    he Korea International Cooperation Agency !as founded as a government agency

    on April ", "##", to ma$imi%e the effectiveness of Korea&s grant aid programs for

    developing countries by implementing the government&s grant aid and technical

    cooperation programs'

    In the past, development cooperation efforts !ere focused on meeting the (asic

    )uman Needs *()Ns+ of developing countries and on fostering their )uman

    esources -evelopment *)-+'

    )o!ever, the focus has no! shifted to promoting sustainable development,

    strengthening partnerships !ith developing partners, and enhancing the local

    o!nership of beneficiaries'

    Additionally, global concerns such as the environment, poverty reduction, gender

    mainstreaming, and population have gained significant importance among donor

    countries'

    -ue to the continuously changing trends in development assistance efforts and

    practices, K.ICA is striving to adapt to these changes by using its limited financial

    resources effectively on areas !here Korea has a comparative advantage'

    In particular, since Korea has the uni/ue e$perience of developing from one of the

    poorest countries in the !orld to one of the most economically advanced, this

    0no!ho! is an invaluable asset that helps K.ICA to efficiently support the

    sustainable socio1economic development of its partner countries'

    Korea&s .-A consists of three types of aid2 (ilateral Grants, (ilateral 3oans, and

    4ultilateral assistance'

    (ilateral Grant aid comprises of technical cooperation and various types of transfers

    *made in cash, goods or services+ !ith no obligation for repayment implemented by

    K.ICA under the 4inistry of 5oreign Affairs and rade' (ilateral 3oans are provided

    on concessional terms under the name of the 6-C5*6conomic Cooperation

    -evelopment 5und+ implemented by he 6$port1Import (an0 of Korea under the

    4inistry of Strategy and 5inance'

    4ultilateral assistance is delivered either as financial subscriptions or contributions to

    international organi%ations'

    )uman esource -evelopment *)-+ has been the most important factor in Korea7s

    escape from the vicious cycle of poverty and underdevelopment that had e$isted for

    many decades' 8ith scant natural resources, )- played a vital role in modern

    Korea7s development' Clearly, Korea has emerged as an e$emplary sho!case of

    national development po!ered by human resources development'

    5rom its o!n development e$perience, Korea came to fully recogni%e the

    significance of )-, specifically in regards to Korea7s collaboration !ith other

    developing countries' 8ith much e$perience and 0no!1ho! in )-, Korea can

    contribute greatly to the international community by sharing its uni/ue development

    e$perience !ith other nations'

    Since its establishment in "##", K.ICA has supported a variety of international

    cooperation programs for )-, mainly in pro9ect1type aid form focusing on education

    and vocational training !ith a focus in building a foundation for )-'

    he training and e$pertise1sharing programs help developing countries build

    administrative and technical e$pertise in both the public and the industrial sectors' In

    order to share e$perience and 0no!ledge at the grass roots level, K.ICA dispatches

    Korea .verseas :olunteers *K.:&s+ to render services in the fields of education,

    K.ICA arranges and pays for the participant to travel to and from Korea' he

    participant is to travel by the most direct route bet!een the Incheon International

    Airport and a main international airport in the participant&s home country' K.ICA !ill

    cover economy class, round1trip airfare'

    If a participant !ants to change the flight itineraries, they should pay the additional

    airfare' he participant is responsible for the issuance of an appropriate visa *!hichmust be the TStudy Abroad :isa -1>V+ necessary for this Scholarship Program'

    Should the participant be unable to get the appropriate visa before the date of

    entrance, K.ICA is unable to provide any assistance and, if it proves necessary,

    participants may have to return to their respective countries to get the visa issued at

    their o!n e$pense'

    As K.ICA&s Scholarship Program is a very intensive program !hich re/uires full

    commitment to and concentrated effort for study, participants are recommended notto bring any family members' And K.ICA does not provide any financial or other

    administrative support for the dependents of the participants'
