ACTIVITIES OF INTERNATIONAL CENTER FOR BIOTECHNOLOGY FOR FY2008
The International Center for Biotechnology (ICBiotech) was founded in
April 1995 as an independent institute in Osaka University with a mission to pursue academic advancement and collaborative research in biotechnology. ICBiotech has its origin from the “International Center of Cooperative Research Center in Microbial Engineering Japan (ICME)” which was established in the Faculty of Engineering, Osaka University in April 1978, through renovation into “International Center of Cooperative Research in Biotechnology (ICBiotech)” in April 1985 with the recognition of the wide acceptance and success of ICME’s activities and achievements.
ICBiotech serves as the seat of education and research in Asia, under the support of the Ministry of Education, Culture, Sports, Science and Technology (Monbu-kagaku-sho, MEXT) and the Japan Society for Promotion of Science (JSPS) and the auspices of the United Nations Educational, Scientific and Cultural Organization (UNESCO), with the cooperation of the Department of Biotechnology, Division of Advanced Science and Technology, Graduate School of Engineering, Osaka University, and researchers from prestigious universities nationwide and abroad.
The activities of the ICBiotech include:
1. Conducting researches on three areas of biotechnology:
1) Discovery of new functions from biological resources, 2) Bioconversion and processes for biological resources. 3) Conservation of biological resources.
2. Educating undergraduate and graduate students with the aim of providing a pool of human resources who will contribute to international cooperative research and development in biotechnology, with participation in an international program of Osaka University, FrontierLab@OsakaU ’Scientific Empowerment Program for International Student’ course.
3. Involving in the education activities of Department of Biotechnology,
Division of Advanced Science and Biotechnology, Graduate School of Engineering, Osaka University, in the fields of Applied Microbiology and Molecular Microbiology, as collaborating laboratories for the ‘International Program of Frontier Biotechnology’.
4. Having been administrating and implementing the “UNESCO Postgraduate Inter-University Course in Biotechnology” (2004-2007) at the Department of Biotechnology, Graduate School of Engineering, Osaka University, taking over the long-termed “International Post-Graduate University Course in Microbiology” (1972-2003) with total of 459 alumni spreading all over Asia.

5. Following the termination in 2004 of the JSPS multilateral program in the field of Biotechnology under the framework of Core-University System, ICBiotech has been running another international program of the Ministry of Education, Culture, Sports, Science and Technology (MEXT) managed by Japan Science and Technology Agency (JST) under the framework of Asia Science and Technology Cooperation Promotion Strategy “Solution of Research Issues Shared by Asian Regions”.
6. Involving as a research group at Japan side for a JICA-JST Project in
Thailand: Thailand-Japan Collaboration for the Research and Development of Therapeutic Products against Infectious Diseases. The Research Institute for Microbial Diseases (RIMD), Osaka University, acts as the Japanese host coordinator for the project. The Project is implemented under the “Science and Technology Research Partnership for Sustainable Development (STEPS)” promoted by Japan International Cooperation Agency (JICA) and Japan Science and Technology Agency (JST) in collaboration.
. Strengthening the research cooperation with Southeast Asian countries in the
field of bioscience and biotechnology through the establishment of the Mahidol University (MU)-Osaka University (OU) Collaborative Research Center (MU-OU CRC) for Bioscience and Biotechnology at Cooperative Research Station (CRS) in Southeast Asia in 2002 at Faculty of Science, Mahidol University, Thailand.
8. Serving as the secretariat for the Network of the Societies for Microbiology
and Biotechnology in Southeast Asia in accordance with a proposed memorandum resulted from a Consortium Meeting of the Project “Tropical Bio-Resources and Green Chemistry Strategy” (Osaka 2003).
9. Working as a member of the global network “Microbiological Resource
Centers” (MIRCENs) operated by UNEP, UNESCO and ICRO; and as an original member of the “Regional Network for Microbiology in Southeast Asia” operated under the auspices of UNESCO through the Trust-in-fund of the Japanese Government.
10. Promoting international cooperative researches in biotechnology with the Southeast Asian countries related to Biotechnology, under the support of Monbu-kagaku-sho with Grant-in-Aids for international scientific research, and conducting academic seminars related to biotechnology.

“The UNESCO Postgraduate Inter-University Course in Biotechnology”
launched in October 2004, taking over the termination of 30-years-operation of “The UNESCO International Postgraduate University Course in Microbiology” (1973-2003), managed by ICBiotech working as the secretariat have been recognized world-widely as a remarkable and unique program, implemented

through the partnership between a consortium of five Japanese universities and four Thai universities and one Thai research institution.
After closing of the 3rd Course in November 2007, this program is on a transition period for rethinking and re-examination of program design, objectives, and implementation mechanisms. In the context of promoting the mobilization of science knowledge for sustainable development in the region, in the view of developing a fresh concept of regional cooperation for capacity building in biotechnology and related fields in the Asia Pacific region, and drawing on the experience and insight of the human resources developed through the previous UNESCO courses and of the regional network in biotechnology, the series of "UNESCO Conferences on Capacity-building in Life Science" will be held during 2009-2010 in the following countries where a considerable number of alumni are located: Thailand (Bangkok), Viet Nam (Hanoi), Philippines (Manila) and Indonesia (Yogjakarta). II. “ASIA SCIENCE AND TECHNOLOGY COOPERATION
PROMOTION STRATEGY: SOLUTION OF RESEARCH ISSUES SHARED BY ASIAN REGIONS”
Following the termination of the JSPS multilateral program in the field of
Biotechnology under the framework of Core-University System in 2004, ICBiotech has been running another international program of the Ministry of Education, Culture, Sports, Science and Technology (MEXT), the project "Establishment of Bioproduction Research Center for Southeast Asian Bioresources". It is a program of "Asia Science and Technology Strategic Cooperation Program" supported by the Special Coordination Funds for Promotion of Science and Technology (SCF). Japan Science and Technology Agency (JST) is commissioned to implement the operation.
1. Purpose
i) Strengthen the Science and Technology community in Asian nations through network formation and international research activities for common challenges in the Asian region.
ii) Promotion of cooperating activities with Asian nations for Science and Technology.
Southeast Asian region is rich in resources of agriculture, forestry and
fisheries, and also has vast bioresources. However, it is the common problem in the region that these abundant bioresources has not been utilized efficiently or has not resulted in creation of biotechnology industry. The "Bioproduction

Research Center" program aims to provide efficient platform with Thai bioresources as the model. 2. Research Methodology
The process starting from the survey of unexplored bioresources to the actual bioproduction in industrial scale far exceeds the scale of any one field of biotechnology. With the bioresources in Thailand as the model, with respect to the development of utilizable bioresources, international collaboration will be established to design and perform cycles starting from the collection and evaluation of data on bioresources � planning � implementation �evaluation, from the viewpoint of final industrial-scale bioproduction, which will connect efficiently basic research on known and/or novel bioresources to the actual industrial-scale bioproduction.

3. Implementation System Japanese academic consortium is formed from professional academic staffs
belonging to five Japanese universities (Osaka University, University of Tokyo, Hokkaido University, Kyushu University and Toyama Prefectural University) who are experts in several steps of industrial biotechnology. Similarly, Thai academic consortium is formed from representative researchers in the field of biotechnology from Thai top universities/institutions [Mahidol University, Chulalongkorn University, Kasetsert University, King Mongkut’s University of Technology Thonburi, and National Center for Genetic Engineering and

Biotechnology (BIOTEC)]. The international collaboration is performed between the Japanese consortium and the Thai consortium to design and establish efficient way in the utilization of bioresources, engaging in researches of three different levels for practical industrial-scale production, namely i) finding novel/useful bioresources for potential industrial production, ii) breeding and improvement of the bioresources for actual industrial production, and iii) development of practical processes for industrial production; together with the strategic analysis on the status of present bioresources in Thailand and proposals for more efficient utilization of the bioresources to create value-added bioproducts.

5. Joint Symposium
Thailand-Japan Joint Symposium 2008 was held at Taksila Hotel, Maha Sarakham (near Khon Kaen), Thailand, on October 16, 2008. Fifteen Japanese researcher attended the Symposium. The Proceedings entitled “Thailand-Japan Joint Symposium 2008 - Bioproduction by Efficient Utilization of Thai Bioresources” was edited by T. Nihira and published by ICBiotech.

Project Coordinating Meetings were held in Bangkok on May 16, August 4 and September 20 2008, and on February 5 and March 20 2009.
Domestic meetings were held in Osaka University on July 4 2008, and on January 14 and March 16 2009, when all Japanese members from Osaka University, Hokkaido University, The University of Tokyo, Toyama Prefectural University, Kyushu University and Mie University reported activities of each research team for 2008 and had discussion on the future work plan of the project.
