Japan after 3.11 Earthquake: Rethink, Rebuild, Remember

４ヶ月に及ぶ計画と話し合いが実り、この米国東海岸での一週間にわたる講演シリーズ

は、木山啓子 JEN 理事・事務局長および神田望美 Power of Japan 代表の真摯なご協力

を受け、無事成功裏に終了しました。この企画は、“Rethink, Rebuild, Remember”というテーマのもとに、犠牲者への追悼の念と東北の人々の復興に向けた決意を米国の大学生

に伝えるため始められました。東日本大震災の報に接した米国の学生の多くは、メディ

アを通して伝えられるニュースや映像を通して、震災を遥か遠くの国で起きた一つの悲

劇としてしか見ていなかったかもしれません。そうした大学生にとって、東北で実際に

支援に当たられているスピーカーの講演は、それまで彼らが聞き及ぶことの無かった、

困難で複雑な復興のありようを見せるものでした。東日本大震災を伝える絶対の方法な

どありません。震災を経験した、携わった各々が自分の言葉で語らなければならないの

です。我々には、ひとりひとりの声を集め、復興の原動力にしたいという、切実な想い

がありました。米国の 5 大学共同という前例のない取り組みを通して、本講演企画が多

少なりともそうした目的を果たすものとなれば幸いです。多忙な活動の合間に講演を快

諾して下さったスピーカーの二方、資金面にとどまらず幅広い支援を頂いた大学、そし

て何より、復興支援の先頭に立つリーダーを米国まで送り出して下さった東北の方々に

、改めて心より御礼申し上げます。企画者一同 After four months of planning, communications, and discussions, we commenced a weeklong lecture tour across the United States. This tour gave us the opportunity to connect with American students as well as provided a space for them to listen to our stories. We believe that these students not only hear our pain, but also felt in their hearts the determination of Tohoku to rethink, rebuild, and remember. Many students knew of the tragedy only through images and narratives, but we hope that our discussion illumined the complexity of the event. There is no one narrative for “3.11”. Rather, each afflicted person possesses his or her own story—and there is a dire need to bring together such voices and transform them into a constructive force. As a rare collaboration between Japanese student communities among five colleges in the U.S., we hope this lecture tour made a small contribution to this mission. We are indebted to the speakers, colleges, as well as the generous contributions of Ms. Kiyama and Ms. Kanda. And our prayers continue to go out to all of the victims of Tohoku who are still suffering. Inter-College Committee

１．趣意 / Rationale

東日本大震災からはや一年となる。震災に関する報道が減るにつれ、被災者の方々への

関心や支援も徐々に薄れてしまってはいないだろうか。日々新たなニュースが氾濫する

中で、日本人が団結して震災に立ち向かった姿は、今なお多くの人の心をとらえて離さ

ない。次々と瓦礫が撤去されていく様子は、東北地方の順調な復興を象徴しているよう

にさえ思われる。だが、町並みが元通りになるだけでは復興は終わらない。生き残った人々が経済的・社

会的に自立できるようになって初めて、本当の意味での復興は果たされる。瓦礫とはち

がう、目に見えない課題に社会はどこまで向き合うことができるのか。原発問題等で、

現地の人々の生活への注目も薄れてしまったのかもしれない。いま実際に復興に取り組

む人々とメデイアを通して被災地を知る私たちとの温度差は、直接の対話なくして埋め

ることはできないのではないだろうか。こうした人々の認識と現実とのギャップを踏ま

え、多くの人が被災地の実情を心から把握できていない現状を踏まえ、東日本大震災の

復興活動に携わった方々に耳を傾けることが、米大学の大学生がまだ長く遠い復興の道

程についての問題意識を持ち、願わくば何らかの行動をとるきっかけとなってほしい。そこから見えてくるものが、アメリカにいる私たちにできる日本への応援のあり方だ。 During the year since the earthquake, we have seen countless images of deadly tsunami waves, wrecked homes, homeless families, orphaned children. But recently our exposure to the striking footage of the damage has begun to dwindle. As the media hype recedes and public attention shifts away from Tohoku to the Fukushima nuclear reactor and other global issues, what we remember is a strong Japanese community coming together in the wake of a horrific disaster. In the minds of many, this tragedy has become a thing of the past, but there is in fact much left to be addressed. We see the debris finally beginning to be cleared, so we think Tohoku is well on its way to reconstruction. On the contrary, locals are now facing the long-term financial, social and political repercussions of the tsunami. This perceptual gap, which seems to be overshadowed by emotional and news-worthy stories, has yet to be raised in a discourse dominated by the nuclear meltdown. Given these misconceptions, our project aims to invite individuals who have participated in the relief effort first-handedly to come to speak at Ivy League schools and other East Coast colleges to enlighten our student communities regarding these concerns. We seek to raise awareness on salient issues and to cast a light on the untold stories. ２．イベント概要と成果 / The Event and Achievement 東北地方太平洋沖地震発生後、多くの国々から復興支援が届く中、アメリカの大学でも

募金活動や啓蒙活動等が活発に行われた。（このプロジェクトに賛同した各校も、1万

ドル規模で寄付を行った。）この企画は、2012年 3月で一周年を迎えるにあたり、これら大学の生徒が東北地方の現地の方々の声や復興の状況などについて学ぶ機会を提供す

ることを目指すものである。4月上旬の一週間ほど、東北地方で震災を受けた方、復興のために尽力している NGO/NPOなどの方、復興の進展に貢献している研究者の方、2名ほどを日本からアメリカに招待し、各パートナー校でパネル講演を開催した。また、

参加するそれぞれの大学で講演会、チャリティー、映画上映会などの震災に関連するイ

ベントが数多く行われた。なお、チャリティーの収益と各大学からの謝礼金を合わせた

総額４４００ドル、各２２００ドルがスピーカーの所属する団体へ寄付された。 As many countries delivered assistance after the Tohoku earthquake, many fundraising and awareness raising activities were held in U.S.universities as well. (The schools that participated in this project donated at a scale of $10,000.) This project aimed to provide an opportunity for the students in these universities to learn about the status of Japan's recovery from those who have experienced the disaster first-hand, as a full year passed since the disaster. During a week in early April, the victims of the disaster, those working toward recovery through NGO/NPOs, the researchers helping advance the relief effort, were invited from Japan to the U.S., to speak at a panel discussion held in each partner University. Revolving around this panel discussion, many events such as lectures, charity events, and film screenings related to the disaster were also held at each university. Total profit of charity T-shirt selling and honorarium from each university, $4,400, were donated to the two organizations where the speakers represent.

３．スピーカー

＜国際協力 NGO JEN理事・事務局長木山啓子＞米国ニューヨーク州立大学バッファロー校社会学大学院修

士課程修了。1994年より JEN旧ユーゴスラビア地域代表として難民・避難民支援活動に従事。「心のケアと自立の

支援」をモットーに、コミュニティサービスを中心とした、

緊急支援、シェルター、収入創出、職業訓練、医療、民族

共生・平和構築、教育など国連機関の委託事業を含む、多

様な事業を実施。旧ユーゴでは延べ 14ヶ所の事務所を立ち上げ、約 500名に及ぶ現地のスタッフを統括した。2000年より現職。2007年より国際協力 NGOセンター（JANIC）理事を兼任。2011年 4月より、ジャパン・プラットフォーム共同代表理事。2005年、エイボン功績賞受賞、『日経ウーマン誌』ウーマン・オブ・ザ・イヤー2006大賞受賞。また、2011年にジェンは平成２３年度外務大臣表彰を受賞している。ブログ http://jenblog-keiko.blogspot.com/ JEN http://www.jen-npo.org/concept/ideology.html Keiko Kiyama, Secretary General, JEN (Japan Emergency NGO) Keiko Kiyama, as well as the co-chair of Japan Platform, has been serving refugees, displaced persons and victims of natural disasters since joining JEN in 1994 as an original staff member. From 1994 to 2000, she worked as the regional representative for former Yugoslav countries where she and her teams implemented hundreds of projects in many different sectors, including various UN projects. Currently, JEN is working in Afghanistan, Pakistan, Iraq, Sri Lanka, South Sudan, Haiti and Tohoku. The number of beneficiaries of JEN’s programs adds up to more than 100,000 every year. Ms. Kiyama obtained an MA in Sociology from SUNY, Buffalo. “The woman of the year 2006” was awarded to Ms. Kiyama by the Nikkei Women’s Magazine for JEN’s continuous work on peace-building in various parts of the world. In 2011, JEN was awarded “Foreign Minister’s Commendations for FY 2011” from the Ministry of Foreign Affairs of Japan. ＜Power of Japan 代表神田望美＞福島県双葉郡双葉町出身。被災地で支援物資配布活動や炊き出し、

Power of JAPAN代表。神田外語大学 2005 年スペイン語学科卒業生。3月 11日に発生した東日本大震災による被害の爪跡は大きく、一年以上過ぎた今でも被災地の方々を苦しめており、支援で

訪れた被災地の状況や活動について講演する。

From supplying goods to removing debris in the region, she has led various support programs in the afflicted regions immediately after 3-11. The group is also actively involved in "Takidashi" (cooking at emergency shelters) and charity through fundraising sales. A native of Futaba-machi, Fukushima, Ms. Kanda will speak about her personal experience in the Tohoku Northeast Japan region and the plight of the afflicted regions she has witnessed through her volunteer work. She graduated from Kanda Foreign Language University with a degree in Spanish in 2005. ４．Tシャツプロジェクト / T-Shirts Project イベントの費用の一部と、スピーカーの所属する団体への寄付に充てるため、ダートマ

ス大学に交換留学中の小沼武彦の主導により、オリジナル Tシャツが製作され、１枚１０ドルで販売された。各大学での販売や５月にボストンで行われた日本祭りでの販売の

結果、２０１２年６月現在での販売数は９００枚を超えており、今後も日本などで販売

を継続していく計画である。なお、デザインはブラウン大学の学生有志による原案をも

とに、Facebook上で投票を行い、修正を重ねたものである。フォントデザインの作成に際しては、Rhode Island School of Designに留学をされていた入江敦央氏より助言を仰いだ。 To support the event expenditure and donations to the speaker's home organizations, an original T-shirt was designed and sold at $10 each, under the supervision of Takehiko Konuma, an exchange student at Dartmouth. Thanks to the sale of these T-shirts at each university, notably the Japan festival held in Boston in May, over 900 T-shirts have been sold as of June 2012. The sale is also planned to continue in Japan. The T-shirt design was chosen based on Brown student's volunteer efforts, which was then put on popular vote through facebook and underwent revision. As for the making of the photo design, we received advice from Mr. Atsuo Irie, who was studying at Rhode Island School of Design at the time.

５．交流／Interaction 米国が誇る研究機関としての参加校の特性を生かし、各校で関連する分野のアカデミア

及び専門家１９名と講演者との交流の場を設けた。多くの人に「東北と震災」を伝える

と同時に、来るべき首都直下型地震への対応を念頭に、少数の専門家の方々とスピーカ

ーの交流の場を準備することは、米国で学ぶ学生の精一杯の「貢献」として欠かすこと

のできないものであった。緊急支援や公衆衛生の著名な学者、日本研究者、自衛官など、

多くの方々のご協力に改めて謝意を示したい。 Taking advantage of the fact that the participating Universities were one of the best research institutions in the country, the interaction of 19 relevant academics and professionals between the speakers was held in each university. The interaction, while being an opportunity to communicate to many the topic of "Tohoku and the disaster," was also integral to the effort of the students studying the U.S. to provide the speakers with a chance to interact individually with professionals with the soon-to-come metropolitan earthquake in mind. The committee really appreciates kindness of scholars and expertise who attended to these discussions with the speakers.
