Falta de escala apropriada de salários que remunerem a competência e não o título. Dificuldade de reconhecimento das novas competências profissionais nos respectivos orgãos de regulação. ( Na realidade a autorização para o exercício profissional deveria ser dada pelos orgãos regulatórios)
