1. Clearwater County Participation Plan (Gary Therkelsen)

Therkelson presents the plan as submitted. Plan includes requests for 276 subscriber IDs and 32 talkgroups using7 ARMER tower sites. He says the plan also identifies the need for a local enhancement site for reliable in-building coverage in Bagley.

Migration would be over a long period of time. They prefer to keep their Zetron Consoles and interface through the Bagley.

There is no schedule. They just want to have a plan in place so that in the event funding becomes available.

Sheriff is system administrator. They have made some steps toward migration and have purchased some dual band radios.

Chair clarifies that they have no funding source or timeline.

Therkelson confirms that is the case.

Lee states that MnDOT has looked at the plan and has no issues.

Chair asks if they are requesting any statewide access.

Therkelson says just a statewide roam. Statewide Emergency Communications Board

Jansen asks about how many CCGW ports.

Therkelson states it would be two ports.

Chair asks if there is any concern about reserving resources without a timeline.

Lee says no, MnDOT has no issues. He adds they already have radios on the system and have been a limitedparticipant. As far as holding IDs, they are being held for many people.

2. Whitewater Wireless Request for IDs (Matt Klema)

Matt Klema states they are looking for 4 additional subscriber IDs. They will be primarily using the SYS-TECH talkgroups.

Chair asks who is managing.

Klema says that Rick Freshwater has been the administrator.

3. Pennington County Participation Plan (Rey Freeman)

Freeman describes the plan as submitted. Approved by the NW RAC and RRB last month. Plan is considered a long term/future plan implementation. Pennington County has done quite a few updates to their VHF system withsome additional sites and conversion to digital, etc. There are no local enhancement sites and no additional 800 MHz channels are included in the plan. They currently have a two position Gold Elite Console in their PSAP. Plan includes a replacement of that to the MCC 7500 console system. There would be 12 CCGW ports associated withthe console. There would be some number of 800MHz control stations for back up and for voice logging. There are 6 public safety agencies and 4 public works/schools included in the plan, for a total of 150 system IDs, whichincludes future growth for 3 years. There are 44 talkgroups in the fleet map and they are requesting 2 statewide talkgroups.

They have 140 800MHz radios included in the plan. 124 for public safety and 16 for public works. They have a fairly new LAW repeater system and a newer VHF tone and voice paging system.

There will be no moving forward on this plan for at least one year. Could be two years. Training would be done by

Freeman says they will have a fairly significant amount of VHF equipment still online and the number of the 800MHz control stations that need to be used and interfaced to the console for backup and recording and also room fora bit of growth. He adds we easily foresee them having 8 to 10 stations that need to be connected to that.

Lee states he does not see any issue with the request.

Chair asks if we have been reserving ports for future expansion and would it matter to us in this particular zone.

Lee says he doesnt think we have an issue in this zone or any zone because of 7.13. He doesnt see an issue with the counts, especially in the Northwest.

4. Pennington County Request for Statewide Talkgroups (Rey Freeman)

Freeman says the request is for two statewide talkgroups. One for public safety and one for public works/schools.

5. City of Minneapolis Request Variance and Waiver (Rod Olson)

Olson states that with regard to the waiver request, the City of Minneapolis has Gold Elite consoles and are currently at their full summing amount. Minneapolis will be able to accommodate the first 8 STAC talkgroups.They are asking for a waiver until they can get the Gold Elites replaced with MCC7500 consoles.

With regard to the radios, they have 1,818 Model 1 radios with insufficient space to put four different banks.

Chair says that this will have to be tracked at Olsons office. He asks if there are other notifications we should be making as far as whats in the radios/resources available.

Abley says that as far as the policy is written, requests like this with just a material waiver go through the boardand we keep track of everything and when there is an exercise, our office or the RICs would be an available resource to help to coordinate.

Jill Rohret says that as someone who has the responsibility of updating the TIC Plan, it might be nice for the regionsin which the agency resides to have the approved waiver sent for that TIC Plan. She says she has to figure out whatmonth these waivers were in which packet so that she can figure out what to put in the TIC Plan. It might be good to have them sent to the region so that the region can update the TIC Plan.

Chair says that seems reasonable.

Abley says we were also planning on having a list of each county and what their waiver status is, if any. In most

cases NO WAIVER. We could share this if there is a data request.

Rohret asks if Abley would prefer they do a data request every time TIC Plan is updated.

Abley says no, we would just have that information available.

Jansen asks if it would be possible to have that available on a website.

Thomson says listing resources that are NOT available makes a lot of sense. Knowing that someone has a waiver but not knowing the impact is not as useful. He adds that he does not see where having that data available to the

public is a problem.

Jansen says that keeping up a current list/ongoing tally on the website will be problematic.

Thomson says if we know there is any deficiency, the plan should be to work around it.

Chair says we should get a place on the website where waivers are tracked. He adds that no matter what is listed there, communication still needs to happen. We can start with having a list of the waivers on website.

Chair says that we are going to see many waiver requests and we will have to try and accommodate them the bestthat we can.

Motion carries.

6. MN Dept. of Human Services (DHS) Participation Plan Amendment (Dan Klein)

Dan Klein presents the amendment as submitted. He says things have changed since they had the limited participation plan approved in September. DHS has a lot more radios than he knew of. The original request was for13 radio IDs and they now would like 1500. DHS originally wanted 3 statewide talkgroups including a ROAM. Theyno longer need the ROAM but are requesting 5 statewide talkgroups. Their original request also included 3regional talkgroups and they would now like 10. He says they have sent letters to the Metro, the Central and the Southeast Regions that they would be involved with (creating regional talkgroups and asking RACs to put them on). He adds that those talkgroups would not be created until the end of the year. The fleet map is still in draft form.

Jansen says 1500 IDs is no longer a limited participation plan, in his mind. There are counties with far fewer. We should define limited. He also asks if any studies regarding loading have been done in some of the regions thatwould be hit heaviest by this many radios.

Klein says they are working with Anoka and Hennepin. They have done some studies in West Hennepin on signal strength (Granite Electronics). Looking at about 8 to 10 hours of loading a week on the Anoka Main (DHS Anoka)the other ones are less than two a month so far. Signal strength in Anoka is far too low to use any of the Anoka towers. The only large number of radios concentrated in one area will be in Anoka (150 to 200 radios). St. Peter Hospital and Nursing Home will have about 450 radios in that region. That will not happen until about 2015 andloading will be researched with Nicollet County long before they come up on the system.

Lee states that Department of Human Services already has 657 radios on the system so this 1500 is above andbeyond that?

Klein says yes. The other is essentially Department of Corrections.

Lee says that those radios are located in Moose Lake and in St. Peter. St. Peter will be an issue. He would like to see more of a breakdown of where the radios will be and how many talkgroups at each site. He would also like to see their plan for loading because those subsystems are seeing busies at times.

Klein says his budget folks are well aware that that may be something that has to go into the system (if they have tohelp out with channel capacity). They wont have any dispatch just person-to-person and car-to-personcommunications and dont expect large amounts of talk time at any one of these facilities.

Chair states that he agrees with Lee that this plan has made quite a leap. Chair says the regions need to weigh in. He says the plan should outline how much air time on which sites, here is the loading, and let MnDOT weigh in onit.

Chair states that the plan is a full participation plan because they are operating solely via the ARMER system.

Jansen suggests looking at loading and restricting sites.

Klein asks how different a full plan is from the limited. He adds that he has not written a full plan and isnt sure he will know how to do it or whether it would need to be hired out.

Chair says that he thinks they might now have to hire out, but he adds that Klein is likely capable of doing himself.

Chair says the committee would be asking Klein to come back with a full participation plan with loading and any regional loading concerns.

Hegrenes says that the budget is part of ARMER participation plan. The reason is if the counts boards or agencies in charge of coming up with looking for money will have an idea what its going to cost. Hegrenes strongly suggests that we go with a full participation plan like the rest we have seen, rather than creating another path for an agencyto go to that will say were just going to go this route and do a portion of it. Hegrenes wants to see the whole thing.

Abley says he can send out a checklist.

Chair asks if the next two items on the agenda would now be held until full participation plan is presented.

Klein says they are referencing the limited participation plan that was approved. These next items are part of that.

7. MN Dept. of Human Services Request for Statewide Access (Dan Klein)

Klein states that they no longer need the ROAM. Now are requesting a total of 5 statewide talkgroups (2 additional today). They also were approved for 3 regional talkgroups and are now looking for a total of 10.

Jansen asks if this is based on the first 13 radios.

Klein says that is correct. All of these would need almost no talk time except in an actual event. These are designedfor internal staff communication between radiological reception centers. At the current time, all of these would be light loading. Eventually the internal and the external could be more as our partners decide to come on the external and as we add more facilities to our internal.

Chair states he is struggling with the idea of 5 statewide talkgroups for 13 radios.

Klein says these are going to be there in preparation for an actual event. They wouldnt be just for DHS staff but would be offered to partners in an actual event.

Klein says Chair is comparing a county to a statewide entity. Five talkgroups in the whole state of Minnesota to DHS is not excessive.

Chair says they have already approved statewide talkgroups.

Klein says that is true but one was a ROAM which many of them were encrypted and our some of our partnersdont have encryption.

Jansen makes a motion to deny the request and wait for full participation plan to come before the group.

Thomson states that he doesnt think it would take the OTC approval to remove encryption from the statewide resource.

Chair says we are interested in what is getting keyed up, not how.

Lee says that (removing encryption) should not be an issue.

8. MN Dept. of Human Services Waiver Request (Dan Klein)

Klein states that asking for waiver from the National Weather Service Standard that prohibits DHS from putting inportable radios. The would like a waiver because DHS has nothing but portable radios (no PSAP, no controlstations). Would like them in 6 of their portable radios (not in the entire fleet).

Chair states that we have denied this request to other counties/agencies that wish to have it in their portables. He asks if committee has questions.

Steve Borchardt states that he has heard from his region that the emergency managers would like to have the Sioux

Hegrenes states that so far they only have 6 talkgroups approved on the limited participation plan. Are we going to modify and add more talkgroups to a limited participation plan at this point?

Klein says DHS is asking the committee to approve so they can program their initial 13 radios with the plannedfleet map. Regardless of whether any more radios are added, all of these talkgroups would be used by theiremergency management division in an event.

Chair says his personal opinion is he feels its rushed and thinks it should be a part of the full participation plan. We need a better understanding how this would work operationally. We have full counties operating effectively on

Falls talkgroup in their radio. He says he is confident that if this request goes through, the committee will see more like it.

Hegrenes says they can still talk to National Weather Service without having them in their radio or the State Patrol

can patch.

Chair asks if this would be a hardship for the State Patrol.

Status Board (Abley)

Jill Rohret asks about console change out, under letter i. page 2. Would CCGW/port issues that need to be changed.

Donahue says that when their plan was initially drafted they considered going with the Gold Elites that they had. He thinks they changed that plan later.

Lee says he still believes it is language cleanup. He recalls that at one point in that region and also in the SouthCentral region, they came together as a group and said they were dropping their Gold Elites and going with MCC500s. Lee says that all of their original plans had Gold Elites.

Motion carries.

Chair introduces the new primary and alternate members from the Northwest Region.

DISCUSSION ITEMS

Abley says the application was running fine on 11/5/13 until about 8:00AM. Users started signing in throughoutthe morning to prepare for the cutover. The users reported delays in loading pages. We contacted MnIT indicatingthe application was running functionally useless. We requested that MnIT add additional resources to the application. By 12:00 the application was completely unusable and at 2:00PM MnIT reported to us it was using95% of the host server. That host server was also providing services for other applications for DPS and the decisionwas made to take it down. There was some indication at that point that the program was too processor intensive. Over the next day Abley worked with MnIT to identify the two issues that were occurring. First of all, there was not enough server capacity for the application. No one anticipated that the program would be as CPU-intensive.The application itself probably needs to be adjusted to be more efficient. The solutions that have been implemented so far are load tests on the new servers. Application was previously on a shared server with one CPU

Cathy Anderson states that last month Tom Justin presented his comments and she sent that version out forfurther comments. At this time, we dont have a consensus with his portion. She goes through the comments and bullets as presented to the committee.

Chair says if there is consensus in the group that we are going to move this forward to give some clear direction, we will stay with the shalls and there are exceptions regarding having COMLs and what they can do about that. Also need to define what is a large scale event.

Thomson suggests bringing back to the regions again.

Anderson continues to read from the Standard and its changes.

Cathy will redraft and send out.

Chair directs Anderson to bring before committee again.

Reports

NW: Richard reports that there has been a lot of momentum in his region. Their first O&O meeting is tomorrow. Region is trying to get caught up with everyone else (re ARMER). Only one participating agency right now but Polk County is close to coming on (December).

NE: Hegrenes states that Cook County is fully on and implementedconsoles are up and running.

CM: Ace Bonnema states that they are waiting for contract with MNDOT concerning regional recording.

He also says they denied Becker County's request to force White Earth law traffic to the Luce tower until we cansee what loading will be. They also have been discussing issues with the 7SOA's and if we will be adding them.

SC: No report

SE: Thomson says nothing to report

and 2 gigs of RAM. We have provisioned a dedicated server with 8CPUs and 8 gigs of RAM. This should be

sufficient.

Thomson likes the idea of launching one week after its ready.

Chair says the group directs Abley to launch on a Tuesday, choose a Tuesday at will.

SW: Donahue says everyone is online with ARMER and the next thing they are addressing is how to participatewith Motobridge.

MESB Ron Jansen says the MESB Radio TOC met on October 323rd. Discussed Standard 3.17.4 and also discussed adding language to Standard 3.14.0 to address issues of subscriber radios parking on regional resources. MESB meets tomorrow.

MnDOT: Lee says we are up to 311 sites on the air. A number of bids on tower work have been received.

Lee states they are working on it, but dont have a date yet. Probably the next month or two.

DPS/Interoperability Report:

Abley states the FirstNet Consultation Project contract was awarded. Kickoff meeting will be in a couple of weeks.

New version of the SCIP will go before the Interoperability Committee and the Statewide EmergencyCommunications Board at their next meetings.

We also have an updated version of the MN COMM FOG and will be available online in time for change management.

Mines states that we had a kickoff meeting with Federal Engineering with the Funding Study Workgroup.

2. Participation Request

Beltrami County is seeking authorization to become a full participant on the Allied Radio Matrix for Emergency Response (ARMER) network. Beltrami County is committed to fully integrating primary voice communications for eligible users on the ARMER network.

Beltrami County seeks adoption of this plan by the Northwest Regional Radio Board, incorporation into the Northwest Regional Plan and the Statewide Radio Board's Plan.

This Participation Plan has been prepared in compliance with the ARMER standards for participation and configuration requests.

Beltrami County intends to contract with the Northwest Regional Radio Board and the Minnesota Department of Transportation (MNDOT) for participation in the ARMER network.

Beltrami County is requesting the review and approval of its plan by the Northwest Minnesota Regional Radio Board and the Minnesota State Radio Board Operations & Technical Committee and the Minnesota State Radio Board.

It is Beltrami Countys view that:

Beltrami Countys impact on the ARMER network has been carefully studied and is accurately reflected in this plan;

Beltrami Countys participation is within the operational and capacity constraints of the ARMER network;

Beltrami Countys plan and request is fully compliant with the plan and standards of the Statewide Radio Board as they exist today.

The scope, intent and character of this report are accurate at the time of this request. As Beltrami Countys project progresses, there may be variations in technical details, schedules, equipment quantities etc. Beltrami County will remain true to the objectives and communicate any modifications, additions or deletions in the form of addendums to the Participation Plan.

3. Background Information

Beltrami Countys existing land mobile radio communications systems were previously studied by Federal Engineering, Inc. as part of a statewide initiative to understand narrow band3 readiness. The Federal Engineering Report provided the County with three alternatives to consider for the future provision of public safety and local government land mobile radio communications.

The three alternatives Federal Engineering defined for Beltrami Countys consideration in planning for their future radio communications needs are:

1. Upgrade the existing VHF systems to meet the 2013 narrow band operation mandate;

2. Replace the existing VHF system with an APCO P254 VHF system.

3. Migrate to the ARMER network.

The Federal Engineering Report predicts that migration to ARMER offers the most cost effective option for Beltrami County for the next 10 years.

Beltrami County recognizes the interoperability benefits of the ARMER system.

Beltrami County is compliant with the narrow band mandate and has introduced some APCO P25 equipment to mitigate narrow band range losses, however, the Beltrami County Board has resolved to migrate all Beltrami County land mobile radio communications operations to the ARMER network over a period of time.

4. ARMER

The ARMER network originated as a metropolitan area public service and public safety radio land mobile radio network that was intended to provide high quality mission critical, day-to-day communications for users. The design incorporated a high quality standards based network for interoperability. The system operated in the 800 MHz spectrum and uses APCO P255 technology. The metro area system has been operational since 2001, and as of 2008, all metropolitan area counties are using the network.

The greater Minnesota system build-out is has progressed steadily with 80 of 87 Counties committing to participate. See Drawing 3504 for details regarding current participation.

Coverage modeling performed as part of this Participation Plan indicated that the Beltrami County radio users would not be adequately served by the existing ARMER sites for in-building coverage outside of the City of Bemidji and in many rural communities.

It is Beltrami County's goal to achieve the public safety standard of on-belt portable service into low density buildings within the County and within high density buildings in Bemidji. Only the service within the city of Bemidji is met to 95% within high density buildings. The balance of the County fails this test and is too large to reasonably supplement with ARMER sites, fillers, and amplifiers.

Planned Approach to Mitigate:

Law Enforcement: Retain or purchase new in-car VHF repeaters and dual band portables. See Drawing 3525.

EMS: Same as Law Enforcement but paged on VHF in accordance with Drawing 3526.

Fire: Remain on VHF with a simulcast system with interoperability gateways to the ARMER system and selected vehicles with ARMER radios. See Drawings 3525, 3526, and 3527.

The ARMER network is generally designed and engineered to provide service to mobile radio users in 95% of the service area. The system is not designed to guarantee reliable in building portable radio coverage to the same degree. The ARMER design and build out is hampered by lack of available sites due to land control by the US Government and the Red Lake Nation. Some of the radio service in Beltrami County will be provided by ARMER sites located outside of Beltrami County.

4.3. Other Equipment

The ARMER Zone 6 controller located in Detroit Lakes Minnesota and the ARMER network microwave network are infrastructure elements that support Beltrami Countys plan and request.

4.4. Capacity

ERLANG C Traffic Analysis:

We believe that the 5 channel trunked radio network facilities being constructed by MNDOT will have sufficient channels and capacity for initial operation based on known variables and experience. The Erlang C Delay Model (N-1)0F0F 6 predicts that a single 5 channel trunking facility with four available voice channels will support 264 users.

The initial users of the ARMER network in the Beltrami County area are expected to be allocated to the following fleets:

While the total number exceeds 264 of the PSWN report, it assumes the following conditions that are not true:

The model assumes that all radios will be operational. Generally a mobile and portable assigned to the same user will not be used at the same time.

It assumes that units will be operated in small independent sub fleets when in reality; good fleet planning should gather units in large sub-fleets.

It assumes all traffic will be on one site, but it takes 201F1FARMER sites in and out of Beltrami County. It is believed that judicious talk group planning and assignment, plus proper control over talk groups occupying multiple sites (site affiliation), these 554 radios will be adequately served with no added channel capacity.

We support MNDOTs conclusions regarding traffic capacity of the systems as planned and make no recommendation for capacity expansion unless and until actual traffic analysis data is received which indicates a change. Beltrami County

is fully aware of its obligations to work in cooperation with MNDOT and the NWRRB in the event system expansion is required as a result of their participation.

4.5. Frequency Plan

MNDOT ARMER Sites

There are five channels licensed by MNDOT at each of the sites involved. No additional sites are planned as part of this Participation Plan.

4.6. Interoperability

General: At the time of migration to ARMER, it is recommended that the County create two VHF analog simulcast channels.

Law Enforcement: Other than the City of Bemidji, all law enforcement in Beltrami County should employ new or retain VHF in-car repeaters and dual band portables. See Drawing 3525. This will allow the officers in-building coverage throughout their service area by either:

o In-Car Repeat; On VHF through the squad to ARMER, or;

o Direct portable to ARMER depending on range.

This will allow users access to both 800 and VHF interoperable channels.

Bemidji Police: Service is 95% within high density buildings within city and no coverage supplemental systems are required. Interoperability will be on 800 MHZ.

o Very high density buildings may require special consideration if reliable in-building coverage is required.

EMS: Same as law enforcement above in accordance with Drawing 3525. Note EMS should also have paging capability

in accordance with Drawing 3526. Interoperability will be on VHF and 800 MHZ.

Fire: VHF Operation in accordance with Drawings 3526 and 3527.

Short Term - Non-Public Safety:

While it is the desire and intent to include all eligible users in Beltrami County on the ARMER network, economic realities may preclude some entities from full participation on initial implementation. Beltrami County intends to maintain existing VHF mobile relay channels at various tower sites. In addition it is recommended the two VHF interoperability channels in accordance with Drawings 3526 and 3527 be constructed as an interoperability gateway for eligible users.

Interoperability for users remaining on VHF to ARMER with the proposed VHF OPS channel in accordance with Drawing 3527.

Long Term

Same as short term.

5. Backhaul / Connectivity:

The Bemidji PSAP should be connected to the Bemidji Fire Tower site using protected hot standby microwave in the licensed 6 or 11 GHZ bands. Protected hot standby is recommended because the only other site, Bemidji West is on a spur from the Fire Tower and insufficient reliability would be attained by lack of diversity.

6. Alarms & Monitoring

The infrastructure facilities to include critical microwave circuits will be monitored by MNDOT.

7. Public Safety Answering Point (PSAP)

7.1. Consoles

Beltrami County intends to replace their existing two position Zetron console with a four position Motorola MCC-7500 series communications console. The console electronics will be connected to the ARMER zone controller via the microwave link between the Beltrami County PSAP and the Bemidji Fire Tower ARMER site.

7.2. Logging

Beltrami County will record required and selected talk groups. This will include trunked talk groups as identified on the talk group plan and conventional resources that appear at the console. 911 telephone trunks and other sources may also be recorded. The methodology to be used is not yet determined.

Existing recorder can continue in service for 911 center telephone equipment without modification.

The existing recorder is not capable of recording digital Motorola 7500 series console.

Digital (ARMER switched based) compatible recorder estimated to cost between $100,000.00 and $200,000.00 depending on configuration and system backhaul requirements.

Not recommended due to cost.

Existing recorder can be interfaced to record digital ARMER talk-groups using digital to analog interfacing equipment control stations or receiver monitors.

7.3. ATIA Data

Beltrami County has no plans to use ATIA data for system management reports, logging or any other purpose as of the date of this initial Participation Plan.

8. Redundancy

8.1. Backhaul

The Beltrami County PSAP Bemidji Fire Tower 6, 10.6 / 11 GHz microwave path should be constructed as protected hot stand-by.

8.2. Console

Beltrami County intends to install 8 trunked control stations to be used in the event that the microwave connection to the zone controller is interrupted or major console failure.

8.3. PSAP - Other

Beltrami County has a 911 telephone service back up agreement with Cass County7. Participation of both counties in the ARMER network will permit them to provide a more comprehensive form of redundancy than pure 911 telephone trunks and premise equipment.

9. Subscriber Equipment

Beltrami County has begun the procurement process for mobile and portable subscriber equipment. The migration will be done incrementally as funding allows. The migration of other local government and authorized non-governmental users will occur as funding permits. Sufficient unique IDs will be requested from MNDOT to fulfill all anticipated requirements.

The Beltrami County Sheriff and other local agencies have been preparing for migration through the procurement of multi-band / multi-mode mobile and portable radio capable of operation on legacy VHF channels as well as ARMER.

The estimated number of Beltrami County Subscriber units is represented in the table in Drawing 3542.

The estimate is based on known replacement requirements8 although it is anticipated that some entities may elect to eliminate what may be considered redundant radios.

We recommend that the public safety entities continue to include mobile radios in their fleets even though most users will have portable radios at their disposal. This provides additional redundancy and reliability for field users.

10. Administration

10.1. Local system administrator

Beltrami County has designated a Local System Administrator as required by ARMER Standard 1.1 who will have the authority to represent the interests of the County and provide day-to-day decision making. The Local System Administrator will designate a backup with authority to act on behalf of or in the absence of the Local System Administrator.

10.2. Management Terminal & Services

As of the date of this Participation Plan, Beltrami County does not intend to procure a network administration terminal. Local system management requirements that are not the responsibility of MNDOT will be provided by their radio service provider or others with the proper training and authority.

10.3. Cut Over Plan

Beltrami County plans to migrate to the ARMER network as soonas the following milestones have been completed:

Approval of Participation Plan. Funding Contract execution. Development of detailed design documents. Contracting with vendors for equipment and services.

Installation of replacement communications consoles or temporary control stations.

User training. Installation of mobile radios. Issuance of portable radios.

The process is expected to be incremental between the various user disciplines over a period of 5 to 7 years.

11. Training Plan

While some of Beltrami County operations are already being conducted on modern P25 systems, the transition from conventional land mobile radio systems to a trunked radio environment represents what is probably the most significant operating environment change that public safety and public service providers in Beltrami County have experienced.

A training program will be developed with meets or exceeds the requirements of ARMER training standard 1.10 a, c, d and e.

Beltrami County plans to procure training support through the equipment providers or other vendors to ensure successful transition and implementation.

Ongoing training will be developed and provided internally through a train-the-trainer program.

12. Schedule

The procurement, installation and cut over schedule will be developed during the detailed design development and review process. Beltrami County intends to move as quickly as funding and proper design, engineering and regulatory practices allow.

13. Maintenance

Maintenance of the MNDOT ARMER network is primarily the responsibility of MNDOT.

Title: Assumptions & Considerations 1. The coverage studies contained in this report assumes that portable radios are in the clear and above grade. This means, not surrounded by metal or soil. Interior spaces must have windows, wooden doors or metal doors with windows occupying 12 - 25% of a walled area.

Keys to the coverage tiles:

LD = Low density structures, homes, stand alone stores, filling stations etc. HD = High density structures such as apartment buildings, business in low story central or

neighborhood business districts, schools and stores. VHD = Very high density. Like HD but larger areas such as metropolitan area cities. EHD = Extremely high density. Hospitals, banks etc. Generally, area directly below antenna is in a "cone of silence".

2. There are usually other factors outside of the control of the radio coverage program and resulting predictions that will degrade the range of a land mobile radio system.

Interference from other licensed (legal) radio systems. Interference from other legal sources;

Computers:

Clocks that manage the operations of a computer system emit radio frequency energy in the 30 - 470 MHz range. Common examples are industrial clocks in gas pumps, security systems, cash registers and standard personal computers.

Cable television systems:

Cable television systems are permitted to broadcast in the 150 - 174 MHz spectrum as long as the signal remains in the cable. Cable system operators are required by the FCC to test for signal egress. Cable channels 14 - 21 are often sources of interference usually emanating from poor quality residential cable television equipment or installation practices.

Faulty or Failing radio installation.

3. User Practices Affect Range:

Radios perform best when the antenna is vertical. Batteries must be maintained and charged. Users must speak directly into the microphone. Quiet talkers have less range. Systems that have

been narrow banded will find this a significant contributor to poor performance. Portable radios operated in a vehicle below the window line will exhibit performance similar to low

density in building performance.
