Dahildito, nilayon ng 81st Infantry Battalion na makipagtulungan sa DOLE Region 1 para sa pamimigay ng tulongpangkabuhayansalugar.IsangpatunaynaangbawatmiyembrongHukboaynag-alayngmahusaynaserbisyoparasamgamamamayan.

Guided by the vision of becoming aworld-class Army that is a source of nationalpride by 2028, the 2ND Infantry (Jungle

Fighter) Division pursued the four-stage ArmyGovernancePathway(AGP)inlinewiththeArmyTransformation Roadmap (ATR) and successfullyattainedtheAGPInstitutionalizedStatusin2017.

Thejourneystartedupontheactivationofthe 2nd Governance and Strategy ManagementOffice(2GSMO)in2014thatwastaskedtooverseeandmanagethe implementationoftheATR.TheJungleFighterDivision recognized that there isaneed togenuinely transform tobecomeabetterarmy inorder tomeet thepeople’sexpectationsand improve public perception. It needed totransformtoaccomplishitsmissioneffectively.

Change Agenda

In 2014, the Division came up with aChangeAgendadetailing the command’s currentstatus of systems and processes and the state itwouldwanttoachieve.ThismanifestedtheJungle

Fighter’swillingnesstoembracegoodgovernanceandperformanceexcellence.

Settingthedirectionwascrucialinattainingany goal. The command developed a strategywhereallitsunitsandofficesalignedtheiractivities,objectives, communication, performance targets,performance measures and strategic programs.In the execution of the strategy, emerging BestPracticeswereidentifiedthatledtothesignificantaccomplishmentofBreakthroughResults.

BEST PRACTICES & BREAKTHROUGH RESULTSI. ON READINESS

Oneofthecommand’shighestpriorityistosupportanoperationalreadyforcethatismissioncapable.Operationalreadinessishighlydependenton the quality and timeliness of maintenance,which includes inspecting, servicing, repairing,overhauling,rebuilding,modifying,andcalibratingequipment.

Oneof theproblemsencounteredby theunit in terms of maintenance readiness is theunavailabilityoftherepairpartsinthecommercialmarket and the limitation in army funds tokeep mobility assets in a serviceable condition.Additionally,delayof the issuanceof sparepartsmakesthedowntimeofthesevehicleslonger.Aside

fromthese,thedivisionalsohaveissuesaffectingthereadinessconditionof thecommandsuchastheextendeddurationofrepairofICTequipment.Lastly,thelimitedknowledgeofpersonnelonthemaintenanceof issuedequipment contributes tothedegradationof issuedequipment.Tocounterthese problems, preventive and predictivemaintenance was implemented. Breakthrough Result on Maintenance Readiness Alltargetssetbythecommandfrom2015to2018wereaccomplishedwithmorethan100%successrate.

II. ON ENEMY PERSONALITIES NEUTRALIZED

In confronting the five-decade longinsurgency problem in the area of operations,addressing the root causes and diminishing thepower factors of the CPP-NPA Terrorist (CNT)is essential. Therefore, on the perspective ofIntelligence, the number of enemies neutralizedthrough surrender and decisive armedengagements were used as one of performancemeasures that will determine missionaccomplishment.

In terms of the neutralization of enemypersonalities,theprimarychallengeforthedivisionistheabilityoftheenemyforcestoreplenishitselfthroughnewrecruits.Tocounterthis,thefollowingbestpracticeswereimplemented:•StrictimplementationofCOPLANs•Aggressiverecruitmentofinformants•EffectiveconductofBayanihanTeamActivities•Conduct of Youth Leadership Summits inpartnershipwithLocalGovernmentUnits•Establishment of Industrial Security and SafetyAlliance(ISSA)•IntelligencefusionbetweenAFPintelligenceunitsand PNP units; Intelligence sharingwith securitycompanies

Theseinitiativesledtobreakthroughresultsaffecting theoperatingunits, theenemyand theexternal stakeholder. These practices will resulttopositiveenemyengagementsfortheoperatingunits and the diminution of enemy morale. Forexternalstakeholders,theLocalGovernmentUnitsand Business Companies in the AOR have moreconfidencewiththeJungleFightersandhavefullysupported the military operations in the area.The conduct of inclusive community activitiesalso protected the local community from therecruitmentschemesandexploitationoftheNPAandCNTs.

Breakthrough Result on enemy personalities neutralized

Alltargetssetbythecommandfrom2015to2018wereaccomplishedwithmorethan100%successrate.

III. ON NUMBER OF PROVINCES NORMALIZED

Normalization is theprocessof stabilizingthepeaceandsecuritysituationinanareawherethecivilauthoritieshavetotalcontrolofthestateofaffairsrenderinginsurgencyirrelevant.

The normalization of the provinces isa high-impact breakthrough result because itemphasizestheimportanceofoneofthestrategicapproaches in IPSP “Bayanihan”---the “Whole-of-Nation-Approach”. It acknowledges that thecontribution of different government agencies,civil society organizations and local communitiesarevitalinensuringpeaceandsecurity.

InordertodeclareaprovinceasaConflictManageableandReadyforFurtherDevelopment(CMRFD)ornormalized,allbarangaysunderCPP-NPA-NDF(CNN)affectationmustbeclearedfromtheir influence. Bayanihan TeamActivities (BTA)is the tool and the first step used by the lineunitsinclearingtheCNNaffectedandinfluencedbarangays.ThroughBTA,exploitedprimaryissuesin the countryside were being resolved throughmulti-stakeholderconvergence.

In the normalization of provinces, thedivision encountered difficulty in clearingNPA affected barangays due to the aloof anduncooperativebarangays,speciallythosesituatednearGuerillaBases.Furthermore,theLocalChiefExecutiveswereinitiallyapprehensiveindeclaringtheir provinces as CMFRD. To answer theseconcernsthedivisionimplementedregularconductof RPOC/PPOC/MPOC and JPSCC, intensive triadefforts,andMemorandumofPartnerships(MOP)withtheLGUs,LGAs,andNGOs.

These efforts resulted to the declarationofnine(9)provincesintheregionasCMFRDandcontributedinsustainingthegainsofthenormalizeprovinces in the region. These best practicessignificantlyimprovedthesecuritysituationintheSouthernTagalogandusheredeconomicincreasesfor most provinces for CY 2016. Notably, theCALABARZONarearetaineditsstatusasthesecondmostprogressiveregioninthecountry(ref:2016ReportofthePhilippineStatisticsAuthority).

ForCY2017,nobarangayswerevalidatedbecause this was the transition period fromBayanihan Team Activity (BTA) to CommunitySupportProgram(CSP).

Breakthrough Result on number of Provinces normalized

All nine (9) Provinces in 2ID AOR areNormalized.ThenormalizationoftheseprovincesunderwentaprocesssatisfyingtherequirementinAFP_PNPJointLetterDirectiveNo.3series2008indeclaringaprovinceas“CMRFD.”

Other Best Practices of the command that contributed to the success of the Jungle Fighters

a. Anti-smoking Campaign

The 2nd Infantry (Jungle Fighter) DivisionisarecipientoftheDOHREDORCHIDAWARDin2018. The Department of Health recognized theactiveAnti-smokingcampaignandimplementationof the Jungle Fighters in Camp Capinpin, Tanay,Rizal. TheRedOrchidAward is thehighest scoregiven by DOH in their search for 100% Tobacco-Freeprovinces,municipalities,cities,governmentofficesandestablishments.

b. Body Mass Index

To promote a healthy lifestyle amongthe troops, the Command conducts a monthlymonitoring of each personnel’s weight by

measuringtheirBodyMassIndex(BMI).

c. Rotation of Personnel

Duty assignments available in thisCommand vary widely with regard to requiredskills, knowledge and abilities, job demands,benefits anddesirability, aswell as thepotentialfor advancement and achievement of relatedpersonalcareerobjectives.Consideringtheseandrelatedfactors,itisthepolicyofthisCommandtoprovideafairandimpartialsystemforthetransferandrotationofpersonnelthatwill,tothedegreepossible, advance personal career goals andinterestsconsistentwiththeefficientandeffectiveuseofmanpoweranddeliveryofservices.Thispolicywas formulatedwhen the fourof thebattalionsunder2IDweredeployedinMindanao.This policy was recognized by OG1, PA andother PAMUs who have units in Mindanao areencouragedtoadoptthesaidpolicy.

PLANS MOVING FORWARD The 2nd Infantry (Jungle Fighter) Divisionis determined to realize its visionbypersistentlyadvocatinggoodgovernanceandsustainthegainsofthecommand’stransformationefforts.

Alllineunitsofthecommandwillcontinueto pursue the four-stage Army GovernancePathway,notonlytoimprovetheorganization,butalsotheindividualsoldier’spersonallives.

Moreover, it will remain a priority of thecommand to maintain or upgrade the level ofNormalization of all provinces under its area ofoperations.

As the Philippine Army transitions intothenextbasecampofbecoming“AmodernandrespectedArmyinAsiaby2022,”thecommandwillcontinuetoworkwithitsBreakthroughGoalsandPerformanceMeasuresalignedwiththeStrategicObjectivesstated inthe2IDATRScorecardseriesof2017.

Asthe53rdEngineerBrigade,PAjourneystowardsgenuine transformation, several reforms weredeemednecessary toachievesuchpurpose. In

theyear2015and2016,thebrigadeobservedaninfluxofskilledpersonnelwhoappliedforvoluntaryattritionparticularlythosewhojustreachedthetermoftwenty(20) years in themilitary service.Due such situation,thebrigadeformulatedandfacilitatedtheNCOModelFamily of the Year to strengthen the commitment toserveandstay longer in theserviceandenhancethestateofmoraleofeveryindividualsoldier.

Since the implementation of this practicebrought a positive impact on the unit, its adaptationwas sustained and identified as one of the bestpractices of the unit. Moreover, this best practiceemergedoutoftheBrigadeTransformationRoadmapsinceitwasimplementedandsignificantlycontributedintheattainmentoftheBrigade’sBreakthroughResultsinPercentageofPersonnelwhoapplied forvoluntaryattrition.

The Personal Governance Scorecard is theindividual’scontributiontotheArmy’sTransformationRoadmap.Itencouragesprofessionalismandpromotesindividual development as well as strengthens otherfacets that will enable the soldiers to balance theirpersonalprioritieswiththeirprofessionalcontributions.

On this foundation emerged a Best Practicefromthe53rdEngineerBrigade’simplementationofitsTransformationProgram:TheCommandAnnualSearchforNCOModelFamily.ItwasnotablethatthecriteriafortheCommandSearchforNCOModelFamilyoftheYear CY 2014 had focused more on assets (financialcapability) and family status of the candidate NCOrelyingonthepremisethatonceindividualsoldiersarefinanciallystable, itwillencouragethemtoworkwelland therebyboosting theirmoraleandwillingness tostay in theservice. IndividualPersonalScorecardwasnotyetfunctionalduringthistimeasshownintheTableA.

TableAshowsthecriteriaforNCOModelFamilyoftheYearCY2014-2015.

Since 2014, four (4) NCOs were formallyawarded during the Brigade’s Founding Anniversary

every August of each year. The selection anddeliberation board is headed by the Command SgtMajorastheChairmanwithsix(6)mostSeniorNCOsasmemberswho scrutinizes the candidates for theirrespectivebids.

The awardee receives cash incentives, one-day freehotelaccommodationwithhis family,movieentertainment package, free dinner at a selectedrestaurant,andfreetransportationtovarioushistoricalsitesand touristdestinations in theprovinceofCebuorBohol.Alloftheserewardsaredonatedbypartnerorganizationswhosupportsandbelieves in theArmyEngineersTransformation.

TableBshowsthecriteriaforNCOModelFamilyoftheYearCY2016.

When the brigade was applying for AGP“Proficient” Status during 2016, the integrationof Personal Scorecard as shown in Table B in thecriteriaforNCOModelFamilyoftheYearwasviewednecessary to ensure that the Personal Scorecard aremonitoredandobservedby theBrigadepersonnel. Italsoencourageseveryindividualsoldiertobecomenotonlyprofessionallydevelopedwhilemaintaininggoodpersonalwork-lifebalance.

STA.CRUZ, IlocosSur,May24(PIA)- -Thearmy’s81st Infantry Battalion had aided some people’sorganization (POs) to get financial support from

the labor department for a sustainable livelihooddevelopment in the grassroot communities in theIlocosprovinces.

Lieutenant Colonel Charles DZ Castillo,commander of the army’s 81st Infantry Battalion,said his unit facilitated the giving of a totalworth ofP2,832,000.00 livelihoodaid from theDepartmentofLabor and Employment (DOLE) Region 1 to variousPOs in the upland towns ofGalimuyod, Salcedo, and

In 2017, as the brigade progressed towardsits application for the “Proficient” status in theArmyGovernance Pathway, the inclusion of the PersonalScorecard to the criteria for NCO Family Model ofthe Year was enhanced thus, the inclusion of the“Professional Contribution” in addition to economic/financial status and PFT results as shown in Table C.Theprofessionalcontributioncomprisestheindividualcontributionof thepersonnel to theaccomplishmentof the unit mission while the Physical Fitness TestResultasithelpsimprovemoraleintheunit,helpbuildcharacter and improve soldiers’ perception of beingpreparedforthemission.

WiththeinclusionoftheIndividualScorecard,it encourages professionalism, dedication to duty aswellastheloveoffamilyandcountry.TheNCOFamilyModelof theYearawardhadcreatedamindset thatstrengthens the personnel’s commitment to serviceandeveneliminatestheirindividualistictendencyandcreatesanewparadigmshiftofmaximizingtheirGod-

giventalent/skillsthatarebeneficialtotheBrigadeandtotheAFPaswell.

The decrease in the percentage of skilledpersonnelwhoappliedforvoluntaryattritiondenotestheabilityoftheunittoretainthebestandthebrightestintheservicethatdefinesacompetentpersonnelwhohas attained at least 85%GPA in any of their careercourses taken throughout their military service, verysatisfactory rating in their OPAR/EPEM, and has nolegalimpediments.

The percentage of skilled personnel whoappliedforvoluntaryattritionhittheStrategicObjectivenumbertwo(2)inSupportProcessperspectiveofthe53rdEngineerBrigadePerformanceScorecard-RecruitQualityandDeveloptheCharacterandCompetenceofEngineerSoldier.

TheNCOFamilyModel of the Yearpromoteseffective time management and financial stabilitythrough the administration of Personal Scorecardwhereinthepersonnelareencouragedtobalancetheirprofession/career and family perspective. Relatively,sincethebrigadehadretainedtheskilledpersonnelintheservice,theeffectiveMan-HourswhichisanotherPerformanceMeasure in the Brigade Scorecard, hadalsoincreased.

With itspositive impactnotonlytotheArmyEngineersbut also to the53rdEngineerBrigadeas awhole,thiscommandwillsustaintheimplementationoftheNCOModelFamilyoftheYearinordertomotivateandencourageskilledpersonnel tostay longer in themilitaryservice.

“DOLE Region 1 turned-over the financialassistanceinasimpleceremonyduringthecelebrationof the 10th Founding Anniversary of our unit in ourheadquartersinBarangayBugbuga,StaCruz,IlocosSuronMay18,”saidCastillo.

Castillo said that his unit through theCommunity Support Program (CSP) team closelycoordinatedwithDOLERegion1fortheprovisionofthelivelihoodassistanceforthepeopleinthecommunity.

Forhispart,DOLERegion1DirectorNathanielV Lacambra said themilitary alone cannot solve theinsurgencyprobleminthecountry.Thus,hesaidtheiragency isdoing its share toend the local communistarmedconflict.

Lacambra said the assistance receivedby thedifferentPOswillhelpalleviatethelivingconditionoftheirmembers.

Meanwhile, Major Gen. Lenard T. Agustin,commander of the army’s 7th Infantry Divison, saidthe soldiers are not only protecting the people butalso, theyare friends,whoare ready todeliverbasicservicestogetherwithpartnerorganizationsandother

stakeholders.

In keeping up with the changing operationalenvironment,thePhilippineArmy(PA)continuouslyupgradesitscapabilitiesthroughtheimplementation

of modernization projects under Republic Act (RA)7898, also known as the “AFP Modernization Act”anditsamendedversion,RA10349-“EstablishingtheRevised AFP Modernization Program and for otherPurposes”.

The Office of the Assistant Chief of Staff forLogistics,G4ofthePAistheofficeprimaryresponsibleinfacilitatingandmonitoringtheimplementationofthesaidprojects.Atotalof114PAmodernizationprojectshasbeenprogrammedand63ofwhichwerealreadycompleted. Installation Management System to systematizethe establishment, management and maintenanceof PA Installations. The Armed Forces of the Phil-ippine Installation Management Command (IM-COM) to effectively pursue its BSSD programs andimplement its Installation Management Systems.

The Philippine Army requested for the activa-tion of the Installation Management Commandwherein the proposal has undergone a series ofAFPOPB deliberation and revisions, and was sub-sequently recommended to the Office of the Dep-uty Chief of Staff, J3, AFP for endorsement. Therevised proposal has the following salient points:

a. IMCOMshallhaveitsMissiontomanage,developandadminister48militaryinstallationsand87militaryreser-vationsofthePhilippineArmyinsupportofitsmission;

b. IMCOMshall be composedof aHeadquarters andHeadquarters Service Battalion (HHSBn), three (3)Installation Management Groups (IMGs), Security

and Escort Battalion (SEB), Military Police Battalion(MPB) and fifteen (15) InstallationManagement andBattalions(IMBs);

c. IMCOM’s TO entails 175 Officers, 1,789 EnlistedPersonnel;and175CivilianEmployees;

d. TheTOgradeofIMCOMissettoMajorGeneral(O-8)andshallbesourcedoutfromthelackingO-8rankofthePhilippineArmy.Relatedly,therankofCommanderIMCOMshallonlybeconferredupontheregularizationoftheunit;

e. TheorganizationaldevelopmentofIMCOMshallbeconductedinsix(6)phaseswhichshallstartonthe3rdQuarterofCY2019andshallbecompletedbythe4thQuarterofCY2022;

f. The Headquarter of IMCOM shall require anadditional 50 Officers, 154 Enlisted Personnel (EP),and38CivilianEmployees(CE)overandabovethe175Officers, 1,789 EP and 175 CE thatwill be generated

from the absorbedPAunits. They shall be graduallyrecruitedbasedontheCY2019TS;

g. The SEB, MPB, Special Service Center (SSC) andPostEngineerDetachment(PED)ofHeadquartersandHeadquartersSupportGroup,PAandthetwo(2)IMBsofArmySupportCommand(ASCOM)shallbeassignedtoIMCOM;

h. The resourcesof theactivationof IMCOMsuchastheCapitalOutlay andMOOEwill beprovidedbyPAwhileitisstillaprovisionalunit;and,

i.AllPAhospitalsshallbeplacedorganictoIMCOM.

IMCOM (P), PA will be primarily responsible in theorganizationandmanagementoftheArmy’srealestateassetsbysystemizingtheestablishment,maintenance,and management of the installations, assets andproperties of the command using similar systemsemployed by the Philippine Navy and Philippine AirForce.

TheArmyAthleticUniformAlpha(AAUA)istheprescribed uniform of the Philippine Armymilitary personnel for use during athletic

periodforpurposesofrunningandotherrigorousathleticactivities.

Athletic shirts are designed tomanage excessiveperspiration produced by the body duringstrenuous activities. These shirts easily absorbsweatanddissipatesitthroughthefabricsothatit evaporates quickly leaving the shirt dry. Thisproperty known as the moisture managementis oneof the keyperformance criteria in today’ssports apparel industry, a characteristic thatwas not optimized in the 2015 approved AAUA.Consequently, the improvement of the saidathleticuniformwasundertakenbytheResearchand Development Center (RDC) of the ArmySupport Command, Philippine Army to addressthisconcernandtocomeupwithbettermaterialandupdatedstyleanddesignthat iscomparablewiththelatesttrendsinthemarkettoday.

During thedatagatheringofRDCwhich includessurvey coming from various Army field units, itcametotheattentionofthisCenter’sresearcherthat there were even more issues on the 2015

AAUA.Thepoorqualityof the reflective“ARMY”printthatpeelsoffafter

several wash-and-wear cycle, was one of theconcernsofoursoldiers,aswellas thepresenceofbuilt-inbrieflinerthatsoldierstendtogetridofduetothediscomfortoftheuserswhilewearingit.TheseprimaryissuessupportedbyotherminoroneshadencouragedtheresearchersofRDCthatthereisreallyaneedtoconductstudytoimprovethe quality of AAUA to keep at par with thecommercial athletic brands like Nike and UnderArmour, or at least provide comfort and edgysportsweardesignstotheusers.

ThePhilippineArmyhasfundedtheresearch ledby RDC that aims to improve the quality of theAAUAbysourcing for theoptimalbasicmaterial,enhancingthequalityofthearmyprintthrulatestprinting technology and designing for a morecomfortable athletic shorts. Based on the resultofthestudy,RDCproposedanewbasicmaterial,theapplicationofsublimationprintingtechnologyfortheprintsandashortsdesignthatreplacesthebrieflinerwithabuilt-ininnercompressionshortssimilartocyclingpants.Theresearchoutputwassubmitted to the Office of Army Quartermaster

takennoticeoftheissuesontheoldAAU.Thishasled the highest ranking Officer of the PhilippineArmy to personally direct OAQM to pursue theimprovement of the athletic uniform for thesoldierstoboosttheirmoraleandwelfare.

OAQM has undertaken the evaluation of thereportofRDCwhileconducting itsownstudyontheimprovementofathleticuniformbasedontheguidanceofCG,PA.Middleof2019,theOAQMhadformulatedtheTechnicalSpecificationsfortheNewArmyAthleticUniformthatcanbeconsidered

atparintermsofqualitywithhigh-endcommercialbrands. Samples of this have been in limiteddistribution to selected Army military personnelforevaluation.

The T-Shirt of the new Philippine Army AthleticUniformis twotonegraymadeof85%polyesterfabricand15%spandexwhile theshorts isblackmadeof100%Nylonfabric.The“ARMY”markingonboththefrontleftbreastpartoftheshirtandthefrontleftthighpartoftheshortsaswellasthePhilippineArmyLogoatthebackoftheshirtbelowthe collaret is made of grey reflective materialprintedusingheattransfer.

AsoneofSOFoftheAFP,theSpecialForcesRegiment(Airborne)delegatedthenewlyinstalled33rdSpecialForcesCompany,toparticipateinJIOE3.TwoMFFteamsofthe33rdSFCledby1LTMARKCHRISTIANBSTAANAtookpartinasimulationbymeansofairinfiltrationtoconductspecialreconnaissance,whichpavedwaytotheinsertionofotherparticipatingSOFintotheareaofspecifictarget.

TheConductofAJEXcarriedoutitsobjectivesinde-velopingcamaraderieandrapportamongtheSOF,anddevelopedJSOactivitiesinsupportoftheConvention-alForces.ApartofwhichitsuccessfullyappliedJointSOFcapabilitiesinconductingAirfieldSeizure,andC2competenciesofSOCOMAFPunits(JSOF/JSOG).Lastly,assessedthecompetenceofSOFsmallunittactics.ThisenhancesnotonlythespecificcompetencyofeachSOFunit,butthewholeAFPaswell.

The Physical Fitness Test (PFT) and HealthMonitoring Program are under the ArmedForces of the Philippines Physical Fitness

Program designed to improve the physicalwell-being and health of military personnel tocomplimentthesoldier’smentalandeducationaldevelopment.Overtheyears,thePhilippineArmyhasbeenutilizingthePFTassystemtomonitorthehealthstatusofindividualsoldiersandacommonstandard in evaluating the physical readiness ofpersonnelas requiredby trainingandeducation,policies, selection and attrition. However, thecurrent system of the PFT lacks the necessaryfeaturesthatarerequiredfromeverysoldier

inordertoeffectivelyperformdifferentphysicallydemanding tasks such as real combat scenarios,HADRandtrainingsamongothers.

TheidentifiedgapsinthecurrentAFPPhysi-calFitnessProgrambroughtthenewconceptofthePhilippineArmyWarriorFitnessTest(PAWFT).Theconceptaimstoenhancethetroops’physicalstrengthanddeveloppropermindsettoboosttheirindivid-ualandcollectiveskillsandcorecompetenciesthatareneededintheconductofdifferentoperations.Although,theconceptandimplementingdirectiveofthePACFTwereapprovedon27August2019bytheCommandingGeneral,PAitisdeemednecessarytoconductadditionaltestsandevaluationstointegratetheenhancementdesiredbyseniorofficersduringtherecentCommandConference.

Physical readiness through a responsivefitness program is an essential requirement thatevery soldier must meet and be proficient withacrossthespectrumofmilitaryoperations.Beingphysicallyfit,allowsindividualsoldiertoperformhismission,functions,anddutiesandresponsibilitiesefficiently and effectively. More importantly, itprepares himmentally on the demanding tasks,whichinvolverisksanddangers,thatliesahead.

The Philippine ArmyWarrior Fitness Test(PAWFT)iscomprisedofseveneventsperformedsequentially that target different muscle groupsforamethodicaldevelopment.Theseeventsare:Leg Tuck, Modified Push-ups, 100-meter Sprintand Drop, Casualty Drag and Carry, AmmunitionCanCarryandOne(1)MileRun.Theseeventsarealso intended to engrain in themind of soldiersthe broad approach to real combat and combattrainingscenarios.

The LegTuck aims todevelops theupperbody, abdominal and hip strength of soldiers tobe able to negotiateman-made obstacles, steepclimbs and constricted landscapes such as holesinbuildings.TheModifiedpush-upstestdevelopsshouldermuscularstrengthtoliftdifferentmilitarysuppliesormunitionsinthecourseofoperations.The 100 meters Sprint and Drop tests soldiersspeed, agility and spontaneous reaction to closein or assault an objective while under fire. TheCasualtyDragandCarrytestsprimarilythespeed,agility,power,endurance,andstrengthtoextracta wounded comrade towards a safer area in anengagement while avoiding long exposure toenemyobservationandfires.

The Ammunition Can Carry is designedto improveagility,muscular strengthandcore inperforming scenarios like carrying ammunitionsandothermaterieltoandfromafightingpositionsortoandfromavehiclefromwhileunderenemyfires. TheUp andOver Squat tests themuscularstrength,endurance,balance,flexibilityandbodycoordinationtobeabletoliftheavyloadswithout

totheneedsofoursoldiersespecially thosewhoareoperating in the field. In the recent years, variousequipmentwereacquiredanddeliveredtoupgradethecapabilityofourorganizationandtoensurethatPAiscapableofcarrying itsmissionwhich istodefendthepeopleandtheland.

Alongwithmodernizingourcapability,ourmainpriorityisalsotoprovidetheprimaryneedsofoursoldiersthatwillcomplementwiththemodernequipmentwehaveacquired.OursoldiersmustbeequippedanddressedlikeamodernsoldierthattheFilipinopeoplewilllookupon.However,inmakingitpossibletherearechallengesencounteredalongtheway.Ithasbeentheclamourofoursoldiersthattheywillbeprovidedwiththegoodsandservicestheydeserveattherighttime.However,perennialproblemoftheorganizationintheprocurementofIndividualClothingandIndividualEquipment(ICIE)hascausedtheuntimelydeliveryoftheICIEtothePApersonnel.Thelengthyprocessofpublicbiddingoftencouldnot

ThePAWFTaimstoprovidethefollowing:(1)aphysicalfitnesstestthatshallassesssoldiers’ability to perform physically demanding tasks inthe operational environment; (2) enhancementof soldiers’ physical strength, stamina, agilityand body coordination to endure the rigors ofcombat and combat training environment thatwill contribute in the accomplishment of units’mission.

Currently, tests andevaluationsarebeingadministered to participants of selected units togatherrequireddatawhichshallsetthestandardin theadministrationand implementationof thePAWFT.Thetestandevaluationwillalsodeterminethe safety measures and conditions that areinevitableintheimplementationofPAWFT.

As the Philippine Army negotiates theladderoftransformationofbecomingaworld-classArmyby2028,theintroductionofthenewPAWFTshall underscore the importance of physical andmentalstateofArmypersonnelthatwillcontributeto the enhancementof everyunit’s readiness toachieve its goals contributory toArmy’s vision inthefuture.

Andlastly,theprobleminthedelayofissu-anceofICIEwillalsobeaddressedbythispolicy.SinceAFPCESwillbethepointofsaleofauthorizedAFPuniforms,PApersonnelcannowpurchasetheirICIEatanyAFPCESstoresnationwide.Likepurchasinganyothergoods,oursoldierscanimmediatelyclaimtheirICIEsincetheveryintentofthispolicyisthatwecanreadilyprovideICIEtooursoldiers.Inordertomain-tainthequalityofICIEitemssoldatAFPCES,aboardwillbecreatedtocheckthequalitystandardsofitemsifitfollowsthetechnicalspecificationsprescribedbyPA.Theboardwillalsoperformrandominspectiononsuppliersandwillencouragefeedbacksfromtheend-users.Also,dis-accreditationwillbemetedbysupplierswhowillnotfollowthestandardssetbythePAorintentionallysellsub-standarditemsusingtheRDCcertificationforadifferentitem.

Toend,thepolicyauthoredbytheOfficeoftheAssistantChiefofStaffforLogistics,G4isonlyanalternativemeansinprovidingreadilyavailableICIEitemstoPApersonnel.However,itwillnotreplacethePublicBiddingasamodeofacquisitionforICIEitems.

Soldiershavethehighestobligationandprivilegeofcitizenshipsastheybeararmsfortheircountry.Theyarethefirmguardtotheirnation’sthreats.Theyvowedtoprotectthepeopleandtheircountryatallcost--puttingtheirlivesinperilwhileleavingtheirfamiliesbehind.

Alonecitizencanbarelydosuchsacrificeyetoursoldiers trudge in every battle, gallantly raising their flagtovictory,astheyfoughttodefendtheirfellowmen.Theirvaliant sacrifices are beyond measure making them themostlaudablecandidatetobegiventheutmostwelfarebytheirhandlingorganizations.

It’sagoodthingthatourownPhilippineArmy(PA)is going the extra mile to give what our soldiers deservemost—paramountwell-beingandareputablemorale.

It’sknownthattheorganizationbegancementingareputationofprioritizingthewelfareoftheirsoldierswhileboostingmoraleandawell-roundedperformanceexcellenceas part of its continuous transformation towards aworld-class army. The Philippine Army’s current CommandingGeneral,LTGENMACAIROGSALBERTOAFP,vowedduringhisassumptionspeechthathewillspearheadtheboostingofmoraleandwelfareof thePhilippineArmy’s troopsbyprovidingamplifiedcare forwoundedsoldiers,enhancingsupport for family programs, and giving improved carefor surviving familymembers. He highlighted to instituteprogramsinsupporttosuch.

The profound support stemmed from theorganization’s belief that the well-being of the soldierscomesfirstasitdirectlyaffectsitsinstitutionalstrengthinexecutingitseffectivefunctionstoserveandprotect.

Throughouttheyears,thePhilippineArmyexertedthorougheffortstodevelopsuchprograms,andaspartofthe Commanding General’s commitment to give support

to our country fighters, the organization sought beneficialpartnership with three giant institutions in the countrynamely BDO-BSP, Philippine Heart Center, and St. Luke’sMedicalCenter.

Financialliteracyhasbeenknowntohighlyimpacteffective financial planning that leads to excellent savingmanagement toall its consumerswhomastered thecraft.Therefore, in the 19th of February 2019, the PhilippineArmyleapsitssoldier’sfinancialmanagementknowledgebyformalizingajointinitiativewithBangkoSentralngPilipinas(BSP)andBancodeOro(BDO)tolaunchafinancialliteracyprogram which aims to educate soldiers on how to bestmanagetheirfinances,ensurebettersavingsmanagement

andsecuredretirementoptions.Fromthenon,continuousseminarhasbeenconductedall throughoutdifferentunitsanddivisionswithinthePA,anditresultedtovastnumberof

positivefeedbackfromallarmypersonnelattendees.

ThePAdidn’tstopthere,sincehealthofsoldiersisparamountinperformingtheirduties,theyinitiatedaworld-classmedicalandcardiovascularsupportservicesintendedtopromotegoodhealthandfitnessamongsoldiersaswellastheirfamilymembers.Inlast9thofMay2019,thePAandPhilippineHeart center entered into amutual partnershipthat focuses on soldier’s family wellness programs. Thisindeed covered support not only for our soldiers but fortheirlovedonesaswell. The 7th of August 2019 marked another healthpartnershipinitiatedwithStLuke’sMedicalCentertoextendaffordableeyecareandothermedicalservicestothearmy.

Thesemedical initiatives ensure health protection for ourbrave heroes so that they may efficiently perform theirdutieswhile leaningon thesecuredassurancethat thePAorganizationvaluesandgivesthebestcarethattheydeservemost.

With all these partnerships, Philippine Army stillcontinuetoventureotheropportunitiesthatarebeneficialand inspiring to our troops as they provide exemplarycontributions for the Army Transformation Roadmap thatwill surely aid the organization in attaining its vision tobecomeaworld-classarmyby2028.
