land based rules describing safeworking on electrical installations (egEN 50110 standard). This is not thecase. In the land based rules safetyis dominant and working on lifeelectrical installations is forbidden fornot safe voltages. This documentallows or suggests from the verybeginning under 5 until the very endin Annex G that life working isallowed for practical reasons evenfor HV installations. The Annex A(Guidance for distances in air) forworking procedures is not relevant;the figures given are intended fordesigning rules of electricalequipment, not for working on.
Only in partly dead open installations(eg land based substations) canworking in life environment beconsidered after protectingmeasures towards the life parts. Thiscan never be the case on boardships and has never beennecessary.Working on life HV installations shall
be forbidden and any suggestion inthe document allowing this isconfusing and shall be removed.
Redesign the document from clause 5.3completely.Replace item 5.3 under item 7 and startafter describing normal operation withclause 6 .Change clause 6.3.1 into the following:Life working is not allowed for anypractical or economical reason; only tosave life it may be considered.Delete clause 6.4 completely.Delete figure 2.Delete Annex A completely.Delete table A1Delete Annex B completelyDelete Annex CDelete Annex EDelete Annex FDelete Annex G except lines 891, 898,899, 901, 902
