Euroregion DNIESTERTOGETHER - TO EUROPE 13 , , -- - - . - . - . ,---,, THE PROPOSALS OF THE EUROREGION DNIESTER WERE INCLUDED IN THE RECOMMENDATIONS OF THE PARLIAMENTARY COMMITTEE TO THE CABINET OF MINISTERS OF UKRAINETheVerkhovnaRadaCommitteeforEuropean Integration has held hearings entitled Consolidation of role of Euroregions in transfrontier cooperation of Ukraine. The hearings took place on May 13.ThechairmanoftheEuroregionDniester Sergiy Tatusiak, the chairman of Vinnytsia Regional Council,thememberoftheEuroregionDniester CouncilSerhiiSvytkoandtheDirectorofthe Regional Centre for Cross-border cooperation of the EuroregionDniesterVolodymyrMerezhkotook part in the hearings.TheheadoftheVerkhovnaRadaCommittee ontheEuropeanIntegration,IrynaGerashchenko chairedtheevent.Theheadofthesubcommittee onregionalandtransboundarycooperationissues betweenUkraineandtheEUElenaYurinetsco-chaired.Participants of the hearings were representatives oflocalgovernments;theRegionalDevelopment, Construction,HousingandPublicUtilityEconomy Ministry;theMinistryofInfrastructure;theForeign Affairs Ministry; the Governmental Office for European Integration;scientistsandpartnersfromGermany, representatives of the Carpathian Euroregion Upper Prut,Bug,Slobozhanschyna,LowerDanube and Dniester. Sergiy Tatusiak noted that Ukrainian government doesnotusesuchpotentialtoolforEuropean developmentofthecountryasEuroregions. Euroregion Dniester submitted its proposals to the Committee, the majority of which were included in the recommendationsoftheParliamentaryCommittee of the Cabinet of Ministers of Ukraine. Tatusiak emphasized that the Euroregion DniesteristheyoungestamongEuroregionsin Ukraine (3 years), but has already showed positive results, including, project activities.- Together with European experts we developed Euroregionsstrategy.Wewerethefirsttoopen arepresentativeofficeinBrussels.Itwasactively working year and a half. Unfortunately, because of the events in Crimea and Eastern Ukraine, the work of our office in the EU is temporarily suspended. But we hope to resume it soon, - said S. Tatusiak.The chairman noted one more aspect: despite the fact that Transnistria is not a part of the Euroregion Dniester, Vinnytsia region and 7 regions of Moldova are actively cooperating with this region. In addition, the EU supports those contacts which stand for the involvementoffrozenconflictsterritoriesincross-border processes.Summing up S. Tatusiak announced two strategic projects on which Dniester is working with foreign partners.Thesearetheconstructionofthebridge Yampil-Cosautiandreconstructionoftreatment facilities in area of Tsekynivka village Yampil district Vinnytsia region.Duringhearingsmainmessagesaddressed issuesrequiringstatelevelpermission.The expertsinsistedonthenecessitytoresumethe cooperationoftheGovernmentofUkraineand UkrainianEuroregions;broughtintolinelegislation ofUkraineoncross-bordercooperationinthe framework of the Association Agreement in Ukraine andtheEuropeanUnion;developanewprogram ofdevelopmentofUkrainianEuroregionsforthe period 2016-2020 years; provide in a new program co-financing projects of Euroregions from the state budget;involveEuroregionstotheimplementation ofUkrainianinternationalpolicy;createinUkraine asingleauthoritycoordinatingtheactivitiesofall Euroregions.At the end of the hearings, Committee members elaborated draft recommendations for the Verkhovna RadaofUkraine,CabinetofMinisters,central andlocalbodies,andleadershipofEuroregions themselves. Euroregion DNIESTERTOGETHER - TO EUROPE3 - - -- .2014 5 - . -3 .- - -, . -2015 (.)--. - 85 . . . -- -, .2015 . - 2 , - ..-- - . - - , - , ,,- - - .KUSANONE - SAFETY AS PRIORITY The Ministry of Foreign Affairs of Japan renders a considerable promotion of the Euroregion DniesterdevelopmentwithintheframeworkoftheGrantAssistanceforHumanSecurity Projects of the Kusanone Programme.In 2014, with the assistance of the Coordination Center the Euroregion Dniester, 5 projects from the Republic of Moldova were submitted to the Kusanone. 3 projects had passed the pre-selectionprocess.Allofthemareaimedtoimprovethe material and technical base of Ocnita, Donduseni and Soldanesti districtshospitals.Duringthewholeyearparticipantshave developed documents, and the offcial signing ceremony of grant contracts took place in the Embassy of Japan (Kiev) on March 2015. Amount of each project was $ 85 000.Currentlyallprojectspassedtenderingofmedical equipment. It is conducted the process of equipment purchasing, medicalpersonneltrainingandreporting.In2015,theproject manager of the Coordination Centre N. Gyzhko in cooperation with Rezina and Dubasaridistricts submitted another 2 projects that are now in the pre-selection process. ThedirectorofpublichealthcareinstitutionofOcniaDistrict Hospital Fedor Yurku commented upon it.Thisisthefrstprojectinthedistrictimplementedunder thegrantassistanceforHumanSecurityProgramKusanone.It supports projects proposed by non-governmental organizations and other non-proft institutions.Howsignifcanwasitforyoutotakepartinthe program? It was very important. It is a chance for us to get equipment for hospital clinical laboratory. Available equipment is outdated, with lots of technical obsolescence. In extreme cases, this leads to a test results delay, low quality, and inaccuracy of the analyses results. What are your personal objectives in the project?Weexpecttoimproveeffciency,qualityandtimelinessof medicaltreatment.Allmedicalserviceswillreceiveadditional development for cross-sectoral cooperation. And this is the primary medicine,specializedmedicaloutpatientcare,inpatientcare. Timely and high-quality laboratory examination will effect the overall improvement of public health in the district. What does the laboratory look like?Weareplanningtoprovide Laboratoryservicesonthefrstfoor ofthemainblockofthehospitalin fvedifferentroomsinthefollowing areas: clinical, serological, biochemical, parasitological laboratory. Euroregion DNIESTERTOGETHER - TO EUROPE7SMALL AND MEDIUM-SIZED BUSINESSES PROVIDED RECOMMENDATIONS TO UKRAINIAN AND MOLDAVIAN AUTHORITIES On January 22, 2015, the roundtable discussion Development of recommendations to local authoritiesandinternationalorganizationstosupportsmallandmedium-sizedbusinessesof Euroregion Dniester was held in Vinnytsia.Theeventwasconductedwithintheproject Developmentoftheeconomicpotentialofthe EuroregionDniester,startedlastautumndue totheEUandUNDPjointsupportforconfdence-building measures programs.Theroundtablewasthefnalstageof theproject.Itsoutputswereintroducedinthe recommendationstoauthoritiesofUkraineand Moldovaonsmallandmedium-sizedenterprises support and development issues for the territory of theEuroregionDniester(7regionsofMoldova andVinnytsiaregionofUkraine),including Transnistrian region of the Republic of Moldova.Morethan50representativesofbusiness, ChambersofCommerce,localauthorities,public organizations, and mass media participated in the round table.Thechairmanofthe EuroregionDniesterSergiy Tatusiakopenedthemeeting. Hethankedtopartnersofthe European Union for the possibility forUkraineandMoldovato implementtheimportantproject forthedevelopmentofthe entrepreneurship.-Europeanprogramsand funds,overmanyyears,have provedtheirreliabilityand invaluableaidtoUkrainiansand Moldovansinsolvingtheirsocial and community problems. Development of bilateral cooperation during the last periodFor the past 20 years, relations between Romania and Ukraine havebeengraduallydevelopingfortwoneighboringcountries. The overall aim of this relationship is to strengthen the climate of genuine and lasting partnership.As you know, over the past year and a half the bilateral relations between our countries are in the process of constant growing and consolidation.RomaniastronglysupportsUkrainesterritorial integrity and sovereignty and condemns the illegal annexation of the Crimea, in the framework of international organizations and formats based on the principles of international law. BesidessupportingUkraineintheInternationalArena,our country, provides humanitarian aid to Ukraine, namely treatment andrehabilitationofUkrainiansoldierswoundedintheATO. Children from Luhansk region spend spring vocation in Romania and in the future it is planning to organize a tour for a group of children whose parents have died in ATO. Also, our country is a leader in the NATOs Cyber Security project implementation and has already allocated 500,000 Euros aid.2. Ukraines European integration and reform of decentralization.Romanian Parliament was the frst European legislature that ratifed the EU Association Agreement with Ukraine, Moldova and Georgia. Moreover, I would like to underline that when EU-Ukraine Association AgreementwasratifedbytheEuropeanParliament, allRomanianMEPs,irrespectiveoftheirpartyaffliation, unanimously voted for the ratifcation of this document.The successful formula of European integration is based on the implementation of reforms. TheAssociationAgreementbetweenUkraineandtheEU isagoodlegalbasisandaguidetoimplementthenecessary reforms. In this context, I would like to emphasize that Romania is well-aware of all challenges that arise during the reform process and therefore considers it important to provide a clear European perspective to Ukraine. In our opinion, the recognition of the integration perspective into the EU would be an important incentive for the continuation of reforms and mobilization of the population and civil society in thisprocess.IdliketounderlinethatRomaniahasexpressed readiness to share its experience in the implementation of these reforms. I can emphasize once again that Romania is a reliable partner in Ukraines European integration process.BeingfrequentvisitortoVinnytsiaregion,Iwouldliketo mention the interest of your region in the decentralization reform implementation.Inthiscontext,itisimportanttoemphasize thedesireoftheregionalauthoritiestolearntheexperience fromneighboringEuropeancountries,andIamgladthatthe representatives of Romanian local authorities are ready to share this experience with Ukrainian friends. Id like to mention that amendment or adoption of a strategy foradministrativereorganizationshouldbearesponsetothe concerns and needs of all social groups. The second important aspect is society clear awareness of the ultimate goals pursued by the government through an administrative reorganization.Romanias experience in internal administration has always had in the focus of attention the Romanian citizen without regard toethnicity,religion,genderorpoliticalviews.Romanians havechosenunitary,indivisiblenationalmodelforRomanias sovereignty and independence.3. Cooperation in the framework of the Euroregion -Iampleasedtoemphasizethattheregionalcooperation keepspacewithgeneraltrendofbilateralrelations.Vinnytsia region is very active in this direction. Only in the last couple of monthsIparticipatedinanumberofdifferentspecifcactivities organizedbyVinnytsiaregiontointensifyregionalcooperation. Even without a common border, Iasi county and Vinnytsia region havedevelopedaveryintenseinter-regionalcooperationby providing an exemplary model for other regions and counties of our countries.During the international seminar New activity aspects of the secretaries of local councils in context of the European model of local government implementation, not only long-standing partner of the Iasi county, but also a number of other regions and cities of our country took part in this event. The workshop was held in Vinnytsia on July 8 -11, 2015. Iamsurethatsucheventsoffernewopportunitiesfor regional cooperation and partnership. I hope that the cooperation intensifcation is continuing development not only on the regional level but in the private and business sectors. I can assure that I will strongly support and promote such cooperation.In the context of cross-border cooperation, on May 14, 2015 the Agreement between the Cabinet of Ministers of Ukraine and theGovernmentofRomaniaonlocalbordertraffccameinto force. I am confdent that this agreement will give a new impetus to inter-regional cooperation between our countries. Euroregion DNIESTERTOGETHER - TO EUROPE15COLLABORATION WITH ROMANIAN PARTNERSOn April 6-9, 2015, the delegation of Vinnitsa region and the Euroregion Dniester, leaded by the deputy head of the executive offce of the Regional Council Stepan Neshyk and the Director of the Coordination Center of the Euroregion Dniester Volodymyr Merezhko visited Iasi County, Romania.ThemeetingwasheldintheframeworkofthecooperationagreementbetweenVinnytsia region and Iasi County, Romania, and according to the invitation of the President of Iasi county Council, president of the Euroregion Siret-Prut-Nistru Christian Adomnitei.
