Mobese sisteminin alt yapı çalışmaları başladı

Bursa'ya kurulacak Kent Güvenliği Yönetim Sistemi (MOBESE) altyapı inşaatının temeli törenle atıldı. 9 ayda hizmete girmesi beklenen proje ile kentte 130 noktaya, 217'si sabit, 119'u hareketli olmak üzere toplam 336 kamera kurulacak.

Tellcom, Ceytech ve Superonline ortak girişiminin kazandığı ihale ile alt yapı çalışmaları başlayan proje kapsamında, tüm emniyet birimleri, polis noktaları ve kamera noktalarına kadar fiber optik altyapı tesis edilecek.

Gerekli iletişim altyapısını 48 özlü fiber optik kablo ile sağlayacak. Bu kablonun 36 özü Emniyet'e, 12 özü Bursa Büyükşehir Belediyesi'ne tahsis edilecek.

Mobese sistemi kapsamında çalıntı otoların tespit edilebilmesi amacıyla 13 noktada Plaka Tanıma Sistemi kurulacak. Ayrıca, trafik ışıklarına uymayan araçların tespiti için 6 kavşakta Kırmızı Işık İhlal Sistemi, 6'sı kavşaklarda olmak üzere toplam 15 noktaya Hız İhlal Sistemi hizmet verecek.

Daha önce gerçekleştirilen projeler ile sayısal haritalar üzerinde takip edilen 66 ekibin sayısı 150'ye çıkartılırken, Taşınabilir Bilgisayarlı Ekip Sayısı 12'den 40'a çıkarılacak. Tüm kameralar 21 farklı birimden izlenebilecek.

Kurulacak kamera sistemleri, görüntü analiz yazılımları ile desteklenerek, şüpheli paket, harekete duyarlılık, nesnelerin tespiti ve ayırt edilmesi gibi birçok konuda Mobese merkezine alarm üretebilecek.

BUSKİ binası önündeki törene, Bursa Valisi Şahabettin Harput, İl Emniyet Müdürü Zeki Çatalkaya ve ihaleyi kazanan firma yöneticileri katıldı.

Törende konuşan Bursa Valisi Şahabettin Harput, Türkiye'nin 4. büyük kentinde mobese sisteminin hala kurulamamış olmamasını büyük bir eksiklik olduğunu söyledi.

Bursa İl Emniyet Müdürü Zeki Çatalkaya ise, polisin, görevlerini yerine getirirken, daha verimli ve etkin olabilmesi, dünyada gelişen güvenlik teknolojilerini takip ederek en üst seviyede kullanabilmesi ile mümkün olduğunu kaydetti.

Ceytech Yöneticisi Kürşad Badem ise, kazı çalışmalarında kullanılan makinayı ve yapılan çalışmaları şöyle anlattı: "Mobese projesinin alt yapısına yönelik çalışmayı başlattık. Bu makineyle beraber, şehir merkezinde 280 kilometrelik bir mesafede yer altına, yaklaşık 45 ve 90 santimlik enler altında 4 boru atarak fiberoptik bir altyapı düzenliyoruz. içinde olmasını sağlamak ve altyapı tahribatını tanzim etmek üzere Büyükşehir Belediyesi tarafından kurulan

AYKOME'nin çabaları kent yaşamında etkili oluyor. Bu kapsamda Ceytech firması Fransa'dan ithal ettiği ve bu yıl

İstanbul ile Adana'da da kullanılan akıllı asfalt kesme aracı olarak da tanımlanan mini tranşe otomatik kazı

aracını Diyarbakır'da kullandı. TOKİ Üçkuyular'da Süperonline'nın fiber

optik kablosunun döşeme işinde kullanılan araç, sadece 10 santimetre eninde asfaltı kesiyor. Akıllı asfalt kesme

Polisin, görevlerini yerine getirirken, daha verimli ve etkin olabilmesi, dünyada gelişen güvenlik teknolojilerini takip ederek en üst seviyede kullanabilmesi ile mümkündür. Bu amaçla oluşturulan MOBESE-Bursa Projesi, birçok alt sistemi bünyesinde barındırmaktadır.

Projenin amacı; suçun oluşmasını önleyici tedbirlerin alınması, meydana gelen olayların en kısa sürede

aydınlatılması, suç ve suçlularla mücadelede gelişen teknolojik imkânların kullanılması ve ilimizde daha önce gerçekleştirilen teknolojik projelerle koordineli çalışmak üzere polisin günlük çalışmalarına kolaylık sağlanmasıdır.

Çalıntı otoların tespit edilebilmesi amacıyla 13 noktada Plaka Tanıma Sistemi ve Trafik Işıklarına uymayan araçların tespiti için 6 kavşakta Kırmızı Işık İhlal Sistemi, 6’sı kavşaklarda olmak üzere toplam 15 noktaya Hız İhlal Sistemi kurulacaktır. Bursa Emniyet Müdürlüğü hazırladığı Mobese Teknik Şartnamesini İl Özel İdaresi’ne teslim etmiş ve proje 13.03.2009’da ihale edilerek en düşük teklifi veren firma ile 06.05.2009’da sözleşme imzalanmıştır. Projenin tamamlanma süresi toplam 9 aydır.

Bursa KGYS(MOBESE) Merkez Binası: 06/05/2008 tarihinde Bursa Emniyet Müdürlüğü ile Yıldırım ve Osmangazi Belediye Başkanlıkları arasında imzalanan protokol ile Yıldırım Kurtuluş Cd. Üzerinde daha önce Çocuk Esirgeme Kurumuna ait Çocuk Kreşi olarak kullanılan binanın restorasyon ve İzleme Merkezi binası olarak sıfırdan inşaat yükümlülüğü iki merkez belediyeye verilmiştir.

Ancak öngörülmeyen ihtiyaçların ve maliyetlerin ortaya çıkması nedeniyle, Valilik Makamınca Eğitim

Vadisinde fonksiyonlara uygun MOBESE Merkezi için yeni bir bina inşa edilmesine karar verilmiştir. Mobese Merkezi Binasının ihalesi, İl Özel İdaresi tarafından 1.844.000 TL. yaklaşık maliyet ile 17.07.2009 tarihinde gerçekleştirilmiştir. İhaleye 16 firma katılmış, İl Özel İdaresi tarafından tekliflerin ve ihale dosyalarının incelenmesi sonucu hangi firmanın KGYS binası inşaat işini alacağı kesinleşecektir. Binanın tamamlanma süresi 100 iş günüdür.

Bursa KGYS (MOBESE) Alt Yapısı: 12/06/2009 tarihinde TURKCELL şirketinin bir altyapı firması olan TELLCOM İletişim Hizmetleri A.Ş. ile Bursa Valiliği, Bursa Büyükşehir Belediyesi ve Emniyet Müdürlüğü arasında imzalanan PROTOKOL ile;

Kent Güvenlik Yönetim Sistemi (KGYS) projesi kapsamında tüm emniyet birimleri, polis noktaları ve kamera noktalarına kadar fiber optik altyapı ücretsiz hibe olarak tesis edilecektir.

KGYS Bursa projesi kapsamında; KGYS Merkezi, Görüntü İzleme Birimleri ve kamera noktaları için gerekli iletişim altyapısını 48 özlü Fiber Optik Kablo ile sağlayacaktır. Bu kablonun 36 özü Emniyet’e, 12 özü Bursa Büyükşehir Belediyesine tahsis edilecektir.

TELLCOM’un ticari amaçları doğrultusunda kendi kullanımı için bir borulama altyapısı tesis edilecektir. BELEDİYE’ye başka işletmecilerden gelecek taleplerin karşılanması ve tekrar tekrar şehrin kazılmasını önlemek

için 2 (iki) adet boş boru tesis edilecektir. Yasal süre dâhilinde kesin kabulden sonraki ilk 10 yılın bakımı ücretsiz sağlanacaktır. 10 yılsonunda bakım

onarım hizmetleri ayrı bir protokolle tekrar düzenlenebilecektir. TELLCOM, yer teslimi yapılmış her güzergâhta 120 (yüzyirmi) takvim gününü geçmemek koşuluyla bahsi geçen

altyapıyı tesis edecektir. İşin tamamı, TELLCOM’a yer teslimi yapılmasından sonra en geç 180 takvim günü içerisinde teslim edilecektir.

Protokol kapsamında TELLCOM İletişim Hizmetleri A.Ş.’nin taşeronu olan CEYTECH firması kazı çalışmalarına başlamıştır. Firma kazı çalışmalarında hızlı ve güvenlikli çalışma sağlayan Tranşe makinesi getirmiş, bu makinelerle birlikte kazı ekiplerinin de aynı zamanda çalışacağını bildirmiştir. Firma protokol gereği 6 ay içerisinde kazıyı bitirip alt yapısını Bursa Emniyet Müdürlüğü’ne teslim edecektir.
