”The point is, that no matter what measurement is used, evaluation aims to prove the benefits of IT and therefore cannot be considered as objective” (Wilson & Howcroft; 2005)

”(..) The social and political issues that are inherent to the IS evaluation process tend to be neglected”.

• ”(…)Not only do evaluation tools and criteria vary widely. Failure/success and value my not be universally agreed within organizations – The possibility that one person’s success may be another person’s failure or even disaster is rarely mentioned” (ibid; p. 21)

Pinch and Bijker (1987) draw upon the notion of different ‘relevant social groups’ who will not only define a technological problem differently but also disagree over definitions of what constitutes success and failure and how evaluations can be used in suchconstructions.

Page 15: aau ERP evaluation, power & politics.2.0 (03-11-2015)

15

“Evaluations are often used for galvanising support, a key factor forestablishing/ensuring success for IS projects” (IBID p. 23)

“training of users is likely to entail not only instruction on how to use the technology, but also schooling as to what value it possesses. Hence it is possible to view both training and evaluations activities as instances of enrolment techniques” (IBID p. 23)

Legitimacy

Page 17: aau ERP evaluation, power & politics.2.0 (03-11-2015)

(Michel Foucault, Roddy Nilsson – 2009 p 64)

NIS er fint

NIS er hmmmNIS skal afvikles!

“With hindsight we can see that during year three of the rollout of the system there was a significant turnaround concerning what was deemed a legitimate view of the system, with the voice of dissent winning out in the end” (IBID p 33)

“With hindsight we can see that during year three of the rollout of the system there was a significant turnaround concerning what was deemed a legitimate view of the system, with the voice of dissent winning out in the end” (IBID p 33)

“The issue of legitimacy is crucial in this study of political aspects of the evaluation process: when hostile toward the system, the nurses views were demonised in reports, a dysfunctional consequence of their being ‘unable to see the benefits”. “Yet as the political climate changes over time, such views, once dismissed as hostile and irrational, are later legitimised and ultimately employed to lever the declaration of failure.” (IBID p. 35)
