ang pag-

daragdag din naman ng bilang na target at bilang ng mga indikasyon sa pagmomoni-

tor ng pag-usad ng mga layunin. Binibigyang-diin din ang ating pangangailan ng mga

datos tungkol sa populasyon at kalusugan na dapat na bigyang halaga at gamitin sa

paggawa ng polisiya at programa.

Isa sa mga layunin ng Pangulong Benigno S. Aquino III sa kanyang panunungku-

lan ang Kalusugan Para Sa Lahat o the Universal Health Care of the Aquino Health

Agenda. Tungkulin nito na mabigyan ng kalidad at pantay na serbisyong pangka-

lusugan ang lahat ng mamamayang Pilipino, mapa-mayaman man o mahirap. Para

maisakatuparan ito, ipinapatupad ang malawakang pagsasaayos ng mga pampub-

likong pagamutan pati na rin ng mga pasilidad hanggang sa malilit na mga himpilang

pangkalusugan sa bansa. Pinapalawak din ang pagiging miyembro ng PhilHealth ng

mga mamamayang Pilipino. Ang mga programang pangkalusugan ay inilalapit, lalo na

sa mga kababayan nating maralita. Nakikita na sa tulong ng tamang estadistika,

mapagkakatiwalaan at palagiang pagbibigay impormasyon ukol sa kalagayan ng ka-

lusugan ng mga mamamayang Pilipino ay uusad pa ang nasabing layunin.

Kaya naman sa pagdiriwang ng 26th National Statistics Month ay ating kikilalanin

kung paano nakakatulong ang estadistika upang ilapit ang mga Pilipino sa mga pro-

gramang pangkalusugan at iangat ang estado ng kalusugan ng lahat sa ating bansa.

Sa gabay na ibinibigay ng mapagkakatiwalaang estadistikang pangkalusugan,

tinutugunan ang pangangailangan ng mga mamayang Pilipino upang mas mapabuti

ang kanilang kalusugan at paggawa tungo sa mas progresibong ekonomiya.

Statistical System (PSS), as you celebrate the National Statistics Month.

For the past 25 years, the National Statistics Month has partnered with various agencies in

conducting studies aimed at improving the timeliness, methodology, and quality of data

collection and interpretation. Now on its 26th year, it continues to be an effective tool in

promoting public awareness and appreciation on the importance of statistics in nation-

building. We have taken note of the growing demand and relevance of statistical analyses in

our rapidly shifting milieu, as you focus on mobilizing statistics in realizing our goal of

comprehensive healthcare. May this event be an opportunity to improve your sector further,

and allow you to express even greater solidarity with our commitment to truth-telling and

sound, strategic governance.

A crucial step in eradicating poverty is securing our people’s health: A healthy population

leads to a strengthened workforce, which is a key component of economic development. With

this in mind, health planners rely on accurate statistics made by the PSS, to identify target

beneficiaries and formulate inclusive, responsive programs attuned to their needs. PhilHealth,

in particular, has greatly benefited from the expertise of our statisticians: It has expanded

their health assistance coverage from 47.0 million Filipinos in 2010 to 89.4 million Filipinos

as of July this year, based on the data and analyses provided by our statistics professionals.

This accomplishment was made possible through the efforts of government towards

providing accessible healthcare, formulated based on quantity statistics.

May the Philippine Statistics Authority always uphold integrity, transparency and

accountability, for these rebound to the even more equitably progressive Philippines that we

rightfully deserve. Together, let us carry on along the Daang Matuwid and secure the

continuity of our momentum towards lasting, meaningful change. I wish you a successful

MESSAGE

On behalf of the National Economic and Development Authority (NEDA), I extend my warmest

greetings to the Philippines Statistical System (PSS) for another exemplary year of upholding the role of statistics in the national development, and ensuring the support of the public in the continuous enhancement of the quality of statistics in the country.

Accurate, coherent and reliable statistical information and evidence are crucial in allocating

limited resources, and in ensuring that the policy decisions and actions truly respond to people’s needs. As I mentioned during the Philippines Statistical Authority’s (PSA) Forum of Population and Social Statistics last March, many of the policies and recommendations included in the Updated Philippine Development Plan are influenced by insights generated from data generated by the Philippine Statistics Authority. As we monitor our country’s progress towards achieving national growth and alleviating poverty, statistics continue to play a pivotal role.

This year, the National Statistics Month is hosted by the Department of Health, and carries the

theme “Pagyamanin At Gamitin ang Estadistika, Kalusugan para sa Lahat ay Abot – Kamay Na”. The theme highlights the importance of the health sector in national development, and the role of statistics in ensuring that health services are effectively delivered to the public. This crucial responsibility is shown in the monitoring of the country’s progress in meeting development targets under the Millennium Development Goals (MDGs), and will continue as we move on to the Sustainable Development Goals (SDGs).

As Chairperson of the PSA Board and Secretary of Socioeconomic Planning, I wish to congratulate the Philippine Statistical System for its unwavering service to the country through the delivery of timely, accessible, coherent, comparable and relevant statistics, and through the work in enhancing Filipino’s awareness of the important role of statistics in national development. In celebrating the National Statistics Month and World Statistics Day, let us continue to upgrade the quality and standards of statistics in the Philippines, and instill nationwide awareness and appreciation of the value of statistics to different sector of society.

MESSAGE

The National Statistics Month (NSM) celebrated annually since 1990 has become an effective advocacy tool that highlights the crucial role of statistics in policy formulation, planning and decision making. We appreciate everyone’s continued interest and support through the various statistical activities that have been lined up during the month long celebration as presented in this 26th NSM calendar of activities. This year’s theme of NSM is “Pagyamanin at Gamitin ang Estadistika, Kalusugan Para sa Lahat ay Abot - Kamay Na,” to highlight the importance of improving the health sector through the generation and use of quality health statistics for evidence-based decision-making, and to underscore the role of the PSS through the DOH in production and dissemination of accurate and coherent health statistics in formulating and evaluating policies and programs on health and nutrition. This year’s celebration is timely as the Philippine Statistical System (PSS) continues to advance as a frontrunner in upholding the role of statistics in nation-building and tracking progress through the Millennium Development Goals (MDGs) and now through the Sustainable Development Goals (SDGs), as well as new and emerging concerns such as data revolution and, preparations for the 2020 World Population and Housing Census Program. Indeed, the PSS has exhibited exemplary performance in upholding the vision of producing timely, coherent, comprehensible, and relevant statistics. At the international level, the Millennium Development Goals is nearing its tail end. Substantial progress has been achieved on the MDGs, and this has been attained amidst emerging global health security threats. These emerging challenges are targeted to be solved through the discussion of the Sustainable Development Goals (SDGs) which continues to highlight the role of health and nutrition in achieving sustainable development. The United Nations, in its General Assembly held on September 26, 2015, adopted the post-2015 SDGs consisting 169 targets identified under 17 global goals. Furthermore, the UN General Assembly has endorsed the Open Working Group report in which health is one of 17 SDGs: “Ensure healthy lives and promote well-being for all at all ages.” Health is also closely linked to other goals such as those related to improving nutrition, water and sanitation. Moreover, 9 out of the 169 targets are health related, which include three related to the unfinished health-related MDGs, three on non-communicable diseases and injuries, one on universal access to sexual and reproductive health care services, one on Universal Health Coverage, and one on environmental pollution and contamination. As we begin our new 15-year journey in accomplishing these goals, the value of statistics becomes more evident in monitoring country’s progress. Applying these data further introduced new perspective in policy making that caters to people’s needs. It is our responsibility to fulfil the dreams of our people. On behalf of the Philippine Statistics Authority, it's our deepest gratitude to all our partners through the years for your unwavering support to the annual celebration of the NSM. MESSAGE

The Bangko Sentral ng Pilipinas, together with the Department of Education, is pleased to join the Philippine Statistical System in the celebration of the 26th National Statistics Month (NSM) this October. We are also one with the global statistical community as we celebrate the 2nd World Statistics Day on October 20. The theme of the celebration this year, “Pagyamanin at Gamitin ang Estadistika, Kalusugan para sa Lahat ay Abot-Kamay Na,” focuses on the relevance of statistics in reshaping the general condition of the health care sector in the Philippines. Current statistics show that the health care system continues to face the challenges of inadequate hospital facilities, limited financing, and insufficient number of health care professionals. While the government continues to institute health care reforms, access of millions of Filipino households to quality and cost-efficient health care systems remains limited. In the long term, timely health care across all income classes is essential in attaining economic growth that is inclusive and broad-based. The health care sector is a very important market because health helps create wealth. The experi-ence of some economies shows that health and wealth create a virtuous cycle—better health translates to an increase in wealth, and vice versa. Rapid economic development is seend as key to improving the state of the health care sector. In turn, an improvement in health is seen to further amplify economic growth through a more productive and empowered population. This is the reason why surveillance mech-anisms based on comprehensive and timely health statistics are necessary to enable policymakers to better address health care challenges. The theme acknowledges that the availability of timely, accurate, and relevant data would enable the government to properly monitor the state of health care and appropriately channel resources to those who need it most. At the Bangko Sentral ng Pilipinas, we recognize that access to financing improve one’s access to proper health care. We contribute to this goal by widening access to financial products and services to include the underserved and unbanked segment of society. This, together with our sus-tained efforts to promote microfinance as wells as financial and consumer education, are aimed to further spread economic opportunities across the population and help the government to institute more health care reforms. On behalf of the BSP, we thank everyone who has continued to render full support in helping to promote the importance of statistics to our economy’s development. Mabuhay tayong lahat!

The National Statistics Month In Retrospect

The National Statistics Month (NSM) was first observed in 1990 pursuant to Presidential Proclamation No. 647 signed by then President Corazon C. Aquino on September 20, 1990, Declaring the Month of October Every Year as the National Statistics Month. It was a significant milestone in the history of the Philippine Statistical System (PSS) as the proclamation gave recognition to the pivotal and crucial role of statistics in policy formulation, planning and decision making in both the government and private sectors. The annual observance of the NSM was perceived as a vital step in promoting, enhancing and instilling nationwide awareness and appreciation of the value of statistics in the different sectors of Philippine society. The NSM was further envisioned as a vehicle for insuring the support of the general public in improving and enhancing the quality and standard of statistics in the country. Since 1990, the observance of the NSM in October has become a tradition in the PSS that is widely participated by national government agencies, local government units, the academe, and private institutions. The event has progressively become a showcase of unity and cooperation among the members of the PSS in promoting their products and services as well as in recognizing emerging issues, developments and other challenges faced by the system. The celebration of the NSM has likewise been made relevant by highlighting a thematic focus in the activities undertaken each year.

The programs and activities for the celebration are drawn up by the different government departments and offices, academic and research institutions, and private sector organizations down to the local levels. The observance of the NSM features a variety of activities, such as exhibits; statistical contests; conduct of trainings, seminars, workshops, symposia, conferences; and IEC activities. Highlights of the Observance of 25th National Statistics Month

The celebration of the National Statistics Month (NSM) started in October 1990 pursuant to Presidential Proclamation No. 647, Declaring the Month of October of Every Year as the National Statistics Month, issued on September 20, 1990.

Celebration of NSM is done nationwide, thru the guidance and direction of the NSM Steering Committee and Subcommittees, and the Philippine Statistics Authority (PSA), which served as the host agency for the opening ceremony. At the local level, PSA regional and provincial offices, Regional Statistical Coordination Committees (RSCCs), and National Economic and Development Authority (NEDA) Regional Development Councils (RDCs) steer the various NSM activities. NSM theme for each year is focused on a specific sector in which the main goal is the promotion and improvement of statistics in that particular sector. Participants in the NSM celebration include those in the government, private sector, academe and the public in general. The 25th NSM Theme was “NSM at 25 and

Beyond: Solid and Responsive Philippine Statistical System in Support of Globalization and Regional Economic Integration”. The Opening Ceremony for the 25h NSM featured the ceremonial turnover of products and services of the former National Statistics Office (NSO), National Statistical Coordination Board (NSCB), Bureau of Agricultural Statistics (BAS) and Bureau of Labor and Employment Statistics (BLES) to the new National Statistician. Meanwhile, the Closing Ceremony was held after the conduct of the BSP-DepEd Oratorical Contest.

Preparations for the 25th National Statistics Month

Steering Committee and Subcommittees An interagency Steering Committee was established to provide overall direction and guidance in the conduct of the 25th NSM. The Steering Committee was Chaired by the PSA National Statistician, Dr. Lisa Grace S. Bersales, and Co-Chaired by Dr. Zita VJ. Albacea, the Executive Director of the Philippine Statistical Research Institute (PSRTI). Meetings of the Steering Committee were convened on July 1 and September 24, 2014 in preparation for the NSM celebration in October 2014. On 22 January 2015, the first-ever Post-NSM Meeting of the 25th NSM Steering Committee was held at PSA-Makati. Two interagency subcommittees with specific terms of reference were also established, namely: (a) the Subcom-mittee on Programs and Awards and (b) the Subcommittee on Promotion and Advocacy. An NSM Awards Evaluation Committee was also formed to review entries for the 24th NSM Awards and the

6th NSM Awards. The PSA Technical Staff served as secretariat of the Steering Committee and Subcommittees.

25th NSM Theme The 25th NSM celebration focused on the PSA’s vision of a solid and responsive PSS that meets the data and information needs of the

Filipino society thus the theme “NSM at 25 and Beyond: Solid and Responsive Philippine Statistical System in Support of Globalization and Regional Economic Integration” (“Ang NSM sa Ika-25

With a cohesive direction from the PSA, the continuing efforts of the PSS would be better harmonized and streamlined to exemplify efficiency in the management and use of public resources, dedication and improved capacity of the statistical workforce enough to adapt to the evolving information demands of the globalizing economy. The theme highlighted the collective role of the PSS in providing, managing and communicating objective statistics that will ultimately guide Filipinos towards reaping the optimal benefits from regional integration.

Celebration of the 25th National Statistics Month

Host Agencies of the 25th NSM In view of the establishment of the new PSA pursuant to Republic Act No. 10625 (Philippine Statistics Act of 2013), the PSA took the opportunity to host the 25th NSM Opening Ceremony. The Bangko Sentral ng Pilipinas (BSP), on the other hand, hosted the NSM closing ceremony. Since 2001, the BSP has pledged host to the NSM closing ceremonies.

25th NSM Opening Ceremony The opening ceremony was held on October 1, 2014 at the Bayview Park Hotel in Manila and attended by 169 guests from various sectors. An opening message was delivered by PSA National Statistician Lisa Grace S. Bersales. Meanwhile, the keynote speaker for the event was Socioeconomic Planning Secretary and NEDA Director General. Key activities during the 25th NSM Opening ceremony include: (1) the ceremonial turnover of statistical products and services of the NSO, NSCB, BAS and BLES to the new PSA National Statistician; (2) launching of the PSA website; and (3) conferment of 24th NSM Awards and 6th NSM Media Awards.

NSM Awards The 24th NSM opening ceremony also highlighted the awarding ceremonies for the 24th NSM Awards for Best Activity and the 6th NSM Media Awards. The certificates and plaques of recognition were handed to the recipients by NEDA Director General and PSA Board Chairperson Arsenio M. Balisacan, PSA National Statistician Lisa Grace S. Bersales and the 24th NSM Awards Evaluation Committee Chairperson and Epidemiology Bureau Director Enrique A. Tayag.

24th NSM Awards for Best Statistical Activity The NSM Awards for the Best Statistical Activity and Best Region was instituted to give recognition to the outstanding participation to the NSM celebration. It is also a means of providing incentives to participating individuals and collective agencies in the observance of the NSM. In addition, the awards encourage wider participation to the NSM celebration and promote the conduct of activities that will pursue the objectives and spirit of the NSM celebration. In the 24th NSM Best Statistical Forum category, the award went to the former BAS for

The NSM Media Awards is given in recognition of the significant contribution of media practitioners in promoting, popularizing and using statistics in information dissemination. For the 6th NSM Media Awards conferred on October 1, 2014, media organizations are recognized for their use and promotion of official statistics.

25th National Statistics Month Closing Ceremony

The 25th NSM closing ceremony was held on October 27, 2014 following the 16th BSP-DepED National Capital Region (NCR) Oratorical Contest at the BSP Assembly Hall, BSP Three-Storey BSP Building, Malate, Manila. Dr. Felipe M. Medalla was the keynote speaker, while PSA Interim Deputy National Statistician Romeo S. Recide formally closed the 25th NSM.

Activities Undertaken in Observance of the 25th National Statistics Month

The NSM Calendar of Activities is prepared every NSM celebration to inform the public on the various statistical activities conducted nationwide by agencies/institutions for the month. The Calendar is distributed by the NSM Secretariat throughout the country through the Regional Statistical Coordination Committees and regional offices of the PSA.

A total of 957 NSM activities have been undertaken nationwide (excluding ARMM). As noted in the figure above, IEC activities (including hanging of streamers/tarpaulin/posters, conduct of trainings and lectures, radio and TV plugging/guesting/interviews) comprise the largest chunk (57.3%) of the activities undertaken in line with the NSM celebration. Other types of activities undertaken include: statistical contests, forums/workshops/seminars, exhibits, conduct of surveys, issuance of

memorandum circulars, etc. In general, there was 38.7% increase in the number of activities, i.e. from 697 activities in 2013 to 957 activities in 2014 (Table 1). The number of participating organizations/agencies/institutions was also observed to have increased by 127.3% compared to last year’s record of participation, i.e. from 209 participating organizations during the 24th NSM (2013) to 475 during the 25th NSM (2014).

Major NSM Activities

11th Philippine Statistical System (PSS) Tree Planting Activity

The 11th interagency tree planting activity was held at Barangay Pintong Bokawe, San Mateo, Rizal on October 28, 2014 as part of the annual observance of the NSM. The objective of the activity is to promote social relevance and environmental awareness and sustainability among members of the PSS. A total of 222 participants from 22 government agencies participated in the activity, spearheaded by the PSA and in coordination with the Department of Environment and Natural Resources (DENR). Certificates of appreciation and goodies were given to participating agencies by IANS Regina S. Reyes of PSA, DENR Regional Director Reynulfo A. Juan and Rizal PENRO Raymundo D. Crisostomo. The Early Bird award was won by the Philippine Reclamation Authority (PRA) while the Most Number of Trees Planted was awarded to National Food Authority (NFA) and the Philippine Statistical Research and Training Institute (PSRTI).

First-timers in the PSS tree planting activity include: (1) PRA; (2) NFA; (3) Bureau of Animal Industry (BAI); (4) National Tobacco Administration (NTA); and (5) Philippine Coconut Authority (PCA). 16th BSP-DepEd Oratorical Contest – National Capital Region (NCR)

The Annual BSP-DepEd Oratorical Contest, one of the major NSM activities of the PSS, has served as an avenue to promote and enhance nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society, particularly

among public and private high school students. Senior high school contestants deliver oratorical pieces highlighting the importance of statistics by applying this to the specific theme for the annual NSM. The winners of the 2014 BSP-DepEd Oratorical Contest were: 1st Place – Trisha Gwyne B. Arancon of Blessed Luisa School in Parañaque City; 2nd Place – Phoenix Anne Margarette L. Beronio of Caloocan City Science High School in Caloocan City; and 3rd Place – Claire Domingo of Navotas National High School in Navotas.

Regional Celebration of the NSM

Statistical activities were conducted in all regions nationwide. The NSM activities in the region include regional statistical congress, statistical forum and lectures, various statistical contests, exhibits, workshops, motorcades, radio/television interview/guesting, and hanging of streamers or displaying of NSM posters. These activities were designed to raise statistical awareness and appreciation focusing on the NSM theme for the year. The NSM celebrations in the regions were spearheaded by the Regional Statistical Coordination Committees (RSCCs) with the PSA Regional Offices as well as the NEDA RDCs. For the closing ceremonies, the following regional BSP branches provided assistance to their respective regions:

(1) Region 1 (La Union Branch); (2) Region V (Legaspi); (3) Region VI (Iloilo); (4) Region VIII (Tacloban); (5) Region IX (Zamboanga); (6) Region X (Cagayan de Oro); (7) Region XI (Davao); and (8) Region XII (Cotabato). Region X conducted the most number of activities, i.e. 17.7% of the total number of activities. Meanwhile, the region with the least number of activities (excluding ARMM) is Region II, with a share of only 0.6% of the total number of activities. Across the regions, the most common type of NSM activity undertaken is the conduct of IEC. As noted in Figure 3, there were at least 60 IEC activities undertaken, which werw related to the 25th NSM observance in Regions I, VI, VIII and X.

The Philippine Statistical System

The Philippine Statistical System (PSS) is a decentralized system consisting of the various statistical organizations at all administrative levels, its personnel, and the national statistical development programs. This includes all government departments, bureaus, agencies, and instrumentalities both at the national and local levels, and all government-owned and controlled corporations that are engaged in the conduct of statistical activities either as a major function or as part of their administrative and regulatory functions. POLICY-MAKING AND COORDINATING BODY The Philippine Statistics Authority (PSA) formulates policies, delineates respon-sibilities, sets priorities and standards on statis-tics and administers the one-stop statistical inform-ation centers. It also main-tains multi-sectoral frame-works and indicator systems. DATA PRODUCERS

The Philippine Statistics Authority (PSA) is authorized to collect, produce and communicate official statistics on the Philippine society and the economy. The PSA is a newly formed agency that merged the National Statistical Coordination Board (NSCB), National Statistics Office (NSO), Bureau of Labor and Employment Statistics (BLES) of the Department of Labor and Employment, and the Bureau of Agricultural Statistics (BAS) of the Department of Agriculture into one agency. It was established through Republic Act No. 10625 otherwise known as the Philippine Statistical Act of 2013 which was signed into law by President Benigno S. Aquino III on September 12, 2013. The law’s Implementing Rules and Regulations took effect last December 29, 2013. Bangko Sentral ng Pilipinas (BSP) also serves as a key agency producing official statistics on balance of payments and other monetary and banking statistics. In addition to the PSA and the BSP, other departments/agencies/units of the government also generate statistics as by-products of their primary functions.

STATISTICAL RESEARCH, EDUCATION AND TRAINING INSTITUTIONS The Philippine Statistical Research and Training Institute (PSRTI) is mandated by the Republic Act No. 10625 (Philippine Statistics Act of 2013) to conduct research and training on statistical matters. Particularly, it conducts short-term courses in statistics and related fields and researches to enhance existing methodologies, concepts and systems used in statistical operations. PSRTI has been formerly known as the Statistical Research and Training Center (SRTC). Meanwhile, the academe plays a critical role in developing supply of quality statisticians and promoting use of statistics in research and decision-making in the country. DATA PROVIDERS/RESPONDENTS

Collection of data is done either thru conduct of sample surveys/censuses or collection of information from adminis-trative reporting forms. Respondents can be individuals, households, business establishments/ enterprises, government or non-government institutions.
