About us

Centre for Economic Strategy (CES) is an independent public policy think tank founded in May 2015.

CES is aimed at supporting reforms in Ukraine to achieve sustainable economic growth.

CES does not support any political party or any political leader.

CES is a member of the civic platform “Reanimation Package of Reforms”.

CES team

The Supervisory Board is the highest management body, which includes CES founders. Members of the Supervisory Board collectively determine CES development strategy, approve key research areas, and evaluate CES work.

CES advisers are leading external experts, who provide the CES with advisory opinions on their professional areas of expertise.

CES experts are full-time employees, who perform research in different areas of public policy and develop recommendations for stakeholders.

Associated experts are part-time experts, who are involved in work on particular CES research projects.

Tomas FialaChairman of CES Supervisory Board

Chief Executive Officer of Dragon Capital with over twenty years’ of experience in Central and Eastern European securities markets. During 2010-2015, Tomas served as President of the European Business Association (EBA), a leading association for foreign businesses in Ukraine. In 2011, Kyiv Post awarded Tomas for his “personal contribution to business development in Ukraine and outstanding achievements in the past decade”. In October 2016, Tomas was elected to the Board ofTransparency International Ukraine which is a global anti-corruption NGO with over 100 chapters worldwide

Ivan MiklošFormer Deputy Prime Minister and Minister of Finance of the Slovak Republic, Deputy Prime Minister for Economy, and Minister of Privatisation. He was one of the leading figures in the economic transformation in Slovakia. Since April 2016 Mr. Miklos serves as a Head of the Group of Advisers to the Prime Minister of Ukraine and Co-chairman of the Strategic Advisory Group for Support Ukrainian Reforms, as well as a member of the National Reform Council of Ukraine.

Sviatoslav VakarchukUkrainian civic activist, founder and frontman of Okean Elzy, one of Ukraine’s best-known rock bands. Sviatoslav takes an active part in social and cultural projects. He has also founded the Charity Fund Lyudy Maybutnyoho (People of the Future). In 2003, Sviatoslav became an Honorary Ambassador of Culture in Ukraine. In 2005 he was named a Goodwill Ambassador for the United Nations Development Programme.

Our advisers

Olena BilanOlena Bilan has more than ten years’ experience in macroeconomic analysis and forecasting. Olena has been Chief Economist at Ukraine’s leading investment bank Dragon Capital since 2009, where she leads macroeconomic forecasting and analysis of economic developments and credit and currency markets. Previously Olena worked at the Institute for Economic Research and Policy Consulting, a leading Ukrainian think tank, and investment fund SigmaBleyzer. Olena was named a top-three analyst in the Ukrainian financial market in the Thomson Reuters Extel survey of global institutional investors in 2013 and 2014.

Andrei KirilenkoAndrei Kirilenko is a Professor of Finance at the Brevan Howard Centre for Financial Analysis at Imperial College Business School (London). Prior to that, he was Professor of the Practice of Finance at MIT Sloan and Co-Director of the MIT Center for Finance and Policy. During the global financial crisis, Andrei served as chief economist of the U.S. Commodity Futures Trading Commission (CFTC), which regulates the derivatives market. Before joining the CFTC, he spent twelve years at the International Monetary Fund working on global capital markets issues.

Roman Sulzhyk Roman Sulzhyk is Chairman of the Supervisory Board of the National Depository of Ukraine. Roman has over 20 years of experience in international capital markets. From April 2012, Roman worked as Chief Risk Officer of the Moscow Exchange Derivatives Market.From 2008 to 2011, he worked as a director of the rates trading department at Deutsche Bank in Moscow. From 2000 to 2008 Roman worked at JP Morgan Chase in New York and London as a Vice President where he took part in the development of risk managementand derivatives trading at the bank. In 1995-2000 Roman worked in the IT-departments of a number of technology companies in New York.

Pavlo KukhtaPavlo is an expert at the Reforms Teams on Deregulation and Financial Sector Reform under the National Reform Council, an economic expert at the Reanimation Package of Reforms and a co-founder of VoxUkraine iMoRe index project. In 2012-2015 he has been working in the sphere of government relations and policy analysis as Counsel at Kesarev Consulting. Since 2009 Pavlo has been engaged in economic journalism, writing for prominent Ukrainian and Russian journals and running one of the first economic blogs in Ukraine. Pavlo Kukhta has started working as a private trader in 2007, managing assets and providing analysis on world financial markets. Pavlo holds a degree in computer science from "Kyiv Polytechnic Institute".

Andriy BoytsunResearch Director

Responsible for scientific guidance of CES research

Professional experience

Andriy Boytsun has over 15 years of experience in scientific research and public policy analysis. From 2000, Andriy worked as an Assistant and later as Visiting Professor and Research Fellow at the University of Antwerp (Belgium), where he did research on corporate governance and taught courses in management.

Before joining CES, Andriy was a Corporate Governance Adviser to the CEO of Naftogaz of Ukraine, the country’s largest company.

He is also a member of the organising team of the annual conference of the European Academy of Management (EURAM) and an active contributor to the Belgian mass media on Ukraine-related issues.

Education

Andriy holds a PhD in Economics from the University of Antwerp (Belgium). Previously, he had obtained a Master’s degree in International Economic Relations (magna cum laude) from the Taras Shevchenko National University of Kyiv.

Hlib VyshlinskyExecutive Director

Responsible for general management of CES and its external relations

Professional experience

Hlib Vyshlinsky has over 20 years of experience in economic analysis and research.

From 2010 to April 2015, Hlib was Deputy Director at GfK Ukraine, the country’s leading marketing research agency. He worked at GfK Ukraine since 2003. Prior to that, during 1997-2003 he was Senior Economist, Publications Director and Deputy Director of the International Centre for Policy Studies. Hlib began his career as an economic journalist and editor, working in different mass media during 1993-1998.

In December 2015, Hlib was elected as a member of the Council of the Reanimation Package of Reforms.

Education

Hlib obtained a Master’s degree in Management from the National Technical University of Ukraine, the “Kyiv Polytechnic Institute”.

Maria RepkoDeputy Director

Responsible for research coordination in public policy areas focused on providing macroeconomic stability (in particular, monetary and fiscal policy, as well as policy regarding financial sector).

Professional experience

From 2006 to 2013 for several years Maria worked as an analyst at the investment company Troika Dialog Ukraine, where she was responsible for conducting company research and strategy on credit markets. Also she worked as a director of analytical department at Empire State Capital Partners and at the managing branch for large group of companies, where she managed shareholders’ investments on the foreign capital markets (2014-2015).

EducationMaria holds Master’s degree in Management from the Kyiv National University of Economics and Master’s degree in Finance from the Ukrainian Institute of Stock Market Development

Yevhenia YehorovaCommunications Director

Responsible for the development and implementation of CES communications strategy aimed at forming public support for carrying out reforms in Ukraine.

Professional experience

Yevhenia Yehorova has over fifteen years of experience in communications.

From 2007 to May 2015 Yevhenia was responsible for PR and marketing communications at GfK Ukraine, leader in the marketing research industry in Ukraine. Earlier, she was responsible for the communications in Honda Ukraine and Amway Ukraine. During 1999-2003 she worked at the International Centre for Policy Studies as a coordinator of marketing and publications.

Education

Yevhenia obtained her Specialist degree from Kyiv State Linguistic University. She also has a Diploma in marketing from the Netherland Institute of Marketing (NIMA).

Natalia BestDirector of Educational Programs

Responsible for coordinating educational initiatives supported by CES.

Professional experience

Natalia has over 15 years of combined professional experience in private equity and corporate finance. Most recently, served as a Chief of Staff to the Minister of Economic Development and Trade Aivaras Abromavicius(2015-16). Prior positions include working as a Chief Financial Officer of Lycée Francais Anne de Kiev (2014-15), Vice President at Horizon Capital (2006-07), and Investment Manager at Western NIS Enterprise Fund (1998-2006), among others.

EducationReceived a Master of Business Administration degree in Investment Management from the Ohio State University and a Bachelor of Business Administration degree in Finance (summa cum laude) from West Texas A&M University

Iryna PiontkivskaSenior Economist

Works in the team responsible for research of public policy focused on providing macroeconomic stability.

Professional experience

From 2005 to 2013 Iryna worked as an economist at the investment company Troika Dialog Ukraine, where she was responsible for macroeconomic research and monitoring of Ukrainian economic development. She also has a work experience as an economist at the non-government organization Bleyzer Foundation (from 2003 to 2005).

Education

Iryna holds Master’s degree in Economics from Economics Education and Research Consortium (now Kyiv School of Economics) at the National University of Kyiv-Mohyla Academy.

Dmytro YablonovskySenior Economist

Works in the team responsible for conducting research on natural monopolies, competition and state ownership.

Professional experience

From 2004 to 2016 Dmytro worked at GfK Ukraine where he was responsible for financial research. During 2003-2004 worked as financial analyst in Maersk Sealand.

Education

Dmytro holds Master’s degree in Economics from Economics Education and Research Consortium (now Kyiv School of Economics) at the National University of Kyiv-Mohyla Academy.

Oleksandr KashkoEconomist

Works in the team responsible for research of public policy focused on providing macroeconomic stability.

Professional experience

During 2014-2015 Oleksandr worked as a quantitative research analyst at “Ferrero”, where he was responsible for writing analytical reports covering different areas as well as development and implementation of new business processes. Also, he has a work experience as a risk analyst at Alfa Bank, where he looked after the quality of loan portfolio and was responsible for writing analytical reports.

Education

Oleksandr holds Master’s degree in Economics from the National University of Kyiv-Mohyla Academy.

Artem ZakharovJunior Economist

Works in the team conducting research on competition, natural monopolies and state ownership.Professional experience

Artem completed several internships at Ukrainian financial and industrial companies. Also, he worked at trading company in London.

Education

Artem holds Master’s degree in Finance and Management from Cranfield School of Management (UK) and Bachelor’s degree in Economics and Finance from the University of Bristol (UK).

Professional experience

From 2014 to October 2015 Yulia worked as an expert in Alfa Bank Ukraine, where she was responsible for forecasting the KPIs of the credit collection department as well as development of economic and mathematical models for planning.

Education

Yulia obtained a Master's degree in Economic Cybernetics from the National University of Ostroh Academy.

Nadiya VoronaOffice and Communication Assistant

Responsible for providing administrative support and assisting in communication activities.

Professional experience

Previously worked as an office administrator at Acorn Language Centre.

Education

Nadiya is studying advertising and public relations at the Kyiv National University of Trade and Economics.
