If the government were to provide its citizens with free transportation, chances are high that this government, though well intentioned, will end up running in deficit in the long term. Additionally, there is no way to rule out the possibility that some people with private vehicles would take advantage of this policy, making buses and subways too crowded for those who really need them.

Nevertheless, exempting people from paying for buses is advisable. The cost of running such transportation system is relatively low. The government will not be heavily burdened. More importantly, such a policy can make a difference in poor people’s lives for two reasons. The first one is that bus is the most frequently used public transportation in our daily life. Another reason, which is perhaps subtler, is that although to most people, the amount saved by not paying for bus might be trivial, it means much more to people who are financially challenged to survive.
