OPPORTUNITIES Abundant RE potential. Total of 13 GW new RE
plants has been planned until 2021. Need of infrastructures to support the high
economic growth, resulted high electricitydemand growth of about 8.5% annually .
CO2 reduction program, plan to reduce averagegrid emission factor from 0.762 ( yr: 2012) to0.724 kg CO2/ kwh ( yr: 2021).
Integrated RE development inline with industryand mining development program.
Green lifestyle is growing, need policy supporton voluntary rooftop PV development. 3

PLN subsidy. Needs of huge funding, political risk and Lender policy
on Legal Lending Limit, required sovereignguarantee

PLN Program to Promote RE Development Reduce oil consumption by introduce Biomass
gasification, ORC technology and PV Hybrid. Introduce policies and incentives to facilitate the
voluntary Roof top PV connected to PLN grid.
Joint development of RE projects (Hydro, Biomass /Biofuel) with SOE and Local Government OwnedCompany (BUMD) .
Encourage participation of domestic power equipmentsmanufactures as well as domestic Bank.

Need of regulation to simplify the permits of using the forestryarea for RE development, including synchronization amongrelated regulation, particularly on Geothermal development . Large scale Hydro power concession / permit proposed to beissued through a standard competitive Pre QualificationCriteria.To accelerate the medium and large scale hydro developmentthrough Joint development among SOE, BUMD, IPP and PLN-SC so as to maintain RE target due to the delay in 2 nd FTP.Mini Hydro location permit issued by the Local Governmentshould be in-line with the optimum River Basin Master Plan.
Mandatory domestic obligation of bioenergy product toguarantee availability and pricing.PLN Corporate policy will be issued to facilitate theimplementation of voluntary Rooftop Solar PV.
